Technology ETFs vs. Broad-Market ETFs: Which Better Manages Selloff Risk?

For most investors trying to reduce selloff risk, a broad-market ETF is the stronger core holding. It spreads exposure across companies and sectors, so a technology-specific shock is less likely to damage the entire position. A technology ETF is a deliberate sector tilt: it can outperform when technology leads, but its concentration, valuation sensitivity, product cycles, regulation exposure and top-holding weights can produce larger losses when technology falls.

Neither fund type is safe in a crash. Both own stocks, both can lose substantial value in a recession or liquidity event, and neither guarantees a positive return or a maximum drawdown. The useful question is not “Which ETF never falls?” but “Which risks am I accepting, and does this fund belong at the core of my portfolio or as a satellite position?”

What the two ETF categories actually own

The risk difference starts with the index each fund tracks. A technology ETF narrows its opportunity set to one industry group. A broad-market ETF starts with a much wider set of companies, although its weighting method can still leave it heavily exposed to the largest technology-related businesses.

Technology ETFs: a concentrated sector bet

Vanguard Information Technology ETF (VGT), for example, seeks to track a benchmark of U.S. information-technology stocks. That objective gives investors targeted exposure rather than the whole equity market. Hardware, software, semiconductors, services and other technology businesses may share common economic drivers, so a problem affecting the sector can hit many holdings at once.

Vanguard’s fund disclosure expressly warns that sector ETF products face “sector risks and non-diversification risks,” which can make their performance fluctuations “more extreme than fluctuations in the overall stock market.” The warning is about structure, not a forecast. A technology ETF may rise faster than the market during a technology-led expansion, but the same concentration can work in reverse.

Broad-market ETFs: wider sector coverage

Vanguard S&P 500 ETF (VOO) is an example of a broad-market approach. Its benchmark is based on the S&P 500, which an SEC-filed prospectus describes as a broad-based securities market index containing common stocks of approximately 500 companies from a number of sectors. The index therefore includes businesses outside technology, such as health care, financials, industrials, consumer companies, energy and utilities.

That breadth can dilute the effect of one sector or one issuer. It does not eliminate risk: a broad index remains an equity investment, and market-cap weighting can give its biggest constituents substantial influence. If large technology and growth companies dominate index gains or losses, a broad-market ETF can still fall sharply during a technology-driven decline.

Crash protection Limited when technology is the source of the selloff Partial; other sectors may cushion a sector shock, but market-wide declines still affect it

Why technology ETFs can lose more in a selloff

Common exposure to the same shock

When most holdings depend on similar customers, supply chains, capital spending plans or valuation assumptions, diversification within the sector is less protective than diversification across sectors. A slowdown in semiconductor demand, a reduction in cloud spending, tighter regulation or a broad repricing of growth stocks can affect many technology companies simultaneously.

Rapid product cycles and obsolescence

Technology companies often compete through new products, platforms and manufacturing generations. A missed product cycle, a faster-moving competitor or an unexpected technical change can reduce a company’s expected growth. In a sector fund, several companies may face related product-cycle risks at the same time.

Valuation and interest-rate sensitivity

Investors frequently value high-growth companies on earnings expected far into the future. When interest rates rise or growth expectations fall, those future cash flows may be worth less today, causing price multiples to contract. A technology ETF can therefore decline even when its companies remain profitable if the market is no longer willing to pay the same premium for expected growth.

Regulation and competition

Competition policy, privacy rules, cybersecurity requirements, export controls and other regulation can affect technology businesses across a sector. The exact impact differs by company, but a policy change can raise costs or restrict markets for many holdings at once.

Top-holding concentration

Many sector indexes use market-cap weighting. The largest companies then receive the largest portfolio weights, so a few names can account for a substantial share of daily movement. A fund can hold dozens of securities and still behave like a smaller basket if its biggest positions dominate returns. Check the latest fact sheet for the current top-10 percentage rather than assuming that the number of holdings tells the whole story.

What diversification protects you from—and what it cannot

Protection from a single-sector or single-company shock

Holding companies from several sectors reduces dependence on one industry’s earnings cycle. If technology falls because of a sector-specific event while other industries hold up, a broad-market fund may decline less than a technology-only fund. The same principle applies to an individual company: a single issuer normally has a smaller weight in a broad index than in a concentrated sector portfolio.

Vanguard investor education summarizes the principle as “Diversification is key to managing risk.” Diversification changes the distribution of outcomes; it does not make losses impossible.

