Small mortgages are difficult to find because the cost of originating and servicing a loan does not fall in proportion to its balance. On a low-priced home, a lender may earn too little to cover underwriting, compliance, appraisal, closing and servicing work. HUD has formally identified this access problem, and FHA has asked for ideas to improve small-balance lending. However, HUD and FHA’s published materials do not establish a current nationwide decline by a defined loan amount, nor do they show that one cause explains every reduction in small-loan lending.

For a buyer, the practical answer is to find out whether a lender actually originates the balance and property type you need, compare written Loan Estimates, and check FHA, state and local assistance rules. FHA does not set a minimum loan amount, but that does not require every lender to offer every small loan or every low-priced property.

What counts as a “small” mortgage—and what “disappearing” can prove

There is no single federal definition of a small-dollar mortgage that applies to every analysis. A trend claim must specify the balance cutoff, geography, loan purpose, time period and data series. A statement that small mortgages are “disappearing” could mean fewer loans below a particular dollar amount, a shrinking share of all originations, fewer lenders serving low-cost markets, or a decline in available properties that can be financed. Those are different measurements.

HUD’s report and FHA’s related publications document a barrier to financing lower-priced homes and federal interest in addressing it. They do not provide a verified, recent nationwide origination count, percentage decline or market share for loans below a stated cutoff. The Consumer Financial Protection Bureau’s mortgage-activity index confirms that its 2023 HMDA-based activity and trends report was published June 26, 2024, but the index page does not establish a small-balance trend statistic. A precise trend would require the underlying HMDA analysis and a stated loan-size definition.

What HUD and FHA have actually documented

HUD’s 2022 small-mortgage report

HUD’s Office of Policy Development and Research published a dedicated 34-page report on small-dollar mortgage lending, barriers to financing lower-priced homes and related FHA policy. The report was accepted in October 2022 and posted October 4, 2022. It is a foundational policy analysis, not a current count of originations.

FHA’s FY 2023 annual report

The FHA annual report for fiscal year 2023 states: “Borrowers seeking to buy lower-priced homes often find it difficult to obtain mortgage financing.” It also says: “Among obstacles cited by those providing feedback via FHA’s RFI was that of limited profitability for lenders when originating small balance mortgages.” These are statements by HUD as an institution, based on its report, rather than quotations from a named individual.

The distinction matters. The report establishes that borrowers and lenders identified an access and profitability problem. It does not prove that lender economics are the only cause, that every lender makes the same decision, or that a particular recent decline in originations was caused by one policy or market factor.

Why a lender may reject a small loan

A mortgage lender incurs many costs that are largely fixed regardless of whether the balance is $60,000 or $360,000. Staff must verify income and assets, assess credit and debt, order and review an appraisal, satisfy disclosure and underwriting rules, close the loan, fund it and maintain records. Servicing requires payment processing, escrow administration, customer support and compliance work over the life of the loan. When the balance is low, the interest income and other revenue may not cover those costs at a level the lender considers acceptable.

That economic calculation can be affected by several features of a transaction:

  • Property value and condition: A low-priced home may need repairs or have features that make appraisal, insurance or resale more complicated. A lender can decline the property even when the borrower qualifies.
  • Origination and closing expenses: Credit reports, title work, document preparation, quality-control reviews and staff time do not shrink in line with the principal balance.
  • Servicing and secondary-market fit: A lender may have minimum operational or investor requirements for loans it keeps or sells. Those requirements can make a very small balance unattractive.
  • Geographic and property-type limits: Rural areas, manufactured homes, condominiums, older properties and homes needing repairs can involve additional underwriting or investor rules. Availability therefore varies by both lender and property.
  • Compensation and compliance rules: Rules governing originator compensation, points and fees and qualified mortgages can change the revenue a lender can retain on a small transaction.

These are mechanisms that help explain the limited-profitability concern recorded by FHA. They are not a finding that every lender weighs each item identically. A lender’s published minimum, investor requirements and local business model determine what it will actually accept.

Can you get an FHA loan for a low-priced home?

Yes, potentially. FHA said it does not impose minimum loan amounts. That means there is no FHA rule declaring that a loan below a particular dollar figure is automatically ineligible. It does not mean that every FHA-approved lender offers every small balance, or that every low-priced home meets FHA’s property, appraisal, insurance and safety requirements.

FHA insurance protects the lender against certain losses; it does not require a lender to originate a transaction it considers operationally or financially impractical. Lenders can have lawful overlays, such as minimum balances, restrictions on property types or requirements for a particular loan-to-value profile. Ask the lender for its current minimum and for any property-specific limits before paying for an appraisal or inspection.

Borrower qualification still matters. Income, employment, credit history, debt obligations, cash needed to close and the property’s condition are evaluated under the applicable FHA program and the lender’s underwriting rules. Down-payment assistance or other local programs may have separate income, purchase-price, occupancy or education requirements.

