Best overall: Travel + Leisure names the Cotopaxi Allpa 42L Travel Pack its top carry-on backpack for spaciousness, durability, water resistance, and carrying comfort. But it is not the safest universal choice: its 11-inch depth exceeds the 9-inch carry-on limit used by American, Delta, and JetBlue.

The more useful answer depends on your airline, fare, trip length, body size, packing style, and tolerance for empty weight. The Pacsafe Venturesafe EXP45 and current Tortuga Travel Backpack Pro 40L are better starting points for travelers who prioritize a strict 22 × 14 × 9-inch overhead fit. None of the 40- to 45-liter bags below should be assumed to qualify as an under-seat personal item.

Research and specification note: Travel + Leisure’s source review was updated December 11, 2025. It says it evaluated 96 carry-on backpacks, tested more than 90 through repeated trials, and sent products for real-world testing for up to six months. The product specifications and availability notes below reflect the supplied research snapshot dated August 10, 2026. Prices and product generations can change, so check the linked manufacturer or airline page immediately before buying or flying.

Carry-on backpack versus personal item: the distinction that matters most

A carry-on backpack is usually overhead-bin luggage. Most of the bags in this guide hold 38 to 45 liters and are designed to replace a small roller suitcase.

A personal-item backpack is smaller and must fit completely beneath the seat. It is particularly important on basic or low-cost fares that include a personal item but charge separately for an overhead bag. A 40L backpack is generally far too large for that job, even if it is marketed as a travel backpack or carry-on.

  • Choose an overhead carry-on for several days of clothing, one-bag travel, or when your fare includes a cabin bag.
  • Choose a personal item when your fare excludes overhead luggage, when you want to avoid a carry-on fee, or when the bag must remain under the seat.
  • Use both strategically when permitted: place clothing in the overhead bag and keep medication, documents, electronics, valuables, and batteries in the personal item.

Travel + Leisure also warns that not every bag described as a carry-on fits beneath an airplane seat. Always check the operating airline’s published dimensions rather than relying on the product category.

Quick comparison

The measurements below are manufacturer or source-listing specifications, not a guarantee that an airline will accept a bag. Flexible fabric may compress, but a stuffed bag, wheels, handles, and external attachments can change the result.

Airline size rules: there is no universal carry-on backpack size

The frequently cited U.S. standard is 22 × 14 × 9 inches, but it is not a universal rule. Airlines set their own limits, fares determine whether overhead space is included, and a regional aircraft may have smaller bins. Measurements may also include wheels and handles.

Airline Overhead carry-on limit Personal-item rule or size What to watch
American Airlines 22 × 14 × 9 in 18 × 14 × 8 in Dimensions include handles and wheels; some regional flights may require larger bags to be valet-checked.
Delta Air Lines 22 × 14 × 9 in Must fit under the seat; examples are given rather than one universal numeric limit Delta Connection aircraft with 50 seats or fewer may restrict cabin luggage to personal items.
Southwest 24 × 16 × 10 in Must fit under the seat; a backpack is one example Its overhead limit is more generous than the 22 × 14 × 9 standard.
JetBlue 22 × 14 × 9 in 17 × 13 × 8 in Carry-on measurements include wheels and handles; JetBlue does not currently publish a carry-on weight limit on the cited page.
Spirit 22 × 18 × 10 in 18 × 14 × 8 in An overhead carry-on is fare- or purchase-dependent; a personal item is included.
Frontier 24 × 16 × 10 in, up to 35 lb 18 × 14 × 8 in, up to 35 lb The personal item is included; an overhead bag generally costs extra unless bundled or covered by status.
United Commonly reported as 22 × 14 × 9 in Check the current United baggage page for the applicable personal-item limit The official United page was not retrievable in the supplied research pass, so verify before publication or purchase.

These rules show why “airline-approved” is a poor absolute description. A safer statement is: the bag fits the published carry-on dimensions of a named airline when packed without overstuffing. Partner airlines, regional aircraft, fare restrictions, and gate-check decisions can still change the result.

Which bags fit the common 22 × 14 × 9-inch standard?

