Neither choice wins for every Korean household. A housing pension (주택연금), commonly described in English as a reverse mortgage, can suit an eligible owner who wants to remain in the home and receive a structured, potentially lifetime payment. Selling and renting can suit someone who needs a large pool of liquid capital, wants to move, or does not want home equity tied up as collateral—but then rent, deposits, investment results and landlord risk become the household’s responsibility.
The sound comparison is not the home’s gross price against total pension payments. Compare an official housing-pension estimate with the net cash released by a sale, realistic rent and deposit costs, taxes, other income, longevity needs and the estate the couple wants to leave.

What the two choices actually do
Housing pension: income secured against the home
Under Korea Housing Finance Corporation (HF Korea) rules, a housing pension is a home-secured loan arrangement with a guarantee. The owner pledges the home and, under the contract’s residence conditions, generally continues living there while receiving loan advances. It is not a government retirement benefit unrelated to debt and it is not a sale of the property with cash proceeds left over. Payments, guarantee fees and interest accumulate in the loan balance.
The household keeps use of the home while meeting the contract requirements, but its equity is being consumed over time by advances and financing costs. A later sale, transfer of ownership or another terminating event can end the arrangement, so a planned move, rental, major renovation or ownership change should be discussed with HF Korea before signing.

Selling and renting: equity released, housing separated from wealth
A sale converts the home into cash after the mortgage is repaid, transaction costs are paid and any applicable Korean tax is settled. The household then rents a home and decides how to invest or spend the remaining capital. This removes the former home from the balance sheet as collateral and can make relocation easier, but the household no longer controls the property or its future housing cost.
Rent may rise, a lease may not be renewed, and a deposit has an opportunity cost because that money cannot simultaneously be invested or spent. The seller also bears investment-market and spending risk: capital that looks ample at retirement can be depleted if withdrawals, rent and other costs exceed returns.
Who can use a Korean housing pension?
Core eligibility checks
HF Korea states that at least one member of a couple must be a Korean national and at least 55 years old. Home-value and ownership requirements also apply, and the applicant or spouse normally must use the pledged home as the registered actual residence. Eligibility is determined under the rules and definitions in force when the application is assessed, not by a general description of reverse mortgages in another country.

- Confirm both spouses’ nationality and ages, including which spouse is younger.
- Confirm the eligible ownership structure and the home’s recognized value under HF Korea’s rules.
- Confirm that the pledged property is the household’s registered actual residence.
- Ask specifically about any additional homes, co-ownership, mortgages or prior liens.
- If you expect to move to elderly housing, rent out the property, renovate extensively or transfer ownership, obtain a written explanation of how the proposed contract treats that event.
HF Korea lists exceptions for specified situations, including certain moves to elderly housing welfare facilities. The 2026 changes announcement also describes selected new actual-residence exceptions. Those provisions do not amount to permission to rent out any home or move anywhere; each has eligibility and approval conditions.
Why the younger spouse matters
Payment calculations use the recognized home value and the younger spouse’s age, as well as the selected payment type. A younger spouse generally means payments are calculated over a longer expected period, so the quoted monthly amount can differ materially from a quote based only on the older owner’s age. Use the couple’s actual ages and the current HF Korea estimator rather than extrapolating from an example.
What the official payment illustration tells you—and does not
HF Korea’s fixed, lifetime-payment table effective March 1, 2026 illustrates approximately 923,000 won per month for a 70-year-old younger spouse and a 300 million won general home. This is an official illustration, not a quote for a particular reader and not a forecast of what every 300 million won home produces.

