Steam Turbines vs. Direct Steam Use: Which Is More Efficient?

For a heat-only job, using steam directly is normally more efficient. Steam delivers its latent heat to a process without first converting part of that energy into electricity. A backpressure or extraction turbine can be the better choice when a facility needs electricity or shaft power at the same time and can use the turbine’s exhaust or extraction steam completely. A condensing turbine that rejects heat to a condenser is a different service: it may maximize electricity, but it is not an apples-to-apples replacement for direct process steam.

What the comparison is really asking

“Is it more efficient to use steam directly or run it through a turbine first?” has no single answer until the useful outputs are specified. Direct steam use and turbine generation perform different jobs:

As an Amazon Associate I earn from qualifying purchases.

  • Direct steam use supplies thermal energy to a process, usually through condensation in a heat exchanger or by direct injection when product contact is acceptable.
  • A steam turbine expands high-pressure steam to produce electricity or mechanical power. The expansion lowers the steam pressure and temperature, and the remaining steam may still be useful for heating.
  • Combined heat and power (CHP) deliberately captures both outputs. The U.S. Department of Energy defines CHP as “the concurrent production of electricity or mechanical power and useful thermal energy (heating and/or cooling) from a single source of energy.”

The correct boundary is therefore fuel input to the useful service the site actually needs. Compare fuel-to-useful-heat when heat is the only requirement, fuel-to-electricity when power is the only requirement, and total fuel-to-heat-plus-power when evaluating CHP.

Why direct steam is usually best for heat alone

Steam transfers latent heat at nearly constant temperature

When steam condenses, it releases a large quantity of latent heat while remaining close to its saturation temperature for the operating pressure. That makes steam a convenient process medium: a heat exchanger can deliver substantial heat with a relatively small temperature difference, and the temperature stays comparatively stable as condensation proceeds. DOE describes steam as useful for many processes below 100°C and reports that steam supplied about 30% of U.S. process heat in the 2018 Manufacturing Energy and Consumption Survey.

Sending that steam straight to a process avoids an intermediate conversion step. The boiler still has combustion, flue-gas, radiation and distribution losses, but nearly all of the steam’s available condensation heat can reach the process. Condensate can then be returned to the boiler system, reducing the energy and water needed to make replacement steam.

What a turbine changes

A turbine extracts part of the steam’s pressure and enthalpy drop as shaft work. The work can be valuable, but it is not free: the steam leaves at a lower pressure, and the turbine, generator, gearbox, valves and electrical equipment introduce losses. If the process needs the original high pressure or temperature, the turbine exhaust may no longer meet that requirement without additional equipment or a separate steam source.

For a heat-only requirement, the turbine therefore adds a conversion step without creating a second useful product. Direct steam normally wins unless the turbine’s power output has a significant value and the resulting steam still satisfies the process.

How the main turbine arrangements differ

Backpressure turbine

A backpressure turbine exhausts at a controlled pressure high enough for a downstream process or heating network. The exhaust steam remains useful thermal energy rather than being condensed and discarded. This is the classic topping-cycle CHP arrangement: high-pressure boiler steam first produces electricity, then the lower-pressure exhaust supplies process heat.

Backpressure systems are strongest when the site can use essentially all of the exhaust steam for most operating hours. The turbine can be sized around the required process-steam flow, making the heat load the anchor and electricity the co-product. If the process shuts down or needs much less steam, the turbine may have to run at reduced load, bypass steam around the turbine, or send excess steam to a condenser.

Extraction turbine

An extraction turbine removes steam at one or more intermediate pressures for process users while continuing to expand the remainder. It can serve processes with different pressure levels and can provide more operating flexibility than a simple backpressure unit. The trade-off is greater mechanical and control complexity, plus the need to balance extraction demand, turbine power and condenser operation.

Condensing turbine

A condensing turbine expands steam to a low pressure and rejects the remaining heat through a condenser. This arrangement can produce more electricity from a given steam flow than a backpressure unit, but much of the heat leaves as waste unless a separate low-temperature use captures it. Comparing its electrical efficiency directly with direct steam use is misleading because the useful outputs are different.

Small single-stage and multistage machines

Turbine performance depends heavily on scale and design. DOE reports internal turbine efficiencies of about 65% for small multistage units to more than 90% for large industrial or utility units; some small single-stage machines can be as low as 50%. These figures describe the turbine conversion, not the efficiency of the entire boiler, generator or plant.

Efficiency numbers you should keep separate

Turbine or isentropic efficiency

Turbine efficiency compares the actual work extracted with the ideal work available from the same inlet and outlet pressures. It is useful for selecting equipment, but it does not tell you how much of the boiler fuel becomes useful heat or electricity at the site boundary.

