Social Security vs. IRA Withdrawals: Which Should You Use First in Retirement?

There is no universal “Social Security first” or “IRA first” rule. The choice combines two separate decisions: when to start a monthly Social Security benefit and when to take money from a particular type of IRA. Starting Social Security earlier generally means a smaller monthly benefit; delaying after full retirement age raises the benefit through age 70. Traditional IRA withdrawals are generally taxable income, while qualified Roth IRA withdrawals can be tax-free. The right order depends on your benefit estimates, age, cash-flow needs, IRA type and balance, other income, and tax situation.

Why the two decisions should be analyzed together

Social Security claiming changes the size of a lifetime monthly benefit. IRA withdrawals change the amount and timing of taxable or tax-free cash, reduce account balances, and may trigger required minimum distributions later. Because those effects operate differently, “use one account first” is not a complete strategy.

The Social Security Administration (SSA) says, “Determining when to start your Social Security benefits is a personal decision.” Its guidance encourages people to explore their choices before applying. Read the agency’s Filing Rules for Retirement and Spouses Benefits for the official framing.

For one household, IRA withdrawals may provide a bridge while a worker delays Social Security. For another, claiming at 62 may be necessary because retirement savings cannot cover essential expenses. A Roth IRA owner, a traditional IRA owner approaching required minimum distributions (RMDs), and someone with substantial other income can face very different trade-offs.

What happens when you claim Social Security earlier or later?

Retirement benefits can begin as early as age 62. Claiming before your full retirement age produces a lower monthly benefit than waiting until full retirement age. SSA explains the early-claiming rule in You Can Receive Benefits Before Your Full Retirement Age.

Claiming choice Rule established by SSA What it means for planning
Start at 62 or later but before full retirement age The monthly benefit is reduced because it begins before full retirement age. You receive income sooner, but the lower monthly amount is the starting benefit under the early-claiming rules.
Start at full retirement age You avoid the reduction that applies to a claim before full retirement age. This is a comparison point for evaluating an earlier claim or a delay.
Delay after full retirement age and before 70 For people born in 1943 or later, SSA lists delayed retirement credits of 8% per year, or two-thirds of 1% per month. The monthly benefit grows while you wait, which can make other retirement cash sources more important during the bridge period.
Wait beyond age 70 Delayed retirement credits stop accruing at 70. Waiting past 70 does not add further delayed-retirement credits under the cited SSA rule.

The 8% figure is the SSA rate for people born in 1943 or later; it is not a promise about investment returns, total lifetime benefits, or a break-even age. Your actual benefit estimate and full-retirement-age rules belong in the comparison.

How traditional and Roth IRA withdrawals differ

The account label matters. An IRA withdrawal is not automatically equivalent to a Social Security payment from a tax standpoint.

IRA feature Rule Planning consequence
Traditional IRA distribution Generally taxable as ordinary income, except for any nontaxable basis or another applicable exception. See IRS Publication 590-B (2025), Distributions from Individual Retirement Arrangements (IRAs). A withdrawal can increase taxable income in the year it is taken. The taxable portion depends on the account’s basis and the applicable rules.
Qualified Roth IRA distribution Generally excluded from gross income when the applicable qualification requirements are met. The IRS discusses the treatment in Publication 590-B (2025). A qualified withdrawal may provide cash without the ordinary-income treatment that generally applies to traditional IRA distributions.
Traditional IRA RMD Traditional IRAs and most workplace retirement plans generally require RMDs beginning at age 73. After the applicable starting age, the RMD schedule can limit how long you can defer traditional IRA distributions.
Original Roth IRA owner No lifetime RMD requirement applies to the original Roth IRA owner. Beneficiaries can have distribution requirements. A Roth IRA can remain available without an owner-level lifetime RMD, subject to the rules for withdrawals and beneficiaries.

The IRS material does not turn these rules into a universal “IRA first” recommendation. It establishes how distributions are treated, not which household sequence produces the highest lifetime income.

