TSMC is the more concentrated semiconductor investment: it is a pure-play foundry that manufactures customers’ chip designs. Samsung Electronics is a broader, more complex holding: its businesses include memory, foundry, System LSI, smartphones, displays and Harman. Neither is a universal winner. The better fit depends on whether you want focused outsourced manufacturing or a diversified electronics and semiconductor group, along with your tolerance for cyclicality, geopolitical exposure, currency movements and execution risk.
The official disclosures available for this comparison do not establish which stock is cheaper or will outperform. TSMC’s cited figures cover its 2025 fiscal year, while Samsung’s detailed figures cover the first quarter of 2026, and the companies report businesses of different scope. A defensible decision therefore starts with business exposure, then checks matched-date valuation and the exact listed instrument you can buy.

| Manufacturing scale disclosed | More than 17 million 12-inch-equivalent wafers of annual capacity in 2025 | No directly comparable standalone foundry-capacity figure in the cited interim report |
| Main investor trade-off | Higher purity of exposure to outsourced chip manufacturing, with greater concentration in one business model and geography | More diversified earnings, but memory, device, display and other cycles can obscure foundry performance |
| Access examples | TWSE: 2330; NYSE American depositary shares: TSM | Common, preferred and global depositary receipt categories are listed in Samsung investor materials; availability depends on market and broker |
These are different ways to own semiconductor growth. TSMC’s result is a company-wide result from a foundry specialist. Samsung’s revenue figure is a company-wide result from a conglomerate. Treating the two headline numbers as if they measured the same operations would produce a misleading ranking.

What each company actually does
TSMC: a focused pure-play foundry
TSMC says it pioneered the pure-play foundry model: it manufactures semiconductor designs supplied by customers rather than selling its own competing chip products. In its 2025 Annual Report, chairman and chief executive C.C. Wei described the model this way: “Our success is predicated on our steadfast adherence to the pure-play foundry business model.” That structure lets customers use TSMC’s process technology and manufacturing capacity without making the foundry a rival chip brand.

TSMC reported that it manufactured 12,682 products using 305 technologies for 534 customers in 2025. Those figures indicate breadth inside the foundry model: the company serves many designs and process generations rather than a single AI product. It also reported more than 17 million 12-inch-equivalent wafers of annual capacity in 2025. Both figures are company-reported operating measures, not independent market-share estimates.
The manufacturing network includes facilities in Taiwan and operations or subsidiaries in Nanjing, Arizona, Japan, Washington and China. The annual report also discusses planned U.S. expansion and facilities under construction in Japan and Germany. A planned or under-construction site is not the same as completed, qualified production capacity. Investors should distinguish announced geographic diversification from the output and profitability those facilities may eventually deliver.
Samsung Electronics: a portfolio of semiconductor and device businesses
Samsung’s 1Q2026 Interim Report divides the company into Device eXperience (DX), Device Solutions (DS), Samsung Display (SDC) and Harman. DS contains memory, foundry and System LSI. The foundry business is not the whole semiconductor operation, and the semiconductor operation is not the whole company.

That description makes Samsung’s foundry comparable in function to TSMC’s foundry activity, but not comparable in consolidated reporting. Samsung’s group results also reflect memory prices and volumes, smartphones, display panels, automotive and audio activities, and other products. Foundry-only revenue and profitability are not isolated in the cited disclosures, so a buyer seeking a clean foundry thesis must accept this business-mix dilution.
Samsung’s report gives a useful example of why segment labels matter. Its disclosed DRAM revenue market share was 38.4% in 1Q2026, 34.0% in 2025 and 41.5% in 2024. The report attributes the data to DRAMeXchange and identifies the 1Q2026 figure as Samsung’s estimate. These are DRAM shares, not foundry shares; they should not be used as a proxy for Samsung’s competitiveness in contract manufacturing.
How the AI and HPC opportunity reaches each stock
TSMC: advanced logic and packaging demand
TSMC’s 2025 report characterizes AI deployments as strong and links that demand to advanced process nodes and advanced packaging. For 2026, management expects AI demand to continue, while warning that non-AI markets may be softer. In practical terms, the thesis is that customers designing accelerators, processors and related systems will continue outsourcing leading-edge manufacturing and packaging.
That thesis is powerful but not automatic. It depends on customers completing product designs, securing sufficient capacity, and generating end-market demand. TSMC also identifies trade conflict, protectionism and rising mature-node capacity—especially in China—as uncertainties. AI growth can therefore coexist with weakness in smartphones, PCs, automotive or other non-AI categories.

