There is no single best applicant tracking system (ATS) for every small business. A company hiring one person at a time may be well served by a capped free plan, while a growing team may need interview automation, job-board distribution, recruiting analytics, or employee records in the same system. For a company with 25 or fewer employees that wants recruiting connected to broader HR records, Toolradar’s 2026 shortlist places BambooHR first. Breezy HR is aimed at one-role-at-a-time hiring, JazzHR at standalone recruiting, Workable at feature-rich sourcing, and ApplicantStack at predictable flat pricing. Manatal suits teams comfortable with per-user billing and AI scoring; Recruitee and Hireology are quote-based options for collaborative or multi-location hiring.
The order below is Toolradar’s editorial shortlist for businesses under 200 employees, not a controlled hands-on test, market-share ranking, or universal verdict. Your hiring volume, workflow, headcount, and tolerance for add-ons should determine the final choice.

What an ATS does for a small business
An ATS replaces a patchwork of spreadsheets, email threads, and shared folders with a record for each applicant. It normally stores applications, moves candidates through stages such as applied, screen, interview, offer, and hired, records interviewer feedback, and preserves a searchable history. Many systems also publish jobs to multiple boards, send candidate messages, schedule interviews, and report on time-to-hire or source.
The value is operational rather than merely administrative. A defined pipeline prevents a qualified applicant from disappearing in an inbox, gives hiring managers one current status, and makes it easier to apply the same screening criteria to every candidate. It can also reduce duplicate data entry when a candidate applies to more than one role.
Not every small business needs a full ATS. If you hire only once a year and have one decision-maker, a documented spreadsheet and calendar may be adequate. Software becomes more defensible when several people review candidates, multiple vacancies run at once, compliance records matter, or recruiting consumes enough time to justify a recurring subscription.
How to interpret the 2026 shortlist
Toolradar’s comparison is scoped to companies under 200 employees and says its editorial picks draw on G2 and Capterra review volume and ratings plus media mentions. It checked prices against vendor pages in September 2026. Those methods can produce a useful starting list, but they do not establish a controlled performance test, a common review sample, or an objective overall ranking.
G2 provides a separate review-platform view. Its ATS category page, updated October 12, 2026, listed 632 products and an October average rating of 4.46 out of 5. G2 says its small-business category requires at least 10 reviews from small-business reviewers. Neither figure is market share, and an aggregate rating does not prove that a particular product fits your hiring process. G2’s listings also show that use cases vary: some products serve in-house teams and staffing agencies, while others focus on broader HR or staffing operations.
The eight platforms, in practical terms
1. BambooHR: recruiting attached to core HR
BambooHR is the most natural fit in this list for a company with 25 or fewer employees that wants one system for hiring and employee records. Toolradar reports a flat $250 monthly price for that headcount range. The appeal is fewer handoffs between recruiting and the employee record after someone accepts an offer.
The trade-off is depth. Toolradar cautions that BambooHR’s hiring functionality is comparatively thin, and payroll is an additional cost. Choose it when consolidating HR administration matters more than an advanced recruiting machine. Ask for a demonstration of the exact job-posting, interview-feedback, and reporting functions your team uses before assuming the broader HR suite includes them.

2. Breezy HR: a low-commitment starting point
Breezy HR’s free Bootstrap plan is designed around one open position. That can work for an owner who fills one role, closes it, and then hires again later. Toolradar reports the Startup tier at $157 per month when billed annually or $189 month-to-month, giving a paid path when a free plan becomes restrictive.
Check the economics of the extras. Text messaging and onboarding may be add-ons, so a headline subscription can understate the cost of the workflow you actually want. Confirm whether your team can keep the number of simultaneous jobs within the plan and what happens to archived candidates when you downgrade.
3. JazzHR: a dedicated recruiting system
JazzHR is positioned for businesses that want a standalone ATS rather than recruiting bundled into payroll or a full HR suite. Toolradar reports Hero from $1,000 per year. Annual-first pricing can be economical for a stable hiring plan but creates a larger commitment if your hiring volume changes.
Third-party job-board restrictions are a specific caution in the comparison. Before buying, list the boards you rely on and confirm which are included, which require an integration, and whether posting or applicant data flows back into the ATS.