The two main sequences people compare

Claim Social Security now and preserve IRA assets

Starting benefits can reduce the amount you need to withdraw from an IRA for current spending. This may fit someone who needs income immediately, has limited liquid savings, or does not want to sell investments to fund a waiting period. The trade-off is that claiming before full retirement age produces a lower monthly benefit than waiting. Once you choose an application date, the timing decision affects the benefit amount under SSA rules.

This sequence still requires an IRA review. Traditional withdrawals may be needed for expenses not covered by the benefit, and future RMDs can still apply. A Roth IRA’s tax treatment is different from a traditional IRA’s, so “preserving the IRA” is not a single tax strategy.

Use IRA assets while delaying Social Security

With adequate savings, a retiree may use IRA money as a bridge and delay Social Security. Delaying after full retirement age increases the monthly benefit through age 70; for people born in 1943 or later, the cited SSA rate is 8% per year. The bridge can come from a traditional IRA, a Roth IRA, or a combination, but each source has different tax consequences.

This approach requires enough assets to meet spending needs and a plan for taxable income. Traditional IRA distributions are generally ordinary income, and a large withdrawal can change the year’s tax picture. A qualified Roth distribution can be tax-free, but the qualification requirements must be satisfied. The official sources do not establish that drawing down an IRA before claiming always lowers lifetime taxes or maximizes lifetime income.

Use a mixed sequence

You do not have to make the choice all at once. A household might claim Social Security while taking only the IRA amount needed for a spending gap, or take planned IRA distributions while claiming at an age between 62 and 70. The useful question is not “Which account is always first?” but “What amount from each source meets this year’s need while preserving a workable future plan?”

A step-by-step way to decide

  1. Write down the Social Security ages you are considering. Obtain your personal estimates for claiming at 62, at full retirement age, and at 70 when those options are relevant. The SSA rules establish the direction of the adjustment—lower for early claiming and higher for delay—but your statement supplies the household-specific dollar amounts.
  2. Separate every retirement account by tax character. List traditional IRA balances, Roth IRA balances, any nondeductible traditional IRA basis, and other retirement accounts. Do not model a traditional and a Roth IRA as interchangeable cash sources.
  3. Mark the RMD calendar. Traditional IRAs and most workplace plans generally start RMDs at 73. The first IRA RMD may be taken by April 1 of the year after you turn 73. Later annual RMDs are generally due by December 31. If you postpone the first distribution until the following year, you can have two RMDs taxable in that same year: the delayed first RMD by April 1 and the next year’s RMD by December 31. The IRS explains this timing in its Retirement Plan and IRA Required Minimum Distributions FAQs, updated December 10, 2024.
  4. Build a cash-flow floor. Identify essential monthly spending, irregular bills, emergency reserves, and the income already available. Decide how much must come from an IRA if Social Security is delayed, or how much of the benefit can be saved if it starts now. This is a budgeting exercise, not a claim that one source is inherently superior.
  5. Estimate the tax character of each withdrawal. For traditional IRA money, determine what portion is taxable and account for any nondeductible basis or exception. For Roth money, confirm whether the planned distribution is qualified before treating it as tax-free. Avoid treating a gross withdrawal as spendable cash until the tax treatment is understood.
  6. Compare the same time horizon. Put the alternatives side by side: Social Security starting age, IRA withdrawals by year, remaining account balances, and the cash available for spending. A comparison that looks only at the first year can miss the effect of a permanently different monthly benefit or a later RMD.
  7. Recheck the plan each year. Income needs, account values, health, employment, tax law, and the ability to delay can change. Recalculate before a new claiming application or a large IRA distribution rather than treating an old decision as permanent guidance for every year.

How age and account type change the practical choice

If you retire well before full retirement age

You may face several years in which work income has stopped but Social Security has not reached the age you prefer. IRA withdrawals can fill that gap, but the source matters: traditional withdrawals are generally ordinary income, while qualified Roth withdrawals can be excluded from gross income. Claiming at 62 avoids the need to fund the gap from savings, but it starts the benefit under the early-claiming reduction rules.