Samsung: two AI channels, foundry and memory
Samsung’s 1Q2026 report describes a stagnant foundry market during the quarter because of seasonal weakness and sluggish smartphone and PC demand. At the same time, it expects growth in advanced processes supported by AI/HPC demand and China localization. The report lists a planned second-generation 2nm mobile-product ramp in the second half and a 4nm AI/HPC ramp. These are dated management plans, not evidence that the ramps have already reached targeted yields, volumes or margins.
Samsung also participates in AI infrastructure through memory. Its DRAM business can benefit when servers require more high-performance memory, but memory earnings are highly cyclical and can move differently from foundry earnings. This gives Samsung a wider set of AI-related pathways than TSMC, while also adding another cycle that can amplify or offset results.
What the reported numbers do—and do not—tell you
| Company and period | Reported figure | What it measures | What it does not prove |
|---|---|---|---|
| TSMC FY2025 | NT$3,809.05 billion consolidated revenue | Revenue for TSMC’s full fiscal year ended in 2025 | It is not a Samsung-comparable quarter, nor a foundry-market total |
| TSMC FY2025 | NT$1,717.88 billion consolidated net income | TSMC’s full-year company profit | It does not establish a future margin or return for an investor |
| Samsung 1Q2026 | KRW 133,873.4 billion company revenue | Consolidated revenue across DX, DS, SDC and Harman | It is not foundry revenue and cannot be compared directly with TSMC’s annual figure |
TSMC also estimated that the worldwide semiconductor market excluding memory generated US$611 billion in 2025, up 19% from 2024, and that its broader “Foundry 2.0” market reached US$305 billion, up 16%. These are TSMC’s estimates in its annual report. Foundry 2.0 includes packaging, testing, mask-making, related technologies and all non-memory integrated device manufacturers, so it is broader than pure-play foundry revenue and should not be treated as an independent foundry-share statistic.
Before making a quantitative comparison, put both companies on the same footing: use the same fiscal period, convert currencies consistently, decide whether you are comparing consolidated or segment results, and record whether a figure is reported, estimated or forecast. Samsung’s consolidated revenue cannot answer how its foundry performed, just as TSMC’s consolidated result does not isolate individual customer or node economics.

The main risks behind each investment
Business concentration versus conglomerate complexity
TSMC offers a relatively clean manufacturing thesis, but that concentration means foundry utilization, process leadership, customer concentration and capital spending matter disproportionately. Samsung spreads exposure across memory, foundry and devices. Diversification can cushion a weak segment, but it also makes the stock harder to analyze: a strong memory cycle can lift group results even while foundry execution is disappointing, and a weak handset or display cycle can weigh on a company whose semiconductor units are healthy.
Geopolitical and trade exposure
Taiwan remains TSMC’s headquarters and core manufacturing base even as the company expands internationally. TSMC explicitly lists trade conflict and protectionism among its uncertainties. New sites in the United States, Japan or Germany may diversify production over time, but announced projects and facilities under construction should not be counted as completed output.
Samsung’s report provides geographic and business context, but the cited materials do not quantify a directly comparable geopolitical-risk measure. Investors should therefore examine their own exposure to Korean-market trading, export controls, customer localization and currency movements rather than assuming that geographic diversification eliminates political risk.

Both companies describe AI/HPC as an important growth driver, yet both still serve cyclical markets. TSMC expects non-AI demand to be softer in 2026. Samsung reports seasonal weakness and sluggish smartphone and PC demand in 1Q2026. Semiconductor revenue can change quickly when customers adjust inventories, delay launches or cut capital spending. A strong AI narrative does not protect every product line from a downturn.