Workable is aimed at a small business prepared to pay more for sourcing and a wider feature set. For companies with 1–20 employees, Toolradar reports Standard at $299 per month and Premier at $599 per month. Standard may charge extra for texting, video interviews, and assessments.
This option makes sense when the cost of manually coordinating several interviewers or sourcing candidates is greater than the subscription. Compare the complete Standard and Premier workflows, not just the base prices: a lower tier can become the more expensive choice if essential communication or evaluation tools are add-ons.
5. ApplicantStack: transparent flat-price entry tiers
ApplicantStack is the clearest fit for a business that values a predictable bill. Toolradar reports Starter at $29.99 per month for one active job, one administrator, and five hiring-manager seats, with Growth at $49.99 per month. Higher prices apply to broader recruiting or HR bundles.
Rank #3
Count active requisitions and reviewers before choosing Starter. One active-job cap can be decisive for a company that normally has two or three vacancies, while five hiring-manager seats may be generous for a small team. Ask whether an inactive job can be archived without losing candidate history and what features move into the higher-priced bundles.
6. Manatal: per-user pricing and AI scoring
Manatal is intended for a small business or agency comfortable paying per user and interested in AI-assisted scoring. Toolradar reports Professional from $15 per user per month when billed annually or $19 per user per month monthly. That plan is limited to 15 jobs and 10,000 candidates, and video screening is an extra charge.
Per-user pricing rewards a small recruiting team but can expand quickly when every hiring manager needs access. Establish who truly needs a paid seat, how scoring recommendations are reviewed for consistency, and whether the 15-job or 10,000-candidate limits fit your retention policy.
7. Recruitee: collaborative pipelines with quote pricing
Recruitee is positioned for a small team that wants a collaborative hiring pipeline. No public list price was reported, so the decision starts with a quote. Request pricing for your number of active jobs, administrators, interviewers, and archived candidates rather than accepting a generic package.
A quote-based product can be appropriate when workflow design or support matters more than a published entry price. Put renewal increases, implementation services, integrations, and data export terms in writing.

