For most people in the UK, the answer is both. The State Pension provides a baseline income from your applicable State Pension age. A workplace or personal pension can supplement it, provide income before that age and give you more control over withdrawals. It also exposes you to contribution, investment, charge and withdrawal decisions.
Use your State Pension forecast to establish the floor, keep any valuable employer contribution, then build private savings to cover the gap between that floor and the income you want. Neither pension should be assessed in isolation.

What the State Pension provides
The new State Pension is contribution-based: Your State Pension amount depends on your National Insurance record.
Your personal amount is determined by your qualifying years and other parts of your record, rather than by the size of an investment account.
The current full rate
UK Government guidance accessed on 18 October 2026 states that the full rate of the new State Pension is £241.30 a week. A simple 52-week equivalent is £12,547.60 a year before tax, but that calculation is only an illustration of the published weekly rate. Your own award can be lower or different.

For someone whose National Insurance record started after April 2016, 35 qualifying years are generally needed for the full rate. People who were contracted out before 2016 may need more than 35 years. Protected payments and other pre-2016 details can also alter the amount, so the headline full rate is not a personal forecast.
When it starts
The State Pension age is the earliest age you can start receiving your State Pension.
It is set by law, reviewed regularly and depends on your date of birth. It is separate from the age at which a workplace or personal pension becomes available. You cannot make a private pension accessible simply by claiming the State Pension, and you cannot start the State Pension early to match an earlier retirement date.
How it keeps pace
The new State Pension increases each year by the highest of earnings growth, Consumer Prices Index (CPI) inflation or 2.5%. This uprating rule is a government policy mechanism, not a promise of investment returns. Future rates and the policy itself should be checked against current GOV.UK guidance when you plan.

Check your State Pension forecast through the official GOV.UK service. It shows what you are currently on track to receive and the age at which it can begin. Use the forecast rather than multiplying qualifying years by the full rate: contracted-out history, protected amounts and gaps can make that shortcut wrong.
What a private or workplace pension provides
Private pension is a broad term covering an employer-arranged workplace scheme and a personal or stakeholder pension. GOV.UK describes these arrangements as a way to have money on top of the State Pension. The scheme type determines what you are building and how much control you have later.
Defined-contribution schemes
In a defined-contribution (DC) pension, contributions are invested to create a pot. The eventual result depends on how much is paid in, investment performance, provider charges, the age at which you take the money and the way you withdraw it. A projection is therefore an estimate, not a guaranteed income.
Defined-benefit schemes
A defined-benefit (DB) scheme follows its scheme rules to provide a promised pension, usually based on factors such as service and salary. The value is not read from a personal investment pot in the same way as a DC plan. Check the scheme’s retirement age, revaluation, survivor provisions and options before making a decision; the governing rules control the benefits.

Employer money changes the calculation
Workplace pensions are normally funded by both worker and employer. Before redirecting saving to a separate personal pension, establish the employer contribution and the conditions for receiving it. Giving up an employer contribution can reduce the value of your overall package even if another product has different charges or investment choices.
Access and flexibility
MoneyHelper’s guidance states that private-pension money is usually accessible from age 55, rising to 57 from April 2028, subject to scheme rules and exceptions. Once eligible, a scheme may allow taxable income, drawdown, lump sums or a guaranteed-income option. The exact menu, minimum amounts and conditions come from the provider or scheme.
State Pension and private pension compared
| Question | State Pension | Private or workplace pension |
|---|---|---|
| How do you qualify? | A National Insurance record and reaching your applicable State Pension age. | Membership of a scheme, contributions and the provider’s rules; a workplace scheme may include an employer contribution. |
| What determines the amount? | Your individual National Insurance history, including qualifying years, contracting-out history and any protected payment. | For DC, contributions, investment results, charges, age at taking benefits and withdrawal method. DB benefits follow the scheme rules. |
| How predictable is the income? | A regular government payment with a published full new-rate figure and an explicit annual uprating rule, although each person’s amount differs. | DC income changes with markets, costs and choices. DB income is determined by the scheme’s promised-benefit rules. |
| How is inflation addressed? | The new State Pension is increased annually by the highest of earnings growth, CPI inflation or 2.5%. | Results depend on investment performance, product design and the income option selected. |
| When can it begin? | At the individual’s State Pension age, which is the earliest claim age. | Usually age 55, rising to 57 from April 2028, with exceptions and scheme-specific conditions. |
| How much control do you have? | Limited control over timing because the claim age is set by law. | Usually more choice over taxable income, drawdown, lump sums and guaranteed-income products, within scheme rules. |
| How is it taxed? | It counts towards taxable income and is considered alongside your Personal Allowance and other income. | Pension income is generally combined with other taxable income. Some private-pension lump sums can be tax-free, subject to current rules and limits. |
| What happens to benefits after death? | Survivor outcomes depend on the State Pension and personal circumstances; it is not automatically an inheritable investment pot. | Nominee, survivor and inheritance treatment is set by the provider or scheme and can have tax consequences. |
Should you rely on one pension?
Relying only on the State Pension leaves your retirement date and baseline income tied to State Pension age and your National Insurance record. Relying only on a private DC pot leaves the result exposed to markets, charges, contribution levels and the risk of taking too much or too little. Combining the two separates those risks: the State payment can form a later-life base while private money supplies additional income and timing control.
A different conclusion may apply to someone with a substantial DB pension, significant non-pension assets or a State Pension forecast close to their required income. The decision is personal; start with the forecast and the benefits already earned rather than a generic rule such as “private is better”.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Can a private pension fund retirement before State Pension age?
Yes, provided you have enough private pension or other assets to fund the years before the State Pension starts. The State Pension cannot be claimed early, so an earlier retirement creates a bridge period.
Map the bridge period
- Record your target retirement date and your State Pension age.
- Count the years and months between those dates.
- Estimate the spending you need during that period, including tax and irregular costs.
- Identify which private pension or non-pension assets can provide that income under their access rules.
- Allow for investment losses, charges and the possibility that the bridge lasts longer than expected.
Taking a DC pension early can mean withdrawing while the pot is smaller and investments may be down. It can also reduce the amount left for later life. A withdrawal plan should therefore cover both the bridge and the income required after the State Pension begins, rather than treating the first access date as the retirement plan.
How to calculate the gap you need private savings to fill
Start with a spending target expressed in today’s money, then subtract the State Pension amount shown on your forecast. For example, if a forecast showed the full new-rate amount and your target were £25,000 a year gross, the private element would be the difference between that target and the State amount actually payable to you. This is a planning illustration, not a promise that either figure will remain unchanged.

