Primary dealers’ net long Treasury-bill positions reached a two-year high in the Federal Home Loan Bank of New York’s week-ending October 23, 2026 update. The immediate explanation is heavy net-positive bill issuance combined with slower money-market-fund asset growth and shorter fund maturities. Some cash that might have bought bills instead moved into overnight and short-term repo.
That is a warning about intermediation capacity, not proof that a funding squeeze has arrived. October 30 is a conditional test: Canadian bank year-end and expected government-sponsored-enterprise cash payments to mortgage-backed-security holders could pressure repo, while recent bill auctions provide an offsetting sign. The episode would become materially more concerning if SOFR rose, auctions weakened and dealers demanded more compensation to finance inventories at the same time.
Why are Treasury dealers holding so many bills?
Dealers are warehousing an unusually large amount of Treasury-bill supply. FHLBNY wrote that “primary dealers’ net long positions in Bills have been pushed to the highest level in two years.” A high net-long position measures inventory carried by dealers; it does not, by itself, show that dealers are making a bullish forecast for bill prices.

Heavy issuance met slower money-fund growth
Money-market funds remain a major source of demand for short-dated Treasury securities, but their asset growth has slowed sharply. Reuters, citing TD Securities data, reported $158 billion of money-fund inflows in the first three quarters of 2026, compared with $823 billion in 2025 and $840 billion in 2024. With less new cash arriving, dealers have had to absorb more of the net issuance temporarily.
FHLBNY also said money-market funds have reduced the weighted-average maturity of their portfolios in recent months. Shorter maturities make funds more willing to hold overnight or short-tenor repo instead of locking cash into bills. That allocation can leave dealers with more bills on hand even while overnight funding markets remain orderly.

A bill-market premium appeared in October
Reuters reported that the three-month Treasury-bill yield was nearly 10 basis points above the comparable three-month overnight-indexed swap rate on October 5. A wider bill-versus-OIS spread can indicate that bills are offering extra compensation for supply, liquidity or balance-sheet costs rather than simply reflecting a change in expected Federal Reserve policy.
Is the two-year high a liquidity signal or a balance-sheet constraint?
It can be both, but the inventory figure alone cannot distinguish between them. Dealers finance bills through repo and matched-book transactions, and those trades consume balance sheet even when Treasury collateral is considered low risk.
How dealer financing works
In a repo, a dealer receives cash against Treasury collateral and agrees to return the cash later at an agreed rate. The dealer can use that cash to finance an inventory position or lend it onward. The Federal Reserve’s dealer-level research describes repos as “collateralized loans backed by securities which allow market participants to raise secured funding or borrow securities for a fixed duration.”

Federal Reserve Board staff research found that 68% of Treasury securities dealers were accessed through reverse repos, while 94% of secured borrowing backed by Treasury collateral was conducted through Treasury repos. Those shares show why a change in dealer balance-sheet capacity can affect both the bill market and the cost of secured funding.
Why reporting dates matter
The same Federal Reserve research found sharp increases in its balance-sheet-cost measure around month- and quarter-end dates. Dealers may scale back intermediation or require higher compensation when a trade will still appear on a reporting-date balance sheet. A large bill inventory therefore becomes more important when it must be financed through a date associated with higher balance-sheet costs.
What could happen to repo rates on October 30?
October 30 is a risk checkpoint, not a confirmed squeeze. FHLBNY identified two potential sources of cash leaving repo at the same time: Canadian banks’ year-end balance-sheet management and government-sponsored enterprises withdrawing cash to make payments to mortgage-backed-security holders.
The rate to watch is SOFR
The Secured Overnight Financing Rate was 3.90% on October 22, up from 3.88% on October 21, and stayed at or below the Federal Reserve’s 3.90% interest-on-reserves rate during the reported week. A brief move is less informative than a persistent rise toward or above that policy reference while dealers are still carrying heavy bill inventories.

