A replacement Social Security card normally has the same nine-digit Social Security number (SSN). It replaces only the physical card, is free, and is commonly requested after a card is lost, stolen or damaged. A different SSN is an exceptional decision by the Social Security Administration (SSA), available only when documented circumstances meet SSA’s criteria. Losing a card alone does not qualify you for a new number.

If you already know your SSN, you may not need another card at all. SSA says that, in most situations, knowing the number is sufficient. Start with SSA’s live Social Security number and card page to see whether you can apply online or must use an office process.

The short answer: card replacement and number replacement are different services

People often say “replacement number” when they mean a replacement card. SSA treats these as separate requests:

Question Replacement card Different SSN
What changes? The physical card is reissued. The name and SSN normally stay the same; a legally changed name can be updated. SSA may assign a different nine-digit number if it decides that a qualifying circumstance exists.
How common is it? A routine service for eligible applicants who need a card. Rare and limited to specific situations.
Typical trigger A lost, stolen or damaged card, or a correction to card information. Persistent identity-theft harm, duplicate use or assignment, certain family-number conflicts, harassment or danger, or a qualifying religious or cultural objection.
How do you start? Use SSA’s online screener and, when eligible, a my Social Security account; otherwise follow the office or Card Center process. Arrange an appointment with SSA and present evidence for an individual determination.
Cost and timing Free. After processing, SSA says a card is usually mailed within 10 business days, an estimate rather than a guarantee. No universal approval or processing time is established; SSA evaluates the facts of your case.

The distinction matters because a new number is not a privacy reset and is not an automatic response to a missing card. The ordinary solution is a replacement card—or no new card if you already know the SSN.

What a replacement Social Security card actually does

A replacement card is another physical document showing the SSN already assigned to you. SSA says it generally carries the same name and number as the prior card. If your legal name changed, SSA can issue a card reflecting the new name while retaining the existing SSN.

The card itself is free. SSA does not charge an application fee for a replacement card. You should use SSA’s own process rather than a paid intermediary.

You may not need a card

SSA’s November 14, 2024 FAQ states: “If you lost your card, you may not need a replacement. In most cases, simply knowing your Social Security number (SSN) is enough.” Employers, financial institutions and government agencies often need the number, not the paper card. Consider whether a current transaction actually requires a physical card before spending time on an application.

When replacement is still useful

  • You need acceptable evidence of your SSN for a specific agency, employer or other transaction.
  • The card was damaged or the printed information is no longer readable.
  • Your name or another piece of card information needs correction.
  • You want a new physical card after a loss or theft, even though the number remains unchanged.

Requesting a card does not change the underlying SSN or erase records associated with it.

How to request a replacement card

Eligibility and the exact route depend on your citizenship or immigration status, state, identification, mailing address and whether you are changing information on SSA’s record. Use the live SSA screener first because online options can change.

  1. Open SSA’s number-and-card page. Answer the screener at ssa.gov/number-card. It will direct you to an online request, an office appointment or another applicable route.
  2. Check online eligibility. In many states, eligible people can sign in to a my Social Security account and request a replacement. One SSA online pathway described for adults covers U.S. citizens with a U.S. mailing address, no requested card change and qualifying state identification in a participating state. The live screener controls; the description is not a guarantee that every applicant will see the same option.
  3. Gather identity documents. If an office visit is required, SSA generally asks for proof of identity. Depending on your record and request, it may also require proof of citizenship or, for a noncitizen, evidence of immigration status and work authorization or an eligible non-work reason.
  4. Use original or certified documents when required. SSA’s instructions specify acceptable documents and whether an original or certified copy is necessary. Ordinary photocopies may not be accepted.
  5. Complete Form SS-5 if instructed. SS-5 is the paper application for a Social Security card. Follow the current form and submission directions rather than relying on an old checklist.
  6. Submit the application through the route SSA assigns. Some applicants can finish online; others start online and complete an appointment at a local office or Card Center.
  7. Wait for mail delivery. SSA’s February 23, 2026 agency post says applications are processed and cards are mailed, usually within 10 business days. That is an agency estimate after processing, not a promise that the card will arrive ten business days after you walk into an office.

