Choose the method the shop actually accepts, then use the one you can verify before leaving. UPI is usually the quickest option when the merchant QR is genuine and your payment screen shows the right payee and amount. A card is practical when the shop has a compatible terminal and its card terms suit you. Cash is the dependable fallback when the phone, network, terminal or payment confirmation fails. Carrying a second accepted option prevents a small purchase from becoming a problem.
A quick decision guide
There is no universally best payment method. Acceptance, connectivity, your account or card terms, transaction size and your ability to check the final status matter more than the label on the method.

| Method | Usually the best fit when | Check before you authorise | What to keep as backup |
|---|---|---|---|
| UPI from a bank account | The shop displays an active UPI QR or another supported merchant flow and your phone has service or a configured offline option. | The payee name and amount shown in the app; then check the final success status and bank notification. | Cash or a card if the QR, app, phone battery or network fails. |
| Debit or credit card | The merchant has a compatible point-of-sale or contactless terminal and you prefer the card’s payment terms. | The amount on the terminal, any clearly displayed fee, and the transaction record after approval. | UPI or cash if the terminal is down, the card is declined or connectivity is unavailable. |
| Cash | The seller accepts notes and coins, digital acceptance is uncertain, or you need a non-network fallback. | The denomination, change and amount handed back before you leave. | A small digital balance or card for a shortage, lost notes or an unexpectedly large bill. |
Ask the seller what is accepted before ordering if the purchase is important. A payment method that exists in principle is useless if that particular shop has no active QR, the wrong card network, a failed terminal or no connectivity.

Six factors that should decide your choice
1. Merchant acceptance comes first
UPI works where the merchant has an active UPI QR or another supported merchant process. A card requires both a compatible terminal and acceptance of that card or network. Cash works only if the seller is willing to take it, but it does not depend on a phone, app or payment network. Do not assume that every local merchant accepts every UPI app, card network or contactless mode.

2. Verifyability is more important than speed
A fast payment is not a good payment if you cannot establish who received it and whether it succeeded. UPI shows merchant information after a QR scan, so compare the displayed payee and amount before entering your PIN. Card terminals show the amount before approval; retain the receipt or app record. With cash, count the change at the counter.
3. Consider where the money comes from
Standard UPI normally debits a linked bank account. A debit card also draws on a deposit account, while a credit card uses the issuer’s credit terms. RuPay credit card on UPI is a separate eligible merchant-payment route with restrictions; it is not a general replacement for person-to-person UPI. Cash uses money already in your possession and requires you to carry and protect it.
4. Match the method to connectivity
Ordinary UPI needs a working data or telecom connection. Some eligible offline digital modes exist, but they have instrument-specific limits and setup requirements. Card contactless or offline behaviour is also not universal: it depends on the card, terminal and issuer. Cash remains independent of network coverage, a charged phone and an app.
5. Separate fees from security limits
A bank or network may impose a daily or per-transaction limit as a risk control. That limit is not automatically a fee threshold. Merchant discount rate (MDR) is a charge settled on the merchant side; it is different from what your bank allows you to send and from any separately disclosed card fee. Check the final amount rather than guessing from a limit or a sign at the counter.
6. Keep a second method available
A low battery, a locked app, a damaged QR, a declined card or an ambiguous status can happen during an otherwise ordinary purchase. Carrying a modest amount of cash or a second accepted digital method is a practical resilience measure, not a claim that any method is risk-free.
How to pay a local shop with UPI
- Ask which QR or payment flow is active. Use the merchant’s displayed QR or the shop’s stated identifier rather than an old screenshot or an unsolicited message.
- Open your bank or UPI app and scan the QR. Wait for the payment screen to load merchant information.
- Match the payee. NPCI’s UPI FAQs explain that merchant information is shown after scanning. If the name does not match the shop, stop and ask the seller to confirm the correct QR.
- Enter the exact amount. Check the rupee value, decimal placement and any description before proceeding.
- Enter your UPI PIN only to authorise money leaving your account. NPCI’s Fraud Awareness guidance states: “scanning a QR code and entering a UPI PIN is only meant for making payments, not receiving them.” Never enter a PIN because someone says it is needed to receive a refund or collect money.
- Wait for a clear result. Keep the success screen, transaction ID or bank notification until the seller confirms receipt. NPCI describes UPI payments as instant and available 24/7, but a delayed confirmation can still occur.
If the screen is pending or unclear, open transaction history and check your bank notification before paying again. NPCI advises contacting your bank if confirmation is still missing after an hour. Paying a second time immediately can create a duplicate debit.

