South Korea Youth Unemployment Benefits: Eligibility, Documents and Application Steps (2026 Guide)

South Korea does not have one automatic unemployment check for every young person. The main national route is 국민취업지원제도 (National Employment Support System), which combines counseling and job-placement services with either a monthly job-search allowance (Type I) or employment-activity cost support (Type II). For 2026 applicants, the key questions are your age, household income and assets, recent work history, current benefits or schooling, and whether you can complete a required employment-activity plan.

Type I youth special selection generally covers ages 15–34, household income up to 120% of median income and household assets up to KRW 500 million, subject to selection rules and available budget. An approved Type I participant receives KRW 600,000 per month for six months, with qualifying dependents potentially adding up to KRW 400,000 per month. Type II is broader financially but normally provides services and activity-cost support rather than that allowance.

What the National Employment Support System pays

The Ministry of Employment and Labor launched 국민취업지원제도 on 1 January 2021 for people who need tailored employment help and minimum livelihood support, including low-income people, unemployed young adults, career-break workers and people outside ordinary unemployment-insurance coverage. Work24 describes the system as combining employment-support services with minimum income support for applicants who meet participation requirements.

The program has two different benefit structures. Do not treat Type II activity-cost support as the same payment as the Type I 구직촉진수당 (job-search promotion allowance), and do not confuse either route with ordinary unemployment insurance.

1,000 Books to Read Before You Die: A Life-Changing List
  • Book - 1, 000 books to read before you die: a life-changing list (1000 before you die)
  • Language: english
  • Binding: hardcover
Route Main youth eligibility What you receive Income, assets and work history
Type I youth special selection Generally age 15–34; military-service extensions can raise the upper age under implementing rules KRW 600,000 monthly for six months; qualifying dependents can add KRW 100,000 each, up to KRW 400,000 monthly Household income up to 120% of median income and assets up to KRW 500 million, plus selection and budget rules; recent work or training history can affect selection
Other Type I routes Usually ages 15–69 The same job-search promotion allowance when approved Requirements-review route: income up to 60% of median income, assets up to KRW 400 million (KRW 500 million for ages 15–34) and at least 100 workdays or 800 hours of experience. Non-economic-activity route: the same income and asset limits with less than 100 days or 800 hours of experience
Type II youth support Age 15–34 Employment-support services and employment-activity cost support; it is not the standard six-month Type I allowance No income, asset or work-experience requirement is listed for the youth category

All thresholds are policy-year rules. Work24 and the employment center serving your address should be checked immediately before filing because limits, selection priorities and budgets can change.

Type I youth eligibility in detail

Age and household tests

The youth special selection is generally for people aged 15 through 34. Statutory extensions related to military service may change the upper age under the implementing rules, so an applicant near the limit should ask the employment center to calculate the applicable age.

The 120% median-income ceiling and KRW 500 million household-asset ceiling apply to the youth special selection. These are household tests, not simply a check of the applicant’s personal bank balance. Household composition and consent affect the investigation, so list household members accurately.

Work or training history and budget selection

Meeting the headline age, income and asset figures does not guarantee a Type I place. Work24 warns that applicants between 60% and 120% of median income, or applicants without at least 100 days or 800 hours of recent experience where that experience is relevant, may not be selected when the available budget is insufficient. The center will apply the current selection rules to your records.

Other Type I pathways

Applicants who do not fit the youth special selection may still qualify through another Type I pathway. The requirements-review route covers ages 15–69, household income at or below 60% of median income, household assets up to KRW 400 million (or KRW 500 million for ages 15–34), and at least 100 days or 800 hours of work experience. The non-economic-activity selection route uses the same 60% income and KRW 400 million asset limits, but is designed for applicants with less than 100 days or 800 hours of work experience.

Type II youth support: when the allowance is not the right expectation

Type II youth eligibility is listed for ages 15–34 without an income, asset or work-experience test. Its core value is structured employment assistance: counseling, training or other services in an individual employment-activity plan (IAP), together with employment-activity cost support where the applicable rules provide it.

