Türkiye Phone Financing Rules Explained: Credit Cards, Consumer Loans, and Installments (2026 Status)

You may be able to pay for a phone in installments in Türkiye, but the legal route matters. A credit-card installment and a separate consumer loan are governed by different provisions, and a limit for one does not establish a limit for the other. The latest BDDK decisions index lists a new phone-credit decision dated 1 October 2026 (decision 11582), but its operative text is not available in the published material used here. Therefore, the 12-month and three-month thresholds from the 5 December 2024 decision should be treated as historical, not automatically current. Before signing, ask both the seller and lender which BDDK decision they are applying, the permitted maturity, total repayment, interest and fees.

What “phone financing” can mean in Türkiye

At checkout, “installments” can describe two legally separate transactions:

As an Amazon Associate I earn from qualifying purchases.

  • Credit-card installments: the card issuer converts the purchase into scheduled card payments under the Banking Regulation and Supervision Agency (BDDK) limits that apply to cards.
  • Consumer credit: a bank or finance provider makes a separate loan for the phone. The lender assesses you, signs a credit agreement and pays or finances the purchase under consumer-credit maturity limits.

A shop may advertise “up to 12 months,” yet that phrase does not prove that every phone, buyer, card or loan qualifies. The legal maximum is only an outer limit. Your issuer may offer fewer months, decline the transaction, require a down payment or price the loan differently.

What is known about the rules in October 2026

BDDK’s decisions index lists “(01.10.2026 – 11582) Cep Telefonu Alımlarında Kredi Vade Sınırlarında Değişiklik Yapılması Hk. Kurul Kararı.” The index confirms that a newer decision exists, but the operative text was not available at the time of writing. Without that text, it is not possible to state its thresholds, effective date, treatment of renewed phones, relationship to card installments or whether it supersedes earlier decisions. Check the BDDK decisions index and obtain the decision from your lender before relying on any online table.

The figures below are therefore presented as dated history. They explain how the previous framework worked and what questions to ask; they are not a certification of the limits currently in force.

Historical consumer-credit limits for phone purchases

BDDK decision 11022, dated 5 December 2024, set maximum maturities for consumer credit used to buy mobile phones. Its text separated ordinary phones from qualifying renewed products and used different price thresholds. The seller and product had to meet the renewed-products regulation for the special schedule to apply. See the full decision 11022 text.

Product under decision 11022 Price band in that 2024 decision Maximum consumer-credit maturity stated there Conditions and status
Phone covered by the general phone-credit rule TRY 20,000 or less Up to 12 months Historical maximum from 5 December 2024; verify whether decision 11582 changed it.
Phone covered by the general phone-credit rule Above TRY 20,000 Up to three months Historical maximum from 5 December 2024; not a current approval promise.
Qualifying renewed phone TRY 25,000 or less Up to 12 months Only where the product met the renewed-product regulation and the seller was a renewal center or authorized seller.
Qualifying renewed phone Above TRY 25,000 Up to three months Same seller and product conditions; historical 2024 treatment.

“Maximum” means the longest term permitted by that regulatory decision. It does not mean the bank must lend for that term, that interest is capped at a particular level, or that the borrower will be approved. A lender can apply stricter underwriting, offer a shorter maturity or reject the request.

Credit-card installments are a separate mechanism

Decision 10479, dated 5 January 2023, recorded a special credit-card treatment for qualifying renewed-phone purchases. When bought from a renewal center or authorized seller and meeting the cited regulation, the purchase could receive up to 12 months of card installments without a price cap under that decision. The same 2023 decision also changed the then-applicable consumer-credit threshold to TRY 12,000. Both figures are historical and show that BDDK limits have changed over time; they should not be quoted as today’s rules without checking later measures. Read decision 10479.

BDDK’s published credit-card limits and restrictions document also describes 12-month treatment for qualifying renewed phones. The material available here does not establish how decision 11582 affects that treatment or what the current card rule is for new phones. Ask the card issuer to identify the applicable provision on the transaction date.

New phones and renewed phones are not interchangeable categories

New phone

A phone sold as new does not automatically receive the renewed-phone exception. Under the 2024 consumer-credit schedule, the ordinary price bands were TRY 20,000 and three-month versus 12-month treatment, subject to later amendment. The seller’s description, invoice and lender classification matter.

Legally qualifying renewed phone

The special schedules require more than a used device or an open-box label. The product must qualify as a renewed product under the relevant regulation, and the seller must be a renewal center or an authorized seller. A marketplace listing from an unauthorised reseller may not qualify even if the listing calls the handset “renewed.” Request the seller’s authorization status and ensure the invoice identifies the product correctly.

How to check your financing option before purchase

  1. Identify the route. Ask whether the offer is a card installment plan or a separate consumer loan. Request separate figures for principal, interest, taxes, fees, total repayment and each payment date.
  2. Classify the phone. Confirm whether it is new or a legally qualifying renewed product. For a renewed phone, ask for the renewal-center or authorized-seller status and the document or registration reference the seller relies on.
  3. Record the transaction price. Keep the invoice price, not just a headline cash price. Historical thresholds were based on price bands, and discounts, bundles or accessories can affect how the lender classifies the purchase.
  4. Ask for the decision number and date. Have the seller or lender state whether it is applying decision 11582, an earlier decision, or a card-specific rule. Compare the statement with the BDDK index and published documents.
  5. Check the effective date. A decision can be published on one date and apply from another. Ask which date controls a transaction approved earlier but charged later.
  6. Obtain the lender’s written offer. Verify the approved maturity, annualized cost where shown, insurance or other optional products, early-repayment terms and consequences of missed payments.
  7. Compare the total, not only the month count. A shorter loan may have a higher monthly payment but lower total interest; a card plan may have different fees or consume available card limit.
  8. Keep records. Save the invoice, card slip or loan agreement, seller authorization evidence and screenshots of the advertised term in case the applied term differs.