Whole-plant electrical efficiency

DOE reports that large utility steam plants can reach about 41% electrical efficiency at the high end. Small plants that generate electricity only as a byproduct of delivering process steam can be below 10% electrical efficiency. The lower figure does not automatically mean the project is poor: the plant may be recovering heat that would otherwise require a separate boiler, and the appropriate metric is total useful output.

Total CHP efficiency

When turbine exhaust or extraction steam is fully used, steam-turbine CHP generally approaches boiler efficiency. DOE reports typical total CHP efficiencies of 70%–85%, with large topping-cycle systems capable of exceeding 90%. The DOE Energy Efficiency Handbook reports industrial steam-electric cogeneration thermal efficiency of 80%–90%, compared with roughly 35% for a utility cycle and 75%–85% for industrial steam generation.

Another DOE CHP overview estimates 45%–55% when electricity and heat are supplied separately, versus 65%–85% for a properly designed CHP installation. These ranges are not guarantees for a particular site; they illustrate why a CHP system can outperform separate supply even when its electrical output alone looks modest.

Side-by-side comparison

Arrangement Primary useful output What happens to the steam Relevant efficiency evidence Best fit
Direct process steam Heat Steam condenses in a process exchanger or is injected directly where contact is acceptable. No single steam-use percentage applies; evaluate boiler, distribution and condensate losses. Heat-only loads, especially where the required pressure and temperature are already available.
Backpressure turbine CHP Electricity plus process heat Steam expands through the turbine, then exhausts at the process pressure. Total steam-turbine CHP generally 70%–85%; large topping cycles can exceed 90% when heat is used. Stable, year-round process-steam demand with a valuable electricity or shaft-power requirement.
Extraction turbine CHP Electricity plus heat at multiple pressures Intermediate-pressure steam is extracted while the remainder continues expanding. Project-specific; depends on extraction pressures, flows and condenser operation. Sites with several process pressure levels and variable power-to-heat needs.
Condensing turbine Electricity Steam expands to a condenser; most rejected heat is not a process product. Large utility steam plants can reach about 41% electrical efficiency; small byproduct systems can be under 10%. Power-led operation where a low-temperature heat sink is unavailable or not valuable.

How to decide for a real facility

1. Define the required outputs and operating schedule

List every thermal and electrical service separately. Record process-steam pressure, temperature, mass flow, minimum and maximum demand, allowable interruptions, and the number of operating hours in each season. Do the same for electricity: base load, peaks, power-quality requirements, export capability and whether the site can use electricity produced at all times.

Heat-only demand points toward direct steam. A simultaneous, sustained need for electricity and heat creates the opportunity for CHP. A short, irregular heat load is harder to match with a turbine because the machine may spend many hours bypassing steam or condensing it.

2. Map the steam conditions

Document boiler outlet pressure and temperature, main-header pressure, process pressures, condensate-return temperature, feedwater conditions and any pressure-reducing valves. A useful turbine pressure drop requires higher inlet pressure and temperature than the process header, plus enough flow to operate the turbine efficiently. If the pressure difference is small, the recoverable power may not justify the equipment.

3. Match the turbine outlet to the process

For a backpressure design, the exhaust pressure must meet the process minimum after allowing for piping, control-valve and heat-exchanger pressure losses. For extraction designs, each extraction pressure must be compatible with its users. If the process needs steam at a pressure higher than the turbine outlet, direct steam or a different turbine arrangement is required.

4. Quantify how much exhaust heat will actually be used

CHP benefits depend on useful heat, not merely on steam leaving the turbine. Build an hourly or representative load profile and identify periods when process demand falls below turbine exhaust flow. During those periods, the system may need a bypass, dump condenser, auxiliary boiler or reduced turbine load. Count that operating mode explicitly rather than assuming the annual maximum heat load persists.

5. Choose the right efficiency boundary

Use three separate calculations:

  • Fuel-to-useful-heat = useful process heat / fuel input
  • Fuel-to-electricity = net electricity or shaft power / fuel input
  • Total CHP efficiency = (useful heat + net electricity-equivalent output) / fuel input

State whether fuel input includes the boiler only or also an HRSG, auxiliary firing, pumps and other balance-of-plant loads. Include generator, transformer and parasitic power consumption when calculating net electricity.

6. Include condensate and water effects

Returning hot condensate reduces boiler fuel and water-treatment demand. A turbine project can alter condensate pressure, flash losses and return temperature. Model the actual return fraction and temperature rather than assuming all condensate comes back. Direct steam users also need condensate recovery, but they do not add turbine exhaust-control equipment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

7. Test economics under several operating cases

No universal payback or percentage applies. A defensible financial model needs steam pressure and temperature, turbine size, annual operating hours, electricity and fuel prices, condensate return and the site’s heat-to-power ratio. Compare at least these cases:

  • Existing boiler and direct steam with purchased electricity.
  • Backpressure CHP sized to the normal process-steam load.
  • Extraction or condensing operation for low-heat-load periods.
  • Direct steam plus a separate power project, if that is technically feasible.

