For an Indian saver, an insured small finance bank (SFB) and an insured commercial bank receive the same statutory DICGC deposit-insurance ceiling: ₹5 lakh per depositor per insured bank, including principal and interest held in the same right and capacity. The label alone does not make one category safer. The bank’s capital, loan quality, liquidity, governance, technology, service and account terms matter more.
Use the ₹5 lakh ceiling as a protection boundary, then assess the individual institution and the way you will use the account. Balances above that limit need diversification or a deliberate decision to accept bank-specific recovery risk.

The direct answer: insurance is the same, bank risk is not
Both categories can be covered by the Deposit Insurance and Credit Guarantee Corporation (DICGC) when the institution is an insured, RBI-licensed bank. DICGC protection applies to eligible savings, fixed, current and recurring deposits. The maximum is ₹5 lakh per depositor per insured bank, with principal and accrued interest counted together when held in the same right and capacity.
That means an SFB does not receive a smaller insurance limit because it is newer or more specialised, and a large commercial bank does not receive a higher limit simply because it has a larger branch network. Insurance is attached to the insured bank relationship and the legal ownership capacity, not to a marketing category.

Safety above the insurance ceiling is a separate question. If a bank is resolved, liquidated or otherwise unable to repay, DICGC insurance covers only the statutory amount. Any balance above the ceiling depends on the applicable recovery or resolution process. Consequently, choosing between an SFB and a commercial bank requires two decisions: how much of your cash to keep within the insured limit, and which individual bank is strongest and most usable for your needs.
What DICGC insurance covers
The ₹5 lakh limit includes interest
The ceiling is not ₹5 lakh of principal plus unlimited interest. Principal and interest are added together for deposits held in the same right and capacity. If you have ₹4,80,000 in principal and ₹15,000 in accrued interest, the insured amount is ₹4,95,000. If the combined amount is ₹5,10,000, the statutory cover remains ₹5 lakh; the additional ₹10,000 is outside the insurance ceiling.
Branches of one bank do not create separate limits
DICGC aggregates eligible deposits held at different branches of the same insured bank. Moving ₹3 lakh to one branch and ₹3 lakh to another branch of that bank does not create two insured limits. The deposits are treated together for the per-depositor, per-bank calculation.

Accounts held in different legal capacities may qualify for separate calculations under DICGC rules. Individual, joint and certain fiduciary or institutional capacities can have different treatment. Joint-account ordering and other edge cases depend on the precise ownership structure, so check the current DICGC guidance before relying on a complex arrangement. Do not assume that adding a second account number, nominee or branch automatically creates another ₹5 lakh limit.
Insurance is mandatory for RBI-licensed banks
RBI’s consumer material states: “Obtaining deposit insurance cover is mandatory for all banks licensed by RBI.” RBI identifies commercial, private-sector, public-sector, foreign, local-area, small finance, payments and regional rural banks among insured categories. Confirm the specific institution’s insured status rather than inferring it from its name or app.
How small finance banks and commercial banks are regulated
Small finance banks are a distinct RBI licensing category created to serve underserved households, small businesses and other priority segments. Commercial banking is a broader grouping that includes public-sector, private-sector and foreign banks, among others. In RBI reporting, SFBs can appear within the aggregate count of commercial banks, while prudential rules may treat them separately.
The distinction matters because a common insurance rule does not mean identical capital or operating requirements. RBI’s 2024 Basel III notification for scheduled commercial banks expressly excludes SFBs and directs them to their own licensing and operating guidance. The RBI handbook likewise lists scheduled commercial banks excluding SFBs and SFBs in separate framework rows with their applicable minimum-capital requirements. Those are regulatory floors, not promises that every bank in either group has equal financial strength.

