Direct deposit is safer than a mailed paper check for preventing loss, theft, alteration, delay, and return during delivery. Your benefit moves electronically to a checking or savings account (or, for people without a bank account, an eligible prepaid benefit card), so there is no physical check to intercept. That advantage does not make the account immune to fraud: the Social Security Administration (SSA) has reported fraud involving attempts to change a recipient’s bank information. The safest choice combines electronic delivery with careful protection of your account-change access.
Quick verdict: direct deposit has the safer delivery profile
SSA says an electronic transfer has “no risk of a check being lost or stolen” because no check travels through the mail. That statement addresses the physical payment instrument; it is not a promise that every electronic payment account is impervious to unauthorized access.

In a June 2, 2026 post, SSA said paper checks are 16 times more likely than electronic payments to be lost, stolen, altered, or returned undeliverable. This is SSA’s comparison for Social Security payments, not a universal rate for every payment system or every type of fraud.

| Can the payment instrument be lost in the mail? | No physical check is sent; the payment is transmitted electronically. | Yes. SSA identifies loss and theft of the check as delivery risks. |
| Can someone alter the payment? | The electronic transfer avoids paper-check alteration. | SSA includes alteration among the risks that are more likely with checks. |
| Can delivery be delayed, returned, or undeliverable? | There is no mailed item to return or deliver to an old address. | SSA and Treasury identify delay, return, and undeliverability as paper-check risks. |
| What fraud remains? | Someone may try to change the bank information used for the deposit. | A check can be stolen or altered before it reaches you or before you cash it. |
| What is available without a bank account? | SSA identifies the Direct Express prepaid debit card as an electronic option. | Mail delivery is the defining feature of the check method. |
The evidence is strongest for comparing physical-delivery risks. Government statistics and notices are useful warnings, but they are not an independent, head-to-head study of every way a payment can be compromised.

Why a mailed check has more points of failure
A paper benefit check must be printed, transported, delivered to the correct address, secured until you receive it, and deposited or cashed. Each handoff creates an opportunity for loss, theft, delay, return, or an undeliverable item. A move, an incorrect address, mail theft, or a damaged envelope can prevent the check from reaching you even when SSA issued it correctly.
Treasury’s Bureau of the Fiscal Service reported in 2023 that paper checks were 11 times more likely to be returned and 20 times more likely to be reported stolen or subject to fraud than electronic payments. Those figures cover Treasury-disbursed benefit payments broadly, not Social Security alone.
Treasury also reported that nearly 99% of more than 1 billion Treasury-disbursed benefit payments were delivered electronically in 2023. The high electronic-payment share reflects broad federal payment practice; it does not mean every Social Security recipient had already switched or that paper delivery was unavailable in every circumstance.

Risks it removes
- No paper check is left in a mailbox or carried through the postal system.
- There is no physical check to steal, alter, return, or mark undeliverable.
- A payment is not delayed because a mailed envelope is misrouted or damaged.
Risks that remain
Electronic payment depends on accurate bank information and secure access to the process used to change it. In a March 12, 2025 release, SSA said, “Approximately 40 percent of Social Security direct deposit fraud is associated with someone calling SSA to change direct deposit bank information.” That statistic describes the share of direct-deposit fraud associated with such calls; it does not mean that 40% of all direct deposits are fraudulent.
SSA described two ways to prove identity for a bank-information change: use two-factor authentication through a personal my Social Security account or visit a local SSA office. Treat an unexpected call, email, text, or message asking for bank details as a warning. End the contact and use contact information you independently know belongs to SSA or Treasury rather than a number or link supplied in the message.
Direct deposit and paper checks: costs and administrative effects
Payment safety is the main issue, but Treasury has also documented operational differences.

| Measure | Government-reported figure | What the figure means |
|---|---|---|
| Check printing cost | $3.07 on average | SSA reported this Treasury figure in 2026; it is a government cost, not a fee charged to the beneficiary and not a safety measurement. |
| Automated-payment cost comparison | Printing a check costs approximately 20 times as much as an automated payment | A Treasury cost comparison reported by SSA in 2026. |
| Possible check-cashing fee | Fees could exceed a minimum of $4 per check | Treasury’s 2023 statement; it does not mean every recipient pays a fee. |
These figures explain why federal agencies are moving toward electronic payment. They should not be read as a promise that a particular bank, card provider, or check-cashing service will charge a specific amount.

