Treasury bills vs. money market funds: Risks, returns, and access to cash

Short answer: Treasury bills are usually the clearer choice when you can hold a specific maturity and want a Treasury-backed face-value payment at that date. A money market fund is generally more convenient for cash you may need to redeem on business days, but its yield changes, fees reduce returns, and it is neither FDIC-insured nor guaranteed to avoid losses. The right comparison depends on maturity, redemption timing, tax situation, and the exact fund—not on a generic claim that one always pays more.

What you are comparing

Treasury bills and money market funds can both hold short-term savings, but they are different legal and financial products.

Treasury bills are individual government securities

A Treasury bill (T-bill) is a short-term, marketable security issued by the U.S. Treasury. TreasuryDirect lists terms from four weeks through 52 weeks. Bills are issued at face value or at a discount to face value. At maturity, the Treasury pays the bill’s full face value. The interest is the difference between what you paid and that maturity payment.

TreasuryDirect currently lists a $100 minimum purchase, in $100 increments. You can buy bills through TreasuryDirect, a bank, or a brokerage account. If you hold a bill to maturity, the contractual maturity date and face-value payment are known in advance. If you sell before maturity, you are making a market transaction and the sale price can be higher or lower than your purchase price.

Money market funds are mutual funds

A money market fund pools investors’ money and buys liquid, short-term debt securities, cash, and cash equivalents. You own mutual-fund shares rather than a specific Treasury security. The fund normally distributes dividends based on income from its portfolio, minus expenses. Because the portfolio and short-term interest rates change, the fund’s yield changes too.

A money market mutual fund is not the same as a bank money market deposit account. Fund shares are not FDIC-insured. Your account’s ability to receive a redemption, and the time it takes, depends on the fund, the intermediary, cutoff times, settlement, and any applicable liquidity rules.

Side-by-side comparison

Issue Treasury bills Money market funds
What you own An individual short-term U.S. Treasury security Shares of a mutual fund holding short-term instruments
Return mechanics Buy at a discount or par; receive face value at maturity. The difference is paid at maturity. Dividends generally reflect portfolio income and short-term rates; the yield changes and expenses reduce the investor’s return.
Available terms Four to 52 weeks, according to TreasuryDirect’s listed bill terms No single maturity for your shares; the portfolio is managed within the fund’s mandate
Principal risk Holding to maturity returns face value under Treasury’s stated mechanics; selling early exposes you to market price risk Stable-NAV funds seek a constant price but can reprice; floating-NAV funds move with portfolio values. Loss is possible.
Cash access Face value arrives on the maturity date. Earlier access requires a secondary-market sale. Designed for redemptions, subject to fund and platform processing rules, cutoff times, settlement, and possible liquidity measures
Taxes Interest is subject to federal tax and exempt from state and local taxes, according to TreasuryDirect Tax treatment depends on the fund’s distributions and your circumstances; review tax reporting rather than assuming Treasury-bill treatment
Insurance Not a bank deposit; payment is based on the Treasury security’s terms Not FDIC-insured
Purchase route TreasuryDirect, a bank, or a broker; TreasuryDirect’s listed minimum is $100 in $100 increments The fund or brokerage platform; account minimums, fees, cutoffs, and settlement vary

How Treasury-bill returns work

Discount purchase and maturity payment

Suppose a bill has a $10,000 face value and you pay less than $10,000. If you hold it to maturity, the Treasury pays $10,000. The difference is your bill interest. It is not normally deposited as a monthly coupon; it is realized at maturity.

TreasuryDirect explains the pricing relationship as:

Price = Face value × (1 − (discount rate × time) / 360)

The 360-day basis matters. A quoted discount rate is not automatically comparable with a fund’s annualized seven-day yield or another yield convention. Compare like-for-like investment yields for the same dates and horizon instead of placing the two headline percentages side by side.

A bill’s rate is fixed for that purchase, not forever

The auction yield applies to the particular bill you buy. If you reinvest when it matures, the next bill’s rate may be different. A ladder of bills therefore produces a sequence of reinvestment decisions, not one permanent rate.

Selling before maturity

Treasury bills are marketable and may be sold before maturity through a bank or broker. The price then reflects current market rates, remaining term, demand, and transaction costs. If market rates have risen, an older bill may sell for less than its face-value-based purchase economics; if rates have fallen, it may sell for more. Treasury’s face-value payment protects the maturity outcome, not an early-sale price.