Include capital cost, installation, interconnection, maintenance, overhauls, controls, water treatment, emissions equipment, fuel price escalation assumptions and the value of exported electricity. Credit only electricity and heat the site can actually use or sell under a documented arrangement.

Heat-transfer choices at the process

Direct injection

Injecting steam directly into a liquid or vessel can transfer heat rapidly and with little temperature difference. It is appropriate only when adding condensate and possible boiler-water constituents is acceptable, and when product quality, hygiene and pressure controls permit contact. The steam must meet the process’s cleanliness requirements.

Indirect heat exchange

A shell-and-tube, plate or coil exchanger keeps steam separate from the product. This protects product purity and allows condensate recovery, but introduces exchanger temperature differences, fouling risk and pressure drop. The choice affects how much of the turbine exhaust can serve the process and at what pressure.

Designing around peak heat demand

A turbine sized for the highest steam flow may be lightly loaded most of the year. Use an annual load duration curve, consider modular equipment and specify bypass or auxiliary-boiler operation for low-load periods.

Ignoring condenser operation

If process demand drops, a backpressure turbine may be forced into bypass or condensing service. Condensing heat is usually less valuable than process heat, and condenser operation adds cooling-water or cooling-tower loads. Model those hours and their parasitic power explicitly.

Assuming pressure reduction always creates worthwhile power

A pressure-reducing valve can be replaced by a small turbine only when flow, pressure ratio, operating hours and maintenance economics support it. Small machines may have efficiencies near the lower end of DOE’s reported range, so the available pressure drop alone is not enough to establish a project.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Overlooking controls and reliability

Process plants often value stable steam pressure more than a small amount of extra electricity. Provide a bypass around the turbine, independent pressure control, trips for overspeed and low lubrication, synchronization protection and a safe operating mode during turbine maintenance. The boiler and process should remain operable when the generator is offline.

When direct steam is the financially safer choice

Direct steam is usually the prudent choice when the site has a heat-only requirement, limited annual operating hours, little pressure drop, highly variable process demand or no way to use electricity produced on site. It also avoids turbine capital, generator interconnection, rotating-equipment maintenance and control-system complexity. A direct-steam upgrade can still deliver savings through insulation, leak repair, condensate return, trap maintenance and better pressure management.

When backpressure or extraction CHP can win

A turbine becomes compelling when high-pressure steam is already available, process heat demand is steady, the exhaust pressure matches the process, and electricity or shaft power has a reliable value. The strongest projects operate close to the site’s heat-to-power ratio for most hours and keep condensate return high. Extraction equipment is attractive when multiple pressure levels are required and the controls can maintain those headers without routinely dumping heat.

In those circumstances, the turbine is not competing with direct steam on heat alone. It is replacing part of the grid-power purchase while still delivering the process heat that the boiler would have supplied. That combined service is why DOE reports total CHP efficiencies approaching boiler efficiency and, in large topping-cycle systems, above 90%.

A practical worksheet for management decisions

  1. Write the service statement: for example, “Provide process heat at the required pressure for these hours and net power for this load.” Do not begin with a preferred technology.
  2. Measure the baseline: fuel use, steam flow, header pressures, condensate return, electricity purchases and operating hours.
  3. Separate measured values from assumptions: label seasonal loads, planned expansions, fuel prices and electricity tariffs.
  4. Screen technical fit: verify pressure ratio, steam quality, turbine minimum load, exhaust-pressure range, generator connection and heat-exchanger capacity.
  5. Build hourly cases: normal production, low production, startup, shutdown, turbine outage and boiler outage.
  6. Calculate net outputs: subtract pumps, fans, cooling systems, controls and export losses from gross generation.
  7. Value reliability: include the cost of lost production if a turbine trip interrupts steam or power.
  8. Run sensitivity tests: vary fuel price, electricity value, operating hours, condensate return and heat-load utilization.
  9. Set a decision rule: approve only if the project meets the required return while preserving process pressure and a credible backup mode.

Bottom line for the efficiency question

For heat alone, direct steam is normally the efficient answer because it delivers latent heat without converting steam energy to electricity first. A backpressure or extraction turbine can be more efficient at the plant level when it produces electricity and the exhaust or extraction steam is fully used for process heat. DOE data place typical total steam-turbine CHP at roughly 70%–85%, with large topping-cycle systems capable of exceeding 90%, while small byproduct electricity systems can be below 10% electrical efficiency. Those figures are meaningful only when the system boundary and useful outputs are stated.

The decision is therefore a heat-and-power matching exercise, not a contest between one turbine percentage and one boiler percentage. Use the site’s pressure and temperature, load profile, annual hours, condensate return, fuel and electricity prices, and required heat-to-power ratio to determine whether CHP’s additional power value outweighs its conversion losses and capital complexity.