The value used to decide eligibility can differ from the market or appraisal value used to calculate payments. A household should therefore record which value HF Korea accepts for each purpose. Payment type also changes the result; a fixed lifetime structure is only one option, and a contract with withdrawals or a different payment pattern will not necessarily produce the same monthly amount.
| Input or feature | Why it changes the result |
|---|---|
| Younger spouse’s age | HF Korea uses this age in the payment calculation; changing it changes the quoted amount. |
| Recognized home value | Determines the calculation base, which may not equal the value used for eligibility or the household’s own market estimate. |
| Payment type | Fixed lifetime payments, withdrawals and other contract structures have different cash-flow patterns. |
| Contract events | Sale, ownership transfer and other specified events can terminate or alter the arrangement. |
The debt, fees and eventual settlement
What accumulates
HF Korea explains that the balance grows through payment advances, withdrawals where allowed, initial and annual guarantee fees, and interest. Those amounts accrue to the loan balance rather than normally being paid each month in cash. A household comparing alternatives should track both the cash received and the balance that will eventually be settled.
That distinction prevents a common error: treating every won of monthly payment as an increase in net wealth. The relevant question is how much spending power the payment provides after ordinary housing costs and how much home equity remains after the accumulated balance is considered.
When both spouses have died
HF Korea describes a non-recourse settlement after both spouses have died. If disposition proceeds exceed the accumulated pension balance, the surplus goes to the heirs. If the balance is larger, heirs are not charged the shortfall under the described arrangement. The balance includes advances, withdrawals, guarantee fees and interest.
This is useful estate information, but it is not a promise that a particular home will leave a surplus. Home prices, the duration of payments, withdrawals, fees, interest and sale costs determine the result. Confirm the precise joint-life contract and current settlement rules before using the feature in an estate plan.
How to compare selling and renting on a cash-flow basis
1. Calculate net sale proceeds
Start with the amount actually available, not the listing price:
Rank #3
Net sale proceeds = sale price − mortgage payoff − selling and transaction costs − applicable tax.
Korean sale tax depends on ownership, occupancy history, household circumstances, property type and the rules in force. The available information does not establish a universal tax amount. Obtain the calculation from a qualified Korean tax professional or an authoritative current tax source using the household’s actual facts.
2. Price the replacement housing
Record the expected monthly rent, the required deposit, moving costs, insurance or maintenance obligations under the lease, and a reserve for periods without a lease. A deposit is not a monthly expense, but it is capital that cannot be invested elsewhere while it is tied up. Model renewal or relocation costs rather than assuming today’s rent continues unchanged.

Subtract the deposit and any immediate move costs from net sale proceeds. The remainder is investable capital. Compare a conservative withdrawal plan plus other income with rent and ordinary living expenses. Use several return assumptions and withdrawal rates in the household’s own worksheet; no result should be presented as a guaranteed investment return.
A simple annual cash-flow identity is:
Amount available for living costs = other income + portfolio withdrawal − annual rent − deposit financing cost − housing and moving costs.
If the result is negative, the household must reduce spending, draw down more capital, move to cheaper housing or find additional income. If it is positive, test whether the surplus is large enough to withstand rent increases, market losses and a longer life.

4. Model more than one lifespan
Run the worksheet for at least a shorter, middle and longer retirement horizon—for example, 10, 20 and 30 years—without treating any horizon as a prediction. Add scenarios for rent increases, weak investment returns in the first years, a larger-than-expected deposit and the surviving spouse living for many years after the first death. The housing pension’s lifetime structure and the rent plan should be tested over the same periods.