How money market fund returns and prices work

Dividends, yield changes, and expenses

Money market funds generally pass through income from their short-term holdings as dividends. Their published yields can change as securities mature and are replaced, as market rates move, and as expenses change. The expense ratio and other charges reduce what reaches you. In an exceptionally low-rate environment, fees can equal or exceed portfolio income.

Do not treat a fund’s current yield as a guaranteed return for the next month or year. Check whether the displayed figure is a net yield after expenses, the period it covers, and the fund’s prospectus.

Stable and floating net asset values

Investor.gov distinguishes fund structures:

  • Retail and government funds: may transact at a stable $1.00 net asset value (NAV), subject to regulatory conditions.
  • Institutional prime and institutional tax-exempt funds: use a floating NAV, so the share price moves with the value of portfolio holdings.

A stable $1.00 NAV is an operating objective, not a promise that you cannot lose money. If a fund’s NAV deviates by more than one-half of one cent from $1.00, it can reprice. A floating-NAV fund can show gains or losses as its securities change value. Neither structure carries FDIC insurance.

Liquidity rules can change during stress

The SEC’s November 4, 2024 Investor Bulletin describes liquidity fees and, in specified circumstances, the possibility that a fund could suspend redemptions permanently and liquidate. The provisions do not apply identically to every fund. Government funds are treated differently from certain institutional prime and tax-exempt funds, and the prospectus controls the details.

The SEC’s 2023 money-market-fund reforms increased minimum daily and weekly liquid-asset requirements for covered funds to 25% and 50%, respectively. Those are portfolio liquidity thresholds for the fund; they are not a guarantee that your cash will be immediately available at all times.

Which is safer?

If “safe” means a known maturity value

A bill held to maturity offers the most definite outcome in this comparison: the Treasury’s stated mechanics provide face-value payment on a known date. You still need to accept the maturity horizon and the possibility that inflation reduces purchasing power. Selling early removes the certainty of receiving face value.

If “safe” means a stable share price

A retail or government money market fund may display a stable $1.00 NAV, but that stability is conditional. Repricing is possible, and the fund’s assets, fees, and liquidity provisions still matter. Institutional prime and institutional tax-exempt funds have floating NAVs by design.

If “safe” means deposit insurance

Neither product is an FDIC-insured bank deposit. A money market fund is explicitly not FDIC-insured. A Treasury bill is a security whose payment follows its Treasury terms, not a deposit-account insurance scheme. Keep emergency cash that must be insured and instantly available in an account designed for that purpose.

How to compare yields without making a false claim

There is no universal answer that Treasury bills always yield more or that money market funds always yield more. A defensible comparison uses a specific bill auction and a specific fund’s current net yield on the same date.

  1. Choose the bill term, such as a four-week, 13-week, or 52-week bill, and record the latest auction’s investment yield—not merely its discount rate.
  2. Choose the exact money market fund and record its current published net yield, the measurement period, and any temporary fee waiver.
  3. Put both figures on the same annualized basis. Do not compare a bill’s 360-day discount-rate quote with a fund’s seven-day yield as if they were identical measures.
  4. Account for expenses, commissions, bid-ask spreads, and any account fee that applies to your purchase or redemption.
  5. State the reinvestment assumption. A bill held to maturity has a known return for that bill; a fund’s yield and the rate on the next bill can both change.
  6. Adjust for taxes. A high state-tax bill investor may value the bill’s state and local tax exemption differently from an investor in a state without income tax.

Because rates change daily and no single current-rate figure establishes a permanent winner, refresh both disclosures immediately before acting.

Access to cash: maturity versus redemption

Getting money from a Treasury bill

At maturity, the face value is paid according to the account arrangement you selected. If you need the money sooner, you must sell the bill through a broker or other market venue that supports the transaction. The sale can settle on a schedule set by that intermediary, and the amount you receive is the market price rather than an assured face-value payment.

This makes a bill useful for a known future date—such as a tax payment or a planned purchase—but less convenient for an emergency whose timing is uncertain. A ladder of staggered maturities can create recurring maturity dates, but each rung still has a fixed date.

