TSMC is a dedicated contract manufacturer whose economics depend on filling fabs for outside chip designers. Intel still earns most of its money from chips it designs and sells while attempting to build an external foundry business. Compare them by business mix, process execution, customer adoption, fab returns, margins, geography and balance-sheet capacity—then apply the same valuation method to current prices. The available company filings and releases establish important operating differences, but they do not establish which stock is cheaper or will deliver the higher return.
What you are actually comparing
A foundry manufactures chips designed by other companies. TSMC’s annual report describes that model directly: customers bring designs, and TSMC provides process technology, wafer manufacturing and related services. Its revenue is therefore tied to external customers across computing, communications, automotive and consumer markets.

Intel has two different economic engines. Its product groups design and sell processors and other components under Intel’s brands. Intel Foundry provides manufacturing capabilities, but Intel’s second-quarter 2026 filing says substantially all Intel Foundry activity still supported Intel products. External-customer revenue is an ambition under development rather than the established center of the company.

|---|---|---|
| Primary model | Dedicated foundry serving outside chip designers | Integrated device manufacturer with a product business and an expanding foundry operation |
| Who supplies most current demand? | External customers are the core demand source | Intel’s own product divisions remain the principal internal customer of Intel Foundry activity, according to the Q2 2026 filing |
| Main investment bet | Continued utilization and pricing power at leading-edge and specialty nodes | Successful process execution plus conversion of external customers into a profitable, scaled foundry |
| Most important failure mode | Demand concentration, geopolitical disruption or overbuilding capacity | Spending heavily before customer commitments and failing to achieve competitive yields, volume or returns |
That distinction changes how you read nearly every metric. A high TSMC utilization rate reflects orders from independent customers. A busy Intel factory can reflect Intel’s own chip roadmap rather than proof that outside customers have adopted the platform.

TSMC’s reported operating baseline
TSMC’s 2025 annual report gives a full-year baseline, while its second-quarter 2026 release gives the latest quarterly figures in the supplied materials. Keep the periods and currencies separate instead of blending them into one growth rate.
| Period and measure | Reported figure | How to use it |
|---|---|---|
| FY 2025 revenue | NT$3,809.05 billion | Company-published annual figure; compare with another company only after aligning fiscal periods and currency |
| FY 2025 net income | NT$1,717.88 billion | Use for annual profitability and valuation calculations based on the same fiscal year |
| FY 2025 diluted EPS | NT$66.26 | New Taiwan dollar per-share figure; ADR investors must use the ADR ratio and an explicit exchange rate |
| FY 2025 gross margin | 59.9% | Annual margin, not directly comparable with a single Intel quarter |
| FY 2025 operating margin | 50.8% | Annual operating profitability under TSMC’s reporting basis |
| Q2 2026 revenue | US$40.20 billion, also reported as NT$1,270.38 billion | Quarterly result; use one currency consistently in analysis |
| Q2 2026 net income | NT$706.56 billion | Quarterly result |
| Q2 2026 diluted EPS | NT$27.25, equivalent to US$4.31 per ADR unit | Check the ADR conversion before calculating a price-to-earnings ratio |
| Q2 2026 gross margin | 67.7% | Quarterly margin |
| Q2 2026 operating margin | 60.3% | Quarterly margin |
| Q2 2026 net profit margin | 55.6% | Quarterly margin |
TSMC’s CFO Wendell Huang said the quarter was “supported by strong demand for our leading-edge process technologies.” That is management’s description of the period, not an independent audit of customer demand or process yields.
Leading-edge technology and manufacturing execution
TSMC’s 2-nanometer transition
TSMC’s 2025 annual report says 2-nanometer entered high-volume manufacturing in the fourth quarter of 2025 with good yield and that management expected a fast ramp in 2026. “Good yield” is the company’s wording; the materials do not provide an independent yield study. The relevant investor question is whether the ramp produces saleable wafers at a cost and price that preserve returns while customers migrate designs.
In Q2 2026, 2-nanometer represented 3% of wafer revenue, 3-nanometer 30%, 5-nanometer 33% and 7-nanometer 11%. Thus 7-nanometer and more advanced processes supplied 77% of wafer revenue. The mix demonstrates substantial leading-edge contribution, but it does not by itself reveal capacity utilization, customer concentration or the profitability of each node.
Intel’s 18A milestone
Intel reported high-volume manufacturing for a subset of products on its 18A process and risk production for 18A-P. These are company-reported manufacturing milestones. They show progress toward an internal process roadmap, not proof that Intel has matched TSMC in external-customer adoption, yield, scale or foundry profitability.
When assessing Intel’s 18A claims, separate four questions:

- Are products in high-volume manufacturing, or only in risk production?
- How many wafers and finished chips are being produced, and at what yield?
- How much capacity is allocated to Intel products versus independent customers?
- Are customers committing to production volumes that cover the cost of the new fabs?
The supplied filings do not answer all four. Treat the milestones as execution evidence that requires follow-through, not as a completed competitive catch-up.