| Question | Housing pension | Sell and rent |
|---|---|---|
| Where do you live? | Generally in the pledged home under the contract’s actual-residence conditions. | In a rented home chosen by the household; the former home is no longer available. |
| How is cash created? | Loan advances secured by the home, with fees and interest added to the balance. | One-time net sale proceeds, then withdrawals from cash or investments. |
| Monthly housing cost | Existing property costs still apply; the pension payment is not a waiver of taxes, utilities, maintenance or other household expenses. | Rent and lease-related costs continue and can change at renewal; deposit capital is tied up. |
| Liquidity | Most wealth remains in the home and is not freely spendable without contract-approved withdrawals or a sale. | Sale proceeds are liquid, subject to the household’s investment and spending choices. |
| Longevity protection | A qualifying lifetime-payment structure can continue according to its joint-life contract, reducing the risk of outliving a fixed pool of home-sale cash. | Income depends on how long the proceeds last after rent and other withdrawals. |
| Housing control | Familiar location and ownership-related control continue within contract limits. | More freedom to choose location and size, but exposure to landlords, renewals and relocation. |
| Estate outcome | Heirs receive any surplus after settlement; HF Korea describes no claim on heirs for a shortfall. | Heirs receive whatever remains of invested sale proceeds after rent and spending; there is no protected home to sell. |
| Eligibility | Age, nationality, ownership, recognized value and residence conditions must be met. | Anyone who can complete a sale and secure a lease can consider it, subject to market and landlord conditions. |
Housing stability, flexibility and control
When staying put has high value
A housing pension is strongest when the home is suitable for aging, the household wants to remain near its community and the couple values predictable occupancy more than immediate access to all equity. Remaining in place can avoid a disruptive move and preserve familiar services and support networks. The household still needs a plan for maintenance, taxes, utilities, accessibility work and care-related changes; the pension does not make those obligations disappear.
When a move is part of the retirement plan
Selling can be more coherent when the current home is too large, far from family or expensive to maintain. The released capital can support a smaller rental, a different city or a housing arrangement that would be difficult to obtain while the original home is pledged. Before choosing this route, test the availability and price of suitable leases, the likelihood of renewal and the effect of a large deposit on investable assets.
Why contract flexibility must be checked in advance
A household that expects to rent the pledged home, move permanently or sell after a few years should not assume the housing pension permits that plan. Sale or transfer is among events that can end the arrangement, and residence exceptions are specific. Ask HF Korea how a proposed move, sublease, renovation, ownership change or early termination affects payments, settlement and fees before applying.
Longevity and the surviving spouse
Retirement decisions are joint-life decisions even when one person is the older applicant. Compare the cash flow while both spouses are alive with the cash flow after the first death. Confirm the exact survivor provisions of the selected housing-pension contract, including whether payments continue for the surviving spouse and what residence or ownership conditions must remain satisfied.
With a sale-and-rent strategy, rent and deposit needs continue after the first death unless the survivor moves to a cheaper arrangement. The survivor may also have lower income, higher care costs or less capacity to manage investments. A plan that works for two people can fail when one person must fund the same lease and living costs alone, so run a survivor-only worksheet separately.

Inheritance: compare the mechanism, not just the headline asset
For a housing pension, the estate is the home’s disposition value minus the accumulated balance and settlement costs. Advances, withdrawals, guarantee fees and interest reduce the remaining equity. HF Korea’s described non-recourse settlement means heirs receive a surplus but are not charged a shortfall, subject to the contract and rules in force.
For selling and renting, the estate is the financial portfolio and other assets left after rent, living costs, taxes, investment gains or losses and any later care expenses. Liquid assets may be easier to divide than a house, but they can also be spent down completely. If leaving a home to heirs is a priority, compare that preference with the couple’s need for lifetime income rather than assuming either choice preserves a fixed inheritance.

Housing-pension tax items
HF Korea’s benefits information lists an income-tax deduction for eligible housing-pension loan-interest expenses of up to 2 million won per year, subject to the applicable Income Tax Act. It also lists property-tax relief for qualifying one-home users: through December 31, 2027, the stated property-tax principal reduction is up to 25% for a qualifying home valued at no more than 500 million won, with the relief for a higher-priced home capped by reference to that value. Another applicable property-tax concession cannot be stacked when that other relief is greater.