Getting money from a money market fund

You request a redemption through the fund or brokerage platform. The platform’s cutoff time determines which day’s NAV and processing cycle apply. Settlement and transfer time then determine when the cash reaches your bank account. A fund may be convenient for checking-account transfers or investing-account cash management, but “same day” or “next day” is not a universal promise.

During market stress, applicable liquidity fees or other permitted measures can affect the amount or timing of a redemption. Read the current prospectus and shareholder notices for the fund you actually own.

Taxes and account location

Treasury-bill taxation

TreasuryDirect states that bill interest is subject to federal income tax and exempt from state and local income taxes. The interest is the discount between purchase price and face value, recognized under the applicable tax rules even though the cash arrives at maturity.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Money market fund taxation

Do not assume every fund distribution receives the same tax treatment. A fund may hold Treasury securities, municipal instruments, government obligations, or other short-term debt, and its tax reporting reflects the fund’s actual income and your account type. Review the fund’s annual tax information and your tax professional’s guidance for your state and filing situation.

Step-by-step buying and monitoring choices

When using TreasuryDirect

  1. Open and verify an eligible TreasuryDirect account or use an existing bank or brokerage account that offers bill purchases.
  2. Select the bill term and auction or purchase method shown by the provider.
  3. Enter an amount meeting the provider’s minimum; TreasuryDirect lists $100 and $100 increments.
  4. Review the expected issue date, maturity date, and reinvestment election before submitting.
  5. Record the maturity date in your cash calendar. If your plan changes, check the secondary-market sale process and quoted price rather than assuming face value.

When using a money market fund

  1. Identify whether the fund is retail, government, institutional prime, or institutional tax-exempt.
  2. Read the prospectus for NAV policy, eligible investors, minimums, expense ratio, redemption cutoff, settlement, and liquidity-fee provisions.
  3. Check the current net yield and whether a fee waiver makes it temporarily higher.
  4. Confirm where redemption proceeds go and how long an electronic transfer normally takes at your intermediary.
  5. Recheck the yield and fees periodically; unlike a held-to-maturity bill, the fund’s income rate is not locked.

Decision framework by cash need

Choose a bill when the date is known

A bill fits money you can leave untouched until a specified maturity and for which the face-value outcome matters more than daily access. Examples include a planned payment in three or six months, provided you can tolerate selling risk if the date changes.

Choose a fund when operational convenience matters

A money market fund can fit brokerage cash that you expect to move or redeem regularly. The convenience comes with variable yield, fees, fund-specific NAV risk, and redemption rules that you must verify.

Use a combination when needs differ

Many savers separate near-term operating cash from dated goals: cash needed at any time remains in an appropriate transaction or deposit account, dated amounts can be assigned to bills maturing near the obligation, and flexible investment cash can remain in a fund whose terms they understand. This is an allocation choice, not a promise that either product is risk-free.

Common mistakes and how to avoid them

  • Calling a fund “FDIC-insured”: confirm that you are looking at a mutual fund, not a bank deposit account.
  • Assuming stable NAV means guaranteed principal: stable-NAV funds can reprice and are exposed to portfolio and liquidity risks.
  • Comparing unlike yield quotes: align the bill’s investment yield, the fund’s net yield, the date, and the annualization convention.
  • Promising face value before maturity: an early bill sale is priced by the market and may produce a gain or loss.
  • Ignoring fees: include expense ratios, transaction charges, and transfer costs; low rates can make fees especially significant.
  • Forgetting reinvestment risk: the next bill auction may have a different rate, and a fund’s yield can change as holdings roll over.
  • Overlooking access cutoffs: check the fund’s redemption deadline, settlement cycle, and bank-transfer timing before labeling money “available.”
  • Assuming all funds share one liquidity rule: read the current prospectus because government, retail, institutional prime, and tax-exempt funds are not treated identically.

Bottom line

Treasury bills provide a defined maturity and face-value payment when held to maturity, with federal taxation and a state-and-local tax exemption. Money market funds provide pooled, often convenient cash management, but their yields move, expenses reduce returns, shares are not FDIC-insured, and NAV and redemption behavior depend on the fund type and current rules. Compare a particular bill auction with a particular fund’s net yield, then choose based on when you need the cash and whether you can hold to the bill’s maturity.
