On October 18, 2024, the U.S. Space Force’s Space Systems Command awarded SpaceX $733,566,001 for national-security launch services. The two task orders cover seven Space Development Agency launches for its Tranche 2 Transport Layer and an National Reconnaissance Office mission set. This is a launch-services award—not a contract for SpaceX to build the satellites—and the official announcement does not support the often-repeated claim that it covers exactly eight launches.
What the $733.6 million award covers
Space Systems Command (SSC), the Space Force’s acquisition command, made the award under National Security Space Launch (NSSL) Phase 3 Lane 1. It issued two Launch Service Task Orders under a multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) contract awarded in June 2024. An IDIQ establishes a framework for ordering services; the task orders specify and commit to particular launch work. The SSC award announcement gives the combined value as $733,566,001.

| Task order | Customer and payload scope | Planned launch details in the award announcement |
|---|---|---|
| Space Development Agency (SDA) | Seven launches for Tranche 2 Transport Layer spacecraft, designated T2TL-D through T2TL-J | Three launches from Cape Canaveral Space Force Station and four from Vandenberg Space Force Base |
| National Reconnaissance Office (NRO) | An NRO mission set; the public announcement does not give a definitive launch count | Launches planned in the fourth quarters of fiscal years 2025 and 2026 |
SpaceX supplies launch vehicles and related launch services. The government agencies retain responsibility for their satellite programs and missions; the award does not make SpaceX the satellite manufacturer or operator.

The official wording is seven SDA launches plus an NRO mission set. It does not clearly say that the NRO portion is exactly one launch, so describing the entire award as an eight-launch contract is more precise than the public record allows. Subsequent NRO announcements identify NROL-145 and NROL-172 as the first and second missions under the October 2024 NRO task order. The NRO portion therefore involves at least those two missions, but the public material cited here does not establish its complete mission count.

What the SDA and NRO missions are for
SDA: communications and data relay
The seven SDA launches support the Tranche 2 Transport Layer of the Proliferated Warfighter Space Architecture. The Transport Layer is intended to provide military communications and data relay through a network of satellites in low Earth orbit. A proliferated design distributes capability across many spacecraft rather than depending only on a small number of large satellites. The award identifies the Transport Layer; it should not be confused with SDA Tracking Layer missions focused on missile tracking or warning.
The public announcement gives mission designations and launch-site assignments, not a complete account of each spacecraft’s configuration or operational status. Those details may be classified or subject to change.

- Note: This model is not a toy model, it is not recommended to buy for children, please buy with caution to avoid unnecessary trouble for your shopping
NRO: intelligence and sensing
The NRO operates U.S. intelligence, surveillance and reconnaissance systems. Its proliferated architecture uses multiple satellites for space-based intelligence and sensing missions. The NRO has not publicly disclosed the full technical payload specifications for NROL-145 or NROL-172, so their particular sensor functions should not be inferred from the launch award.
Why NSSL has a Lane 1
NSSL Phase 3 separates missions into two lanes. SSC describes Lane 1 as a more risk-tolerant route for missions suited to a tiered level of mission assurance; Lane 2 is designed for more demanding “no-fail” missions with stricter assurance requirements. The Space Force’s explanation of Lane 1 makes clear that risk tolerance is a procurement and assurance choice matched to a mission—not a synonym for careless or experimental operations.

For appropriate payloads, the model can give the government more flexibility in selecting launch services and help move missions to orbit without applying the most stringent assurance regime to every mission. The trade-off is that Lane 1 is not suitable for every payload. A launch award also does not equal an operational capability: satellites must be deployed, checked out, integrated with ground systems and accepted by their customer.
Why SpaceX received the task orders
SSC says the task orders followed competition under the Lane 1 IDIQ, but its public announcement does not disclose the complete evaluation record or competing bid prices. Ars Technica’s contemporaneous report said SpaceX and United Launch Alliance were eligible providers for these task orders, while Blue Origin’s New Glenn had not yet met the applicable flight-qualification requirement. That account is secondary reporting, not a competitor breakdown in SSC’s award notice.

- A DISPLAY GIFT FOR SPACE ENTHUSIASTS: Suited to adult collectors, engineers and students; place on a stable surface and handle the fine tower and arm details carefully.
The award announcement names SpaceX but does not assign a specific rocket to every mission. The NRO confirmed that Falcon 9 launched both NROL-145 and NROL-172; that does not establish the vehicle for every SDA launch covered by the award.

What has launched since the award?
| Mission | Launch and vehicle | Connection to the award |
|---|---|---|
| NROL-145 | Successful Falcon 9 launch from Vandenberg on April 20, 2025 | NRO identified it as the first mission under the October 2024 NSSL Phase 3 Lane 1 task order |
| NROL-172 | Successful Falcon 9 launch from Vandenberg on May 11, 2026 | NRO identified it as the second mission under the same NRO task order |
The launch and task-order links are confirmed in the NRO’s NROL-145 release and NRO’s NROL-172 release. The cited official material does not establish that all seven T2TL-D-through-J launches have been completed, so the NRO launch record should not be mistaken for completion of the entire award.

What the award does—and does not—tell taxpayers
The headline value is the combined value of specific launch-service task orders, not evidence that SpaceX received the entire amount upfront. The public announcement does not provide a payment schedule or milestone breakdown. Nor does it disclose full payload specifications, a complete final launch manifest, or the operational acceptance status of each satellite.
A separate SSC announcement in January 2026 awarded another group of nine Lane 1 launches worth $739 million. That later award is distinct from the October 2024 task orders and should not be combined with their value or mission count. The later announcement describes different mission work, including missile-warning and missile-defense-related payloads: SSC’s January 2026 award notice.
