Filing a federal income tax return and being audited are different events. Filing is the taxpayer’s required report of information used to determine federal tax. An audit, which the IRS also calls an examination, is a later review of a filed return and relevant records to check whether the reported information and tax are correct. This article addresses U.S. federal individual income tax; state, local and entity tax rules can differ.
The difference at a glance
| Question | Income tax return filing | IRS audit (examination) |
|---|---|---|
| Purpose | Report information needed to determine federal tax liability. | Verify that information on a filed return and the resulting tax are correct under tax law. |
| Who starts it? | The taxpayer, or an authorized preparer acting for the taxpayer, submits the return. | The IRS selects a filed return for examination and sends a notice. |
| Information considered | The information the taxpayer reports on the return and accompanying schedules or forms, as applicable. | The return plus relevant books, accounts, financial records and other supporting data. |
| When it occurs | During the filing period required for the applicable tax year, subject to statutory exceptions. | After filing and processing, if the return is selected for review. |
| Possible result | A reported balance due, payment, credit or refund calculation, depending on the return. | No change, a refund or proposed changes to tax, followed by agreement or the applicable appeal process. |
Submitting a return does not mean the IRS has completed a full audit. Most filing activity is the reporting and processing step; an examination is a separate procedure that the IRS may undertake later.

What filing an income tax return covers
A federal individual income tax return is your formal report of information relevant to calculating your federal income tax. The return communicates the amounts and classifications the IRS needs to determine liability for that tax year. Depending on your circumstances, that information can include income, adjustments, deductions, credits and payments or withholding reported on the return and related forms.

Filing is a legal obligation only when the rules require it
Federal law identifies which people must make an income tax return, subject to statutory conditions and exceptions. There is no single filing threshold that applies to every person in every year. The answer can change with the tax year, filing status, age, income type and other facts. Before deciding that you do or do not have to file, use the current IRS filing guidance for the specific year and your circumstances.

A person may also choose to file when a return is not strictly required, for example when the return is needed to claim a credit or recover withholding. Whether that choice is useful depends on the taxpayer’s facts; the key point is that the filing obligation and the decision to file voluntarily are separate questions.
What happens when you submit
Filing gives the IRS the taxpayer’s reported information so it can process the return and determine the reported tax. The return may be accepted for processing, corrected through normal processing procedures, or later selected for examination. Acceptance or processing is not a certification that every item is correct, and it is not the same as an audit.
What an IRS audit covers
The Internal Revenue Service states: “An IRS audit is a review/examination of an organization’s or individual’s books, accounts and financial records to ensure information reported on their tax return is reported correctly according to the tax laws and to verify the reported amount of tax is correct.”

An examination therefore tests the connection between what was reported and the records that support it. The IRS can ask for information about particular items, such as income, expenses or itemized deductions. Federal law authorizes examination of relevant books, papers, records and other data for purposes that include checking a return’s correctness and determining tax liability.
An audit is usually issue-focused, not automatically a review of everything
The notice and the examiner’s questions define the practical scope of a case. A request concerning one deduction does not, by itself, mean that every account, transaction or year will be reviewed. Conversely, an examiner can ask for additional relevant information if the examination raises another issue within the permitted scope. Read the notice rather than assuming that the review is either a single-question check or a complete investigation of your finances.

Three examination formats
- Correspondence examination: The review is handled through written communications and the records the IRS asks you to provide.
- Office examination: The notice directs you to work with an IRS examiner in an office setting and identifies the items and records to discuss.
- Field examination: An examiner conducts a more involved review outside the correspondence or office format, with the notice explaining the arrangements and requested information.
The format does not by itself determine the outcome. The issues selected and the evidence relevant to those issues determine what the examiner needs to verify.
How a filing can become an examination
- You file the return. You report the information required for the applicable tax year and retain records that support it.
- The IRS processes and selects returns. Selection can occur after processing. Being selected is not a finding that you made an error or acted dishonestly.
- The IRS sends a notice. The notice generally identifies the examination format, the return or items under review, the records requested and the response instructions or deadline.
- You provide relevant information. You respond using the method and address in the notice and supply records that address the listed issues.
- The examiner reaches a proposed result. The examination can end with no change, a refund or proposed changes to tax.
- You resolve or contest the result. You may agree to proposed changes or disagree and use the appeal procedures explained by the IRS.
The selection notice is an administrative starting point, not a conclusion about your conduct. Treat it seriously because the response instructions and deadlines are case-specific, but do not read the fact of selection as proof that the return was wrong.
If you receive an audit notice, follow this sequence
1. Read every page before gathering documents
Identify the tax year, the examination type, the specific line items or questions, the records requested, the response method and the deadline. A notice may ask for information about income, an expense, an itemized deduction or another defined issue. Do not send an unrelated file simply because it is available; match your response to the request.
2. Build an issue-by-issue record set
Create a separate folder, digital or paper, for each item named in the notice. Put the relevant return page or schedule first, followed by the records that support the reported amount. A simple index should show the issue, the document name, the period it covers and the amount or transaction it supports.
3. Preserve originals and submit organized copies
Keep the original records in your possession unless the IRS specifically instructs otherwise. Number or label the pages in the copy you send, and retain a complete copy of your response. Organization helps the examiner see how each document relates to the return and helps you answer follow-up questions consistently.