By their current published dimensions, the Pacsafe EXP45 and current Tortuga Pro 40L are the clearest fits among the reviewed bags. The Matein and Bagsmart options require identifying the exact version first.

The following exceed at least one common dimension: Cotopaxi Allpa 42L, Samsonite Mother Lode, Away Active Convertible 45L, Peak Design 45L, the current Osprey wheeled duffel, Thule Aion, and Patagonia Black Hole MLC. Bellroy’s listed 14.6-inch width also exceeds the common 14-inch limit, although its flexible construction may compress when lightly packed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Exceeding a dimension does not mean a bag will always be rejected. Southwest and Frontier publish larger overhead limits, and soft-sided bags sometimes fit when not full. It does mean you should not buy on the assumption of universal compliance.

The 14 best carry-on travel backpacks, reviewed

1. Cotopaxi Allpa 42L Travel Pack — Best overall

Verdict: The best choice for travelers who want a roomy, suitcase-like backpack and are flying an airline whose limit accommodates its depth.

The Allpa opens broadly like a suitcase and combines a large main compartment with a more structured harness, air-mesh shoulder straps, a hip belt, a luggage pass-through, and a water-bottle pocket. Travel + Leisure found it spacious, durable, water-resistant, and comfortable when packed. Cotopaxi’s current specification is 42L, 22 × 14 × 11 inches, and 3 lb 2 oz.

The major financial and logistical catch is airline fit. The 11-inch depth is two inches beyond the 9-inch limit used by American, Delta, and JetBlue. It is therefore an overhead-only, airline-dependent recommendation rather than a universal carry-on. It is also far too large for an under-seat personal item.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Buy it if: you want maximum organization and capacity and usually fly an airline with a larger limit or accept the possibility of gate-checking.

Skip it if: you fly strict 22 × 14 × 9 routes, have a short torso, or need a personal item.

2. Matein Travel Backpack — Best value

Verdict: A low-cost way to get clamshell-style travel organization, but only after confirming the exact size and version.

Matein’s travel backpack is commonly sold with a 40L claim and features a laptop compartment, organizer pockets, a shoe compartment, and lightweight construction. It is attractive for travelers who want suitcase-style packing without paying for premium fabric or a sophisticated suspension system.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Matein Travel Backpack” is not one unchanging specification. Current Matein pages show multiple versions, including large carry-on models with different dimensions. That makes the product difficult to classify as strictly compliant without naming the precise listing, capacity, and measurements. Materials may also feel less premium than those on higher-priced bags.

Buy it if: price is the leading factor and you can confirm dimensions, seller, return terms, warranty, and laptop-sleeve size before ordering.

Skip it if: you need a proven harness for heavy loads, consistent model specifications, or long-term support from a clearly identified manufacturer version.

3. Samsonite Mother Lode Travel Backpack — Best organization

Verdict: An excellent organizer for travelers who want separate sections, compression, expansion, and shoe storage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Mother Lode has a 45L capacity, clamshell opening, compression straps, multiple compartments, shoe storage, and a 1.5-inch expansion feature. It weighs 3.3 lb and measures 21.5 × 13.5 × 9.5 inches. Samsonite lists a three-year limited warranty.

The article’s testing found that a laptop fits in a pocket, but the bag does not have a dedicated technology compartment. Its 9.5-inch depth also exceeds the 9-inch limit used by American, Delta, and JetBlue. Expansion is useful at the destination, but expanding before a flight makes the airline-fit problem worse.

Buy it if: you pack many categories of gear and value access and compression more than strict 22 × 14 × 9 compliance.

4. Away Active Convertible Backpack 45L — Best for long trips

Verdict: A large, polished, suitcase-style pack for longer trips, provided its tall profile suits your torso and airline.

Away’s Active Convertible Backpack has a 45L clamshell interior, compression, padded shoulder straps, duffel handles, and a 16-inch laptop compartment. It measures 21.7 × 13.6 × 9.5 inches and weighs 3.32 lb. Its recycled polyester is described as abrasion-resistant.

The 9.5-inch depth is slightly over the common 9-inch standard. At nearly 22 inches tall, it may also sit awkwardly on shorter torsos, particularly when filled. A large capacity can encourage overpacking, turning a manageable empty weight into an uncomfortable load.

