Before sending money from Singapore, identify the provider’s full legal entity and check it in the Monetary Authority of Singapore (MAS) Financial Institutions Directory. Filter for “Cross-border Money Transfer Service,” confirm the entity’s current licence or status and activity, and use only official contact channels. Do this immediately before the transfer because directory entries can change. A valid listing confirms a regulatory position; it does not tell you whether the quoted exchange rate, fees, delivery time or payout method is good value.
How do I check if a remittance company is licensed in Singapore?
Start with the legal entity, not the name shown in an advertisement or messaging app. A remittance brand may operate through a company with a different registered name, and the company named on your transfer confirmation may not be the same as the brand you remember. Find the full legal name in the provider’s terms and conditions, onboarding screen, invoice or transfer receipt.

Then use MAS’s live Financial Institutions Directory. Select the activity “Cross-border Money Transfer Service” and search the exact legal name. Review the matching record rather than relying on a similar-looking name. Confirm that the listed activity covers the service you intend to use and note the licence type and current status.

MAS says payment service providers operating in Singapore are regulated under the Payment Services Act unless an applicable exemption or transitional provision applies. That makes a directory check an important verification step, but a failed search is not, by itself, proof that a business is illegal. It may indicate that you searched a brand instead of the legal entity, used an incomplete name, selected the wrong activity, or encountered an entry that needs clarification. Pause the transfer and resolve the identity before paying.

Step-by-step MAS verification before a transfer
- Copy the provider’s complete legal name. Take it from the service’s terms, account details, transfer confirmation or other official documentation. Record the company name exactly, including punctuation and any corporate suffix.
- Open the MAS Financial Institutions Directory independently. Do not use a directory link sent by an unknown caller, social-media account or unsolicited email. Navigate to MAS through a source you already trust.
- Filter for the right activity. Choose “Cross-border Money Transfer Service.” A company can appear in the directory for a different regulated activity, so a general name match is not enough.
- Match the legal entity. Compare the directory’s entity name with the name on the provider’s documents. Treat close but non-identical names as unresolved until the provider or MAS confirms the relationship.
- Read the licence and status fields. Check whether the entry is current and whether its licence category and listed activities fit the service you are about to use. Save the date and time of your check for your records.
- Cross-check official contact details. Independently open the provider’s official website and compare its phone number, email domain and business address with information in the MAS record. MAS warns that scammers impersonate regulated institutions and advises checking official contact details and using official channels.
- Stop when anything is ambiguous. Ask the provider to explain the legal-entity relationship, or contact MAS through its published channels. Do not send a small “test” amount while the identity or status remains uncertain.
- Recheck close to payment time. The directory is a live record. A licence status, business name or listed activity can change after your first search.
What a MAS listing proves—and what it does not
A matching record supports the conclusion that the named entity has a MAS-listed regulatory status for the activity shown at the time you checked. It helps you distinguish an identifiable payment service provider from an unknown party and gives you an official identity to compare with the service’s documents.
The record is not a quality score, guarantee of repayment, endorsement of a particular transfer, or forecast of how quickly your recipient will receive funds. It does not establish that the provider has the lowest fee, the best exchange rate, broadest destination coverage, fastest delivery or most responsive support. MAS’s regulatory materials do not provide a cross-provider comparison of those commercial terms.
Regulation also does not eliminate operational risks. A transfer can be delayed by incorrect beneficiary details, compliance checks, intermediary-bank processing, holidays or a recipient bank’s own rules. Keep the transaction receipt and the provider’s support contact even after you have completed the directory check.
SPI and MPI licences: understand the categories without treating them as ratings
MAS uses licence categories that reflect the payment services a provider offers and the scale at which it operates. “Major” does not mean safer or better for an individual remittance. It describes a different regulatory scope and set of obligations.

| Licence category | How MAS describes it | Thresholds or obligations | What a customer should infer |
|---|---|---|---|
| Standard Payment Institution (SPI) | Subject to specified limits for payment services and e-money. | S$3 million in monthly transactions for any one payment service; S$6 million in monthly transactions for two or more payment services; S$5 million in daily outstanding e-money. | The provider operates within the stated licensing thresholds unless another rule or arrangement applies. The figures are licensing limits, not a measure of service quality. |
| Major Payment Institution (MPI) | May provide multiple payment services without the SPI threshold limits, subject to the MPI regime. | MAS says a provider should apply for an MPI licence when it exceeds the specified SPI thresholds. MPI requirements include customer-money protection requirements. | A larger or broader licence category, not a consumer safety ranking or guarantee of an individual transfer outcome. |
The thresholds are measured at the provider level under MAS licensing rules. They are not limits on the amount you personally may send in one transaction. Your provider can impose lower per-transfer, daily or monthly limits because of its risk controls, funding method, destination, account tier or applicable law.
Money-changing-only activity is treated separately from payment services. If a business only exchanges currencies, do not assume that a money-changing authorisation covers cross-border remittance. For a transfer that sends funds to a recipient overseas, look for the specific cross-border money transfer activity in the directory.
Why the Payment Services Act date matters
The Payment Services Act 2019 commenced on 28 January 2020. MAS records an amendment dated 4 April 2024. Those dates explain why older webpages, screenshots or forum posts may describe a previous licensing framework. When information conflicts, use the current MAS directory and current MAS guidance rather than an undated summary.