No protection from market beta

A broad-market ETF still owns equities. A recession, credit crisis, forced deleveraging or liquidity shock can pressure companies in nearly every sector. The broad fund may have a relative advantage because its losses are not tied entirely to technology, but it can still experience a deep drawdown.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Broad indexes can hide concentration

Market-cap weighting increases exposure to companies that have already grown large. If the largest constituents are technology or technology-related businesses, the broad fund can share more of a technology selloff than its sector label suggests. Read the fund’s concentration disclosures and current holdings; “500 companies” does not mean 500 equal-sized positions.

Which fund is better in different types of selloff?

“Safer” depends on what causes the decline. The following comparisons describe relative exposure, not a promise about the size or duration of any future loss.

Selloff cause Technology ETF exposure Broad-market ETF exposure Likely relative effect
Technology valuation reset Direct and concentrated Indirect, but large technology holdings may transmit losses Broad-market fund is generally better diversified
Semiconductor or cloud-spending slowdown Many holdings may share the same demand risk Non-technology sectors can dilute the impact Broad-market fund may fall less if other sectors remain stable
New technology regulation Sector-wide exposure can be high Only the affected constituents take the direct hit Broad-market fund usually has less direct exposure
Single-company failure Impact depends on that company’s portfolio weight Usually diluted by more issuers, subject to index weights Broad-market fund generally limits issuer-specific damage
Broad recession Technology earnings and valuations may weaken Most sectors can weaken together Both can decline; breadth may provide a relative cushion
Market-wide liquidity shock Equity beta and forced selling can dominate Equity beta and forced selling can dominate Neither structure is a safe haven

How to compare two ETFs without misleading yourself

Use the same measurement window, the same return basis and the same calculation method. A five-year price-return chart for one fund is not comparable with a ten-year total-return chart for another. Total return includes distributions and is the more useful basis for a long-term investor.

  1. Set an identical period. Compare both funds over the same start and end dates. State whether the period includes a complete market cycle, a particular selloff or only a short trading episode.
  2. Check sector concentration. Record the percentage assigned to information technology and to every other major sector. For a technology ETF, this confirms how narrow the mandate is; for a broad fund, it reveals how much technology exposure is embedded in the core.
  3. Check top-10 concentration. Add the weights of the ten largest holdings and identify whether one or two companies dominate. Use each fund’s latest fact sheet because weights change as prices and index reconstitutions change.
  4. Count holdings and examine size range. The number of securities matters, but so does the distribution between mega-cap, mid-cap and smaller companies. Two funds with similar holding counts can have very different issuer concentration.
  5. Measure overlap. Compare the actual holdings and weights. A broad-market fund may already own many of the same mega-cap technology companies as a technology ETF. Overlap means adding the sector fund may increase an existing exposure rather than add a new source of diversification.
  6. Use annualized volatility consistently. Calculate or obtain volatility for both funds over the same dates, using the same return frequency and whether distributions are reinvested. Do not mix a provider’s daily-volatility figure with a monthly-volatility figure.
  7. Measure maximum drawdown. Identify the largest peak-to-trough decline over the identical period and specify whether the calculation uses closing prices or total returns. A drawdown number without those definitions can be misleading.
  8. Review implementation costs. Compare expense ratios, bid-ask spreads, assets and trading liquidity. A low expense ratio does not guarantee a narrow spread, and a heavily traded fund is not automatically diversified.
  9. Match the result to the fund’s role. Decide whether the position is intended as a core holding, a tactical tilt or a short-term trade. The same risk statistics can be acceptable for a small satellite allocation and inappropriate for money needed for a near-term goal.

No single consistent official time series is established here for representative technology and broad-market ETFs, so precise volatility or maximum-drawdown figures should not be quoted without completing this apples-to-apples process. Current holdings, weights, fees and prospectus supplements should be verified before making a decision.

How much overlap should you expect?

Overlap is not a flaw by itself; it becomes a problem when you believe a second fund adds diversification but it mainly increases the same exposure. A broad-market ETF’s largest technology-related companies can also be among the largest positions in a technology ETF. If those companies fall, both funds can decline together, although the sector fund may assign them larger weights.

A practical overlap check

  1. Download the latest holdings file or fact sheet for each fund.
  2. Normalize company names so subsidiaries, share classes and ticker symbols are matched correctly.
  3. List the ten largest positions in each fund and mark the common names.
  4. Compare each common holding’s portfolio weight, not merely whether it appears.
  5. Add the weights across all accounts if you own both funds; your personal exposure can be much higher than either fund’s published percentage.

Repeat this review after a major index rebalance or when a fund’s fact sheet changes. Overlap is dynamic because prices, corporate actions and index rules alter weights.

When a technology ETF can make sense

A technology ETF can be reasonable when you intentionally want more technology exposure than the broad market provides and can tolerate larger sector-specific losses. The decision should follow a written thesis, such as a long investment horizon, a belief that your current portfolio is underweight technology, or a need to express a specific sector view.