Buy it if: you want near-roller capacity, laptop protection, and several carry modes for extended travel.

5. Tropicfeel Shell Backpack — Best expandable design

Verdict: The most interesting option for travelers who want one bag to function as a daypack and a larger travel pack.

The current Shell listing describes a 20L main body that expands to 40L, or up to 42L with the broader accessory ecosystem. It measures 50 × 30 × 23cm and weighs 1,425g. A removable wardrobe organizer and weather-resistant construction make the system adaptable.

Its capacity is not as simple as the number on the label: usable space depends on whether you use the included or separately purchased organizers. Travel + Leisure’s testing criticized the top handle and adjustment system. The earlier Shell 1.0 also has different specifications, so do not use an old review to evaluate the current version automatically.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Buy it if: you regularly switch between a compact daypack and a larger overhead bag and are comfortable managing an accessory system.

Skip it if: you want a simple, fully specified bag with no add-on capacity decisions.

6. Pacsafe Venturesafe EXP45 ECONYL — Best anti-theft backpack

Verdict: The strongest choice here for crowded transit, provided you accept extra weight and more complicated hardware.

The EXP45 combines lockable zippers, slash-resistant fabric and straps, an RFID-blocking pocket, an internal frame, and a hip belt. The current specification is 45L, 21.7 × 13 × 7.5 inches, and 3.97 lb. Pacsafe describes the material as recycled polyester with PFC-free water repellency and a 1000mm rating.

Its dimensions fit the common 22 × 14 × 9-inch limit on paper, making it one of the better choices for strict-size overhead travel. Security features reduce opportunistic access but do not make a bag theft-proof: someone can still take an unattended bag, cut through a weak point, or forcibly remove it. The hardware also adds cost, weight, and a small learning curve. The product showed as unavailable in the supplied research snapshot, so check current stock.

Buy it if: you spend substantial time in crowded stations, buses, or tourist areas and will actually use the locks and anchoring features.

Skip it if: you mostly travel between hotels and airports and would rather carry a lighter, simpler pack.

7. Coowoz 45L Travel Backpack — Best color selection

Verdict: A budget-oriented, colorful organizer with useful travel compartments, but product identity must be verified at the time of purchase.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Travel + Leisure lists the Coowoz as expanding from 30L to 45L, weighing 3.43 lb, and offering several colors, many pockets, shoe storage, and a separate wet compartment. That combination can be useful for separating footwear or damp clothing from the main load.

The trade-off is too many compartments: small items can become harder to find, and divided storage can reduce flexibility for bulky clothing. Marketplace listings and model names may vary, and the supplied research does not establish one current first-party specification or warranty. Treat the exact seller page as part of the product you are buying.

Buy it if: you want a low-cost bag with color options and dedicated shoe or wet storage.

Skip it if: you need a clearly documented model, dependable warranty support, or a simple open cavity.

Tortuga’s current product page lists the Pro at 40L, 22 × 14 × 8 inches, and approximately 4.4 lb. It uses ECOPAK EPX200 waterproof sailcloth and has a clamshell layout with a substantial suspension system and hip belt. The 8-inch depth gives it a better published fit against the common 9-inch limit than most large packs.

Waterproof material is useful in sustained rain, but it carries a weight and price penalty that urban travelers may not need. The current page reported the Pro sold out and announced a V2 launch for July 23, 2026. Confirm whether the available product is the original Pro or V2 before relying on a review, dimensions, price, or warranty.

Skip it if: you want the lightest possible bag or only need splash protection.

9. Peak Design Travel Backpack 45L — Best for photographers

Verdict: The best fit for a traveler carrying camera equipment alongside clothing, but overbuilt for a clothes-and-laptop trip.

The Peak Design Travel Backpack expands from 30L to 45L, works with the brand’s camera cubes, and offers four access points, padded laptop and tablet sleeves, stowable straps, and weatherproof zippers. The current page listed a 45L model at $299.95 at crawl time; prices are volatile. Travel + Leisure lists the bag at roughly 4.8 lb.

When compressed, its listed depth is still about 9.5 inches, so it does not meet a strict 9-inch limit by published measurement. Camera-oriented structure and access points are valuable only if you carry equipment that benefits from them. Otherwise, you are paying in both money and empty weight for features that occupy interior volume.

