Treasury Bills, Notes, Bonds, and ETFs: Which Is Right for Your Portfolio?

Use the Treasury security whose maturity matches when you need the money. Treasury bills suit cash needs within a year, notes fit many intermediate goals, and 20- or 30-year bonds are for investors who can tolerate substantial interest-rate movement. A Treasury ETF is the convenience and diversification choice: it trades all day and continually rolls a portfolio of Treasuries, but it charges expenses and never delivers a personal maturity date. The right answer depends on your time horizon, need for predictable cash flows, tolerance for price changes, and willingness to manage individual securities.

At a glance: the four choices

All four choices provide exposure to obligations of the U.S. Treasury, but they behave differently in your account. The table separates the features that matter most when you are deciding what to buy.

Choice Typical term or structure Cash flow Best fit Main trade-off
Treasury bill 4, 6, 8, 13, 17, 26, or 52 weeks Bought at a discount or at par; the difference from face value is received at maturity Near-term cash, emergency reserves, or a ladder inside one year When it matures, you must reinvest at whatever rates are then available; selling early exposes you to price changes
Treasury note 2, 3, 5, 7, or 10 years Fixed interest paid every six months Intermediate income or a known goal several years away More sensitivity to rate changes than a bill
Treasury bond Generally 20 or 30 years Fixed interest paid every six months Long-duration income or matching a distant liability Highest duration and interim price volatility among the three individual securities
Treasury ETF A portfolio of Treasuries that the fund continually buys and sells Fund distributions vary; shares trade throughout the day Diversification, liquidity, and automated exposure Expense ratio, possible premium or discount to net asset value (NAV), and no personal maturity date

The TreasuryDirect terms above are maturities, not promised returns. Your yield depends on the auction price, prevailing rates, and—if you sell before maturity—the market price at that time.

How Treasury bills, notes, and bonds work

Treasury bills: short-term instruments that pay at maturity

TreasuryDirect defines bills as securities that mature in one year or less. Regular terms listed by TreasuryDirect are 4, 6, 8, 13, 17, 26, and 52 weeks. A bill can be purchased below its face value (a discount) or at par. The difference between the face value and the discounted price is the bill’s interest. You do not receive a periodic coupon; if you hold it to maturity and the Treasury pays as promised, you receive the face value.

That structure makes bills useful when you know you will need principal on a near date. It also creates reinvestment risk: once the bill matures, the next bill may offer a lower yield. A ladder of staggered maturities can spread that decision across several dates instead of concentrating it in one rollover.

Treasury notes: fixed coupons for two to ten years

Treasury notes are issued with 2-, 3-, 5-, 7-, or 10-year maturities. The Treasury sets a fixed coupon rate at auction, and interest is paid every six months. The coupon is calculated from the note’s face value, while the return you earn can differ if you buy the note at a premium or discount in the secondary market.

Notes are a middle ground. They can provide scheduled income while giving you a defined maturity for a college payment, a planned home purchase, or another goal several years away. Their prices generally move more than bills when market rates change because more of the cash flow arrives in the future.

Treasury bonds: long-term fixed payments

Treasury bonds are generally issued for 20 or 30 years and pay interest every six months. Their long maturities make them the most rate-sensitive of the three traditional Treasury securities. If you plan to hold a bond for decades and need its scheduled coupons, that duration may be intentional. If you may sell soon, the same duration can produce large gains or losses when rates move.

Why maturity determines risk

A Treasury’s payment promise and its market price are separate questions. If you hold an individual bill, note, or bond to maturity and the issuer pays as promised, you receive the stated principal (face value) at maturity. Before then, the security trades at a price set by current market yields.

When market interest rates rise, prices of fixed-rate bonds generally fall. Existing securities have lower coupons than newly issued securities, so buyers will pay less for the older security. When rates fall, existing higher coupons can become more valuable and prices generally rise. The longer the maturity, the more sensitive the price usually is because more cash flows are exposed to changing rates. A bill that matures in a few weeks normally has less price movement than a 30-year bond, all else equal.

Inflation is another risk. Even if every coupon and principal payment arrives on time, rising prices reduce what those dollars can buy. Treasury securities also have liquidity, credit, and call-risk considerations identified in federal investor guidance. Treasury credit risk is generally viewed through the government’s payment obligations; that backing does not guarantee the price you will receive if you sell before maturity.

Individual Treasuries versus a Treasury ETF

What you own

With an individual security, you own a specific bill, note, or bond with a stated maturity. You can plan around that date and receive par at maturity if the issuer performs. An ETF owns a portfolio of Treasuries. The fund typically replaces maturing holdings, so your shares continue rather than maturing on your personal target date.

Trading and liquidity

Individual Treasuries can be purchased at auction or through a broker and can be sold in the secondary market. You choose whether to hold to maturity or accept the current market price. ETF shares trade on an exchange throughout the day, which can make changing your exposure straightforward. However, an ETF’s market price may be higher or lower than its NAV per share, particularly when trading conditions are stressed.

Costs and cash flows

Direct purchases involve the auction or brokerage terms and any trading spread charged by the route you use. ETFs deduct an expense ratio from fund assets, reducing the return that reaches shareholders. Distributions vary with the securities held and the fund’s schedule; they are not the same as a guaranteed coupon on one note or bond. Read an ETF’s prospectus and shareholder report for its expense ratio, maturity range, distribution policy, and risks.

When each structure is most useful

  • Choose an individual bill, note, or bond when a defined maturity matters, you can hold through interim price swings, and you want to schedule principal repayment.
  • Choose an ETF when you value diversification across many issues, intraday trading, and automatic reinvestment more than a known maturity date.
  • Use both when near-term obligations require a maturity ladder but another portion of the portfolio benefits from liquid, diversified exposure.

