Whole life insurance is built for lifetime coverage and accumulates cash value, but its premiums are generally higher and its loans, surrender charges, and lapse rules require careful management.
The right choice depends on who relies on your income or unpaid care, how long those obligations last, what coverage and assets you already have, and whether the specific policy guarantees match your budget. This guide uses a United States consumer-insurance framework; policy forms, underwriting, insurer availability, renewal terms, and conversion deadlines vary by state and contract.

What term and whole life insurance actually do
Term life insurance covers a defined period
A term policy promises a stated death benefit to the beneficiaries if the insured dies during the covered term. Common planning periods include the years until children are financially independent, a mortgage is paid, or a spouse reaches retirement. If the insured outlives the term, a basic term policy generally pays no death benefit and ordinarily has no cash value.

Term coverage can therefore match a temporary financial exposure: a family may need substantial income replacement while children are dependent, but much less coverage after those obligations end. The policy’s end date, renewal provisions, and any conversion right are just as important as the initial premium.

Whole life insurance is permanent, cash-value coverage
Whole life is designed to remain in force for the insured’s lifetime as long as the policy’s requirements are met. It builds cash value under the policy terms, and its level-premium structure funds a longer period of coverage. Premiums are generally higher than term premiums early in the policy because part of the payment supports permanent coverage and cash-value accumulation.
Cash value is not a free savings account. The contract controls when value becomes available, what charges apply, how loans accrue interest, and what happens after a withdrawal, surrender, missed premium, or lapse. A policy illustration can show values that are not guaranteed; ask to see the guaranteed schedule separately.
Side-by-side comparison
| Question | Term life | Whole life |
|---|---|---|
| Coverage duration | Specified term. The basic policy generally ends without a death benefit if the insured survives the term. | Designed for lifetime coverage, subject to premiums and all contract conditions being satisfied. |
| Death benefit | Paid to beneficiaries if death occurs during the covered term. | Paid to beneficiaries under the permanent policy’s terms; outstanding loans or other adjustments can reduce proceeds. |
| Premium pattern | Guaranteed schedule depends on the policy. Renewal premiums can increase, often substantially, and renewal may be limited by age. | Usually level under the contract, but the amount is generally higher than term coverage at the beginning. |
| Cash value | A basic term policy ordinarily has none. | Builds cash value according to guaranteed values, charges, and any non-guaranteed elements shown in the policy. |
| Renewal | Some policies allow renewal without new health evidence; the price and maximum renewal age are contract-specific. | Not a temporary policy that must be renewed at each term; continued coverage still depends on meeting premium and contract requirements. |
| Conversion | Some policies allow conversion to permanent insurance without new health evidence. The eligible policy, deadline, fee, and resulting premium must be checked in the contract. | Already permanent; there is no term-to-permanent conversion decision for the same policy. |
| Loans and withdrawals | No cash value to borrow from in a basic term policy. | Loans or withdrawals can reduce cash value or the death benefit and can contribute to lapse or other consequences. |
| Surrender and lapse | Stopping premiums normally ends coverage after any applicable grace period; there is ordinarily no cash value to surrender. | Surrender charges, reduced values, loss of coverage, and other contract consequences may apply. An outstanding loan can complicate the result. |
| Underwriting | Health, age, tobacco use, occupation, and insurer-specific rules affect eligibility and price. | The same types of underwriting and insurer-specific exclusions or riders can apply. |
| Budget fit | Often permits a larger benefit for a limited period at a lower early premium. | Requires a household to sustain a higher premium for the required period to preserve the intended guarantees. |
The National Association of Insurance Commissioners (NAIC) buyer guidance recommends comparing these dimensions rather than relying on the product name alone. A policy’s guaranteed premium schedule, renewal age limits, conversion deadline, guaranteed cash values, loan terms, surrender provisions, exclusions, riders, and affordability determine its practical value.

When term life is usually the stronger starting point
Your largest needs have an end date
Term is commonly suited to income replacement while children depend on you, a mortgage is outstanding, or a spouse is building retirement resources. Match the proposed term to the longest important obligation. A 20-year mortgage does not automatically require a 20-year policy if other obligations last longer, and a 30-year policy may be unnecessary if dependents will be self-supporting sooner.
You need a large benefit on a constrained budget
Because term does not fund lifetime coverage or cash value, the early premium is generally lower than for whole life with a comparable death benefit. That can make it possible to protect income, unpaid caregiving, debts, education goals, and final expenses without committing an unaffordable premium. No official source establishes a single “average” price: premiums vary with age, health class, benefit amount, term length, geography, underwriting, and insurer.

You want flexibility to reassess
A term policy can give a family time to build savings, pay down debt, and determine whether a permanent need actually exists. If the contract includes conversion, you may later move eligible coverage to permanent insurance without new health evidence, but the conversion period, available products, fee, and resulting premium are contract-specific. Treat conversion as an option to verify, not as an automatic guarantee.
When whole life may solve a different problem
You expect a lifetime death-benefit need
Permanent coverage can be relevant when someone will depend on the insured regardless of age, when a family wants funds for final expenses, or when another continuing obligation is expected to remain. The reason should be specific. “It has cash value” alone does not establish that whole life is appropriate.