Buy it if: you need a protected, accessible camera system that can also carry clothing.

10. Osprey Daylite Carry-On Wheeled Duffel 40 — Best with wheels

Verdict: A versatile roller-duffel concept, but the current model is much heavier and slightly larger than the version described in the source review.

The bag can be rolled, carried as a duffel, or worn as a backpack, with tuck-away straps and durable construction. That flexibility is useful when most of a trip involves smooth floors but some sections require hands-free carrying.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is a material specification conflict. Travel + Leisure lists 21.5 × 14 × 9 inches and 4.94 lb, while Osprey’s current U.S. listing gives 22.6 × 14.2 × 9.1 inches and 6.06 lb. The current version therefore exceeds the common 22 × 14 × 9 standard and weighs more than 6 lb empty. Backpack mode is best treated as a way to manage stairs or short transfers, not as a substitute for a well-fitted hiking-style harness.

Buy it if: rolling is your default and backpack straps are an occasional escape route.

Skip it if: you will carry the bag for long distances or are trying to minimize empty weight.

11. Bagsmart Falco 40L Expandable Backpack — Best with packing cubes

Verdict: Convenient for beginners who want packing accessories included, subject to a careful listing check.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Falco is described as expanding from 30L to 40L and including two packing cubes and a shoe bag. It also has a laptop compartment, luggage sleeve, and multiple pockets. That bundled organization can reduce the need to buy accessories separately, which matters when comparing total trip cost rather than sticker price.

The dimensions in the source listing—8.5 × 12.2 × 10.2 inches—appear unusually ordered or potentially erroneous for a 40L backpack. Confirm the manufacturer’s current measurements, the order in which dimensions are presented, the included accessories, and the exact model before treating it as airline compliant. Accessory inclusion can differ by seller or revision.

Buy it if: you want a ready-made packing system and can verify the listing.

Skip it if: you need a confidently documented 22 × 14 × 9 bag without specification ambiguity.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

12. Bellroy Lite Travel Pack 38L — Best lightweight option

Verdict: The best choice here for reducing empty weight and storing the bag when it is not in use.

The Bellroy Lite Travel Pack is listed at 38L, 20.5 × 14.6 × 6.7 inches, and only 2.2 lb. It has flexible construction, stowable straps, a luggage sleeve, and clamshell organization. Its compressibility is helpful for travelers who do not always need the full capacity.

Lightweight fabric and a flexible body are not free advantages. The pack offers less structure and less protection than a framed travel pack, and the published 14.6-inch width is technically over the 14-inch limit used by American, Delta, and JetBlue. It is best considered borderline airline-dependent overhead luggage, not a personal item. Use Bellroy’s current page for final material wording; the source review contains an apparent typo in that description.

13. Thule Aion Travel Backpack 40L — Most durable

Verdict: A rugged, well-finished pack for travelers who want durable materials and moderate weather protection.

Thule lists the Aion at 40L, 20.5 × 13 × 9.1 inches, and 3.19 lb. It uses waxed P600 polyester canvas with a DWR finish, has compression straps and laptop protection, and includes a removable TPU roll-top bag. Travel + Leisure highlighted its rugged construction.

The 9.1-inch depth is only slightly beyond a strict 9-inch limit, but strict enforcement leaves no margin. The front pocket is relatively short, and the DWR-coated canvas is water-resistant rather than a guarantee of waterproof performance. The removable inner bag can be useful for separating wet or dirty items, although it consumes some usable space when installed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Buy it if: you value robust fabric and practical weather resistance more than absolute dimensional compliance.

Skip it if: you need a fully waterproof pack or must meet a strict 9-inch depth.

14. Patagonia Black Hole MLC Pack 45L — Most versatile

Verdict: The most useful hybrid for travelers who want backpack, shoulder-bag, and duffel carrying modes in one piece.

Patagonia’s Black Hole MLC has a 45L capacity, clamshell organization, stowable shoulder straps and hip belt, and rugged recycled fabric. It measures 22 × 14.5 × 7.6 inches and weighs 3 lb 10 oz. The multiple carrying modes work well when you alternate between airports, taxis, hotel corridors, and longer walks.

