What do you have to repay? An eligible bursary is not repaid. Eligible tuition fees for an eligible course studied in Scotland are paid to the institution and are non-repayable. A living-cost loan is borrowed money: if you take it, repayments are collected under Scotland’s income-contingent Plan 4 rules. The exact mix appears on your Student Awards Agency Scotland (SAAS) award notice.
The short answer: identify each part of your SAAS award
“Student support” is not one type of money. Your award can contain a non-repayable bursary, tuition-fee support, a repayable loan, or a combination. The repayment question therefore cannot be answered by the headline amount alone; you must separate the components shown on the award notice.

For eligible students studying in Scotland, SAAS pays eligible tuition fees directly to the institution. That tuition-fee support is non-repayable. A bursary for living costs is also non-repayable. The living-cost package may additionally include a loan, which you can choose to accept in whole, in part or not at all, up to the applicable maximum.
The Scottish Government’s student-financial-support policy explains the overall system, while SAAS sets out the components in its Student Funding – Key Facts. Your personal eligibility, amounts and conditions are determined by your course, study location, household income and circumstances.

Loan, bursary and tuition support compared
| Support component | What it pays for | Do you repay it? | What affects eligibility or amount? |
|---|---|---|---|
| Tuition-fee support for eligible study in Scotland | Eligible course fees, paid directly to the institution | No | Eligibility, course, institution, residency and study status |
| Living-cost bursary | Day-to-day costs while studying | No | Usually means-tested; household income and whether you are classed as young or independent matter |
| Living-cost student loan | Additional maintenance for living costs | Yes, under the borrower’s repayment plan | You choose how much to take up to the stated annual maximum; the package and maximum depend on eligibility and circumstances |
| Tuition-fee loan for eligible Scottish students studying elsewhere in the UK | Course fees charged by an eligible provider outside Scotland | Yes | Study location, course and personal eligibility; the Scotland-study tuition rule does not automatically apply |
The table shows why “my student finance” is not synonymous with “my debt”. A bursary or eligible Scottish tuition-fee payment does not create a balance to repay. A loan does, but only the amount you actually borrow—not the maximum displayed in guidance.
Tuition fees: Scotland is different from studying elsewhere in the UK
Eligible study in Scotland
SAAS says eligible fees for eligible students studying in Scotland are paid directly to the institution and are non-repayable. This is the basis for the commonly used phrase “free tuition”, but it is conditional: the student, course, institution and other eligibility requirements must qualify. It is not a promise that every student, every course or every fee is covered.
The payment goes to the institution rather than to your bank account. It therefore should not be treated as cash you can spend or as a loan that later appears on your repayment account.

A Scottish student studying elsewhere in the UK may instead apply for a tuition-fee loan. That is repayable borrowing. Do not transfer the Scotland-study rule to a course in England, Wales or Northern Ireland without checking the current SAAS rules for that destination and course.
Study location can change the nature of the tuition support even where the student’s home residency is Scottish. Check the course and provider details on your award notice and the current policy information before assuming fees are covered on a non-repayable basis.

How the living-cost package works
The bursary element
A bursary is support rather than borrowing. It is intended to contribute to living costs and does not have to be repaid under the student-loan plan. The amount is normally affected by means-testing, including household income and whether SAAS treats you as a young or independent student.
“Non-repayable” does not mean unconditional. If SAAS later determines that you were not entitled—for example, because information about eligibility or attendance was wrong—the agency may revise an award under its own rules. Keep your application information accurate and read any reassessment notice.

The optional loan element
SAAS describes a living-cost package that can combine a bursary with a loan. You can choose how much loan to take up to the stated annual maximum. Taking less than the maximum reduces the amount you borrow; declining the loan means there is no loan balance from that component.
The loan is paid for the academic year and is not converted into a bursary simply because it is used for rent, food or travel. Plan your budget around the amount you actually need, taking account of the payment dates and any other income, rather than accepting the maximum automatically.
Why two students can receive different packages
- Household income can change the means-tested bursary and the available living-cost support.
- SAAS classification as a young or independent student can change the calculation.
- Course, mode and intensity of study can affect eligibility.
- Residency and previous study can matter, particularly where a student changes course or studies outside Scotland.
- Personal circumstances supplied to SAAS may alter an assessment or require evidence.
There is no single “Scottish student loan amount” that applies to everyone. Use your own award notice rather than an online maximum as the measure of what you have borrowed.