Whole life is designed around continuing premiums and contractual guarantees. Before buying, test the payment against job loss, disability, caregiving leave, housing costs, and other emergencies. A policy that is affordable only in a best-case budget can fail before its lifetime purpose is met.
You value contractual guarantees and access to policy value
Ask for the guaranteed cash-value and death-benefit schedules, not only an illustration of non-guaranteed values. Understand the loan interest rate, whether interest can compound, how a loan changes the death benefit, and what happens if the policy lapses with a loan outstanding. Surrender charges and other deductions can reduce what you receive if you terminate the policy.
How to estimate the coverage your family needs
The NAIC frames the decision around the income and unpaid care that would have to be replaced, the people who depend on the insured, and the length of those dependencies. Use a written estimate rather than selecting a round number from a sales conversation.

- List financial dependents. Include a spouse or partner, children, relatives, and anyone who relies on your earnings or unpaid household work.
- Measure income replacement. Estimate the years of earnings the household would need to replace and account for taxes, inflation assumptions, and the survivor’s likely work capacity. Keep the assumptions visible rather than presenting an estimate as a guaranteed result.
- Value unpaid care. Budget for child care, elder care, transportation, housekeeping, and other services that would be purchased if the insured could no longer provide them.
- Add debts and near-term costs. Consider a mortgage, private student loans, co-signed debt, car loans, final expenses, and other obligations that would not disappear at death.
- Add education or other stated goals. Include only goals the household genuinely intends to fund, and identify when each goal is expected to end.
- Subtract resources already available. Review savings, investments, employer life insurance, existing individual policies, and other assets that beneficiaries could use. Confirm whether employer coverage ends when employment ends.
- Set the duration. Compare the end date of each obligation with the proposed term. If one need lasts for life and another lasts 15 years, they may call for different coverage decisions rather than one product chosen by default.
Revisit the estimate after marriage, divorce, a birth or adoption, a major job change, a home purchase, a business change, or a significant change in assets. A beneficiary designation should also be reviewed after major family events.
How to compare actual policies, not just product labels
For a term policy
- Read the guaranteed premium schedule for every year of the initial term.
- Check whether renewal is automatic, whether new health evidence is required, how premiums change, and the maximum renewal age.
- Find the conversion deadline, which permanent products are eligible, whether a fee applies, and how the new premium is determined.
- Review exclusions, riders, beneficiary rules, grace periods, and any contestability or misrepresentation provisions in the policy.
- Confirm that the premium remains affordable for the whole period in which the family needs protection.
For a whole-life policy
- Request guaranteed premiums, guaranteed cash values, and guaranteed death benefits by policy year.
- Separate guaranteed values from non-guaranteed illustration values; do not treat an illustration as a promise.
- Read the loan rate, how interest is charged, the effect of a loan on cash value and death benefit, and the actions required to prevent lapse.
- Review surrender charges, reduced paid-up or other nonforfeiture choices if stated, and the amount payable on surrender at different policy years.
- Identify what happens after a missed premium, including grace-period rules and any automatic options, and verify whether those options change the benefit or cash value.
For either type
- Compare the same benefit amount, applicant age, health information, tobacco status, payment frequency, and coverage period across quotes.
- Ask which assumptions are guaranteed and which depend on future insurer performance or discretionary decisions.
- Confirm the insurer’s licensing and the policy form available in your state; availability and wording differ by jurisdiction.
- Read the application for accuracy. Omitting a diagnosis, medication, hazardous activity, or tobacco use can create claim or rescission problems.
Renewal and conversion: the term-policy details people miss
A renewable term policy can preserve coverage without new medical underwriting, but that right does not mean the price stays level. Renewal premiums may rise as the insured ages, and the contract can stop offering renewal at a stated age. Obtain the actual renewal schedule and maximum age before relying on the feature.
Conversion can be valuable for someone who expects a future lifetime need but cannot comfortably afford permanent insurance now. The contract may limit conversion to a particular period, a particular amount, or a specified set of permanent products. It may also set a conversion fee or use a new premium based on age and the selected product. Ask for those terms in writing before allowing an initial term to expire.
Do not assume that good health is required for conversion, or that every term policy has the same right. The NAIC’s life-insurance materials describe conversion as policy-specific; the contract controls.
Cash value, loans, surrender, and lapse
Borrowing does not make the value risk-free
A policy loan generally uses the policy’s cash value as security. Interest accrues under the contract, and an unpaid balance can reduce the death benefit and cash value. If the policy terminates with a loan outstanding, the financial and tax consequences can be different from simply receiving a benefit while coverage remains in force.