The 14.5-inch width is half an inch over the common 14-inch limit used by American, Delta, and JetBlue. Its fabric is weather-resistant, not a claim that the entire bag is waterproof. It also lacks a convenient external water-bottle pocket, a small but meaningful omission for travelers who want frequent access to water.

Buy it if: you want one durable bag that can change carry modes and you fly airlines with a 14.5-inch allowance or flexible enforcement.

Skip it if: you need strict 22 × 14 × 9 compliance or an external bottle pocket.

What Travel + Leisure tested—and what that evidence means

The judgments in this guide are attributed to Travel + Leisure’s review; they are not presented as testing performed by The Finance Base. Travel + Leisure says it tested carry-on backpacks on more than eight occasions using an airplane-style setup with real seats and an overhead bin. It compared capacity, design, comfort, durability, and value.

For its capacity test, the publication packed each bag with three shirts, two pairs of pants, one jacket, one pair of shoes, a toiletry bag, and a dummy laptop when applicable. Testers examined folding, zippers, buckles, pockets, and compartments, walked with each backpack for 10 minutes, and threw bags a few feet or off a countertop to assess durability. Price information was withheld during testing, and products were sent for real-world use for up to six months.

That is useful comparative evidence, but it does not establish that every traveler will get the same comfort or capacity. A 10-minute walk does not predict a full day on cobblestones, and a drop or toss test does not prove years of service. The most important independent checks remain the current dimensions, empty weight, harness fit, return policy, and airline rules.

How much can a 40L or 45L backpack really hold?

Liters are a rough volume measurement, not a promise of a certain number of outfits. Actual capacity depends on clothing thickness, shoe size, toiletry volume, laptop padding, packing cubes, internal dividers, expansion zippers, and whether the advertised liters include exterior pockets.

A 40L bag can hold several days of light, warm-weather clothing for an efficient packer. A week of bulky winter clothes, multiple shoes, or camera equipment may require 45L or more—or a willingness to do laundry. Conversely, a heavily divided 45L bag may hold less flexible clothing volume than a simpler 40L cavity.

Do not choose capacity first and dimensions second. A larger bag that is refused at the gate can create a fee, delay, or forced gate-check. A slightly smaller bag that fits reliably may be the better financial decision.

Comfort: the empty weight is only the beginning

Comfort depends on the loaded weight and how effectively the harness transfers it. Shoulder padding matters for short airport walks. For longer walks, look for a sternum strap, a supportive back panel, load lifters, and a hip belt that actually transfers weight rather than merely stabilizing the pack.

Torso length is frequently overlooked. A tall 45L backpack can extend above a shorter traveler’s shoulders or place the hip belt too low. A fixed harness may fit one body well and another poorly. When possible, buy from a seller with a usable return window, load the bag with the weight you expect to carry, adjust every strap, and walk stairs and pavement before removing tags.

  • Short torso: favor a less-tall pack, moderate capacity, and a harness that does not force the shoulder straps outward or upward.
  • Small frame: avoid treating a 45L capacity as an obligation to fill it. A lighter 38L or 40L pack may be more practical.
  • Heavy laptop load: prioritize a supportive back panel and protected sleeve over a low empty-weight number.
  • Long walking itinerary: a functional hip belt and sternum strap may be worth more than an extra few liters.

Water-resistant, weather-resistant, and waterproof are not interchangeable

Water-resistant generally means a bag can repel light rain or splashes. Weather-resistant suggests broader protection but still depends on seams and zippers. Waterproof should be reserved for a manufacturer claim or a clearly described test; it does not automatically mean the bag can be immersed.

  • Tortuga Pro: the current manufacturer page describes ECOPAK EPX200 as waterproof sailcloth.
  • Thule Aion: waxed P600 canvas with a DWR finish; treat it as water-resistant.
  • Pacsafe EXP45: 1000mm recycled polyester with PFC-free water repellency.
  • Patagonia Black Hole MLC: weather-resistant recycled fabric, not a blanket waterproof claim.
  • Peak Design: weatherproof zippers and weather-resistant construction help with rain but do not turn the complete packed bag into a dry bag.