Execution, capacity and capital intensity
Leading-edge manufacturing requires large, sustained investment in fabs, equipment, process development and packaging. The relevant question is not simply who announces more capacity, but who can qualify it, fill it with profitable designs, maintain yields and earn an acceptable return. Samsung’s planned 2nm and 4nm ramps and TSMC’s international expansion are forward-looking plans. Neither proves eventual market share, profitability or return on invested capital.
Currency, listing and access risk
A U.S.-based investor may buy TSMC’s NYSE American depositary shares under ticker TSM or access the ordinary shares on the Taiwan Stock Exchange under 2330. Samsung investor materials list common, preferred and global depositary receipt categories, but the practical choice depends on your broker and jurisdiction. Trading hours, foreign-exchange conversion, depositary fees, withholding taxes, voting rights and liquidity can differ by instrument. The company you analyze and the security you actually hold are related but not identical decisions.
Which stock profile may fit your portfolio?
TSMC may fit a focused foundry thesis
- You want direct exposure to outsourced semiconductor manufacturing rather than a bundle of devices and components.
- Your thesis depends on sustained demand for leading-edge logic, advanced packaging and AI/HPC accelerators.
- You are comfortable with Taiwan-centered operations, trade-policy uncertainty and the possibility that non-AI markets weaken.
- You are prepared to follow process-node execution, capacity utilization, customer concentration and large capital programs.
This profile does not make TSMC automatically superior. It means the stock’s business drivers more closely match a portfolio sleeve intended to represent the foundry industry.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesSamsung may fit a diversified semiconductor-and-electronics thesis
- You prefer one company with memory, foundry, System LSI, smartphones, displays and Harman rather than a single manufacturing specialization.
- You want AI exposure through both advanced foundry and memory demand, while accepting that those cycles can diverge.
- You value diversification across product lines but can tolerate less visibility into foundry-only performance.
- You are willing to analyze Korean listings or depositary instruments, currency effects and the interaction of several business cycles.
This profile is not a promise of lower volatility or better returns. Diversification may reduce dependence on one segment, but memory and device cycles can introduce their own large swings.
How to make a current buy-or-hold decision
The disclosures above explain business fit, not today’s valuation. Use this sequence immediately before investing:
- Choose a comparison date. Record each share price, exchange rate, market capitalization, enterprise value, price-to-earnings ratio, free-cash-flow measure and dividend yield on the same date. Do not mix a live quote for one stock with an older quote for the other.
- Match the reporting period. Use the latest available quarter or trailing period for both companies, and note fiscal-year differences. Keep consolidated figures separate from foundry, memory or other segment figures.
- Define the thesis. Write whether your expected return comes from advanced logic, packaging, memory, mobile devices, or a combination. Then identify which company’s reported operations actually provide that exposure.
- Stress-test demand. Consider an AI-led upside case, a normal semiconductor cycle and a non-AI downturn. Ask what happens to utilization, pricing, capital spending and earnings in each case.
- Check execution evidence. Track completed capacity, customer qualifications, process ramps and reported profitability rather than counting announcements as outcomes.
- Select the tradable instrument. Verify ticker, share class, depositary ratio, currency, fees, withholding treatment, voting rights and liquidity with your broker. For Samsung, confirm which common, preferred or GDR line is actually available to you.
- Set a portfolio limit. A semiconductor stock can be an attractive business and still be too large a position for a diversified portfolio. Size it according to your tolerance for industry, country, currency and single-company risk.
A simple decision rule
| If your priority is… | Start with… | Then verify… |
|---|---|---|
| Pure outsourced-manufacturing exposure | TSMC’s foundry model | Valuation, Taiwan and trade risk, capacity returns and the listing you can access |
| Broader semiconductor exposure including memory | Samsung’s DS portfolio | Memory-cycle assumptions, foundry execution and the effect of non-semiconductor divisions |
| AI infrastructure participation | Compare TSMC advanced logic and packaging with Samsung foundry and memory | Whether your valuation already discounts high AI growth and how much non-AI demand matters |
| Lower dependence on one business line | Samsung’s diversified group | Whether diversification improves your portfolio or makes the thesis too difficult to monitor |
| Maximum clarity on a foundry thesis | TSMC’s specialist structure | Whether concentration and geopolitical exposure fit your risk budget |
Use this rule to identify the research question, not to skip valuation. Current share prices, valuation multiples and dividend yields were not established by the cited company reports. Check those figures from current market data and the relevant Samsung investor-relations materials or TSMC filings before concluding that either stock is cheap, expensive or the better buy.
Bottom line for a portfolio decision
Choose TSMC when your intended exposure is a focused bet on outsourced leading-edge manufacturing and packaging, and you accept concentration, Taiwan-related risk and capital-intensive execution. Choose Samsung when you want a wider collection of memory, foundry, device and display businesses and are comfortable analyzing a less pure semiconductor thesis. The right answer is the one whose business drivers, risks, listing and valuation match your portfolio—not a universal winner inferred from two non-comparable headline revenue figures.