How much of your money is protected?
Balances within ₹5 lakh
When the total of eligible deposits at one insured bank, in one ownership capacity, including interest, is no more than ₹5 lakh, the full eligible amount falls within the statutory ceiling. This is the simplest structure for an emergency fund or short-term savings reserve.
Balances above ₹5 lakh
Once the combined amount exceeds ₹5 lakh, the excess is not covered by DICGC insurance. Insurance does not make that excess instantly or fully recoverable if the bank fails. Recovery depends on the bank’s resolution, liquidation or other legal process and may not match the timing or value of the uninsured balance.
Using more than one insured bank
Separate insured-bank relationships can provide separate ₹5 lakh limits, subject to the same-capacity rules. For example, ₹4.8 lakh in an individual savings account at Bank A and ₹4.8 lakh in an individual savings account at Bank B are assessed against each bank’s limit. Two accounts at Bank A, however, are aggregated. Keep a record of legal ownership, accrued interest and all branches so you can calculate exposure accurately.
Joint accounts and changing ownership
Joint-holder order, account titles and other ownership details can affect how deposits are grouped. A joint account is not automatically an additional individual limit for every holder. Before moving a large balance, verify the current DICGC treatment of the exact account structure and keep nomination instructions consistent with your estate plan.
What happens if a small finance or commercial bank fails?
The first protection layer is DICGC insurance up to ₹5 lakh per depositor per insured bank. The uninsured portion is handled through the applicable resolution, liquidation or recovery process. The category name does not turn an uninsured balance into a guaranteed claim.
In practice, a saver should maintain access to essential cash outside a single institution while a problem is being resolved. Keep an alternate payment account, do not rely on one bank for every automatic debit, and retain statements showing balances, interest and ownership. These are continuity measures, not substitutes for insurance.

Do not infer a failure timetable or payout amount from the ₹5 lakh figure. The ceiling states the maximum insurance obligation; the handling of a failed bank and any amount above that ceiling follows the relevant legal and administrative process.
How to compare the actual safety of two banks
Compare the individual banks, not their labels. Use the latest annual report, financial statements, investor disclosures and regulatory filings available when you make the decision. A single ratio is not enough; trends and the quality of earnings matter.
Capital strength
Read the latest Common Equity Tier 1 (CET1), total capital ratio or CRAR, and disclosed capital buffers. Compare the bank’s distance above its applicable regulatory minimum, not merely whether it passes. SFB and non-SFB commercial-bank requirements are not identical, so compare each institution with the correct framework.
Asset quality
Review gross and net non-performing asset ratios, fresh slippages, restructuring, write-offs and provisioning coverage. A falling gross NPA ratio can reflect write-offs rather than better new lending. Look for several reporting periods and ask whether provisions are keeping pace with stressed loans.
Liquidity and funding
Check liquidity disclosures, the composition and concentration of deposits, and reliance on expensive or short-term funding. A bank with rapidly growing deposits may be paying unusually high rates to attract funds; that can affect margins and funding stability. Concentration among a few large depositors is a different risk from a broad retail deposit base.

Profitability and franchise quality
Consider sustained net profit, return on assets, net-interest margin, cost-to-income trends and the quality of deposit growth. One profitable quarter does not establish a durable franchise. Growth funded by very high deposit rates or aggressive lending deserves closer scrutiny.

Transparency and disclosure quality
Prefer banks that publish current, understandable information on capital, asset quality, liquidity and complaints. If key data are late, difficult to reconcile or presented without comparable periods, reduce the amount you are willing to keep above the insured limit.
Which one usually pays more?
There is no permanent SFB-versus-commercial-bank rate winner established by the available evidence. Savings rates, fixed-deposit rates, balance slabs, promotional periods and eligibility conditions change by bank and date. An SFB may advertise a higher rate on a particular slab, while a commercial bank may offer a better effective return after fees or a different balance threshold.

| Term to check | Why it changes the effective return |
|---|---|
| Balance slab | A high rate may apply only to a specified portion or range of the balance. |
| Minimum balance | Falling below the threshold can trigger fees or remove the rate benefit. |
| Fees | Debit-card, cash, transfer, account-maintenance or non-maintenance charges reduce net interest. |
| Sweep or linked fixed deposit | Automatic transfers can improve yield but may have breakage rules or minimum amounts. |
| Withdrawal conditions | Notice periods, premature-closure penalties or limits can reduce usable returns. |
| Promotional duration | A temporary rate should not be treated as a permanent product feature. |
Recheck the schedule before opening the account and whenever the bank changes its terms. Do not choose a bank solely because its advertised rate is the highest on one day.

Emergency cash access
Map nearby branches and ATMs, withdrawal limits, cash-deposit options and holiday access. A slightly lower rate can be worthwhile if the account is your emergency reserve and the higher-rate alternative is difficult to access when systems or networks are disrupted.
Digital reliability
Assess mobile and internet-banking uptime, UPI performance, transfer limits, authentication options and the process for restoring access after a lost phone. Test ordinary transactions before moving a large balance.
Complaint handling
Check how the bank records complaints, communicates service outages and escalates unresolved issues. Save complaint numbers and statements. A responsive process matters when a payment is blocked or an account is incorrectly restricted.