For ordinary airport travel, a rain cover or internal dry bag may be cheaper than paying for fully waterproof construction. For sustained wet-weather walking, the material and zipper premium can be worthwhile.

Is an anti-theft backpack worth paying more for?

Anti-theft features are most valuable in crowded transit environments where opportunistic zipper access is the primary concern. Lockable zipper pulls, puncture-resistant zipper construction, slash-resistant fabric, wire-reinforced straps, RFID-blocking pockets, hidden passport compartments, and anchor points can make casual access more difficult.

They do not make a backpack theft-proof. A thief can take an unattended bag, forcibly remove it, or exploit an unprotected item outside the secured compartment. Anti-theft hardware also adds weight, cost, and complexity and can slow down access at security checkpoints. Buy those features for a specific risk profile, not as a substitute for keeping the bag within sight.

Are wheels worth the weight?

Wheels are useful when most of your movement is across smooth airport floors, hotel corridors, and paved sidewalks. They are less useful on stairs, cobblestones, dirt, crowded public transit, and narrow platforms. Wheel assemblies and trolley handles consume space and add weight even when you carry the bag on your back.

The current Osprey specification illustrates the trade-off: the official model is listed at 6.06 lb empty, compared with 4.94 lb in the Travel + Leisure listing for an earlier or different version. That difference is enough to matter before clothing, shoes, or electronics are added. Treat backpack straps on a wheeled bag as a short-transfer option unless the harness is genuinely comfortable for your body.

Weight, fees, and the total cost of ownership

A light bag is not automatically the best value, and a cheap bag is not automatically the lowest-cost choice. Compare:

  • Purchase price: check the actual seller and date because prices and marketplace availability move frequently.
  • Overhead-bag fees: a bag that fits your fare’s included allowance can save more than a cheaper bag that triggers a cabin-bag fee.
  • Empty weight: Bellroy’s 2.2 lb leaves more practical carrying margin than the current Osprey’s 6.06 lb, but the Osprey provides wheels and a frame.
  • Return costs: test loaded comfort at home before the return deadline, especially for a tall or heavily structured pack.
  • Warranty: Samsonite lists a three-year limited warranty for the Mother Lode. For the other models, confirm the current manufacturer or seller terms rather than assuming that a marketplace listing offers the same support.
  • Replacement risk: inconsistent versions from marketplace sellers can make it harder to obtain a matching replacement, accessory, or warranty repair.

As a practical rule, pay for a feature only if it replaces another expense or solves a recurring problem. A packing-cube bundle can be useful if you would buy cubes anyway; a camera system is not good value for someone carrying only clothes; and waterproof fabric may be unnecessary for travelers who rarely walk in rain.

What to do if the bag is gate-checked

A bag that fits a mainline aircraft may still be gate-checked on a smaller regional jet or a full flight. American and Delta both describe aircraft-specific limitations or limited overhead space. Before handing over the bag, move fragile and valuable items to your personal item whenever possible.

Keep medication, travel documents, keys, electronics, valuables, and anything needed during the flight with you. Remove items that cannot safely go into the aircraft hold. Use a personal item for this purpose rather than assuming you can retrieve the overhead bag after boarding.

Power banks and spare batteries

Do not place spare lithium batteries or power banks in checked luggage. Airline rules can change and may be stricter than general expectations, so check the operating carrier and current TSA guidance before departure.

Southwest’s current guidance says power banks must remain in the cabin and not be placed in checked luggage. Under its April 20, 2026 policy, the airline says they must remain visible and not be stored in an overhead bin while in use. That is an example of an airline-specific rule, not a universal instruction for every carrier.

Why some tested bags did not make the final list

Travel + Leisure also identifies the Earth Pak Summit, Amazon Basics, and Vancropak as bags that performed reasonably but missed the final selection. The source’s exclusion discussion points to weaknesses such as an awkward roll-top design, a lack of standout features, weaker value, less useful organization, excess weight, poorer fit, or insufficient weather protection.

That is a useful reminder that a bag can be competent without being the right recommendation. The best choice is not the model with the most pockets or the largest capacity; it is the one whose compromises match your route, fare, body, and packing behavior.