Customer adoption, utilization and advanced packaging
For TSMC, external-customer dependence is a measurable operating feature. A designer that chooses TSMC commits engineering resources to a process design kit, validates the design and then places wafer orders. Repeat orders, node migrations and packaging demand can make those relationships durable, but they also create concentration risk if a major customer changes its product plan.
For Intel, the key test is whether outside customers move from evaluation and prototype work into recurring production. An announcement, tape-out or risk-production run is earlier in the commercialization cycle than sustained high-volume orders. Ask for evidence of customer commitments, wafer starts, revenue recognition, gross margin and cash flow attributable to external foundry work. The cited materials do not establish those figures.
Advanced packaging matters because modern systems combine multiple chiplets, high-bandwidth memory and different process nodes. A foundry offer is more valuable when it includes design enablement, packaging, testing and reliable delivery rather than wafers alone. Compare each company’s packaging capacity and customer-qualified products, but do not infer market share from a process-node announcement.
Capital intensity, cash generation and the return on new fabs
TSMC raised its 2026 capital budget to US$60–64 billion. Huang said the increase was driven by “continued strong structural demand from our customers, including the newly emerging agentic AI market.” This is management’s plan, not a guaranteed return on the spending. New capacity can support growth, but depreciation, start-up costs and underutilization can reduce margins before revenue catches up.

Overseas-fab ramp-up was expected to dilute margins by 2–3 points in its early stages and 3–4 points later. These are forward-looking management estimates; actual effects can differ with volume, pricing, exchange rates and construction timing.

Intel’s 2025 Form 10-K describes a different capital-risk profile. It says building a competitive foundry requires significant ongoing investment in leading-edge technology and manufacturing capacity, often ahead of customer commitments, and that those investments may not be recouped. The filing also discusses delayed or cancelled projects and calls the hurdles to the foundry strategy highly risky, with success highly uncertain.
For either company, calculate a fab-return chain rather than looking only at capital-expenditure totals:
- Estimate the capacity added and the date it is expected to become available.
- Identify committed customer volume and distinguish it from management’s addressable-market estimate.
- Estimate revenue per wafer, gross margin after ramp costs and ongoing operating expenses.
- Subtract maintenance capital expenditure, taxes and working-capital needs to estimate free cash flow.
- Compare cumulative cash generated with the original construction and equipment investment.
A larger capital budget can be rational when demand and pricing support it; it can destroy value when capacity arrives before customers.

Margins and accounting comparability
TSMC’s 59.9% 2025 gross margin and 50.8% operating margin are annual figures. Its Q2 2026 gross and operating margins were 67.7% and 60.3%, respectively. Do not compare those numbers with an Intel quarter unless the fiscal period, accounting definitions, restructuring charges, start-up costs and currency are aligned.
The cited Intel materials do not provide a matching set of Intel gross-margin and operating-margin figures for the same period. Mark those cells as “not stated in the cited materials” rather than filling them with a different quarter or an adjusted number. A fair spreadsheet should include:
- Revenue and operating income for the same quarter or trailing-twelve-month period.
- Reported and adjusted figures shown in separate columns.
- Depreciation, amortization, stock compensation and restructuring charges.
- Foundry start-up costs and intersegment eliminations.
- Free cash flow after capital expenditure, not earnings alone.
TSMC’s high margins are evidence of current operating strength, not a permanent guarantee. Intel’s lower or negative margin in any selected period would need to be interpreted alongside its investment cycle rather than treated as a steady-state result.

Supply, geography and geopolitical exposure
TSMC’s concentrated manufacturing footprint creates both efficiency and risk. Its risk-management disclosures identify rising resource costs, heavy capital spending, and resource and land constraints. Overseas expansion can improve customer proximity and resilience, but the company expects early-stage overseas fabs to dilute margins as they ramp.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →TSMC’s customer base is global, while much of its most advanced manufacturing capability remains associated with Taiwan. A Taiwan-related disruption, export-control change, earthquake, utility interruption or logistics failure could affect customers worldwide. Geographic diversification reduces some operational exposure but may raise cost per wafer and complicate technology transfer.
Intel operates fabs in the United States, Ireland and Israel and is developing additional capacity, giving it a different geographic profile. Diversification does not remove execution risk: each site must achieve competitive yields, equipment availability and customer qualification. Government incentives can reduce funding pressure but may include milestones, restrictions or timing uncertainty; do not count an award as free cash flow until the relevant terms and cash receipts are clear.
Intel also reported that Q2 2026 product demand exceeded available supply because of factory-capacity and industry-wide constraints. It warned that shortages of substrates, memory and other critical components might persist into the following year. That disclosure describes Intel’s products and supply chain; it does not show that every external foundry customer faces identical constraints.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A valuation method that does not assume the answer
No current share price, valuation multiple, target price or expected return was verified in the cited materials. Use a contemporaneous price and document the timestamp, exchange, currency and share class before drawing a stock conclusion.
Step 1: Match the security and denominator
- For TSMC, specify whether you are using the Taiwan-listed share or the U.S.-traded ADR.
- Record the ADR-to-ordinary-share ratio and the exchange rate used to translate New Taiwan dollar earnings.
- For Intel, use the common-share price and the same currency basis used for its financial statements.
- Use diluted shares outstanding from the same reporting period as the earnings or cash-flow denominator.
Step 2: Choose a consistent earnings period
Calculate trailing-twelve-month price-to-earnings and enterprise-value-to-operating-profit ratios from the same ending date. Also calculate a forward case only if the forecast source, assumptions and date are identified. Do not pair TSMC’s FY 2025 EPS with Intel’s Q2 2026 earnings and call the result a comparison.

