Usually, no. A falling stock market is not, by itself, a reason to abandon a long-term investment plan. First check whether your goals, time horizon, risk tolerance, portfolio mix and cash needs have changed. If the plan still fits and contributions remain affordable, a panic-driven sale or pause can turn a temporary decline into a permanent loss. If your circumstances have changed, adjust deliberately rather than reacting to headlines.
“Staying invested” is not a promise of gains, and continuing to buy is not suitable for everyone. Money needed soon, an inadequate emergency reserve, excessive concentration or a retirement withdrawal schedule can justify reducing risk or pausing new purchases. The key is to separate the market’s movement from changes in your own financial plan.

What a falling market actually changes
A market decline changes the current value of investments and may alter the percentages that each holding represents in your portfolio. It does not automatically change the date you need the money, the purpose of the account or the amount of loss you can financially and emotionally withstand. Those personal factors determine whether your strategy remains appropriate.
There are four different decisions people often combine under the phrase “stop investing”:

- Stop making new contributions while leaving existing investments in place.
- Sell some or all existing holdings and move to cash or another asset.
- Keep contributing according to the existing schedule.
- Rebalance to restore a target mix of stocks, bonds and cash.
Each choice has different tax, timing and risk consequences. Deciding among them requires more than knowing that an index or headline is down.
Five checks to make before changing your plan
1. Identify when the money will be needed
Time horizon is the period between today and the goal that the money must fund. A retirement account for several decades can generally tolerate more short-term price movement than a down payment needed next year, although the appropriate mix still depends on the individual. Investor.gov describes time horizon and risk tolerance as central inputs to asset allocation.
List the dates and amounts of your next major withdrawals. Separate money for near-term bills from money intended for distant goals. If a withdrawal is close, a large stock allocation can expose you to having to sell after a decline. If the goal is far away, a temporary market drop may not require a change, provided you can continue to tolerate the fluctuations.
2. Test your ability and willingness to absorb losses
Risk tolerance has two parts. Willingness is how comfortable you are seeing an account fall; ability is whether your income, savings and spending obligations allow you to wait for a recovery that may be uncertain in timing. Someone who cannot pay essential expenses after a job loss has less ability to take market risk, even if they feel optimistic about stocks.
Write down the largest decline you could endure without selling in panic. If the answer is smaller than the decline your current allocation could produce, the portfolio may be too aggressive for you. A lower-risk mix may be appropriate even when the market is rising; a downturn merely reveals the mismatch more clearly.

3. Compare your current mix with your intended allocation
Your investment plan should specify broad targets, such as percentages in stocks, bonds and cash, rather than relying on a recent winner. A decline in one asset class can move the portfolio away from those targets. Rebalancing means bringing the mix back toward the plan, not forecasting the next market move.
Investor.gov describes two common approaches: periodic rebalancing on a schedule and threshold-based rebalancing when an allocation drifts by a predetermined amount. Choose rules in advance, consider transaction costs and taxes, and avoid changing the target simply because one asset class has recently fallen.
4. Check diversification and concentration
Owning a broad range of companies, sectors and asset classes reduces dependence on any one investment. It cannot prevent losses when markets decline, and funds labeled “diversified” can still be heavily exposed to a particular country, sector or type of security. Review your actual holdings, including overlapping funds and employer stock, rather than counting account names.
A concentrated position, a speculative investment or an allocation that never matched your stated plan may warrant a review independent of the day’s headlines. The objective is to manage avoidable concentration, not to eliminate all investment risk.
5. Protect cash flow and emergency savings
Regular investing only works when it does not undermine essential spending or a cash reserve for unexpected expenses. Investor.gov’s guidance on financial resilience emphasizes maintaining savings and preparing for emergencies. If contributions force you to use high-cost debt or leave you unable to cover necessities, pausing new purchases can be sensible while you rebuild liquidity.

That decision is different from selling long-term holdings solely because prices are lower. Establish the cash amount and monthly contribution that your budget can support, then revisit it when income or expenses change.

Selling can feel like a way to stop the loss, but it converts an unrealized decline into a realized one and leaves you with a new question: when will you buy again? The market may move higher, lower or sideways while you wait. Missing a rebound can leave a portfolio below its intended value even if the investor eventually returns.
In its “World Investor Week 2026: Investor Bulletin,” the U.S. Securities and Exchange Commission (SEC) cautions: “Chasing returns through short-term trading or trying to “time the market” might lead to buying when an investment has reached all-time highs and selling when the market is falling, which can result in reduced investment returns.” This is a warning about the difficulty and cost of making two correct timing decisions, not a claim that markets recover on a predictable schedule.
Taxes, trading costs and account rules can add consequences. In a taxable account, selling may create a capital gain or loss; in a retirement account, transaction and withdrawal rules differ by account type. Obtain account-specific tax guidance before acting on a large sale.
Pausing contributions is not the same as selling
Stopping new contributions leaves your existing holdings exposed to market movements while reducing the amount you put at risk each pay period. It may be appropriate when your budget is strained, your emergency fund is inadequate or a near-term goal requires cash. It does not, by itself, fix an allocation that is too risky or too concentrated.