Buying checklist

  1. Identify the operating airline and fare. Check whether an overhead bag is included and whether a partner or regional carrier operates any leg.
  2. Decide overhead versus under-seat. Do not buy a 40L bag for a personal-item allowance.
  3. Measure the exact current model. Include wheels, handles, expansion, and external attachments where the airline does.
  4. Compare empty weight. A six-pound bag can feel very different from a two-pound bag before it is packed.
  5. Test torso fit. Load the backpack, adjust the shoulder, sternum, and hip straps, and walk before committing.
  6. Check laptop dimensions. Screen-size labels are not the same as the device’s physical dimensions or the sleeve opening.
  7. Choose the opening style. Clamshell bags are suitcase-like; top-loading bags can be lighter and more flexible but harder to organize.
  8. Check wet and shoe storage. Separate compartments are useful only if they do not consume space you need for clothing.
  9. Match weather protection to the trip. Water-resistant is enough for many airport transfers; waterproof sailcloth is a costlier, heavier solution.
  10. Verify seller, generation, warranty, and returns. This is essential for Matein, Coowoz, Bagsmart, the Osprey redesign, and the Tortuga V2 transition.
  11. Plan for gate-checking. Keep a small personal item ready for documents, medication, batteries, electronics, and valuables.

Frequently Asked Questions

Can a backpack count as a carry-on?

Yes. A backpack can count as an overhead carry-on when it meets the operating airline’s published carry-on dimensions and your fare includes an overhead bag. A large carry-on backpack is not automatically a personal item.

Can a 40L backpack fit under an airplane seat?

Usually not. Most 40L backpacks are designed for the overhead bin. Under-seat limits are substantially smaller, such as American’s 18 × 14 × 8 inches and JetBlue’s 17 × 13 × 8 inches.

Is 45L too large for most airlines?

Not necessarily, but 45L bags are more likely to exceed at least one dimension of a strict 22 × 14 × 9-inch limit. Check the actual packed dimensions, not just the liter rating. Southwest and Frontier publish larger overhead limits than American, Delta, and JetBlue.

How many days fit in a 40L backpack?

A 40L bag can hold several days of light clothing and may support a week with efficient packing and laundry. Bulky clothing, multiple shoes, toiletries, and camera equipment reduce the practical number of outfits.

Are backpack straps better than wheels?

Backpack straps are generally better for stairs, cobblestones, dirt, and public transit. Wheels are better on smooth airport and hotel surfaces. Convertible wheeled bags provide flexibility but add weight and reduce some interior space.

Do carry-on backpacks need to fit in an airline sizer?

An airline can require a bag to fit its sizer, especially when the bag appears oversized or the flight is full. Soft fabric may compress, but do not rely on being allowed through if the filled bag exceeds the published dimensions.

What should I remove before a backpack is gate-checked?

Keep medication, documents, keys, electronics, valuables, fragile items, and spare batteries or power banks with you in your personal item. Check the operating airline’s current instructions before travel.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can power banks go in a carry-on backpack?

Power banks and spare lithium batteries generally belong in the cabin rather than checked luggage, but airline rules can add handling requirements. Check the current rules for every operating carrier; Southwest, for example, has specific visibility and storage requirements for power banks while in use.

Is waterproof better than water-resistant?

Only if your travel conditions justify the added cost and weight. Water-resistant materials usually handle light rain and splashes, while a manufacturer-supported waterproof material offers stronger protection. Neither term means every zipper and seam will withstand prolonged immersion unless the complete construction is designed and tested for it.

Does basic economy include an overhead carry-on?

It depends on the airline, route, and fare. Some fares include only a personal item, while others include an overhead bag. Check the fare’s baggage terms before choosing a 40L backpack.

The Bottom Line

Choose the Cotopaxi Allpa 42L if you want the roomiest, most suitcase-like backpack and your airline allows its 11-inch depth. Choose the Pacsafe EXP45 or the current Tortuga Pro 40L if a published 22 × 14 × 9-inch fit matters more. Choose the Bellroy Lite 38L for low empty weight, the Peak Design 45L for camera gear, and the Osprey wheeled duffel only if rolling is more important than weight and strict dimensions.