Characteristics of a suitable investor

  • Can hold through a prolonged period of underperformance without selling solely because the sector is unpopular.
  • Has a diversified core elsewhere rather than relying on one industry for essential goals.
  • Understands that several holdings can respond to the same economic or regulatory shock.
  • Reviews concentration and rebalances instead of allowing a successful sector tilt to become the whole portfolio.

When it is a poor core holding

A technology ETF is a weak default for an investor whose first objective is reducing single-sector risk. It is also unsuitable as the only equity exposure when a portfolio’s goals require broad participation in different industries. The label “ETF” describes the wrapper, not a promise of diversification.

How to use a broad-market ETF as a core

A broad-market ETF can serve as the central equity allocation for investors who want one fund to represent many U.S. companies. Before buying, inspect the index methodology, current sector weights and concentration disclosures rather than assuming the fund is evenly spread.

Questions to answer first

  • How much of the fund is currently in technology and technology-related businesses?
  • What percentage is held by the ten largest companies?
  • Does the index include only large U.S. companies, or does it cover additional sizes and geographies?
  • Are the expense ratio, spread and trading volume appropriate for the intended holding period?
  • Will adding a separate technology ETF create an unintended overweight?

Broad-market exposure reduces concentration relative to a sector fund, but it does not remove the need to diversify across asset classes if your plan requires protection from an equity-market decline. A portfolio containing only broad-market stocks can still lose value in a market-wide crash.

A step-by-step decision framework

  1. Define the risk you are trying to reduce. If the concern is a technology-specific selloff, cross-sector breadth is the relevant defense. If the concern is every stock falling together, neither ETF category solves the problem by itself.
  2. Map your existing exposure. Include employer stock, individual shares, other funds and accounts. Identify how much of your total portfolio already depends on large technology companies.
  3. Select the core first. For a long-term diversified equity base, evaluate a broad-market ETF before adding a sector tilt.
  4. Set a maximum satellite size. Choose a limit that would not derail your plan if the technology sector suffered a materially larger drawdown than the market. The appropriate limit depends on your goals, horizon and ability to tolerate loss.
  5. Write the rebalancing rule. Decide whether you will rebalance on a calendar schedule, at a percentage-band trigger or after a documented change in your investment thesis.
  6. Review current documents. Confirm the latest prospectus, fact sheet, holdings, expense ratio and liquidity conditions before each material change.
  7. Stress-test behavior, not predictions. Ask how the portfolio would respond to a technology valuation reset, a recession and a single-company shock. Do not assume the next selloff will resemble the last one.

Rebalancing and selloff behavior

Rebalancing is a risk-control process, not a forecast. A technology allocation that rises sharply can become a larger share of the portfolio than intended, increasing future concentration. Selling part of the position to restore a preset allocation can reduce that drift. Conversely, buying after a decline may be uncomfortable but can prevent a rule-based portfolio from becoming an accidental market-timing strategy.

Do not change the plan solely because a headline predicts that technology will lead or lag. First determine whether the holding still serves its assigned role, whether the index methodology changed and whether your overall exposure remains within the limits you set.

Common mistakes and how to correct them

Mistake: treating a sector ETF as automatically diversified

Correction: Count sectors and inspect the top holdings. Diversification among technology companies is not the same as diversification across the economy.

Mistake: assuming a broad-market label means equal weighting

Correction: Read the index’s weighting rules. Market-cap weighting can make a few very large companies responsible for a meaningful share of returns.

Mistake: comparing price charts with different time periods

Correction: Use identical dates and total-return data, and label the calculation method.

Mistake: ignoring overlap between funds

Correction: Combine weights across all holdings and accounts. A second ETF may add concentration rather than diversification.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Mistake: calling either fund “safe”

Correction: Describe the specific risk being reduced. A broad-market ETF can reduce single-sector exposure while remaining vulnerable to a market-wide equity decline.

Mistake: relying on stale fund data

Correction: Verify the current fact sheet and prospectus supplement. Holdings, weights, fees and disclosures change.

Bottom line for a core-versus-satellite decision

If your priority is managing the risk of a technology-led selloff, a broad-market ETF is usually the better core choice because its cross-sector exposure can dilute damage from one industry or issuer. A technology ETF is best treated as an intentional satellite or overweight position for investors who accept the possibility of larger sector-specific drawdowns.

That conclusion is relative, not absolute. A broad-market fund can still be meaningfully exposed to large technology companies, and both fund types can fall together during a recession or liquidity crisis. Compare current concentration, overlap, volatility, drawdown, costs and liquidity over the same period, then choose the structure that matches your actual objective rather than the one with the more reassuring label.