Federal actions aimed at the small-balance problem

Action Status and date What it addresses What it does not establish
FHA request for information Issued in 2022 Solicited ideas for facilitating smaller-balance mortgages through FHA single-family mortgage-insurance programs. It was a request for feedback, not proof that a new program was adopted.
Possible FHA Small Balance Mortgage demonstration Included as a $15 million item in FHA’s FY 2024 budget request (HUD, 2023) Could test ways to support small-balance lending. The request does not show that Congress funded it or that FHA launched the demonstration.
ROAD to Housing Act provisions described by CRS Discussed as proposed legislation in a 2025 Congressional Research Service analysis Would study small-dollar mortgage availability and could support further CFPB rulemaking on points-and-fees thresholds. The analysis does not verify enactment or later legislative status.
Qualified-mortgage points-and-fees thresholds Existing rules provide higher thresholds for mortgage balances below $100,000, according to the CRS discussion. Recognizes that fixed fees have a different impact on smaller balances. The proposed legislation did not create these existing thresholds.
Higher-priced-mortgage appraisal exemption $33,500 threshold effective January 1, 2025 (Federal Reserve Board, CFPB and OCC, 2024) Raises the dollar threshold for exemption from specified special appraisal requirements on certain higher-priced mortgage loans. It is not a general minimum loan size and does not mean a $33,500 loan cannot be made.

The interventions operate at different points in the process. An FHA demonstration would focus on insurance and lender economics; points-and-fees rules affect allowable compensation and transaction costs; a study would generate evidence; and the appraisal threshold changes a narrow compliance requirement. None, by itself, guarantees more homes for sale or approval for a particular borrower.

How to interpret the $33,500 appraisal number

The $33,500 figure is easy to misread because it resembles a loan-size cutoff. The interagency rule effective January 1, 2025 concerns exemption from special appraisal requirements for certain higher-priced mortgage loans. It is an appraisal-regulation threshold, not an FHA minimum and not a ceiling or floor on mortgage balances.

A loan below that amount can still require an appraisal under other rules, lender policy or the loan’s characteristics. Conversely, being above or below the threshold does not determine whether a borrower qualifies, whether a property is insurable or whether a lender offers the product.

What proposed policy would need to change

Evaluating a small-mortgage intervention requires more than counting approvals. Five questions reveal whether a proposal addresses the actual barrier:

  1. Whose economics change? Does it reduce lender origination or servicing costs, improve compensation, or only alter borrower eligibility?
  2. Which rule changes? Is the mechanism FHA insurance, appraisal practice, points-and-fees treatment, underwriting, servicing or something else?
  3. What is its legal status? Separate an enacted rule from an agency request, a budget proposal, a pilot concept and a bill described by analysts.
  4. Who and where are covered? Identify the intended balance range, property types, borrower groups and geographic reach.
  5. What outcome is measured? More applications, more completed originations, lower borrower cost, fewer denials and better property availability are not interchangeable results.

The HUD and FHA documents establish federal attention to the problem, but they do not establish that any one intervention has already increased originations or solved affordability and supply constraints.

A practical process for buyers seeking a small mortgage

  1. Define the transaction precisely. Record the expected purchase price, requested loan balance, property type, location, occupancy and whether repairs or a manufactured-home, condominium or rural-property review may apply.
  2. Ask lenders a direct availability question. Say, “Do you currently originate FHA (or conventional) loans at approximately this balance and for this property type in this location?” Ask for the lender’s minimum loan amount and any overlays in writing.
  3. Separate borrower approval from property approval. Request the lender’s explanation of credit, income, debt and cash requirements, then ask what property conditions could cause a denial even if you qualify.
  4. Obtain and compare Loan Estimates. Compare interest rate, annual percentage rate, upfront and ongoing mortgage-insurance charges, lender credits, origination charges, appraisal fees and cash to close. A lower rate is not necessarily cheaper if fixed fees consume a large share of a small balance.
  5. Check assistance programs independently. Confirm current FHA, state and local down-payment or closing-cost assistance rules, including income, purchase-price, occupancy and homebuyer-education conditions. Program availability is local and can change.
  6. Use neutral housing counseling when needed. A HUD-approved housing counselor can help you understand FHA requirements, compare offers and identify local assistance. Verify the counselor’s approval, service area and any fee before sharing documents or paying.
  7. Plan for a backup without assuming it will work. A larger down payment, a different lender, a property with fewer condition issues or a conventional product may change the economics, but each option has separate eligibility and cost rules. Do not waive inspection or appraisal protections merely to force a loan through.

What borrowers should not infer from the policy discussion

  • There is no verified official figure in the HUD, FHA or CFPB material cited here showing the latest nationwide decline in small-loan originations.
  • FHA’s lack of a minimum loan amount is not a promise of approval or a requirement that every FHA lender serve every balance.
  • The $15 million figure was a FY 2024 budget request for a possible demonstration, not evidence of a funded or operating program.
  • The ROAD to Housing Act provisions described by CRS were proposals; the cited analysis does not establish that Congress enacted them.
  • The $33,500 appraisal threshold is a narrow higher-priced-mortgage rule, not a general minimum mortgage amount.

The strongest established conclusion is narrower but useful: lower-priced homes can be hard to finance, lenders told FHA that small balances may be insufficiently profitable, and federal agencies have considered several ways to reduce that barrier. Whether small mortgages are declining in a particular market requires a defined cutoff and current HMDA data, not a conclusion drawn from policy documents alone.