Why an office visit does not produce a card immediately

SSA does not normally print a replacement card at the counter. Staff review the application and identity evidence, then the card is mailed. If a document is missing or the record needs additional review, processing can take longer than the usual estimate.

What to do if your circumstances do not fit the online route

Do not guess which documents to send or create multiple applications. Use the screener’s instructions, contact the local office identified by SSA, and ask which evidence applies to your citizenship or immigration category and requested correction.

When SSA may consider a different SSN

SSA’s current “Requesting a new number” guidance says, “In rare cases, you may qualify for a new Social Security number.” A representative reviews the facts; approval is never automatic. The agency’s listed circumstances include:

Continuing harm from identity theft

If someone is using your SSN and you have tried to correct the resulting problems but remain seriously disadvantaged, SSA may consider a new number. You must first report the misuse and take reasonable steps to resolve it. Bring evidence showing the continuing problems, not merely a general concern that the number could be exposed.

Duplicate use or assignment

SSA identifies situations in which more than one person is using the same number or the same number was assigned to more than one person. These cases require agency investigation and documentation.

Family-number conflicts

SSA may consider a change when sequential or similar numbers assigned within a family create a continuing problem. The existence of similar numbers by itself does not guarantee a new SSN.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Harassment, abuse or danger

People facing harassment, abuse or a credible danger connected to use of the SSN may ask SSA to evaluate a new-number request. Evidence explaining the threat is essential.

Religious or cultural objection

SSA lists qualifying religious or cultural objections when supported by written evidence from the person’s religious group. A personal preference for different digits is not the same as the documented objection described by SSA.

Situations that do not qualify by themselves

SSA’s identity-theft publication says a lost or stolen card without evidence that someone is using the SSN is not enough. It also identifies avoiding bankruptcy consequences or evading legal responsibility as reasons a new number cannot be obtained. A desire to start over financially, hide a poor credit history or obtain a more private number is not an approved basis in the guidance.

How the new-number request works

  1. Address the underlying problem first. For identity theft, report misuse and attempt corrections with the organizations involved. Keep correspondence, fraud reports and records showing what remains unresolved.
  2. Arrange an in-person SSA appointment. SSA’s FAQ directs applicants to their local office for this request. The office route allows a representative to assess evidence and explain consequences.
  3. Bring identity and status evidence. SSA says applicants should provide proof of identity, age, and U.S. citizenship or immigration status, along with evidence of the qualifying circumstance and continuing harm or danger.
  4. Explain the problem specifically. Describe dates, accounts or records affected, corrective steps already taken and why the original SSN continues to cause a concrete disadvantage. A vague statement that the number was exposed is unlikely to establish the listed criteria.
  5. Review the trade-offs with SSA. The representative determines whether the case qualifies and explains pros and cons. Ask what agencies or records you will need to update and how existing records will be handled before deciding.
  6. Wait for the agency’s decision. The reviewed SSA material does not establish a universal timeframe or guaranteed outcome for new-number requests. Do not make financial or legal plans on the assumption that approval is certain.

A new SSN is therefore an adjudicated remedy, not a faster version of card replacement. SSA can deny a request when the evidence does not meet its criteria.

Lost card, stolen card and misused SSN: separate the risks

Lost card with no evidence of misuse

Report the loss where appropriate, but understand that loss alone does not support a different SSN. If you know the number, you may not need any replacement card. If you need a new card, use the ordinary replacement process.

Stolen card with no evidence of misuse

The same rule applies: theft of the paper card is not proof that the number has been used. Request a replacement card if needed and protect the SSN. SSA will not issue a new number solely because the card was stolen.

Evidence of misuse

Collect notices, account records, credit-report entries, correspondence and fraud reports that show use of the SSN. Work through the affected organizations’ correction processes. If the problems continue despite those efforts, present the documentation at an SSA appointment for an individual assessment.

