Start by measuring your cash gap—essential bills and minimum debt payments minus accessible savings, unemployment benefits, severance and other income—then compare the cost and failure risk of each option. Savings create no new repayment bill, a 401(k) loan preserves a withdrawal option but adds a payment obligation, and a credit card can be the fastest source of cash but may compound interest while your income is uncertain.
This is general, U.S.-focused information. Your unemployment eligibility, state rules, card agreement, tax situation and 401(k) plan document can change the result. Treat a credit limit or available plan loan as a financing capacity, not as income you can safely spend.

Before borrowing, ask whether a bill can be reduced, deferred or placed on a written payment arrangement. Confirm the terms with the creditor; an informal promise does not stop late fees, collections activity or service interruption. Using savings: the simplest financing, with a real depletion risk
What savings do well
Money already in a bank or credit-union account is immediately available and does not create a loan application, interest charge or required monthly payment. You also avoid exposing a retirement account to plan restrictions or tax treatment. For a short, clearly measured gap, spending cash can be less risky than taking on a payment that remains due during unemployment.
What you give up
Every dollar withdrawn is no longer available for a second emergency. A job search can last longer than expected, and a later rent payment, medical bill or insurance premium may arrive after the original crisis. Compare the balance left after your planned withdrawal with the essential bills you expect before income resumes. There is no single emergency-fund target that fits every household; housing costs, dependents, health needs and access to other income determine how much liquidity matters.
Using savings can also mean giving up interest or investment flexibility. That is an opportunity cost, not an additional loan bill, and it should be weighed against the contractual cost and default risk of borrowing.

What the CFPB’s survey shows—and does not show
In a 2022 CFPB emergency-savings report, 77% of surveyed credit-card holders who reported no emergency savings said they had an unpaid credit-card balance after their last payment. The comparable figure was 65% among those with some savings but less than one month of income. These are historical survey results, not a rule that every household should spend savings or that every savings account earns less than every card’s annual percentage rate. The report notes that carrying card debt often costs more than the interest earned on savings.
Taking a 401(k) loan: mechanics, limits and job-separation risk
Confirm that your plan allows loans
A 401(k) loan is available only if the employer’s plan document permits participant loans. Ask the plan administrator for the loan amount you can actually receive, fees, interest rate, payment dates, payroll deduction process and what happens if employment ends. The federal rules set an outer framework; the plan’s written terms control the offer you see.
Federal limits and normal repayment period
Under general Internal Revenue Service rules, a qualifying plan loan is generally limited to the lesser of 50% of your vested account balance or $50,000. The limit can be reduced when you had another plan loan outstanding during the preceding 12 months. A qualifying loan generally must be repaid in substantially level payments at least quarterly within five years. A loan used to buy your principal residence may have a longer period under the plan’s rules.

| Repayment | Generally substantially level payments at least quarterly over no more than five years; principal-residence loans may differ. |

| Employment change | Read the agreement for payment, payoff, cure and offset deadlines after separation. |
Why unemployment makes a plan loan dangerous
The payment obligation arrives when wages may have stopped. If you miss payments, the plan’s terms and applicable tax rules may cause the unpaid balance to be treated as a taxable distribution. A plan may reduce, or “offset,” your account by the unpaid amount; the IRS describes that offset as a distribution. The account balance then has less money invested for retirement, and the amount that was offset may be subject to income tax and possibly an additional tax depending on your facts.

Eligibility is fact-specific. Ask the administrator for the exact offset date and documentation, and consult a qualified tax professional before relying on rollover treatment. Losing a job does not automatically make every outstanding loan immediately taxable; the loan agreement and plan terms determine what occurs.
Retirement opportunity cost
While a loan is outstanding, the borrowed amount is generally not invested in the plan. Even when payments return principal and interest to the account, the account may miss market growth, and your contributions may be interrupted if your budget is tight. The IRS cautions that borrowing can reduce the money ultimately available for retirement. Compare that long-term effect with the immediate cost of using cash or carrying card debt.

Using a credit card: flexible access, continuing obligations
What the card can and cannot do
A card can pay an urgent bill without selling investments or taking money from a retirement account. It does not, however, provide free cash. Once you carry a balance, the card agreement determines the annual percentage rate, fees, due date and minimum-payment formula. The balance can grow while you are unemployed, particularly if you make only minimum payments or continue charging new expenses.
Read the agreement instead of assuming a rate
Current card APRs vary by issuer, product and customer, and no single “typical” rate applies to your account. Check the statement and agreement for purchase and cash-advance APRs, fees, penalty provisions, promotional expiration dates and the exact minimum-payment calculation. A cash advance may have different fees and interest treatment from a purchase. Write down the due date and set a payment reminder before using the card.
Ability to pay is not the same as affordability
Federal Regulation Z requires issuers to consider a consumer’s ability to make required minimum payments using income or assets and current obligations. The rules allow qualifying current or reasonably expected income and assets to be considered. Being unemployed does not by itself establish approval or affordability, and an approved limit is not a recommendation to borrow up to that amount. If you contact the issuer about hardship options, ask for the terms in writing and confirm how enrollment affects payments, interest, account status and credit reporting.