Withdrawals and surrender can change the outcome
A withdrawal may reduce cash value or the death benefit. Surrender can trigger charges and ends the policy’s protection. Ask for a year-by-year statement showing what would be received, what would be lost, and how any loan would be treated before taking money out or terminating coverage.
Missed premiums can end coverage
Every policy has a grace-period and lapse framework. A missed payment can lead to reduced benefits, automatic policy actions, or termination, depending on the contract and available values. Contact the insurer promptly after a missed payment and request the reinstatement requirements rather than assuming coverage continues.
A narrow federal tax point
IRS Publication 525 (2025) states that proceeds received on surrender that exceed the policy’s cost are included in income. That statement concerns surrender proceeds; it should not be generalized to every policy loan, withdrawal, exchange, or other transaction. Ask a qualified tax professional to analyze the exact transaction and your basis before acting.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Common mistakes and how to avoid them
- Buying by premium alone. A low initial term premium may not reveal renewal increases, conversion limits, or the end of coverage. A whole-life premium may be sustainable only if the household maintains it for many years.
- Assuming employer coverage is permanent. Verify portability, the amount, and what happens after leaving the job.
- Confusing an illustration with a guarantee. Request guaranteed values and identify every non-guaranteed assumption.
- Ignoring unpaid-care contributions. Replacing a salary without budgeting for child care or household services can leave survivors underinsured.
- Letting a policy lapse after borrowing. A loan balance can magnify the loss of coverage and may create tax issues in some circumstances.
- Waiting past a conversion deadline. Record the date and eligible products in your household files.
- Replacing existing insurance too early. Do not cancel an existing policy until replacement coverage has been issued, delivered, reviewed, and accepted under its terms.
- Treating a recommendation as universal. Term is not always better, and whole life is not automatically a good investment. The appropriate choice follows the need, duration, guarantees, and budget.
A practical buying process
- Write the need and end date. State who depends on the insured, what would have to be paid, and when each obligation ends.
- Inventory current protection. Collect employer and individual policy declarations, beneficiary designations, benefit amounts, premiums, and expiration or renewal dates.
- Choose a comparison set. Obtain term quotes for the duration that matches the need and, if a lifetime need is plausible, request a permanent quote or a term policy with a documented conversion option.
- Request contract-level data. Ask for guaranteed premiums, renewal schedules, conversion terms, guaranteed cash values, loan provisions, surrender charges, exclusions, and riders.
- Stress-test affordability. Run the premium through a budget that includes an emergency reserve, potential income interruption, and major household costs.
- Complete underwriting accurately. Disclose medical history, medications, tobacco use, dangerous hobbies, and other requested facts. Compare the issued policy with the application.
- Review the delivered policy. Check the free-look period and all documents available in your state, verify beneficiaries, and store the policy where survivors can find it.
- Calendar future decisions. Record renewal increases, conversion deadlines, premium due dates, and periodic coverage reviews.
How family situations change the answer
Young parents with a mortgage
The largest exposure is often temporary income and care replacement. A term policy sized to the mortgage, dependent years, and survivor needs can address that exposure while preserving budget room for emergency savings and retirement. Recheck the term against the youngest child’s expected independence and the mortgage payoff date.
Households with substantial assets
Assets may reduce the amount of income replacement required, but liquidity, ownership, beneficiaries, debts, and the timing of asset access still matter. Calculate the gap rather than assuming that an investment account automatically replaces insurance.

People with a likely future permanent need
A term policy with a reliable conversion provision can provide protection now while the household evaluates a permanent policy. Confirm the deadline and eligible products before purchase; a conversion right that expires before the need is recognized does not solve the problem.
Business owners or people with specialized obligations
Business debts, buy-sell arrangements, key-person needs, or a dependent with lifelong support requirements can create obligations that do not end with a mortgage or a child’s graduation. These cases often require coordinated legal, tax, and insurance advice and a careful review of ownership and beneficiary structure.
Questions to ask an insurer or licensed professional
- What premium is guaranteed, and for how long?
- What happens to the premium at each renewal, and at what age does renewal end?
- Until what date can I convert, what policies can I convert to, and is new health evidence required?
- Which cash values and death benefits are guaranteed at each policy year?
- What loan rate applies, how is interest added, and how would a loan affect the death benefit?
- What charges apply if I surrender, reduce, or stop paying?
- What happens after a missed premium or a lapse, and what are reinstatement requirements?
- Which exclusions, riders, and state-specific provisions apply?
- How does this policy fit the coverage amount and duration shown in my written needs estimate?
The decision in plain terms
Choose term when the central problem is a large but time-limited financial risk and the household needs to control early premiums. Choose whole life only when a genuine lifetime need, the policy’s guarantees, and a long-term premium commitment justify its higher cost and more complex cash-value rules. Some families may use both: term for a high temporary income-replacement need and permanent coverage for a smaller, clearly defined lifetime obligation.
There is no universal winner. Compare the actual contracts, not labels, and make the duration of coverage follow the duration of the family’s obligations. The NAIC’s consumer guidance, the California Department of Insurance’s life-insurance guide, and the policy itself provide the framework; state-specific rules and individual tax circumstances require advice appropriate to your situation.