Account closure and portability
Read the closure process, notice requirements, transfer limits and documentation rules. Confirm that you can move funds without an avoidable branch visit if the account no longer suits you.
Nomination and continuity
Add or update a nominee, keep joint-holder instructions accurate and ensure your family knows where statements and access details are stored. Nomination does not change the DICGC calculation, but it can reduce administrative friction for your heirs.
A practical decision sequence
- Confirm insurance status. Verify that the specific bank appears in current DICGC insured-bank information. Do not rely on the category name alone.
- Set the liquidity amount. Separate money needed immediately from money that can remain in a fixed deposit or another less-liquid product.
- Apply the ₹5 lakh boundary. If principal protection is the priority, keep the combined eligible balance, including expected interest, within ₹5 lakh at each insured bank and ownership capacity.
- Spread excess cash deliberately. Use separately insured banks for additional coverage, while checking same-capacity and joint-account rules.
- Read current disclosures. Compare capital, asset quality, liquidity, governance and profitability using the latest available filings.
- Calculate the effective rate. Include balance slabs, minimum-balance requirements, fees, taxes, sweep rules and premature-withdrawal conditions.
- Test operations. Confirm branch or ATM access, digital reliability, transfer limits, complaint channels and emergency cash procedures.
- Document ownership. Review nomination, joint-holder ordering and the records you would need to substantiate balances.
- Review periodically. Recheck rates, fees, financial disclosures and regulatory guidance rather than treating the opening decision as permanent.
Examples of sensible allocations
Emergency fund of ₹3 lakh
If the entire amount is held as eligible deposits in one insured bank and the ownership capacity is straightforward, the balance is below the ₹5 lakh ceiling. Liquidity and reliable access may reasonably outweigh a small rate difference.
Free tools Windows power users keep installed

₹9 lakh of short-term cash
Keeping all ₹9 lakh in one bank leaves ₹4 lakh outside the statutory ceiling before considering interest. Splitting the money between two separately insured banks can keep each relationship below ₹5 lakh, provided the accounts are in the same intended capacity and future interest does not push either total above the limit.
₹12 lakh shared by individual and joint accounts
Do not assume that simply changing the account title creates two automatic limits. Work through the DICGC ownership-capacity rules for the exact joint-holder arrangement, then keep a written exposure calculation that includes accrued interest.
Common mistakes to avoid
- Confusing branches with banks: branches of one bank are aggregated for insurance.
- Ignoring interest: accrued interest counts toward the ₹5 lakh ceiling.
- Treating the category as a credit rating: an SFB can be strong or weak, and the same is true of a commercial bank.
- Chasing a headline rate: slabs, fees and conditions can erase the apparent advantage.
- Putting every reserve in one institution: uninsured excess creates concentration risk.
- Assuming insurance covers investments: the DICGC rule described here concerns eligible bank deposits, not every financial product sold through a bank.
- Using stale data: rates, capital, asset quality and service conditions change; date every comparison.
What the national figures show—and what they do not
RBI’s 2024-25 Annual Report recorded 1,982 registered insured banks as of March 31, 2025. It reported 139 commercial banks, including 11 small finance banks, on that date. The wording matters: the aggregate commercial-bank count includes SFBs for that statistical presentation, even though RBI prudential guidance can treat SFBs separately.
RBI also reported 286.9 crore fully insured deposit accounts, or 97.7% of all accounts, as of September 30, 2024. These figures show that most deposit accounts fall entirely within the insurance ceiling, but they do not prove that every bank is equally safe or that large balances are fully protected. They are national snapshots from specified dates, not a current ranking of institutions.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsHow to make the final choice
Choose an insured SFB when its current disclosures, service access and terms fit your needs and the balance you keep there is controlled within your insurance plan. Choose an insured commercial bank on the same basis—not because the word “commercial” guarantees safety, but because that particular bank offers the capital strength, liquidity, governance and access you require.
For savings that must be available immediately, prioritise operational reliability and a clear ownership structure. For money above ₹5 lakh, prioritise diversification and the financial strength of every bank holding the excess. Recalculate after rate changes, major balance movements, a change in joint holders or a material change in the bank’s disclosures.