Use three income stages
- Before State Pension age: private pensions and other assets may need to provide the whole planned income.
- After State Pension age: the State payment may cover part of essential spending, with private withdrawals filling the remaining gap.
- Later life: review whether withdrawals, inflation and health-related costs still fit the plan.
Model charges and more than one investment outcome. A high-growth projection can make a pot look adequate while ignoring falls near the withdrawal date; a very cautious projection can understate the income you could reasonably take. The important point is that a DC forecast varies with assumptions and is not a guaranteed salary replacement.
A practical decision sequence
1. Check the forecast and State Pension age
Use the GOV.UK forecast service to record the amount, qualifying-year position and earliest claim age. If the forecast is below your expectation, investigate whether further qualifying years or another correction is possible through the official process before making a private-savings decision.
2. Inventory every workplace scheme
List current and former employers, scheme type, retirement age, contribution rates and any employer matching or contribution conditions. A DB pension should not be treated as if it were a DC pot. Find the scheme booklet or administrator’s statement before transferring or consolidating anything.
3. Protect employer contributions
Compare the employer money you would receive in the workplace scheme with the cost and features of an alternative. Saving elsewhere can be sensible only after you understand what you would give up, including contribution matching or valuable DB benefits.
4. Set the retirement date and spending target
State whether you want to stop work at State Pension age or earlier. Separate essential spending from discretionary spending so you can see which income must be reliable and which can vary with markets.
5. Test contributions, charges and investment risk
For DC plans, examine contribution levels, fund choices, provider charges and the withdrawal method. Run more than one outcome and include a period of poor investment performance. The age at which you take benefits affects the result, so test the date rather than assuming the earliest access point is optimal.
6. Plan withdrawals around tax
Add State Pension, private-pension income, employment income and other taxable income together for each tax year. Check how a lump sum or a change in drawdown could move you into a different tax position. Confirm current tax-free-lump-sum limits and HMRC rules at the time you act.

7. Get regulated help for irreversible choices
GOV.UK directs people seeking help with increasing workplace or private pensions to a financial adviser. Consider regulated advice before transferring a DB pension, buying a guaranteed-income product, taking a large lump sum or committing to a withdrawal rate you cannot easily reverse. Guidance and advice are different: a guidance service can explain options, while an authorised adviser can recommend a personal course after assessing your circumstances.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How pension income is taxed
State Pension is taxable income even though tax is not normally deducted before it is paid. Private-pension income is generally taxable with your other income. Your Personal Allowance, tax band, employment income, savings and other taxable receipts determine the eventual bill.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesWhy timing can change the tax result
Taking a large taxable withdrawal in one tax year can produce a different result from spreading the same amount over several years. A tax-free portion of a private pension does not make every later withdrawal tax-free. Check the current HMRC rules and the provider’s calculation before taking benefits, particularly if you are still working or receiving other pensions.
Common mistakes and how to avoid them
Assuming the full State rate is automatic
The £241.30 weekly figure is the published full new rate, not a universal award. Contracted-out history, qualifying years and protected payments mean your forecast is the relevant number.
Ignoring State Pension age
Planning a retirement date without identifying the State Pension age can create an income shortfall. Put the bridge years into the cash-flow plan before leaving work.
Giving up employer contributions
Moving saving to a personal pension without checking the workplace contribution can sacrifice money that would otherwise have been added to your retirement fund.

Choosing a product before choosing an income plan
Drawdown, lump sums and guaranteed-income options solve different problems. Decide how much flexibility and certainty you need, then assess the scheme options and tax consequences.
Assuming every pension passes to heirs in the same way
State Pension and private schemes have different survivor and nominee rules. Read the specific scheme terms and keep nominations up to date where the scheme allows them.
A checklist for combining both pensions
- Save a current State Pension forecast and record your State Pension age.
- Collect statements for every workplace and personal pension.
- Mark each arrangement as DB or DC and note its normal and earliest retirement ages.
- Record employee contributions, employer contributions, charges and investment choices.
- Set a target retirement date and annual spending requirement.
- Calculate the private-income bridge before State Pension age.
- Model income after State Pension age, including tax and inflation.
- Review beneficiary nominations and survivor provisions.
- Use regulated guidance or advice before transfers and other hard-to-reverse actions.
What the answer means for different readers
If you are several years from retirement
Focus on the forecast, employer contributions and contribution rate. There is time to repair a shortfall, but assumptions about investment growth should be revisited as the date approaches.
If you want to stop work before State Pension age
Prioritise the bridge calculation and access rules. You need enough accessible assets for the early years without exhausting the funds intended to supplement income later.
If you have a DB workplace pension
Obtain the scheme’s formal benefit statement and rules. The promised benefit and retirement options may be more important than comparing pot sizes with a DC plan.
If you are close to claiming the State Pension
Confirm the forecast, check the claim process and coordinate the start of private withdrawals with your tax position and spending needs.