Changes for applications from June 1, 2026
HF Korea announced changes applying to applications from June 1, 2026, including expanded preferential treatment for specified lower-value homes, selected actual-residence exceptions and a named “세대이음 주택연금” program. The announcement does not make every lower-value home or every move eligible. Check the exact definitions, dates, documents and application process directly with HF Korea before relying on a change.
Sale taxes and means-tested support
Do not assume that selling creates either a tax windfall or a loss of every public benefit. Sale-tax treatment depends on the household’s ownership and occupancy facts. Liquid proceeds can also affect means-tested support through asset and income tests, but the interaction is program-specific. Check each benefit’s current rules after calculating the actual proceeds; no universal result can be inferred.
A practical decision process
- List the household facts: both spouses’ ages and nationality, ownership shares, home location and recognized or assessed values, occupancy history, mortgage balance, other assets and income.
- Get the official housing-pension estimate: enter the younger spouse’s age, accepted home value and intended payment type in HF Korea’s current estimator, then save the assumptions and estimate date.
- Ask contract questions: request clear answers about joint-life continuation, moving, renting, renovations, early termination, fees, withdrawals and settlement after both spouses die.
- Obtain a sale-and-rent quote: use a realistic sale price, mortgage payoff, transaction costs, tax estimate, target rent, deposit and moving reserve rather than a headline listing price.
- Build matched cash flows: put pension income, property costs and any other income beside portfolio withdrawals, rent, deposit opportunity cost and other costs for the sale option.
- Stress-test the plan: run shorter and longer lifespans, rent increases, poor early investment returns, a large repair or care expense and the surviving-spouse case.
- Check taxes and benefits: have a qualified Korean tax professional verify sale tax and ask each relevant benefit authority how home equity, a pension balance or liquid proceeds are counted.
- Choose based on the household’s priority: staying in the home and insuring longevity, or gaining liquidity and mobility. Document the trade-off so the surviving spouse and heirs understand it.
Worksheet inputs to gather
| Category | Inputs | Why it matters |
|---|---|---|
| People | Both ages, younger spouse’s age, nationality, health and likely survivor arrangements | Determines eligibility, payment calculation and the period for which rent or payments may be needed. |
| Home | Ownership, recognized value, market or appraisal value, occupancy, mortgage and liens | Separates eligibility from payment valuation and determines net sale proceeds. |
| Pension option | Payment type, estimated monthly amount, fees, interest and contract termination events | Shows cash received and the balance accumulating against the home. |
| Rental option | Target rent, deposit, renewal assumptions, moving costs and alternative locations | Captures the continuing housing obligation and deposit opportunity cost. |
| Finances | Other income, investable assets, withdrawals, taxes, care costs and emergency reserve | Tests whether either strategy remains solvent through a long retirement. |
| Estate | Desired inheritance, heirs’ needs and tolerance for a home sale at death | Connects the lifetime-income choice with the actual settlement outcome. |
Common mistakes to avoid
- Calling the pension free income: it is a secured loan with a growing balance, fees and interest.
- Using the 923,000-won example as a quote: it applies to the stated 70-year-old younger spouse, 300 million won general home and March 1, 2026 table.
- Comparing gross sale price with lifetime payments: subtract debt, costs and tax, then include rent and deposit requirements.
- Ignoring the younger spouse: age is part of the payment calculation and survivor planning.
- Assuming any move or rental is allowed: residence exceptions are specific and contract approval matters.
- Counting the deposit as an expense only once: include both its cash requirement and the investment return forgone while it is tied up.
- Planning only for two-person retirement: model the surviving spouse’s housing and income separately.
- Treating tax relief as permanent: the stated property-tax concession runs through December 31, 2027 and remains subject to conditions and rule changes.
- Assuming heirs inherit the home’s full value: the accumulated balance and settlement costs come first.
When each route is usually a better fit
Housing pension is more likely to fit when
- The household meets HF Korea’s age, nationality, ownership, value and residence requirements.
- The home is safe and suitable for aging, and remaining there is a strong preference.
- Lifetime or joint-life income is more important than immediate access to all home equity.
- The couple accepts a growing secured balance and understands how settlement affects heirs.
- A move, rental or ownership transfer is not central to the retirement plan.
Selling and renting is more likely to fit when
- The household wants to relocate, downsize or avoid responsibility for the current property.
- Net sale proceeds are large enough to fund rent, deposits and spending under conservative scenarios.
- The couple can tolerate lease-renewal, rent-increase and investment risks.
- Liquidity and control over financial assets matter more than retaining the home as a residence.
- The household has a clear survivor and estate plan if the investment pool declines.
The final choice should follow the household’s verified numbers and priorities, not a generic claim that owning or renting is always superior. Recheck HF Korea’s current estimator, contract terms, tax concessions and 2026 rules immediately before applying or selling.