8. Hireology: multi-location hiring
Hireology is aimed at businesses hiring across multiple locations that need a shared workflow. Toolradar reports quote-only pricing. Its value should be judged by how well it separates location-level permissions and requisitions while preserving a central view for the owner or HR lead.
During a demo, model a real multi-location hire: create the requisition, route applications to the correct manager, share candidates between locations when appropriate, and report on each site’s open roles. Obtain the quote for the number of locations, users, and active jobs you will operate, not just today’s footprint.
Rank #4
Choose by hiring pattern, not by headline rank
One opening at a time
Start with Breezy HR’s one-position free plan or a low-tier paid product if you need more automation. Compare the cost of upgrading when a second role opens; a free plan is only economical if its job cap does not interrupt your process.
Several vacancies and many interviewers
Compare ApplicantStack, Workable, and the paid Breezy HR tiers on active-job limits, interviewer seats, scheduling, feedback forms, and messaging add-ons. Count every person who must review or approve a candidate.
Recruiting plus employee administration
BambooHR is the shortlist’s clearest HR-suite option. Include payroll and any onboarding modules in the total, then compare the recruiting depth with a standalone ATS before deciding that consolidation is worth the trade-off.
Agency or high-volume recruiting
Manatal’s per-user model and candidate cap may suit an agency that values AI scoring, while a general in-house ATS may not map cleanly to client, requisition, or placement workflows. Confirm that the product supports your business model rather than assuming an in-house pipeline will do so.
Multiple locations
Evaluate Hireology’s permission, location, and reporting model against your actual structure. A shared database is useful only if managers see the right candidates and corporate staff can still measure the whole organization.
A practical ATS selection process
- Measure the current workload. Record hires, simultaneous openings, applicants per role, interviewers, and hours spent each month on scheduling, status updates, and reporting.
- Write the non-negotiable workflow. Define stages, approval points, interview scorecards, candidate communications, and the point at which a person becomes an employee record.
- Separate must-have software from adjacent HR needs. Decide whether you need only candidate tracking or also payroll, onboarding, employee records, agency tools, or multi-location permissions.
- Build a full-cost worksheet. Include subscription, annual-versus-monthly billing, users, active jobs, candidate storage, texting, video interviews, assessments, onboarding, implementation, taxes, and renewal terms.
- Run the same scenario in every demo. Use one real requisition from job creation through offer, including a rejected candidate, a rescheduled interview, and a manager who needs access from a different location.
- Verify data and compliance controls. Ask about exports, retention and deletion, role permissions, audit history, backups, and integrations with the tools you already use.
- Confirm the contract in writing. Recheck current pricing and plan scope directly with the vendor, including what happens when you exceed a job, user, employee, or candidate cap.
Costs that an entry price can hide
- Billing interval: an annual price may lower the monthly equivalent but increases the commitment and upfront cash requirement.
- Seat growth: per-user plans become more expensive as every hiring manager requests access.
- Job and candidate limits: a low price can be unusable if your simultaneous openings or retention policy exceeds the cap.
- Communication add-ons: texting, video interviews, and assessments are specifically reported as possible extras on some tiers.
- HR bundle expansion: payroll, onboarding, or broader HR functions may be separate modules.
- Quote terms: quote-priced products require written confirmation of implementation fees, integrations, support, renewal increases, and export rights.
Common implementation mistakes
- Recreating the spreadsheet exactly: importing every inconsistent status creates a messy pipeline. Define a small, shared set of stages first.
- Giving everyone administrator access: use role-based permissions so interviewers can submit feedback without changing settings or compensation data.
- Automating before agreeing on ownership: decide who advances candidates, who sends rejections, and who approves an offer before enabling automatic messages.
- Ignoring the candidate experience: test the application on a phone, check confirmation emails, and verify that interview changes reach the right people.
- Failing to plan for offboarding: document how to remove departing employees, preserve required records, and export data if you leave the platform.
Frequently asked questions
Is an ATS worth it for a company with fewer than 25 employees?
It can be, when several people share hiring work or vacancies recur. If hiring is rare and handled by one person, calculate whether the time saved exceeds the subscription and setup effort before adopting software.
What is the cheapest option in this comparison?
Breezy HR has a reported free Bootstrap plan limited to one open position. ApplicantStack’s reported Starter price is $29.99 per month, but it is limited to one active job and defined seats. The cheapest usable option depends on how many roles and reviewers you have.

Should a small business choose an HR suite or a standalone ATS?
Choose an HR suite when keeping recruiting and employee records together is a priority and the recruiting workflow is simple. Choose a standalone ATS when sourcing, pipeline customization, or recruiting-specific collaboration is the main problem.
Are G2 ratings proof that an ATS is best?
No. G2’s October 2026 category average of 4.46 out of 5 and its 632 listed products describe submitted review activity. They do not measure market share, and ratings from different products can reflect different review counts, dates, and user populations.
Can these prices be treated as permanent?
No. The figures are time-sensitive reports based on vendor-page checks in September 2026. Verify the current currency, billing interval, scope, add-ons, taxes, and renewal terms immediately before purchase.

What is the best ATS for a startup with irregular hiring?
Begin with a plan that does not force a large annual commitment or multiple paid seats. Breezy HR’s reported one-open-position free tier is a possible starting point, but compare its limits with your next planned hire.
How many hiring-manager seats should we budget for?
Count every person who must review applications, submit interview feedback, or approve a hire. Do not assume occasional reviewers can use an administrator login; verify the vendor’s seat rules.
What should be in an ATS demo script?
Create a job, publish it, import an applicant, move that person through each stage, collect scorecard feedback, reschedule an interview, send a rejection, make an offer, and export the record. Repeat the scenario for a second location if relevant.