If you are near age 73 with a traditional IRA

The RMD calendar becomes a hard planning date. You can take the first RMD by April 1 of the following year, but doing so can place two RMDs in that later tax year. Subsequent RMDs are generally due by December 31. The question is no longer simply whether to withdraw; it is also how to meet the required schedule and avoid an unplanned bunching of distributions.

If most of your savings are in a Roth IRA

Original Roth IRA owners do not have lifetime RMDs, and qualified distributions are generally excluded from gross income. That flexibility can make a Roth useful as a reserve while you evaluate Social Security timing. It does not remove the need to verify that a distribution is qualified or to follow beneficiary rules after the owner’s death.

If current income is the overriding need

A household that cannot cover essential expenses from savings may need to claim Social Security earlier, regardless of an abstract preference for delaying. The relevant comparison is whether the available IRA balance and other resources can safely fund the waiting period. SSA’s description of claiming as a personal decision is consistent with considering actual household cash flow rather than applying a one-size-fits-all order.

Important limits on what this comparison can tell you

Social Security benefits can be subject to tax under rules that depend on a household’s circumstances, but the official material cited here does not provide a combined Social Security-and-IRA tax model. State income-tax treatment is also not established by these sources. Do not assume that a traditional IRA withdrawal, a Social Security payment, or a Roth distribution has the same result in every state or tax situation.

The cited rules also do not create a single framework for longevity, survivor benefits, investment returns, or Medicare premium effects. Those issues may materially change a household projection, but they require additional facts and calculations. No published statistic in the cited material establishes a typical savings amount, a universal withdrawal percentage, a tax-saving amount, or a break-even age for choosing one sequence.

Mistakes that can make the decision more expensive

  • Assuming “IRA first” is always tax-efficient. Traditional IRA distributions are generally taxable, and the sources do not prove that spending them before Social Security always reduces lifetime taxes.
  • Ignoring the early-claiming reduction. Starting before full retirement age means a lower monthly benefit under SSA’s rules.
  • Waiting past 70 for a larger delayed credit. SSA says delayed retirement credits stop at age 70.
  • Confusing traditional and Roth IRAs. Their ordinary-income and RMD treatment differs.
  • Missing the first-RMD timing trap. Using the April 1 extension can place two RMDs in the following tax year.
  • Forgetting basis. A traditional IRA distribution may include a nontaxable portion when you have basis; the taxable amount must be determined under the applicable IRS rules.
  • Applying a household rule without checking cash flow. A strategy that works for someone with ample assets to bridge to age 70 may be impossible for someone who needs immediate income.
  • Using an old estimate. Revisit benefit estimates, balances, spending, and tax assumptions before acting.

When professional help is worthwhile

A qualified retirement-income or tax-planning professional can coordinate a household-specific projection using your Social Security estimates, IRA basis, account balances, spending, other income, and applicable tax rules. Verify the person’s credentials, geographic availability, scope of service, and any referral terms before engaging them. Professional analysis is particularly useful when a traditional IRA is near its RMD start date, a first RMD could be doubled by the April 1 election, or the household is weighing a large taxable withdrawal against a multiyear delay in Social Security.

A concise decision checklist

  • What monthly Social Security amount is shown at each candidate claiming age?
  • How much cash is needed before the preferred claiming age?
  • Which dollars are in traditional IRAs, which are in Roth IRAs, and what basis exists?
  • When do traditional-IRA RMDs begin, and would the April 1 first-RMD option create two distributions in one tax year?
  • Is each planned Roth withdrawal qualified?
  • What other income and household circumstances affect the decision?
  • Which assumptions are estimates that should be reviewed again next year?

The practical answer

Use Social Security first when immediate income needs, limited liquid assets, or personal circumstances make waiting impractical. Use IRA assets first when you can fund the bridge and the resulting tax and RMD plan is acceptable. A mixed approach may fit better than either extreme. The decision should be made from your actual benefit estimates, account tax character, RMD timing, spending needs, and household facts—not from a universal rule that the official guidance does not establish.