UPI charges and limits: the position described on September 15, 2026
UPI pricing is a policy area that can change. The latest located government statement, from the Ministry of Finance on September 15, 2026, describes the following framework. Treat it as the government’s current description and verify that it remains in force when you publish or make a major payment decision.
Recommended Free Tools
| Transaction or merchant category | What the September 15 statement says | Who the charge concerns |
|---|---|---|
| Person-to-person (P2P) UPI | Transfers remain free. | Customer-to-customer transfer; this is not a shop purchase. |
| Merchant payments up to ₹2,000 | Remain free of MDR. | MDR is a merchant-side settlement charge, not a customer fee. |
| Qualifying small merchants in the P2PM QR category | Merchants receiving up to ₹1 lakh per month through QR retain zero MDR on all transactions in the stated category. | Eligibility and monthly category conditions apply to the merchant. |
| Specified merchant transactions above ₹2,000 | The release describes merchant-side MDR, including a 0.4% rate for ordinary listed transactions, capped at ₹300 at ₹75,000 and above, with distinct flat-rate treatment for named essential sectors. | Merchant settlement; the release says customers do not pay MDR and merchants should not pass it through. |
The same statement says bank and NPCI daily limits are risk controls, not charge thresholds. It reports an estimate that approximately 96% of merchant transactions will remain unaffected; that is the Ministry of Finance’s analysis, not an independently established universal statistic and not a promise about 96% of one shop’s sales.
An August 8, 2026 government statement described an earlier point in the policy process, when a proposed statutory amendment was awaiting Parliament and a committee was to decide any MDR. The September statement is later, so do not use the August snapshot as if it were the final framework. Earlier still, a March 19, 2025 Cabinet release described an estimated ₹1,500 crore incentive scheme for specified low-value BHIM-UPI merchant transactions during April 1, 2024–March 31, 2025. That was historical programme context, not the 2026 charge schedule.
When UPI is the sensible choice
Small, routine purchases with a readable QR
For groceries, a snack or a short local service, UPI can avoid searching for exact cash and gives you a digital record. The benefit depends on the QR belonging to the intended shop and on your ability to see a completed status.
When you need a transaction record
The app and bank statement can provide a timestamp and transaction reference. Save the reference if the seller says payment has not arrived; it gives the bank and merchant something specific to investigate.
When a card terminal is unavailable
A merchant QR may work when the point-of-sale terminal is not installed or is temporarily out of service. Conversely, if the QR is damaged or the shop’s data connection is down, use your backup method rather than repeatedly scanning random codes.

Cards at local shops: what to check
Debit versus credit
A debit card spends from your deposit account. A credit card creates a balance under the issuer’s interest, billing and dispute terms. This article does not establish a universal rewards, interest or fee comparison; read your issuer’s terms for those details.
Terminal and contactless requirements
Insert, swipe or tap only when the terminal displays the correct amount. Contactless transactions require a compatible card and terminal and may request a PIN or another verification step. Do not assume that a terminal’s contactless symbol means every card, network or offline mode will work.
Fees and surcharges
There is no universal current rule established here for every shop’s debit-card, credit-card, network or convenience fee. A merchant should show the amount you are being asked to authorise. If a fee appears unexpectedly, keep the receipt and ask the card issuer how to dispute or clarify it; do not assume that every card transaction is fee-free or that every merchant may add any fee.
RuPay credit card on UPI
NPCI’s RuPay Credit Card on UPI guidance describes an eligible merchant-payment option, not a route for ordinary P2P transfers. Use it only for eligible merchant QR or e-commerce recipients, follow the issuing bank’s app and account rules, and use a distinct PIN as NPCI advises. Availability varies by issuer and app.
When cash is the better tool
No network, no battery, no app
Cash completes an accepted purchase without a phone, authentication screen or payment network. It is especially useful in areas with weak coverage or during a temporary outage.
Small sellers and exact change
Some stalls and very small shops accept only notes and coins. Carrying smaller denominations reduces the chance that a seller cannot make change. Count the notes and coins you receive before stepping away.

