That issuer-and-liability distinction determines what supports the value, who can redeem it, which legal protections apply, how transactions settle, and which risks matter. A stablecoin’s name does not guarantee a stable price, and “CBDC” does not describe one universal product: retail and wholesale versions serve different users, while each jurisdiction chooses its own legal, privacy and access rules.
The essential difference: whose money is it?
Start with the claim represented by the digital token or balance. A stablecoin is generally a private cryptoasset issued through an arrangement of companies and service providers. It aims to maintain a stable value against a specified asset, or a pool or basket of assets. The Financial Stability Board (FSB) notes that “stablecoin” has no universally agreed legal or regulatory definition and does not mean that the value is actually stable. Issuance, reserve management, redemption and blockchain operation can be handled by different entities.

A CBDC is digital money issued by a central bank. The balance is a direct liability of that central bank, rather than a commercial bank deposit or a private payment company’s promise. That does not make every CBDC identical: legislation, intermediaries, redemption arrangements, privacy rules and technical architecture are design choices made by the issuing jurisdiction.
What “liability” means for a holder
If you hold a stablecoin, your outcome depends on the issuer and the legal structure behind the arrangement. Relevant questions include whether you have a direct redemption right, which assets support the arrangement, who controls those assets, what happens during a suspension, and which law governs a dispute. Market confidence can also affect the price at which the token trades.

If you hold a CBDC, the monetary claim is against the central bank. The exact legal rights, however, still depend on the statute and rules creating that CBDC. A central-bank liability is not a promise that access will be universal, that balances will earn interest, or that the system will be available in every country.
Stablecoins and CBDCs compared
| Comparison point | Stablecoins | CBDCs |
|---|---|---|
| Issuer and liability | Typically a private issuer or multi-entity arrangement; not a central-bank liability. Holder outcomes depend on the legal structure, issuer, redemption terms and market confidence. | Issued by a central bank and recorded as a direct liability of that central bank. |
| Primary users | Commonly used as an on/off-ramp and settlement asset in crypto markets; some arrangements support cross-border transfers and remittances. | Retail CBDCs target households and businesses for everyday payments. Wholesale CBDCs target banks, central banks and other financial institutions for settlement. |
| Value support | May rely on reserves and a redemption promise, but reserve quality, access and timing vary. Secondary-market prices can move away from the reference value. | Backed by the monetary claim on the issuing central bank. The operating and legal design still varies by jurisdiction. |
| Infrastructure | Existing tokens often run on public, permissionless blockchains. Fees, congestion, transaction finality, liquidity and interoperability differ by network; bridges add another risk layer. | Architecture, intermediaries and access are policy choices. There is no single worldwide CBDC network or access model. |
| Protection and oversight | Rules depend on the jurisdiction and activity. Reserve disclosure, redemption, run risk, illicit-finance controls and cross-border supervision are central issues. | Designers must decide legal status, participant responsibilities, privacy, financial-crime controls, nonresident access and possible effects on bank deposits. |
How a stablecoin is supposed to maintain its value
The stated objective is a stable exchange value against a reference asset or basket. In a reserve-and-redemption arrangement, the issuer or another designated entity holds supporting assets and offers a process for converting tokens back into the reference asset. That process is not automatically available to every holder, at a fixed price or on demand. The terms may distinguish between an authorised customer who can redeem directly and a secondary-market buyer who can only sell through an exchange or other intermediary.
The questions behind a “peg”
- Who can redeem? Check whether individuals, businesses, exchanges or only designated institutions may request redemption.
- At what price? “One token equals one unit” may describe an objective, not a legally enforceible payment obligation to every holder.
- Which assets support it? The quality, liquidity, custody and maturity of reserves affect how quickly obligations can be met.
- How long does redemption take? Cut-off times, minimum amounts, fees, verification and banking hours can matter more than the blockchain transfer time.
- What happens under stress? A confidence shock can produce discounts in secondary markets, while attempts to redeem at par can expose the arrangement to a run.
Because “stablecoin” is a category label rather than a universal legal status, do not infer full reserve backing, direct par redemption or deposit-insurance coverage from a ticker or marketing description.

