Social Security earnings limits versus payroll tax withholding: what is the difference?

They are separate rules. The Social Security retirement earnings test can temporarily withhold part of a beneficiary’s payments when the person works before full retirement age and earns more than the annual exempt amount. Payroll withholding is the FICA Social Security tax taken from covered wages. In 2026, the earnings-test amounts are $24,480 or $65,160, depending on when full retirement age is reached; the payroll-tax wage base is $184,500.

You can be subject to one rule, both rules, or neither. Knowing which system you are looking at explains why benefits may be withheld, why Social Security tax remains on a paycheck, and why two employers can sometimes withhold more than the annual wage base.

The two systems at a glance

The phrase “Social Security earnings limit” usually refers to the retirement earnings test. “Payroll tax withholding” refers to the employee’s FICA deduction. They use different thresholds, apply to different people, and produce different results.

Feature Retirement earnings test Payroll-tax withholding
What it affects Current Social Security retirement benefits Social Security tax deducted from wages
Who is covered Beneficiaries who have not reached full retirement age Employees receiving covered wages
2026 threshold $24,480 for someone under full retirement age all year; $65,160 in the calendar year full retirement age is reached, for months before that month $184,500 Social Security taxable maximum
Rate or formula $1 of benefits withheld for every $2 over the lower exempt amount; $1 for every $3 over the higher amount 6.2% from the employee and 6.2% from the employer on covered wages up to the wage base
What happens at the threshold SSA withholds benefits under a statutory ratio The employer stops withholding the employee Social Security portion after that employer’s taxable wages reach $184,500 for the year
Medicare treatment Not part of the earnings test Medicare withholding continues because it has no wage-base limit
After full retirement age Beginning with the month full retirement age is attained, earnings no longer count toward this test Covered wages remain subject to Social Security tax until the wage base is reached

The Social Security Administration calls the $184,500 figure the contribution and benefit base. It is a payroll-tax and benefit-credit limit, not an income limit for collecting benefits.

What the Social Security earnings limit actually does

Under full retirement age for the entire year

For 2026, a beneficiary who is below full retirement age for the entire calendar year may earn $24,480 before the retirement earnings test applies. SSA withholds $1 in benefits for every $2 of work earnings above that amount.

For example, suppose the person earns $40,000 in 2026. The amount over the exempt amount is $15,520 ($40,000 − $24,480). Applying the $1-for-$2 rule produces $7,760 in benefits withheld for the year. This calculation concerns benefits, not the Social Security tax shown on the person’s paychecks.

In the calendar year full retirement age is reached

A different exempt amount applies in the calendar year a person reaches full retirement age. For 2026, the amount is $65,160, and it applies only to earnings received in the months before the month full retirement age is attained. SSA withholds $1 in benefits for every $3 above that amount.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

As an illustration, if eligible pre-full-retirement-age earnings total $70,000, the excess is $4,840. The corresponding withholding under the $1-for-$3 formula is $1,613.33. The actual administration of benefits depends on the months involved and SSA’s withholding schedule; the example shows the statutory ratio rather than a promise about a particular payment date.

Beginning with the month full retirement age is attained

Starting with the month a person reaches full retirement age, earnings no longer count under the retirement earnings test. A person can therefore have substantial work earnings after that month without triggering this particular benefit withholding rule. The change does not remove payroll-tax obligations on wages.

Withheld benefits are not permanently forfeited

SSA states that benefits withheld under the earnings test are used to increase the monthly benefit at full retirement age to account for months in which payments were withheld. The test changes the timing of payments before full retirement age; it is not an additional Social Security tax.

What payroll tax withholding means

FICA has two parts

FICA consists of Social Security, also called Old-Age, Survivors, and Disability Insurance (OASDI), and Medicare, also called Hospital Insurance (HI). IRS Topic 751 states that the Social Security rate is 6.2% for the employee and 6.2% for the employer, or 12.4% combined.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The employee’s share is the amount normally visible as Social Security or OASDI on a pay stub. The employer’s matching 6.2% is paid separately by the employer. Neither percentage is the retirement earnings-test formula.