Type II is therefore useful for a young applicant who fails Type I’s financial or selection tests but can participate in counseling, training and job-search activities. It should not be described as a guaranteed KRW 600,000 monthly unemployment payment. Ask the center which activity costs are available for your plan and what attendance or evidence is required.

How much Type I pays and when money is released

Base allowance and dependent supplement

Work24 states the Type I job-search promotion allowance as KRW 600,000 × six months. A qualifying dependent aged 18 or under, aged 70 or over, or with a severe disability can add KRW 100,000 per month, up to KRW 400,000 per month. Enter every qualifying household member correctly when applying; an incorrect household record can affect the supplement and the eligibility investigation.

Plan completion comes before the first payment

The first payment follows completion of your individual employment-activity plan. The counselor and applicant set the activities, timing and evidence in that plan. From the second payment onward, you must complete every activity required for the relevant period, register the activity-implementation report and then submit the payment request.

Work24 says the activity period can be extended to as long as one year, but an extension does not increase the total amount payable. Missing an activity, filing late or failing to report a change can delay or interrupt a payment.

Payment-request processing

Government24 treats the allowance request as a separate civil-service filing after eligibility has been recognized and the employment or job-search support program has been completed for the period. It lists online or in-person filing, no fee and a stated processing period of 14 days. That 14-day figure concerns processing of the payment request; it is not a promise that an applicant will be approved or receive the first payment within 14 days.

Conditions that can block or delay participation

Work24 lists several conflicts that can make an applicant ineligible at the time of application or postpone the start date:

  • Current employment, except for limited incomplete-employment situations covered by the rules.
  • Lack of ability or intention to work or conduct a genuine job search.
  • Receipt of unemployment benefits.
  • Participation in a government-funded direct-job program.
  • Receipt of a national or local job-search-cost allowance.
  • Enrollment primarily intended to progress to a higher school level or obtain a professional certificate.

Some conflicts end when the other benefit or program ends. Do not cancel another benefit on your own; ask the employment center how the timing and overlap rules apply to your case. A person enrolled in a graduating course, for example, may be treated differently from someone beginning a new course aimed at further progression.

Documents and information to prepare

Mandatory application forms

Work24 identifies these core forms for the employment-support application:

  1. Employment-support application (취업지원 신청서, Form 1).
  2. Consent for collection, use and provision of personal and unique-identification information, including consent from household members.
  3. Consent for joint use of administrative information.
  4. Confirmation form for investigation and determination of eligibility for employment-support services and the job-search promotion allowance.

You must create a Work24 account and complete job-seeker registration (구직등록) before submitting online. If you cannot use the website, print the forms and file them at the employment center serving your registered address.

Records officials may verify

With administrative-information consent, officials can verify many records directly, including resident-registration information, income certificates, business records, disability or veteran certificates, school records, tax records and basic-livelihood or near-poor status records. If you withhold consent, you may have to obtain and submit those records yourself, which can lengthen the review.

Category-specific evidence

The center may request extra proof based on your circumstances. Work24 gives examples such as:

  • A job-abandonment youth questionnaire.
  • A current enrollment certificate and final-semester transcript for a university or graduate-school student who is graduating.
  • Certificates required for particular protected or priority groups.

Bring clear copies and retain the originals or electronic submission receipts. If your household, income, employment or school status changes after filing, tell your counselor promptly rather than waiting for the next payment request.