4. Use the notice’s response channel
Send information to the address, electronic portal or other channel specified in the notice. Observe the stated deadline. If the request is unclear or you cannot meet it, use the contact instructions in the notice promptly and document your communication. Do not assume that sending a return transcript or a general explanation substitutes for the records specifically requested.
5. Keep a communications log
Record the date of every submission, the method used, the documents included and the name or identification of any IRS contact. Keep copies of letters, uploads and confirmations. This log gives you a reliable timeline if the examiner asks when a document was provided.
6. Decide whether professional help is appropriate
A qualified tax professional can help interpret the notice, assemble evidence and communicate with the examiner when the issues are complex or the proposed changes are significant. Federal regulations recognize representation before an examiner by an attorney, CPA or other authorized representative. Representation is not mandatory in every examination; you can handle a straightforward matter yourself if you understand the request and can provide the records.
What records matter in an examination
| Issue named by the IRS | What your response should establish | Practical organization |
|---|---|---|
| Income | How the amount reported on the return was calculated and which records support it. | Group records by payer, account or transaction and reconcile the totals to the amount reported. |
| Expenses | Which expense the return claimed, the amount involved and the records that support the reported figure. | Arrange documents by date or category and identify the return line or schedule they support. |
| Itemized deductions | The connection between each deduction listed on the return and the records requested for that deduction. | Separate each deduction category and place a short explanation in front of its supporting documents. |
| Another specified item | The particular fact or calculation the notice asks the IRS to verify. | Answer the question asked first; add only related records that clarify the same issue. |
The goal is not to overwhelm the examiner with every financial document you own. It is to provide relevant evidence that allows the IRS to test the reported item. If the notice later expands the request, update your index and preserve a copy of the additional response.
Possible examination outcomes
No change
The IRS may conclude that the reported information and tax are correct. A no-change result means the examination did not produce a proposed adjustment for the issues reviewed.

Refund
The examination may result in a refund when the corrected calculation shows that the taxpayer paid more than the amount ultimately determined to be due. The notice or closing correspondence explains the result and any action required.
Proposed changes to tax
The IRS may propose an adjustment when the evidence or applicable tax rules do not support the amount reported. The proposal explains the changes and the response options. You can agree to the proposed changes or disagree and follow the appeal procedure described by the IRS.
An examiner’s proposal is not the same thing as the initial filing decision. It is the result of the review process and can be addressed through the agreement or disagreement route provided in the notice.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Questions taxpayers commonly confuse
Does everyone who files a return get audited?
No. Filing is a reporting obligation. An audit is a separate IRS examination that may occur after a return is selected. The fact that you filed does not, by itself, trigger a full audit.
What’s actually slowing this PC down?

Does an audit notice prove that I did something wrong?
No. The IRS says selection alone does not mean the taxpayer made an error or acted dishonestly. The examination is the process used to verify the selected information.

Will the IRS review every financial record I have?
Not necessarily. The scope depends on the examination and the issues identified in the notice. The IRS may request records relevant to particular items rather than conducting a comprehensive review of every account.
Is a tax return “approved” once it is processed?
Processing a return is not a full examination. A return can be processed and later selected for review, so keep the records supporting the filing for as long as the applicable record-retention rules and your circumstances require.
Can I disagree with the IRS?
Yes. If the IRS proposes changes, you may agree or disagree and use the appeal procedures explained in the IRS correspondence. Follow the stated deadline and instructions; do not rely on a general appeal timeline that may not apply to your notice.
Choosing help for the filing step or the audit step
Tax preparation or e-filing assistance can help you assemble and submit a return, but preparation does not guarantee that the return will never be examined. An examination is a separate event requiring attention to the notice, the requested evidence and the applicable response process.
For a routine filing, you may be comfortable using the current IRS instructions and filing guidance yourself. For an examination involving several issues, difficult records or proposed changes you do not understand, consider consulting a qualified tax professional. Ask what authority the person has to represent taxpayers before the IRS, what work is included and who will communicate with the examiner. You remain responsible for reviewing the information submitted in your name, even when someone assists you.
Keep the jurisdiction and tax year in view
This comparison concerns U.S. federal individual income tax. Filing duties, thresholds, forms, deadlines and examination practices can change by tax year, and state or local tax agencies follow their own rules. Use current IRS guidance for the year in question and rely on the specific notice you receive for an examination’s records, response method and deadline.