Signals that would point to genuine pressure
| Market evidence | What it would suggest |
|---|---|
| SOFR rises and remains elevated relative to the 3.90% interest-on-reserves rate | Cash is becoming more expensive to obtain against collateral, especially around the reporting date. |
| Bill auctions show weaker demand or require higher yields | Dealers may be reaching the limit of their willingness or ability to warehouse new supply. |
| Repo lenders demand more compensation from dealers | Balance-sheet capacity, not merely bill supply, is becoming the binding constraint. |
| Only dealer inventories rise while SOFR and auctions remain calm | Dealers are likely absorbing supply without a broad funding disruption. |
Recent calmer bill auctions are an offsetting sign. A quiet October 30 would indicate that dealers and cash investors absorbed the inventory. The more serious outcome is a synchronized move across rates, auctions and dealer financing costs.
How should investors monitor the episode?
Use three separate lenses rather than treating one number as a verdict.
- Dealer inventory and financing: Track whether net bill positions remain unusually large and whether repo compensation rises around October 30.
- Cash allocation: Watch money-fund flows, weighted-average maturities and the split between bill purchases and overnight or short-tenor repo.
- Cross-market confirmation: Compare SOFR behavior with bill-auction demand. A move in only one market is weaker evidence than simultaneous deterioration in all three.
This framework also helps separate a supply glut from a true capacity constraint. Heavy issuance can raise dealer holdings without creating stress if cash returns to bills and repo funding remains readily available.

Could a Treasury funding squeeze spill into Bitcoin?
No Treasury-to-Bitcoin transmission has been established. Coinbase Institutional reported that Bitcoin perpetual-futures funding rose from 0.1% annualized on October 13 to 7.2% one week later. That jump can reflect momentum traders adding leverage rather than a reduction in financing supplied by Treasury-market intermediaries.
The financing rates are different instruments
Coinbase’s indicative October 22 overnight figures were 4.00% for traditional finance, 4.25%–12.5% for centralized crypto finance and 1.25%–4.75% for BTC financing. These are not directly comparable to SOFR: they involve different collateral, counterparties, credit terms and market structures. Perpetual funding is a periodic transfer between leveraged long and short positions, not the same thing as a secured overnight loan.
What evidence would support a real transmission channel?
A credible link would require more than simultaneous price weakness. Comparable crypto borrowing availability, rollover terms and market depth would need to deteriorate alongside repo conditions, indicating that intermediary financing supply was actually constrained. Even then, correlation would not by itself prove that Treasury funding stress caused the move in Bitcoin.

What is the most useful conclusion before October 30?
The two-year high in dealer bill holdings is an early warning about supply absorption and balance-sheet usage. It becomes a broader liquidity event only if the date-specific cash outflows produce persistent SOFR pressure, weaker bill auctions and higher dealer financing costs together. Until those signals align, the evidence supports a market under observation rather than a realized funding squeeze or a reliable forecast for Bitcoin.
Frequently Asked Questions
What does a bill-versus-OIS spread measure?
The spread compares the yield on a Treasury bill with an overnight-indexed swap that more closely tracks expected overnight policy rates. A wider spread can therefore reflect bill-specific supply, liquidity or balance-sheet compensation instead of a change in the expected policy path.
Does a dealer’s net-long bill position mean the dealer expects prices to rise?
Not necessarily. Dealers often carry securities to make markets, absorb issuance and meet customer demand, while hedging interest-rate exposure elsewhere. The position is an inventory measure, not a published directional forecast.
Why can government-sponsored-enterprise payments affect repo?
When those institutions pay mortgage-backed-security holders, cash leaves the financing system that had been available for repo lending. The timing matters because the withdrawal can coincide with other institutions managing year-end balance sheets.
Why should centralized-crypto financing quotes not be compared directly with SOFR?
They use different collateral and legal agreements and carry different counterparty and liquidation risks. A higher crypto quote may reflect platform-specific credit or leverage conditions rather than a shortage of Treasury-collateral funding.