How repayment works under Plan 4 in 2026–27
A loan applied for through SAAS is a Plan 4 student loan, including postgraduate borrowing covered by the plan-identification guidance. The Student Loans Company’s 2026–27 terms and conditions set the threshold and rate for that academic/tax year.
The threshold and rate
| Plan 4 figure for 2026–27 | Amount | Meaning |
|---|---|---|
| Annual repayment threshold | £33,795 | Repayments are calculated only on income above this annual level |
| Monthly figure in the current guide | £2,816 (rounded) | The payroll equivalent shown in the guide; payroll calculations can use pay-period rules |
| Repayment rate | 9% | Applied to income above the applicable threshold, not to the whole salary |
The threshold is specific to 2026–27. It is not a permanent figure: thresholds and other terms can change, so use the figure for the relevant tax year when checking a payslip or planning future repayments.
Illustrative calculations
The following examples apply the 2026–27 annual formula to show the scale of a deduction. They are illustrations, not personalised payroll quotes.

| Annual income | Income above £33,795 | 9% annual repayment | Approximate monthly equivalent |
|---|---|---|---|
| £30,000 | £0 | £0 | £0 |
| £33,795 | £0 | £0 | £0 |
| £40,000 | £6,205 | £558.45 | £46.54 |
| £50,000 | £16,205 | £1,458.45 | £121.54 |
| £60,000 | £26,205 | £2,358.45 | £196.54 |
The outstanding balance does not set the monthly deduction. Two borrowers with different balances but the same repayment income and plan can have the same deduction; a borrower below the threshold has no income-contingent repayment due for that period.
When deductions start
Repayment begins in the April after you finish or leave the course, and only when your earnings exceed the applicable threshold. Leaving early does not turn the loan into an immediate demand for the full balance; the income-contingent timetable still governs collection.
How money is collected
- Employee paid through payroll: deductions are normally made by the employer alongside other payroll deductions once the relevant instruction applies.
- Self-employed: repayment can be collected through Self Assessment, using the income reported for tax purposes.
- Changing earnings: deductions follow income, so the amount can vary as pay changes. Keep payslips and tax records if a deduction appears inconsistent with your income.
The official terms and conditions explain the operational rules, including how repayment information is supplied to employers and how self-employed borrowers account for payments. Consult the Student Loans Company guide for the year in question.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When a Plan 4 balance is written off
Write-off timing depends on when the first loan was paid, not simply on the date you graduated.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- For Plan 4 loans first paid on or after 1 August 2007, the remaining loan is written off 30 years after the April when repayment first became due.
- For loans first paid before 1 August 2007, the stated rule is age 65 or 30 years after repayment first became due, whichever comes first.
These rules do not guarantee that every borrower will reach a write-off with a balance remaining. Some borrowers repay in full earlier; others may have no balance left for a different reason. The relevant first-loan date and plan are therefore important when you read cancellation guidance.

Common situations and what is repayable
You study an eligible undergraduate course in Scotland
Your package may show tuition-fee support paid to the institution, a means-tested living-cost bursary and an optional living-cost loan. Only the loan you accept is borrowing under Plan 4. The bursary and eligible tuition-fee payment are not added to the loan balance.
You are Scottish but study in another part of the UK
You may need a tuition-fee loan for the course fees, in addition to any living-cost support for which you qualify. That tuition-fee loan is repayable. Check the destination-specific SAAS rules instead of assuming the Scotland-study tuition arrangement follows you.
You accept the maximum living-cost loan
The maximum is an option, not an obligation. Your repayment account records the amount borrowed, so accepting more than your budget requires increases the balance without changing the 9% formula for a given income.
You take only a bursary
A bursary on its own is non-repayable. You still need to satisfy the conditions of the award and report changes requested by SAAS, but no Plan 4 loan deduction arises from a bursary that contains no borrowing.
You are a postgraduate student
Where the borrowing is a SAAS loan identified as Plan 4, the same plan framework applies. Confirm the exact product and terms on your award notice, because the repayment plan is determined by the loan type rather than by the word “postgraduate” alone.
Mistakes that lead to unexpected repayments
- Calling every award debt: first classify each line as bursary, tuition support or loan.
- Assuming all Scottish tuition is universally free: eligibility and study location control the treatment.
- Using an old threshold: the £33,795 figure applies to 2026–27; a later or earlier year can differ.
- Thinking the balance determines the deduction: Plan 4 payments are based on income above the threshold.
- Confusing the maximum with the amount borrowed: only the loan you accept is advanced to you.
- Ignoring a change in circumstances: changing course, withdrawing, changing study intensity or a household-income change can trigger reassessment.
- Expecting deductions immediately after graduation: the normal start point is the following April, subject to the income threshold.
- Assuming a write-off date from your graduation date: the clock is tied to when repayment first became due and, for older loans, to the first-loan date and age rule.
A practical checklist before accepting support
- Read the latest SAAS eligibility information for your residency, course, institution and study location.
- On the award notice, mark every amount as tuition-fee support, bursary or loan.
- Work out your living-cost shortfall for the academic year before choosing the loan amount.
- Keep a copy of the notice and any evidence supplied for household-income or independent-status assessment.
- After leaving or finishing, note the following April as the earliest normal repayment point and check whether your income is above the year’s threshold.
- Check payslips or Self Assessment calculations when deductions begin, using the Plan 4 rate for that tax year.
- Use the official cancellation guidance if you need to establish the write-off rule for your first loan.
The governing principle is simple: a bursary and eligible Scottish tuition-fee support are non-repayable; a SAAS loan is repayable through Plan 4 only when income triggers the income-contingent charge. Your award notice, not a generic calculator or headline maximum, determines which of those statements applies to each pound you receive.