Why the distinction matters

The card is only one piece of evidence containing the number. Replacing paper does not change a number already held by employers, tax agencies, lenders or other institutions. Conversely, obtaining a different SSN would not automatically remove historical records or guarantee that identity-theft problems disappear; SSA requires a case-specific review.

Protecting your SSN after a loss or theft

  • Keep the card secure. SSA recommends storing it with important papers and not carrying it routinely.
  • Share the number only when necessary. Ask why it is needed, how it will be protected and whether another identifier is acceptable.
  • Watch for evidence of misuse. Review account notices and credit reports for activity you do not recognize. Credit monitoring is an optional tool, not a requirement and not a substitute for correcting fraud.
  • Preserve a paper trail. Save dates, reference numbers, letters and copies of documents submitted to organizations investigating misuse.
  • Use SSA’s process directly. SSA inspects identity evidence in replacement and correction applications to reduce fraudulent issuance. Be wary of services promising instant cards or guaranteed new numbers.

Do not publish your SSN in email, social media or an unsecured form. If a business asks for it, verify the request through a trusted channel before providing it.

Costs, timing and expectations

Item What SSA guidance establishes What it does not establish
Replacement card fee No charge. It does not make third-party assistance necessary or worthwhile.
Replacement-card delivery Usually mailed within 10 business days after processing, according to SSA’s February 2026 post. A guaranteed arrival date or same-day issuance at an office.
Different SSN Rare; requires evidence and an SSA decision. A standard fee, universal timeline or guaranteed approval.
Online access Available to eligible applicants in many states through SSA’s current pathways. Eligibility for every adult, every state, every mailing address or every correction request.

The SSN itself is a unique nine-digit number, according to SSA material accessed October 13, 2026. The number of digits does not change the distinction: replacing a card normally reproduces the existing nine digits, while a new-number request asks SSA to assign a different identifier.

A practical decision guide

Choose the replacement-card route when:

  • Your card is lost, stolen or damaged.
  • You know your SSN and only need a physical card for a specific purpose.
  • Your legal name changed and you need an updated card showing that name.
  • You need to correct card information but do not have evidence of an exceptional new-number circumstance.

Ask SSA about a new-number evaluation when:

  • Identity theft continues to cause concrete problems after you have tried to correct the misuse.
  • There is evidence of duplicate use or assignment.
  • A documented family-number conflict creates ongoing problems.
  • You face harassment, abuse or danger tied to the SSN.
  • You have a qualifying religious or cultural objection supported by written evidence.

Pause before either application when:

  • You are unsure whether a transaction actually requires the physical card.
  • You do not have the identity or status documents the screener lists.
  • You are considering a new SSN only to avoid debt, bankruptcy consequences, legal responsibility or an unfavorable credit history.
  • A company promises a guaranteed new number or asks you to pay for a free SSA service.

Common mistakes and how to avoid them

Calling a replacement card a “replacement number”

Use precise language when speaking with SSA: ask for a replacement Social Security card if you want the same SSN, or ask about requesting a new SSN if you believe an exceptional criterion applies. Clear wording prevents the wrong application path.

Assuming a new card changes the number

It normally does not. Check the printed number when the card arrives and keep it with your important records.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Going to an office expecting immediate printing

Office staff process the application; they do not generally hand you a card on the spot. Plan around mail delivery and the possibility of additional review.

Submitting weak evidence for a new SSN

A police report or fraud alert can be part of a record, but SSA evaluates whether the original number continues to cause the listed harm. Bring a complete timeline and proof of attempted corrections.

Using outdated online instructions

State participation, identification requirements and account pathways can change. Begin at SSA’s live number-and-card screener instead of relying on a saved checklist or an unofficial service.

Questions to ask SSA

  • Do I need a physical replacement card for my stated purpose, or is knowing my SSN sufficient?
  • Which online route is available in my state and for my citizenship or immigration status?
  • Which original or certified documents will you accept for this request?
  • For a new-number request, what evidence demonstrates continuing harm after attempted corrections?
  • What consequences and record updates should I consider before accepting a different SSN?
  • How will I receive notice if the application needs more information?

Use the answers and the current instructions SSA provides for your case; requirements can differ by applicant and can change over time.