Cash’s trade-offs
Lost or stolen cash is usually difficult to recover, and carrying a large amount advertises your balance. Keep only what you need, separate emergency cash from the main wallet and avoid displaying a thick bundle in public.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsOffline digital payments: useful but bounded
The Reserve Bank of India’s Framework for Facilitating Small Value Digital Payments in Offline Mode, issued January 3, 2022 and updated December 4, 2024, defines an offline payment as “a transaction which does not require internet or telecom connectivity to take effect.” The framework permits eligible proximity or offline payments only within the instrument’s limits and with explicit customer consent.
For UPI Lite, the listed offline limits are ₹1,000 per transaction and ₹5,000 in total. Provider support, activation, balance handling and merchant setup vary, so do not assume that an offline option is available on every phone, account or QR. A cash or card fallback remains sensible for a larger bill or an unsupported shop.
What to do when a payment goes wrong
The UPI app shows pending
- Do not pay again immediately.
- Check transaction history and your bank notification.
- Ask the merchant whether their side shows a completed credit, using the transaction reference if available.
- Follow the bank’s status guidance; NPCI advises contacting the bank if confirmation is still missing after one hour.
You scanned the wrong QR or see the wrong payee
- Cancel before entering the PIN.
- Show the mismatch to the seller and request the official shop QR.
- If you already authorised the payment, contact your bank promptly with the transaction ID and ask about the available complaint process.
The card is declined
- Check that the terminal amount is correct and that the card is not locked, expired or over its available limit.
- Ask whether another terminal or payment method is accepted.
- Use UPI or cash rather than repeatedly retrying an uncertain authorisation.
The terminal or QR is offline
- Ask whether the merchant has another active terminal or QR.
- Use a configured, eligible offline option only within its stated limit and after giving the required consent.
- Otherwise use cash or leave the purchase until a reliable connection is available.
The merchant asks for a PIN to send you money
Stop. NPCI’s fraud guidance makes clear that scanning a QR and entering a UPI PIN authorises a payment out of your account; it is not a receiving step. For a refund, ask the merchant to use the original transaction’s formal reversal or refund process instead of following an unsolicited payment request.
Examples of the practical choice
A ₹180 purchase at a shop with a verified QR
UPI is convenient if the displayed payee is the shop, the amount is ₹180 and you can see a completed status. A card is equally reasonable if the terminal works; cash is a straightforward backup.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →A ₹4,500 repair bill and a weak mobile signal
Ask whether the shop’s card terminal is working and check the amount on the terminal. If the card fails and you cannot obtain a reliable UPI confirmation, pay with cash only if you can count the notes safely, or return with a verified digital option. Do not infer a customer fee from the ₹2,000 UPI policy threshold: that threshold concerns the merchant MDR framework.

A roadside stall with no visible QR and no terminal
Cash is the realistic choice if the seller accepts it. Confirm the price, hand over the amount and count the change before leaving.
You have a RuPay credit card linked to UPI
Use that route only when the recipient is an eligible merchant and your issuer and app support the transaction. It cannot be used as a general P2P transfer, so keep another method for paying a friend or an unqualified recipient.
A five-second checkout checklist
- Is this exact shop accepting the method right now?
- Does the UPI screen show the intended payee and amount, or does the card terminal show the correct amount?
- Am I authorising a payment, not responding to a request to “receive” money?
- Do I have a clear success status, receipt or the correct change?
- If anything is uncertain, can I switch to my backup method without paying twice?
Frequently Asked Questions
Does the ₹2,000 UPI threshold mean I will be charged after ₹2,000?
No. The September 15, 2026 Ministry of Finance statement describes ₹2,000 as part of the merchant-side MDR framework. It says customers do not pay MDR and merchants should not pass it through. Your bank or app may still apply its own security limits, which are separate from fees.

Can I use a RuPay credit card on UPI to pay another person?
NPCI’s guidance limits this facility to eligible merchant QR or e-commerce payments. It is not a general P2P transfer route. Confirm support and restrictions with the issuing bank and app.
Is UPI Lite guaranteed to work when mobile data is unavailable?
No. RBI’s offline framework permits eligible products under instrument-specific limits and explicit consent. The listed UPI Lite limits are ₹1,000 per transaction and ₹5,000 total, but provider support and setup vary.
Can a local shop add any card surcharge it wants?
No universal rule for every debit, credit, network or convenience fee is established here. Check the displayed amount before authorising, keep the receipt and ask your card issuer about an unexpected charge.