How to spot impersonation and cloned remittance services
Scammers can copy a regulated institution’s name, logo and licence details. A genuine company’s name appearing somewhere online is not enough if the person contacting you is not connected to that entity.
- Reject unsolicited requests to send money to a personal bank account, cryptocurrency wallet or newly changed beneficiary account.
- Do not trust a licence number, logo or directory screenshot supplied by a caller. Recreate the search yourself in the MAS directory.
- Type the provider’s known web address yourself or use a bookmark you created earlier. Avoid shortened links and domains with subtle spelling changes.
- Compare the phone number and email domain on the official site with the details you were given. A free email address or mismatched domain is a warning sign.
- Be cautious when someone claims that a transfer is needed to unlock a prize, employment payment, loan, investment withdrawal or immigration service. Regulatory status does not make such a story credible.
- Never disclose one-time passwords, online-banking credentials or remote-access codes to “support” staff.
MAS’s directory specifically advises: “If in doubt, check its official contact details on its website or the MAS Financial Institutions Directory.” Use that approach before entering payment details or approving a transfer.
After regulation: compare the actual remittance offer
Once the provider’s identity and MAS status are clear, evaluate the transaction itself. Compare providers using identical assumptions: the same sending currency, amount, funding method, destination, recipient payout method and timing. Otherwise, an apparently cheaper quote may simply use a different service configuration.
| Item to compare | What to record | Why it changes the decision |
|---|---|---|
| Total amount paid | Every service fee, card or bank charge disclosed before confirmation. | A low headline fee can be offset by a less favourable exchange rate or a separate funding charge. |
| Exchange rate | The rate applied to your exact amount and timestamp. | The recipient’s result depends on the rate as well as the visible fee. |
| Amount received | The final amount and currency the recipient will collect. | This is the clearest way to compare the economic outcome of two quotes. |
| Estimated delivery | The stated time range and whether it is conditional on cut-off times, weekends or verification. | “Instant” and “same day” claims may not apply to every destination or funding route. |
| Limits | Per-transfer, daily, monthly and destination-specific limits. | A provider may be regulated yet unsuitable for the size or frequency of your payment. |
| Recipient payout option | Bank deposit, cash collection, mobile wallet or another method, plus any local fee. | The recipient’s access, identification requirements and final cost differ by method. |
| Support channel | Official phone, email, chat hours and escalation route. | You need a verifiable way to resolve a delayed, rejected or misdirected transfer. |
Take a screenshot or download the quote before authorising payment. Rates and fees can change between the estimate and the final confirmation, so check the final screen as well.

What to do when the directory search fails
The brand appears, but the legal entity does not
Return to the provider’s terms or receipt and search the corporate name. Ask the provider which Singapore entity accepts your money and which entity is shown in MAS records. Do not assume that a parent company, overseas affiliate or payment processor is the regulated party for your transaction.
A similarly named entity appears
Compare the full name, business address and official contact details. If any element differs, treat the match as unconfirmed. A typo or corporate suffix can identify a different company.
The entity is listed, but not for cross-border transfers
Check whether you are looking at a money-changing entry or another payment activity. Ask the provider to explain the permission covering your remittance. Do not infer that one regulated activity automatically authorises another.
The status looks inactive, restricted or unclear
Do not proceed until MAS or the provider’s official compliance contact clarifies the current position. Save the record you saw, including the date, because live directory information can change.

- Comes with secure packaging

No result appears at all
Verify spelling, remove marketing text and search the exact legal name. If there is still no reliable match, pause the transfer. An absent result may have an explanation, but you need that explanation from an official source before sending money.
A practical pre-transfer checklist
- Legal entity copied from official provider documents.
- MAS directory searched independently.
- “Cross-border Money Transfer Service” activity confirmed.
- Current licence type and status recorded.
- Provider website and MAS contact details compared.
- Any name mismatch, exemption or transitional issue resolved.
- Total fee, exchange rate and amount received checked on the final quote.
- Delivery estimate, limits and payout method suitable for the recipient.
- Receipt, reference number and support contacts saved.
When should you repeat the check?
Repeat the MAS lookup whenever you use a new remittance service, send through a newly introduced app or website, see a change in the legal name, or receive a request to alter payment instructions. For a routine transfer, check immediately before authorisation rather than relying on an old screenshot or a previous successful payment. The directory is authoritative for the status shown at that moment, while the commercial quote is specific to your current transaction.
The safest sequence is therefore two separate decisions: first establish that you are dealing with the correctly identified provider and the relevant MAS-listed activity; then decide whether this particular quote and delivery arrangement meet your needs. Neither step replaces the other.