The 2026 wage base

For 2026, Social Security tax applies to covered wages up to $184,500. An employee earning $100,000 in covered wages would have 6.2% withheld, or $6,200, while the employer contributes a matching $6,200.

At $200,000 of covered wages from one employer, the employee Social Security calculation reaches its annual maximum at $184,500. The employee share on that amount is $11,439 (6.2% × $184,500). Once that employer’s taxable wages reach the base, it stops withholding the employee Social Security portion on additional wages for that calendar year. Medicare withholding continues on the additional wages and has no wage-base limit.

Payroll systems generally reach the base during a pay period rather than at the start of the year. A final check that crosses the threshold may contain a partial Social Security deduction up to the remaining wage-base room and no Social Security deduction on wages above the base.

The three 2026 numbers to keep separate

Amount Name Who uses it Result when earnings exceed it
$24,480 Lower retirement earnings-test exempt amount Beneficiary below full retirement age for the entire year $1 in current benefits withheld for each $2 over the amount
$65,160 Higher retirement earnings-test exempt amount Beneficiary in the calendar year full retirement age is reached, for months before that month $1 in current benefits withheld for each $3 over the amount
$184,500 Social Security taxable maximum, or contribution and benefit base Employee and employer payroll calculations for covered wages Employee Social Security withholding stops after the employer’s wages reach the base; Medicare continues

The first two figures are benefit-payment thresholds. The third is a wage-tax threshold. Comparing a person’s salary with $184,500 cannot tell you whether SSA will withhold retirement benefits, and comparing benefits with $24,480 cannot tell you how much Social Security tax should appear on a paycheck.

How one person can face one rule, both rules, or neither

Only the earnings test: receiving benefits, little or no covered wages

A beneficiary below full retirement age who earns work income above the applicable exempt amount can have benefits withheld even if no Social Security tax is being deducted from a current paycheck. The earnings test looks at work earnings and benefit payments, not at whether a payroll department is currently withholding FICA.

Only payroll withholding: working but not receiving retirement benefits

A worker can owe the 6.2% employee Social Security tax on covered wages without receiving retirement benefits. The wage base determines when the deduction stops for that employer; the retirement earnings test is irrelevant unless the worker is also a beneficiary below full retirement age.

Both rules: collecting benefits while employed

Someone receiving retirement benefits before full retirement age may have benefits withheld under the $24,480 or $65,160 test while also seeing 6.2% Social Security withholding on wages. The benefit calculation and the paycheck deduction operate independently, so one does not cancel or replace the other.

Neither rule: after full retirement age and above the wage base

A beneficiary who has reached full retirement age is no longer subject to the retirement earnings test beginning with that month. If the person’s covered wages have already reached $184,500 for an employer, that employer also stops the employee Social Security deduction for the rest of the year, although Medicare withholding continues.

Why two employers can withhold too much Social Security tax

Each employer generally runs its own payroll and tracks only the wages paid by that employer. The annual wage base, however, applies to the worker’s combined covered wages. That can produce excess employee withholding when someone has multiple jobs.

For example, assume two employers each pay $120,000 in covered wages during 2026. Each payroll may withhold 6.2% on its full $120,000, or $7,440. The combined employee withholding would be $14,880. The Social Security tax that corresponds to the $184,500 combined wage base is $11,439, so the illustrative excess is $3,441. Medicare withholding is not part of this comparison because Medicare has no wage-base limit.

The wage base itself has not increased in this situation; the issue is that separate payroll systems did not coordinate the employee’s year-to-date wages from other employers.

How the excess is handled

  • If one employer alone withheld more than the correct employee amount, the employer generally must correct the over-withholding through its payroll process.
  • If the excess resulted from having two or more employers, IRS Topic 608 explains that qualifying excess employee Social Security tax may be claimed as a credit on the federal income-tax return or refunded under the applicable procedure.
  • Keep each Form W-2 and compare the Social Security wages and Social Security tax withheld across all employers before filing. The relevant comparison is the employee Social Security amount, not the employer match or Medicare tax.

