That percentage matches the statutory inflation measure used by the Social Security Administration (SSA), but it may not match the increase in your own rent, medical bills, food, utilities or insurance. Your benefit is keeping up only if your personal recurring costs rose by about 3.6% or less after accounting for deductions.
What the 3.6% Social Security COLA means for 2027
The 2027 COLA raises each eligible Social Security benefit by the same percentage, not by the same number of dollars. A beneficiary receiving $1,500 per month would receive a $54 gross increase at 3.6%; someone receiving $2,500 would receive $90. The percentage is identical, while the dollar result depends on the original benefit.

SSA announced that the 3.6% adjustment begins with December 2026 benefits payable in January 2027. The adjustment is intended to protect purchasing power from broad inflation. It is not a guarantee that every household’s expenses rose by exactly 3.6%.
- 2027 COLA: 3.6%.
- 2026 COLA: 2.8%.
- 2027 third-quarter CPI-W average: 328.746.
- Comparison third-quarter CPI-W average for 2025: 317.265.
- Rounding rule: the calculated increase is rounded to the nearest tenth of one percent.
SSA describes the purpose of COLAs as keeping Social Security and Supplemental Security Income benefits in step with inflation. In practice, the adjustment keeps pace with one legally selected index for a broad population. It cannot reproduce the spending pattern of every retiree, survivor or disabled beneficiary.

How SSA calculates the COLA
The index: CPI-W
The Social Security Act directs SSA to use the Consumer Price Index for Urban Wage Earners and Clerical Workers, commonly called CPI-W. The Bureau of Labor Statistics publishes CPI-W data each month. CPI-W tracks price changes for a defined population of urban wage earners and clerical workers; it is not a personal inflation calculator and it is not built specifically around older households.
The three-month comparison
For a COLA determined in a given year, SSA averages the CPI-W values for July, August and September. It compares that third-quarter average with the average for July, August and September of the last year in which a COLA was determined. If the newer average is higher, the percentage increase becomes the COLA after rounding to the nearest tenth of one percent. If the rounded increase is zero, no COLA is payable.
The 2027 arithmetic
SSA’s 2026 determination used these third-quarter averages:

|---|---|
| July–September 2025 | 317.265 |
| July–September 2026 | 328.746 |
| Difference | 11.481 index points |
The calculation is:
(328.746 − 317.265) ÷ 317.265 × 100 = 3.6%
The unrounded result is rounded to one decimal place under the statutory rule. This is why the announced COLA can differ slightly from a percentage someone calculates using a single month’s CPI or a different inflation index.
When the increase appears and why your payment date can be confusing
SSA states that the 2027 increase begins with December 2026 benefits payable in January 2027. The month in which a benefit is earned and the month in which a payment arrives are not always the same, so check the benefit notice and payment schedule rather than assuming a December deposit represents the January payment month.

Your gross benefit should reflect the 3.6% adjustment when it applies. The amount reaching your bank account can change by a different percentage because Medicare premiums, voluntary tax withholding, overpayment recovery, other offsets or similar deductions are taken after the gross benefit is calculated.
Why your personal inflation can be higher or lower than 3.6%
CPI-W is an average index. Your household’s inflation rate is the weighted change in the prices you actually pay. Two beneficiaries with the same COLA can therefore experience opposite outcomes: one may have expenses rising less than 3.6% and gain purchasing power, while another may face much larger increases and lose purchasing power.

Renters are exposed to lease renewals and local rent changes. Homeowners may see mortgage payments stay stable while property taxes, homeowners insurance, repairs or utilities rise. A household with a large housing bill gives that category more weight in its own budget than the national index gives it.
Medical care and prescriptions
Older households often devote a larger share of spending to health care than the population represented by CPI-W. Premiums, deductibles, coinsurance, prescription prices, dental care, hearing care and services not covered by Medicare can all move differently from the overall CPI-W result. A 3.6% benefit increase can therefore be insufficient even when general CPI-W inflation is accurately measured.
Food and household supplies
Food-at-home prices, restaurant spending and household supplies do not rise uniformly. A beneficiary who cooks at home, follows a medically required diet or relies on a particular brand may experience a different change than the average spending pattern captured by CPI-W.

Utilities, transportation and insurance
Electricity, natural gas, water, fuel, auto insurance and transit costs can vary substantially by location and by year. A household that drives to medical appointments or lives in a climate requiring extensive heating or cooling may have unusually high exposure to these categories.

Household changes
Your personal inflation can change even when prices do not. Moving, taking on a caregiver, losing a spouse, adding a dependent or switching from employer coverage to Medicare changes what you buy and how much of your income each category consumes.
A practical test: is your Social Security keeping up?
Use your own gross benefit and recurring expenses rather than a national average. Perform the comparison once the new benefit amount is known, then repeat it every year.
- Record the pre-COLA gross benefit. Use the monthly amount before Medicare, tax withholding or other deductions.
- Calculate the expected new gross benefit. Multiply the old amount by
1.036for the 2027 adjustment. For example, a $2,000 gross benefit becomes $2,072, a $72 increase. - Check the actual notice. Compare the figure in your SSA notice with your calculation. Rounding of cents and benefit-specific changes can make the final amount differ from a simple illustration.
- List your largest recurring expenses. Include housing, utilities, food, transportation, insurance, medical premiums, prescriptions and debt payments.
- Calculate each category’s year-over-year change. Subtract last year’s monthly cost from this year’s cost, divide by last year’s cost and multiply by 100.
- Weight the categories by your budget. A 10% increase in a $1,000 housing bill matters more than a 10% increase in a $20 subscription.
- Include deductions. Compare gross and net Social Security separately so you can see whether a higher premium or withholding reduced the deposit.
- Compare the total. If your weighted recurring costs rose more than 3.6%, the COLA did not fully offset those increases. If they rose less, your benefit may have gained purchasing power before one-time expenses.
Illustrative household calculation
Suppose a beneficiary receives $2,000 gross each month. A 3.6% COLA adds $72, producing $2,072. If the household’s recurring expenses total $1,800 and rise 5%, the increase in those expenses is $90 per month. In that simplified example, recurring costs rose $18 more than the gross benefit. The result does not predict the household’s overall finances: taxes, savings, debt payments, irregular medical bills and changes in deductions still matter.
Gross benefit versus the amount deposited
COLA is applied to the Social Security benefit calculation, while deductions affect the payment you receive. This distinction explains why a bank deposit may rise by less than 3.6% even when the gross benefit received the full adjustment.