Compare the three choices before committing
| Factor | Savings | 401(k) loan | Credit card |
|---|---|---|---|
| Cash available now | Cash already accessible; spending reduces the reserve. | Only if the plan permits and the administrator approves the loan. | Only up to available credit and subject to issuer terms. |
| Direct cost | Potentially lost interest or investment flexibility; no loan-interest bill. | Plan interest and fees, if any, plus possible lost investment growth. | Contract APR, fees and interest when a balance is carried. |
| Required payments | No repayment schedule, but less cash remains for later bills. | Scheduled payments under the plan’s agreement. | Minimum payment continues under the card agreement. |
| Longer unemployment risk | The reserve can run out before a new job starts. | Payments may be unaffordable; missed payments can trigger an offset or distribution. | Balance and interest can grow while cash flow remains constrained. |
| Retirement effect | No direct retirement-account withdrawal. | Borrowed assets may miss growth; default can create tax consequences. | No direct account loan, but payments can crowd out future retirement saving. |
| After job separation | No loan terms to renegotiate. | Terms may change; verify payoff, cure and offset rules with the administrator. | Card terms continue; ask the issuer about any available accommodation. |
The CFPB advises consumers to consider the costs of piling up debt and to weigh retirement-plan tradeoffs carefully. It also warns that once a retirement-plan distribution is taken, it generally cannot be undone. Those cautions make the duration of your income gap as important as the nominal interest rate.
A step-by-step decision process
- List the gap. Record essential monthly expenses, minimum debt payments, cash on hand, severance, unemployment benefits, other income and the date each payment is expected.
- Set a conservative time horizon. Calculate the smallest amount needed for essentials over a realistic range of unemployment durations. Do not base the plan solely on an anticipated offer date.
- Reduce the amount first. Request written deferrals, payment plans or fee waivers where appropriate. Confirm whether interest continues, whether a missed payment is reported and when the arrangement ends.
- Get plan-specific 401(k) facts. Ask the administrator about available amount, vesting, fees, payment frequency, payroll or bank-draft collection, treatment after separation and the exact date a missed payment could produce an offset.
- Get card-specific facts. Read the agreement for APRs, fees, minimum-payment method, due dates and hardship terms. Do not assume an accommodation is available or that requesting one has no credit consequences.
- Stress-test repayment. Calculate the payment using a conservative unemployment scenario. If repayment works only after a quick return to work, treat that as a material risk rather than a plan.
- Check tax consequences. If a plan offset, taxable distribution, rollover deadline or insolvency issue could change the decision, obtain advice from a qualified tax or financial professional familiar with your facts.
- Choose the smallest-risk source for the smallest amount. Borrow only what the written budget requires, keep records of every withdrawal or charge and stop new borrowing when the gap is covered.
Illustrative ways the math can change the answer
Short gap with substantial cash
Suppose a household can cover two months of essential bills from savings and still retain enough cash for a known insurance premium and medical deductible. Using part of that reserve may avoid adding a card balance or a 401(k) payment. The conclusion depends on the remaining cash and the household’s ability to replace it, not on a universal savings rule.
Long gap with little cash
If savings would be exhausted after one rent payment and unemployment benefits are delayed, putting every expense on a card can create a growing balance with no repayment source. A plan loan might appear cheaper, but a payment that begins during unemployment can be unmanageable, and separation rules could accelerate tax consequences. In this case, reducing expenses, seeking written creditor arrangements and obtaining professional advice may matter more than selecting a single borrowing product.

Stable non-wage income
When severance or another reliable income stream covers the scheduled payment, a plan loan or limited card use may be more workable than it would be with no incoming cash. Verify the duration and after-tax amount; a promise of future work or a possible benefit is not the same as money available by the due date.
Common mistakes and how to avoid them
- Spending to the limit: A credit limit or maximum plan-loan amount is not a safe budget. Tie every dollar to an essential bill and a repayment source.
- Assuming “interest paid to yourself” is free: A plan loan can carry fees, reduce invested assets and expose you to default or offset rules.
- Ignoring separation language: Read the loan agreement before accepting funds, especially if a return to the same employer is uncertain.
- Using an unstated APR: Use the APR and fees in your card agreement, not an internet average or an introductory offer you may not qualify for.
- Counting gross or uncertain income: Budget with after-tax benefits and documented payment dates.
- Waiting until a payment is missed: Contact the creditor or plan administrator before the due date and request written terms.
- Treating tax advice as automatic: Distribution and rollover rules depend on the plan, dates and individual facts; verify them with the administrator and a qualified professional.
Bottom line
Use the cash-gap calculation to decide, not the emotional appeal of any one account. Savings generally avoid new debt but reduce your protection against a longer search. A 401(k) loan is available only under your plan’s rules and can leave you with payments, lost investment growth and tax exposure if employment ends or payments fail. A credit card preserves cash today but imposes contract payments and potentially compounding interest. Choose the smallest amount that covers essential needs, confirm every term in writing and reassess as soon as your income or job-search timeline changes.