| You do not use a bank | SSA identifies Direct Express as an electronic prepaid-card option. | You may face check-cashing logistics and possible fees; Treasury says fees could exceed $4 per check, but not everyone pays one. |
| Your bank information needs to change | Use the authorized SSA process, with two-factor authentication through my Social Security or an in-person office visit as SSA described. | You avoid the bank-change step but remain exposed to physical-check loss, theft, alteration, delay, or return. |

Can you still choose a paper check?
Federal policy is moving benefits to electronic payment. SSA’s June 2, 2026 post says federal law and Executive Order 14247 require federal benefits to be paid electronically as of September 30, 2025. SSA said it planned to complete its full transition during 2026.
An SSA notice dated September 10, 2025 described paper checks as being phased out “in most cases” and said a person seeking an exemption must file a waiver with Treasury. Treasury’s August 14, 2025 notice likewise said checks would stop for most federal payments beginning September 30, 2025. Those notices establish the direction of policy and the waiver channel, but SSA’s June 2026 post does not confirm that its planned transition was complete by October 13, 2026. Do not assume that everyone can freely elect a new paper check; check the current SSA and Treasury instructions for your situation.
The waiver is intended for qualifying challenges or access circumstances. The published notices do not establish one automatic approval rule for every hardship, so ask Treasury or SSA what documentation and process apply to you.
If you do not have a bank account
You do not have to open a conventional checking account to use an electronic benefit payment. SSA identifies the Direct Express prepaid debit card as the electronic option for people without a bank account. The available material does not establish a universal fee schedule, eligibility detail, or feature comparison for the card, so obtain current terms from official SSA or Treasury channels before enrolling.

If you do have a checking or savings account, SSA says you can add bank information through a personal my Social Security account. A financial institution may also send direct-deposit information to SSA electronically. SSI recipients and beneficiaries outside the United States can call SSA for enrollment assistance under the transition notice. Treasury’s August 2025 notice directs beneficiaries to their paying agency or to Treasury’s Electronic Payment Solution Center.
Enrollment, verification, and timing checklist
- Confirm which agency pays you. Social Security and Supplemental Security Income recipients should start with SSA; Treasury’s notice also says beneficiaries can contact their paying agency or the Electronic Payment Solution Center.
- Gather the destination details from the institution itself. For a checking or savings account, use the account and routing information supplied by your bank. For Direct Express, obtain current enrollment instructions and terms through an official channel.
- Use a personal channel. SSA says beneficiaries can add bank information through a personal my Social Security account, and a financial institution may transmit the information electronically.
- Complete identity verification. For a bank-information change, SSA described two-factor authentication through my Social Security or an in-person visit to a local office.
- Allow for agency processing. Keep the confirmation and continue checking the account or card where the payment is expected. If the destination or payment is wrong, contact SSA promptly through an official route.
- Ask about assistance if online enrollment is not practical. The September 2025 notice specifically mentions phone assistance for SSI recipients and international beneficiaries.
- Ask about a waiver only when electronic access creates a qualifying problem. A waiver is not described as an automatic option for anyone who prefers paper, and the required documentation can depend on the circumstances.
Exact screens, phone procedures, processing times, and deadlines can change. Follow the instructions displayed by SSA or Treasury when you enroll rather than relying on an old form or message.
How to switch to electronic payment safely
- Start with an official channel. Go directly to SSA’s direct-deposit information, sign in to your personal my Social Security account, or contact SSA using a phone number or office location you obtained independently. Do not rely on a link or callback number in an unsolicited message.
- Choose the payment destination. Use a checking or savings account if you have one. If you do not have a bank account, review the Direct Express option identified by SSA.
- Enter or provide the bank information through the authorized process. SSA says beneficiaries can add information in a personal my Social Security account, and a financial institution may transmit it electronically.
- Use identity verification for any change. SSA described two-factor authentication through my Social Security or an in-person visit to a local office for proving identity when changing bank information.
- Check the destination before submitting. Compare the account and routing details with information from your bank or card provider. Never read a one-time code to an unexpected caller.
- Keep confirmation records. Save the date, channel, and confirmation of the request. Monitor the expected account or card activity and contact SSA promptly through an official channel if the destination is wrong or a payment does not appear.
The exact screens, phone procedures, and transition deadlines can change. Follow the current instructions shown by SSA or Treasury at the time you enroll.
How to protect an electronic payment account
- Use a unique password for your my Social Security account and enable the account’s available two-factor authentication.
- Do not share passwords, verification codes, debit-card numbers, or bank details with an unsolicited caller.
- Verify a request to change direct deposit by independently navigating to the official SSA website or contacting a local office through known details.
- Review bank or card activity regularly so an unexpected deposit destination or withdrawal is noticed quickly.
- Update SSA when your legitimate bank account changes, using the official change process rather than responding to a message that claims to be from SSA.
These steps address the account-change risk SSA documented; they do not turn electronic payments into a guarantee against every form of identity theft or account compromise.
What to do if a paper check is missing or stolen
- Do not wait for an unsolicited “replacement” offer. A person who contacts you unexpectedly and asks for a fee, bank details, or a verification code may be attempting fraud.
- Contact SSA or the Treasury payment channel through independently verified official contact details. Explain that the check was not received, was stolen, or appears altered, and ask what current procedure applies.
- Secure your personal information. If you disclosed account credentials or identity information, change affected passwords and tell the relevant financial institution or agency through its official channel.
- Consider the electronic alternative. Ask whether direct deposit or Direct Express is available for your circumstances, or whether a Treasury waiver process applies if you face a qualifying access problem.
Agency instructions for replacement checks, investigations, and waivers can change. Use the current directions rather than relying on an old form, phone number, or social-media post.
If you suspect a bank-information change you did not request
Do not try to correct the destination by replying to the message or calling the number that contacted you. Navigate independently to SSA’s website or use a known local-office contact, explain that the direct-deposit information may have been changed without authorization, and ask which identity-verification steps apply. SSA’s March 2025 release identifies two-factor authentication through my Social Security and an in-person office visit as methods it described for proving identity for a change. Also contact the financial institution through its established channel so it can review the account or card activity. Keep copies of confirmation notices and the dates of every legitimate contact.