- Medicare premiums: a premium change can reduce the net Social Security deposit. The COLA itself does not set Medicare premiums.
- Tax withholding: a new withholding election or a change in tax liability can alter the deposit without changing the gross benefit.
- Overpayment recovery or other offsets: repayment arrangements and authorized deductions can reduce the amount paid.
- Benefit-specific changes: family benefits, workers’ compensation offsets or eligibility changes may affect an individual payment independently of COLA.
To isolate inflation protection, first compare gross benefit amounts. Then reconcile the net deposit by listing each deduction on the benefit notice or payment statement.
How 2027 compares with the prior adjustment
| Adjustment year | COLA | Illustrative effect |
|---|---|---|
| 2026 | 2.8% | Congressional Research Service estimated the average retired-worker benefit at $2,071 versus $2,015, a $56 monthly increase. |
| 2027 | 3.6% | At 3.6%, each beneficiary’s gross amount increases by 3.6%; the dollar increase depends on that person’s benefit. |
The 2026 figures are an illustration of how a percentage adjustment translates into dollars for an average retired-worker benefit. They are not a promise that every retired worker received exactly those amounts, and they should not be used to estimate an individual’s 2027 check.

Because older households often spend differently from working-age households, policymakers have discussed an elderly-focused index known as CPI-E. The Congressional Research Service describes CPI-E as a policy alternative, not the index currently required for Social Security COLAs. In the comparisons discussed by CRS, medical care receives a greater weight in CPI-E than in CPI-W.
| Question | Current CPI-W approach | Proposed CPI-E approach |
|---|---|---|
| Who is represented? | Urban wage earners and clerical workers, as defined by the Bureau of Labor Statistics. | Older consumers, intended to reflect elderly spending patterns more closely. |
| Medical-care weighting | Uses the CPI-W expenditure structure. | CRS says medical care receives greater weight in CPI-E comparisons. |
| Housing and other senior-heavy costs | Uses CPI-W category weights rather than a senior-specific basket. | Would use weights designed around older households; exact changes depend on the proposal. |
| Annual benefit growth | Determined by the statutory CPI-W third-quarter comparison. | Specific annual growth is not stated in the CRS summary cited here and would vary with prices and the adopted formula. |
| Fiscal effect on Social Security | Current-law effect is incorporated into existing benefit calculations. | Specific fiscal cost is not stated in the CRS summary cited here; a different index would change long-term program finances. |
| Legal status | Current law. | Policy proposal, not current law. |
Switching indexes would not guarantee that every older person’s costs were covered. It would change the population and spending weights used to calculate the annual percentage. Until Congress changes the law, SSA continues to use CPI-W.
Common mistakes when judging a COLA
Comparing the COLA with one price
A prescription, rent renewal or electricity bill can rise far more than 3.6%, but one price is not the same as a household inflation rate. Measure the change in your full recurring budget and give large expenses their proper weight.

Using the wrong CPI month
SSA does not set the COLA from the latest monthly CPI release or from the calendar-year average. The statutory calculation uses July, August and September averages and compares them with the corresponding third quarter of the last COLA year.
Ignoring the gross-to-net difference
A smaller bank deposit does not by itself prove that SSA failed to apply the COLA. Check the gross benefit and every deduction before drawing that conclusion.
Assuming the percentage is a flat dollar raise
Because COLA is a percentage, beneficiaries with different starting benefits receive different dollar increases. Compare your own before-and-after amounts rather than someone else’s check.
Judging one month instead of a year
Seasonal utility bills, annual insurance renewals and irregular medical expenses can distort a single-month comparison. Use year-over-year costs and review the budget again after several months.
Annual checklist for protecting your purchasing power
- Save the SSA notice showing the new gross benefit and effective payment month.
- Write down the old and new gross amounts and calculate the dollar difference.
- Record Medicare premiums, tax withholding and other deductions separately.
- Review the largest recurring expenses at least once a year.
- Calculate percentage changes using the same months or billing periods each year.
- Recheck the budget after the next COLA, because the index is reset using the latest third-quarter CPI-W data.
- Ask SSA about an unexpected benefit amount or deduction rather than relying on a percentage estimate.
Bottom line
The 3.6% COLA for January 2027 payments is the correct adjustment under the current Social Security formula. It keeps benefits aligned with the third-quarter CPI-W measure, not with each beneficiary’s personal basket of expenses. Whether your benefit keeps up with living costs depends on your own housing, medical, food, utility, transportation and insurance changes, plus deductions that reduce the net deposit. Compare your gross benefit and weighted household costs every year to get the answer that a national inflation percentage cannot provide.