What a CBDC is—and the retail/wholesale split
Retail CBDC
A retail CBDC is designed for households and firms to use in ordinary purchases, transfers and bill payments. A wallet or account could be offered directly by the central bank or through regulated intermediaries, depending on the country’s design. Questions about identification, offline use, transaction limits, fees, privacy and access for nonresidents are policy choices, not features shared by every project.
Wholesale CBDC
A wholesale CBDC is intended primarily for settlement among banks, central banks and other financial institutions. It may be used in payment-system, securities or interbank settlement experiments without being available as a consumer wallet. Confusing a wholesale pilot with a retail launch can lead to the false conclusion that the public can already obtain a CBDC.

Exploration is not issuance
In a Bank for International Settlements (BIS) survey of 93 central banks, 91%—85 institutions—were exploring a retail CBDC, a wholesale CBDC or both in 2024. That statistic measures investigation, development or experimentation; it does not show that 85 consumer CBDCs had been issued or adopted. A project can be at an exploratory, development, pilot or issued stage, and the stage must be checked for the relevant jurisdiction.
Where each form of digital value is used
Stablecoin use cases
Stablecoins are widely associated with crypto-market settlement. Traders may use them to move between volatile cryptoassets without returning to a bank account, and they can serve as collateral within digital-asset markets. Some users employ them for cross-border transfers or remittances, particularly where local banking access is limited or the receiving party already operates on a compatible network.
Token transfers can run around the clock and may support programmable conditions. Those features describe the on-chain leg, not necessarily the entire payment. A person sending a small amount may still face exchange spreads, account-verification delays, bank-wire charges, withdrawal limits, local payment fees and network congestion. Compare the complete path from the sender’s local currency to the recipient’s usable funds rather than comparing only the blockchain transaction fee.
CBDC use cases
Retail CBDCs are proposed for everyday payments, while wholesale CBDCs are aimed at institutional settlement. A central bank may use a two-tier model in which private intermediaries provide customer-facing wallets and payment services while the central bank supplies the settlement asset. The specific benefits—such as offline functionality, faster settlement or reduced counterparty exposure—depend on the system that is actually built and the rules governing it.
Infrastructure, finality and interoperability
Stablecoin networks are not automatically interchangeable
The same brand or denomination of token can circulate on more than one blockchain, but a token on one network is not inherently the same operational asset as a token on another. Users may need a bridge, an exchange or a conversion service. Each route introduces questions about liquidity, fees, transaction finality, smart-contract controls and the possibility of a bridge failure or exploit.

Public, permissionless networks also differ in how they handle congestion and fee spikes. A transaction that is inexpensive and quick in normal conditions may become delayed or costly when demand rises. “Fast” therefore needs a network, time and fee context.

1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesCBDC settlement and singleness of money
Central-bank money settled through a coordinated two-tier payment system is intended to support the singleness of money: different forms of money should exchange at par within the system. A stablecoin arrangement may not provide that assurance in every circumstance because the token’s market price, reserves, intermediaries and redemption access can diverge. A CBDC’s architecture can still create operational or access risks, but those are different from a private token losing its peg.
Legal protection, privacy and access
Stablecoin protections are arrangement-specific
Consumer and investor protections depend on the jurisdiction, the activity and the instrument’s legal classification. Read the issuer’s terms and the applicable regulator’s rules rather than assuming that a stablecoin is a bank deposit, a security, electronic money or insured cash. Cross-border users can face multiple legal regimes, conflicting claims over reserves and uncertainty about which courts can enforce a redemption promise.
CBDC rules are policy choices, not universal facts
A retail CBDC requires decisions about who is legally liable for a wallet balance, which intermediary handles customer service, what data the central bank or payment providers can see, and how anti-money-laundering and counter-terrorist-financing requirements work. Policymakers must also decide whether nonresidents can hold or use it, whether transactions can work offline, and what limits apply.
It is inaccurate to describe all CBDCs as anonymous or all CBDCs as fully surveilled. Privacy can be designed in different ways, subject to law and financial-crime controls. Likewise, a CBDC is not automatically legally equivalent to physical cash.