Match the investment to the goal

Cash needed within one year

Start with bills whose maturity dates fall before the spending date. Keep the maturity slightly ahead of the bill if the money must be available on a specific day, because settlement and transfer timing can matter. A ladder might divide a year’s cash need among 4-, 13-, 26-, and 52-week maturities. As each rung matures, use the proceeds or reinvest them at the then-current rate.

Income or a goal two to ten years away

Notes can align coupons and principal with an intermediate goal. Select a maturity that does not force a sale just before the money is needed. If you need income at regular intervals, remember that Treasury notes pay every six months; your personal budget may require holding several notes with different coupon dates or keeping a cash reserve between payments.

Long-duration income or liability matching

A 20- or 30-year bond can match a distant liability and lock a fixed coupon for a long period. Use it only if you can tolerate substantial interim price movement. A long bond that is sold after rates rise may be worth considerably less than its purchase price even though its maturity value is unchanged.

Retirement portfolios

Retirement is not one time horizon. Money needed soon can be matched with bills or short notes, while later spending may use longer notes, bonds, or a Treasury ETF. Separate the amount needed for near-term withdrawals from money that can remain invested through rate cycles. Avoid choosing a 20- or 30-year maturity solely because its coupon looks attractive; the price risk can be inappropriate for withdrawals that begin soon.

How to buy and implement a Treasury allocation

  1. Define the cash-flow date. Write down when principal or income is required, whether the date is firm, and how much must be available after taxes and expenses.
  2. Pick the maturity range. Use bills for dates inside a year, notes for a two- to ten-year horizon, and long bonds only when you accept long-duration volatility. An ETF is appropriate when a continuous allocation is more important than a personal maturity.
  3. Choose the purchase route. TreasuryDirect supports noncompetitive bids at Treasury auctions. Brokers, dealers, and financial institutions offer auction access and secondary-market purchases. Compare the order terms and any spread or commission before submitting.
  4. For an auction, decide on a noncompetitive bid. A noncompetitive bid accepts the auction’s determined yield and guarantees the amount accepted within the auction rules. Confirm the auction date, issue date, maturity date, and minimum purchase requirements shown in the account you are using.
  5. For a secondary-market order, check the actual price. Review the quoted price, yield, accrued interest where applicable, settlement date, and maturity. A note bought above or below par will not have the same total return as its coupon rate.
  6. Document the plan. Record each CUSIP or fund ticker, maturity, par value, purchase price, coupon, next payment date, and the action you will take at maturity. For an ETF, record the expense ratio and the target allocation instead of a maturity date.
  7. Rebalance deliberately. Reinvest only after checking the new cash need and prevailing yields. Do not roll every maturity automatically if your spending plan has changed.

Building a Treasury bill or note ladder

A ladder spreads maturities over time. Suppose you need equal amounts of cash every three months for the next year. Rather than put everything into one 52-week bill, you could divide the amount among maturities that mature roughly three months apart. Each maturity supplies the next spending need; unused proceeds can be rolled into a new longest rung. The exact terms available at an auction may not line up perfectly with your dates, so choose the nearest maturity that leaves a practical cash buffer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a multi-year goal, a note ladder can use different maturity years. A five-year plan might hold notes maturing in years one through five, with each maturing note funding that year’s need or being reinvested at the far end. This reduces the risk of having to sell the entire position in one rate environment. It does not eliminate reinvestment risk or price risk on rungs you sell early.

Taxes, accounts, and record keeping

Tax treatment depends on your jurisdiction, account type, and the specific security. The federal, state, and local treatment should be verified for your circumstances before comparing a Treasury yield with another investment’s yield. A taxable account, an individual retirement account, and other retirement arrangements can produce different timing and reporting results. Keep purchase confirmations and maturity statements so your cost basis and discount or premium are documented.

Common mistakes and how to avoid them

  • Confusing coupon with total return. A coupon describes scheduled interest on face value. The price you pay and the price you receive on a sale determine your realized return.
  • Assuming “government-backed” means no loss is possible. The payment promise does not protect you from a market-price loss if you sell before maturity.
  • Using a long bond for a short goal. A 20- or 30-year security can fall sharply in price when rates rise, even if your spending date is near.
  • Ignoring an ETF’s NAV relationship. Check whether shares are trading at a premium or discount to NAV and review the fund’s expense ratio.
  • Forgetting rollover decisions. A maturing bill does not automatically preserve its old yield. Decide in advance whether to spend, hold cash, or reinvest.
  • Overlooking inflation. Fixed payments may buy less in the future if prices rise faster than your income.
  • Skipping the prospectus. A Treasury-focused ETF can still have duration, liquidity, tracking, and fund-structure risks that differ from owning one Treasury directly.

A practical decision checklist

  • When exactly will I need the principal?
  • Must the investment mature on that date, or can I sell shares or a security?
  • Do I need periodic income, or is a single maturity payment preferable?
  • How much interim price movement can I tolerate?
  • Will a bill’s maturity create a reinvestment decision I am prepared to make?
  • Would an ETF’s diversification and intraday liquidity justify its expense ratio and lack of maturity?
  • Have I checked the tax treatment for my location and account?
  • Have I recorded the purchase price, maturity, cash-flow dates, and exit plan?

In short, bills are the usual starting point for a defined need inside a year; notes combine scheduled income with an intermediate maturity; long bonds serve investors deliberately accepting duration; and ETFs are the flexible, diversified vehicle when continuous exposure matters more than a personal maturity date.