Bottom line
For delivery safety, choose direct deposit or another authorized electronic payment: it removes the physical check’s exposure to mail loss, theft, alteration, delay, and return. Protect the account-change process just as carefully, because SSA has documented fraud involving attempts to redirect direct deposits. If you lack a bank account, ask SSA about Direct Express; if electronic access creates a qualifying hardship, ask Treasury about the current waiver process. Because SSA’s 2026 transition plan was not confirmed as complete by October 13, 2026, verify the rules that apply to your benefit before assuming a paper check remains available.
Frequently Asked Questions
Is Social Security direct deposit safer than a paper check?
For delivery risks, yes. SSA says electronic transfer removes the risk of the check being lost or stolen, and its June 2026 comparison says paper checks were 16 times more likely to be lost, stolen, altered, or returned undeliverable. Direct deposit still requires protecting access to bank-information changes.
Can a Social Security check get lost or stolen?
Yes. A mailed check can be lost, stolen, delayed, altered, returned, or marked undeliverable. Treasury reported in 2023 that paper checks for federal benefits were 20 times more likely to be reported stolen or subject to fraud than electronic payments.
Does direct deposit eliminate Social Security fraud?
No. SSA reported in March 2025 that approximately 40% of Social Security direct-deposit fraud was associated with someone calling to change bank information. That is a share of reported direct-deposit fraud, not a claim that 40% of all deposits are fraudulent.

How do I change my direct-deposit account safely?
Use your personal my Social Security account or another authorized SSA process. SSA described two-factor authentication through my Social Security or an in-person local-office visit for proving identity. Never use a link or phone number from an unsolicited message.
What should I do if a check never arrives?
Contact SSA or the Treasury payment channel through independently verified official contact details. Report that the check was not received, stolen, or appears altered, and ask about the current replacement or investigation procedure. Do not pay an unsolicited person who promises a replacement.

Not necessarily. Treasury reported that check-cashing fees could exceed $4 per check, but that does not mean every recipient pays one. The supplied figures do not establish a universal fee schedule for banks, cards, or Direct Express, so check current terms directly.
The Bottom Line
Direct deposit is the safer delivery method because it removes the mailed check’s exposure to loss, theft, alteration, delay, and return. It is not fraud-proof: secure every request to change bank information, use official SSA or Treasury channels, and ask about Direct Express or a qualifying waiver if a bank account or electronic access is a problem.