Financial-stability and banking effects
Stablecoin run and reserve risks
If holders lose confidence, they may sell in the secondary market or seek redemption at the same time. A discount can widen when liquidity is thin, while a rush for reserve assets can pressure the issuer and connected markets. Global arrangements may touch payments, banking and securities rules at once. The FSB’s 2023 framework calls for coordinated regulation, supervision and oversight; it is a framework for authorities, not a single worldwide consumer-protection statute.
CBDC effects on bank funding
If people move a substantial share of their bank deposits into CBDC, banks could lose part of a funding source and need to replace it with other funding. The scale depends on wallet limits, remuneration, distribution, usage and the availability of alternatives. A CBDC could be designed to reduce or increase that shift; no single outcome follows from the label.
Why stablecoin effects are also contingent
Stablecoin reserves can be held in bank deposits, securities or other assets, and the effect on bank balance sheets depends on how those reserves are managed and where coin buyers obtain the funds. The BIS describes the impact as especially complex and dependent on reserve management, regulation and adoption. Treat claims about inevitable disintermediation or guaranteed financial stability as unsupported without a specified design and evidence.
Numbers that need careful interpretation
BIS analysis estimated stablecoin market capitalisation at around $315 billion in early April 2026. Market capitalisation describes the value of tokens outstanding at that point; it is not a measure of insured deposits, consumer wealth or a promise that holders could all redeem simultaneously at that figure.
The same BIS work estimated some $35 trillion of stablecoin transaction volume in 2025. That is gross transaction volume and should not be presented as consumer spending. It can include repeated transfers, exchange activity and movements between financial or digital-asset services.

BIS analysis citing Visa and Allium data estimated around $390 billion in payment-related stablecoin flows in 2025. That narrower measure is intended to capture payment-related activity, and BIS characterised real-economy use as modest. The $35 trillion gross-volume estimate and the $390 billion payment-flow estimate measure different things and should not be added together or treated as interchangeable adoption figures.
A practical decision framework for users
If you are considering a stablecoin
- Identify the purpose. Decide whether you need crypto-market settlement, collateral, a cross-border transfer or simply a way to hold ordinary money. A token may add complexity when a regulated bank or payment service already meets the need.
- Read the redemption terms. Confirm who may redeem, minimum amounts, fees, verification, processing times, suspension clauses and the governing law.
- Inspect reserve information. Look for the type, custody, maturity and liquidity of supporting assets, as well as the frequency and scope of disclosures. Do not substitute a reserve summary for a legal guarantee.
- Check the network. Verify that the recipient uses the same blockchain or an explicitly supported conversion route. Confirm the address format, network fee and expected finality before sending.
- Price the whole transaction. Include purchase spreads, platform fees, withdrawal charges, bank costs, taxes where applicable and the recipient’s conversion cost.
- Plan for a disruption. Know what you will do if the platform pauses withdrawals, the peg moves away from the reference value, the network is congested or a bridge is unavailable.
If you are evaluating a CBDC claim
- Verify the stage. Check the issuing central bank’s current notice to distinguish research, a pilot, limited issuance and a generally available retail service.
- Confirm eligibility. Determine whether residents, visitors, businesses or only financial institutions may open wallets or participate.
- Read the legal and privacy terms. Identify the liable entity, permitted data uses, identity checks, transaction limits, dispute process and offline provisions.
- Understand the intermediary model. Find out whether a bank or payment provider holds the customer relationship, how support works and what happens if that intermediary fails.
- Compare functionality, not labels. Assess fees, merchant acceptance, transfer hours, limits and interoperability against the payment options you already use.
Which one is “safer”?
There is no category-wide answer. A stablecoin carries private-issuer, reserve, redemption, market-price, network and platform risks. A CBDC carries risks associated with its legal framework, operational resilience, privacy design, access rules and possible effects on banks. The relevant comparison is between a particular stablecoin arrangement and a particular CBDC implementation, in a specified jurisdiction and for a specified use.
For a personal-finance decision, ask what claim you need, who must honour it, how you can exit, and what happens when the system is under stress. A stablecoin can be useful for a crypto-native transfer without being equivalent to cash. A CBDC can be central-bank money without being available to every person or offering cash-like anonymity.

What the current policy direction signals
BIS General Manager Pablo Hernández de Cos said on 23 June 2026: “By integrating digital innovation such as tokenisation into the existing financial architecture, authorities can shape the future of money, the economy and the financial system in the public interest while preserving trust. Achieving this will require domestic and international coordination and cooperation.” The statement reflects an institutional policy view, not a guarantee that any specific stablecoin or CBDC will achieve those goals.