Payroll and tax-return treatment can depend on the facts and the filing procedure in use. The IRS instructions for the applicable tax year control the claim.

Why Social Security may still be coming out of your paycheck

A paycheck deduction can be correct even when you are already collecting Social Security. If you are below full retirement age, the earnings test may reduce benefit payments, while FICA still applies to covered wages. Those are separate transactions: SSA adjusts benefit payments, and your employer withholds payroll tax.

Social Security withholding also continues while you are working after full retirement age until your covered wages from that employer reach the $184,500 wage base. Reaching full retirement age ends the retirement earnings test; it does not create an exemption from FICA.

When the wage base is reached, check the pay stub carefully. Social Security or OASDI should stop for the affected employer after the threshold, but Medicare should continue. A continuing Medicare deduction is not evidence that Social Security withholding was calculated incorrectly.

A practical way to check your situation

  1. Identify your benefit status. Confirm whether you are receiving Social Security retirement benefits and whether you are below full retirement age, in the calendar year you attain it, or already past it.
  2. Choose the correct earnings-test amount. Use $24,480 for 2026 if you are below full retirement age for the entire year. Use $65,160 only for the calendar year you reach full retirement age, and count earnings in the months before the attainment month.
  3. Estimate the possible benefit withholding. Apply $1 for every $2 above $24,480, or $1 for every $3 above $65,160 when that higher threshold applies. Treat the result as an annual estimate of benefits withheld, not as a payroll-tax bill.
  4. Read the pay stub by tax type. Separate Social Security/OASDI from Medicare/HI. Social Security is 6.2% for the employee in 2026 up to the wage base; Medicare has no wage-base cap.
  5. Add covered wages across employers. Compare combined wages and employee Social Security withholding with the $184,500 base and the $11,439 maximum employee share for 2026.
  6. Contact the right party about an error. Ask the employer to correct an over-withholding caused by that employer’s payroll. For qualifying excess caused by multiple employers, follow the IRS income-tax-return or refund procedure for the year.
  7. Review the adjustment at full retirement age. SSA says months of benefits withheld under the test are reflected in a higher monthly benefit at full retirement age.

Common mistakes and how to avoid them

Calling the $184,500 wage base an “income limit” for benefits

The wage base limits the earnings subject to Social Security tax and the associated payroll credit. It does not tell a beneficiary how much can be earned before current benefits are withheld. Use the $24,480 or $65,160 earnings-test amount for that question.

Applying the $24,480 amount in the wrong year

The $65,160 amount is specifically for the calendar year full retirement age is attained and applies to pre-attainment-month earnings. Using the lower amount for that year can overstate the potential withholding.

Assuming withholding means benefits are lost forever

The earnings test can delay payments, but SSA increases the monthly benefit at full retirement age to account for months in which benefits were withheld.

Expecting an employer to know wages from another job

Separate employers generally do not see each other’s payroll totals. If combined wages produce excess employee withholding, the worker may need to claim the qualifying credit or refund through the applicable IRS process.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Confusing Medicare with Social Security

Medicare is part of FICA but has no wage-base limit. It can continue after Social Security withholding stops, and its continued deduction does not by itself indicate an error.

Which official rule answers which question?

  • “How much can I earn while collecting Social Security?” Check the Social Security Administration’s retirement earnings-test exempt amounts and your full-retirement-age timing.
  • “Why is Social Security still coming out of my paycheck?” Check the 6.2% employee rate, your employer’s year-to-date covered wages, and whether you have reached the $184,500 wage base.
  • “What is the difference between the earnings limit and taxable wage base?” The first controls temporary benefit withholding; the second controls how much covered wages are subject to Social Security tax.
  • “Why did two employers withhold too much?” Add the Social Security wages and employee Social Security tax from all employers and review the IRS procedure for qualifying excess withholding.