Worked examples using the historical 2024 schedule

These examples illustrate how the old thresholds operated; they do not predict the result of a purchase made after decision 11582.

Scenario What the 2024 consumer-credit schedule indicated What still had to be checked
New phone priced at TRY 18,000 Up to 12 months under the ordinary schedule. Whether the lender still uses that threshold, approves the borrower and offers 12 months.
New phone priced at TRY 22,000 Up to three months under the ordinary schedule. Current decision, exact financed price and lender underwriting.
Qualifying renewed phone priced at TRY 24,000 from an authorised seller Up to 12 months under the renewed-phone schedule. Proof that both seller and product meet the regulation and that the 2026 rule did not amend the band.
Qualifying renewed phone priced at TRY 27,000 from a renewal center Up to three months under the renewed-phone schedule. Current threshold and whether the seller’s authorization remains valid.

What a legal maximum does—and does not—guarantee

  • It does set an outer maturity limit for the product and financing route covered by the relevant decision.
  • It does not guarantee approval. Income, existing debt, credit history, internal risk policy and documentation can determine the result.
  • It does not guarantee availability at every seller. A store may support only selected cards or lenders, or may stop offering installments when its payment processor changes.
  • It does not set your total cost. Interest, taxes, allocation fees, optional insurance and late-payment charges depend on the contract and applicable law.
  • It does not make a used phone a qualifying renewed phone. The seller and product conditions must be met and evidenced.

Common problems and how to resolve them

The cashier offers fewer months than the advertisement

Ask whether the advertisement referred to a different card, a consumer loan or a qualifying renewed phone. Request the written reason and compare the transaction type, price and seller status. If the lender’s offer is shorter than the regulatory maximum, that can be a credit-policy decision rather than a violation.

The seller says every used phone qualifies for 12 months

Do not rely on the word “used.” Ask whether the seller is a renewal center or authorized seller and whether the handset is certified as a renewed product under the relevant regulation. If the seller cannot document both points, assume the special exception may not apply.

The price is close to a threshold

Ask how the lender calculates the price: handset only, or handset plus financed accessories and services. Keep the final invoice and obtain the classification in writing. A small change can move a purchase into a different historical band, and the 2026 decision may use different bands.

The lender cites decision 11582 but will not explain it

Request the decision’s effective date, threshold table and treatment of renewed phones in the loan documentation. Check the official BDDK index entry and ask for a copy or official reference. Do not infer the operative terms from a headline, social-media post or an old 2024 table.

A card installment is declined after approval

Confirm available card limit, merchant category, issuer policy and whether the purchase was coded as a phone. A card installment restriction is not converted into a consumer loan merely because the purchase is eligible for credit elsewhere.

Timeline of the key BDDK measures

Date Decision or document What it established in the published text How to use it now
5 January 2023 Decision 10479 Historical TRY 12,000 consumer-credit threshold and up to 12-month card installments for qualifying renewed phones at eligible sellers. Background only; later measures may have changed both provisions.
5 December 2024 Decision 11022 Historical consumer-credit maximums: 12 months at or below TRY 20,000 and three months above; renewed-phone schedule at or below/above TRY 25,000 with the same 12/three-month split. Use to understand the prior framework, not as an unqualified current rule.
1 October 2026 Decision 11582 listed in BDDK index A newer decision on phone-purchase credit maturity exists; operative terms were not available in the material reviewed. Obtain and read the text before relying on any current threshold or exception.

Questions to ask the seller and lender

  • Is this a card installment or a separate consumer loan?
  • Which BDDK decision and effective date govern this offer?
  • What is the financed amount, total repayment and all mandatory or optional charges?
  • If the phone is renewed, what proves the seller’s authorization and the product’s renewed status?
  • What happens if the transaction is cancelled, returned or paid early?

Bottom line for a Türkiye phone purchase

Start by separating the financing route and the phone’s legal category. The familiar 2024 figures—TRY 20,000 and TRY 25,000 thresholds with 12-month or three-month historical maximums—are useful context, while the 2023 renewed-phone card exception is also historical. Because BDDK lists decision 11582 from 1 October 2026 without an available operative text, only a current written offer from the lender and seller can establish the term you can actually receive.

Frequently Asked Questions

Can I assume a phone can be bought in 12 card installments?

No. Card installments depend on the issuer, merchant coding, phone category and the current BDDK card rules. Ask the issuer to confirm the term for the exact transaction.

Does a 12-month legal maximum mean my loan will be approved for 12 months?

No. It is only a regulatory ceiling. The lender may approve a shorter term, impose its own underwriting conditions or decline the application.

What evidence should I request for a renewed phone?

Request proof that the seller is a renewal center or authorized seller and that the handset is a renewed product under the applicable regulation. Keep the invoice and those records with the loan or card documents.

Why should I check decision 11582 instead of using the 2024 table?

BDDK’s index lists decision 11582 dated 1 October 2026 as a newer phone-credit measure. Until its operative text is reviewed, the 2024 thresholds cannot safely be described as current.