Step 3: Add cash-flow and investment measures
- Free-cash-flow yield: trailing free cash flow divided by equity value; show capital expenditure separately because a ramping foundry can consume cash despite positive earnings.
- Enterprise value to operating profit: enterprise value divided by operating profit, with leases, debt and cash treated consistently.
- Price-to-sales: useful when earnings are distorted by start-up costs, but weak if it ignores different margin structures.
- Return on invested capital: operating profit after tax divided by invested capital; calculate on a normalized basis if a new fab is not yet fully utilized.
Step 4: Stress the assumptions
Build at least three cases. In a conservative case, delay external-customer ramps, assume lower utilization and include the disclosed margin dilution. In a base case, use management’s capacity and demand assumptions but haircut timing. In an optimistic case, require explicit evidence—committed volumes, qualified products and sustainable pricing—rather than assigning full credit for announcements.
Step 5: Compare implied expectations
Reverse the valuation: determine what revenue growth, operating margin, capital expenditure and terminal free-cash-flow margin each stock price requires. If TSMC’s price assumes continued leading-edge dominance and Intel’s price assumes a successful external foundry, those are different expectations and should be disclosed as such.
Risks specific to each investment thesis
TSMC risks
- Leading-edge demand may weaken after a period of strong AI-related orders.
- 2-nanometer and overseas-fab ramps may reduce gross margin by the ranges management disclosed.
- Heavy capital spending can raise depreciation and leave capacity underused.
- Resource, land, power and water constraints can increase cost or delay projects.
- Geopolitical or export-control events can disrupt production or customer access.
- Large customers can create concentration and bargaining-power risk even when total demand is strong.
Intel risks
- Process delays or yield shortfalls can postpone product launches and external-customer ramps.
- Foundry investments made before firm commitments may never be recovered.
- External customers may prefer an established supplier or may not qualify Intel’s process for volume production.
- Internal product priorities can compete with external-foundry capacity and engineering resources.
- Project cancellations, funding needs and prolonged start-up losses can pressure cash flow.
- Component shortages can limit product shipments even when factory capacity is available.
A practical comparison worksheet
Populate this worksheet from filings released on the same date or from clearly labeled estimates:
| Category | TSMC entry | Intel entry | Decision question |
|---|---|---|---|
| External-customer revenue | Core foundry model | Not quantified in the cited materials; substantially all current foundry activity supports Intel products | How much revenue already comes from independent customers? |
| Leading-edge milestone | 2-nanometer high-volume manufacturing reported for Q4 2025 | 18A high-volume manufacturing for a subset of products; 18A-P in risk production | Is the milestone at volume, and are yields and costs disclosed? |
| Advanced-node mix | 77% of Q2 2026 wafer revenue from 7-nanometer and more advanced technologies | Not stated in the cited materials | What share of revenue earns leading-edge pricing? |
| Capital program | US$60–64 billion 2026 budget | Not stated as a comparable single figure in the cited materials | What customer cash flow supports the investment? |
| Margin evidence | Q2 2026 gross margin 67.7%; operating margin 60.3% | Not stated for a matching period in the cited materials | Are margins comparable after start-up and restructuring costs? |
| Valuation | Requires current price, ADR ratio and aligned EPS or free cash flow | Requires current price and aligned EPS or free cash flow | What expectations are already embedded in each price? |
How to reach a defensible stock conclusion
Start with the business you want to own, not the process-node number. TSMC offers direct exposure to a scaled external-foundry model, with strong reported margins and a high advanced-node mix, alongside Taiwan concentration and a very large investment program. Intel offers exposure to an integrated chip company whose foundry strategy could become more valuable if 18A and later nodes attract independent customers, but the strategy carries substantial execution, funding and adoption risk.
Next, test the operating evidence. For TSMC, examine whether demand, utilization and pricing justify the capital budget after the expected ramp dilution. For Intel, require evidence that external customers progress from development to repeat, profitable production. Finally, use current prices and a consistent earnings or cash-flow denominator. The operating data alone do not identify the cheaper equity or the better expected return; that answer depends on the expectations embedded in the market price and on your tolerance for execution and geopolitical risk.