Application steps on Work24 or through an employment center

  1. Watch the required introductory videos. Work24 requires introductory content before the application process is complete. Finish it using the account that will be used for filing.
  2. Create or access your Work24 account. Check that your legal name, contact details and household information are current.
  3. Complete job-seeker registration (구직등록). Describe your desired work, qualifications and availability accurately. Registration is a prerequisite for the online application.
  4. Submit the application and consents. File the employment-support application, household-member information consents, administrative-information consent and eligibility-investigation confirmation. Upload any category-specific evidence requested by the system.
  5. Use the local center if online filing is impractical. Print the forms and submit them to the employment center serving your address. Ask for a receipt or other proof of submission.
  6. Wait for the eligibility investigation. The employment service reviews household composition, income, assets, work history and exclusion conditions. Work24 says the written eligibility or non-eligibility notice is sent within one month.
  7. Build the individual employment-activity plan if approved for Type I. Meet the counselor, agree on realistic activities and understand the evidence and reporting dates before the first payment period starts.
  8. Complete activities and request each payment. The first payment follows plan completion. For every later period, complete all assigned activities, register the implementation report and submit the job-search promotion allowance request.
  9. Report changes immediately. Notify the counselor or center about a new job, income change, household change, school enrollment, benefit receipt or attendance problem. Keep copies of applications, reports and messages.

How to choose between Type I, Type II and other unemployment support

Your situation Route to ask about first Why
Age 15–34, household income no higher than 120% of median income, assets no higher than KRW 500 million Type I youth special selection Potential access to the six-month allowance, subject to selection and budget rules
Age 15–34 but income or assets exceed Type I limits, or Type I selection is uncertain Type II youth support Broader financial eligibility and employment-service/activity-cost support
Recently employed and covered by unemployment insurance Check unemployment-insurance eligibility before 국민취업지원제도 Receiving unemployment benefits can block or delay participation in this system
Age 15–34 with at least 100 days or 800 hours of work experience and low household income Other Type I requirements-review route This pathway uses a 60% median-income ceiling and an asset test
Age 15–34 with less than 100 days or 800 hours of work experience and low household income Other Type I non-economic-activity route It is designed for the lower-work-history group, subject to all conditions
Type II youth who completes at least one month of IAP vocational training and enters a designated vacant-job sector Youth vacant-job specialized Type II program A separate, conditional program with training-participation and employment-success payments after employment and six-month retention

The vacant-job program is not the standard unemployment allowance. It applies only when the Type II participant completes the specified training, enters a designated sector and meets the program’s employment and retention conditions.

Common mistakes and how to correct them

Assuming youth status guarantees cash

Age alone does not create a universal payment. Select Type I or Type II based on the financial tests, work history and current selection rules, then confirm the result with the center.

Applying without household consent

Income and asset screening can require household-member consent. If a household member does not consent, expect to collect the underlying records yourself and allow extra time.

Confusing approval with the first payment

An eligibility notice is not the same as payment approval for a month. Type I requires an agreed IAP, completion of the plan’s activities and a separate payment request for later periods.

Missing an activity-report deadline

Use the IAP calendar and save proof of attendance, applications, counseling and training. Register the implementation report before submitting the payment request; contact the counselor as soon as a documented problem arises.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring a change in circumstances

Starting work, receiving another allowance, changing schools or moving household members can affect eligibility. Report the change rather than continuing to claim under outdated information.

What is established about approval times and success rates

Official pages do not provide a nationwide youth approval rate, annual youth recipient count or average time from application to first payment. The published timelines are procedural: Work24 says the eligibility notice is sent within one month, while Government24 lists 14 days for processing a payment-request filing. Neither figure is an outcome guarantee.

Practical checklist before you submit

  • Confirm your age on the filing date and whether military-service age extension rules apply.
  • List every household member who must provide consent.
  • Gather income, asset, school, work-history and category-specific evidence that cannot be verified administratively.
  • Check whether you are receiving unemployment insurance, a local or national job-search allowance, or a direct-job-program placement.
  • Complete Work24 introductory videos and job-seeker registration.
  • Choose the correct route: Type I youth special selection, another Type I pathway or Type II youth support.
  • Save submission receipts and note the date by which the eligibility notice should arrive.
  • After approval, keep the IAP, activity evidence and reporting deadlines together.
  • Check the current Work24 notice and contact your address-based employment center before relying on any threshold or payment date.