Continuing contributions buys more shares when prices are lower and fewer when prices are higher if the contribution amount stays constant. This approach is often called periodic investing or dollar-cost averaging. Investor.gov notes that periodic investing can spread purchases over time, but it does not guarantee a gain, prevent losses or ensure a profit compared with investing a lump sum immediately. Use it only with money you can leave invested and a schedule your budget can sustain.
If you receive an employer match or have an account with automatic contributions, check the plan rules before reducing the amount. The value of a match, tax treatment and withdrawal restrictions are specific to the plan; do not assume that every contribution has the same benefit.
When rebalancing can be more appropriate than stopping
A falling stock allocation can make a portfolio more conservative, while a falling bond or cash allocation can have the opposite effect. Rebalancing restores the risk level you selected rather than trying to identify a market bottom. It can involve directing new contributions to underweight assets, exchanging holdings or adjusting future deposits.
Use a written target and a tolerance band. For example, an investor might decide in advance to review a target whenever an asset class moves a specified number of percentage points away from its intended share. The exact target and band are personal decisions; the SEC does not prescribe one universal allocation.
Before trading, consider taxes, bid-ask spreads, fund restrictions and account fees. In a taxable account, directing new contributions toward an underweight holding may restore balance without immediately selling appreciated assets. In a retirement account, exchanges may have different tax effects, but plan rules still apply.

Investors approaching retirement need a different test
As retirement or another major withdrawal date approaches, the ability to wait through a prolonged decline generally falls. Investor.gov and historical SEC investor education guidance suggest considering a more conservative allocation as retirement nears, while recognizing that the appropriate mix depends on the person’s income sources, spending needs and longevity expectations.
Build a withdrawal plan that identifies which expenses will be met from cash, fixed-income investments and growth assets. A reserve for near-term spending can reduce the chance of selling stocks immediately after a decline, but holding too much cash for decades can also reduce growth potential. Review the plan when retirement is close, when spending changes or when a new source of income begins or ends.
A practical decision process for a volatile week
- Pause the headline reaction. Do not place a market order solely because an index fell that day. Give yourself time to review the plan and account consequences.
- Write down the goal and withdrawal date. Note how much money is needed and when. Separate short-term obligations from long-term objectives.
- Check your cash reserve and monthly budget. Decide whether contributions are affordable after essential expenses, debt payments and emergency savings.
- Inventory every holding. Record each fund, stock, employer position and cash balance. Look for duplicated exposures and concentrated positions.
- Calculate the current allocation. Compare actual percentages with the targets in your investment policy or written plan.
- Choose the smallest change that solves the problem. Possible actions include continuing the schedule, reducing contributions temporarily, directing new money to an underweight asset or rebalancing.
- Check taxes and account rules. Confirm potential gains, losses, fees, trading restrictions and withdrawal penalties before selling.
- Set a review date and rules. A calendar-based or threshold-based review is less likely to turn every headline into a trading decision.
How the main choices compare
| Choice | May fit when | Main risk or limitation |
|---|---|---|
| Continue planned contributions | The goal is distant, the allocation fits your risk capacity and contributions do not strain the budget. | Prices can keep falling; periodic investing does not guarantee gains or remove losses. |
| Pause new contributions | Cash flow is tight, emergency savings are inadequate or money is needed for a near-term obligation. | Existing holdings remain exposed, and you may miss purchases at lower prices. |
| Sell some holdings | Your goal date, risk capacity or allocation has materially changed, or a position is too concentrated. | Realizes losses or gains and creates the difficult decision of when to reinvest; taxes and costs may apply. |
| Rebalance | Market moves have pushed the portfolio away from a preselected target. | Trading can create taxes and fees; rebalancing is not a forecast of the next market move. |
| Move substantially to cash | Near-term spending needs or a major change in risk capacity requires preservation of liquidity. | Inflation and missed market growth can erode purchasing power, and a later return decision remains. |
Situations that can justify stopping or reducing risk
- An imminent expense: You need the money for tuition, a home purchase, taxes or essential living costs soon.
- Loss of income or high-cost debt: Maintaining a reserve and addressing expensive debt may take priority over additional investing.
- A changed risk capacity: A job loss, medical expense, family obligation or reduced future income can make the former allocation unsuitable.
- A portfolio mismatch: You discover that holdings are concentrated, speculative or much more volatile than your written plan allows.
- Approaching withdrawals: Retirement or another goal is close enough that a large stock decline would disrupt the spending plan.
These are plan-based reasons, not evidence that a particular market forecast is correct. Document the change that triggered the decision and the rule you will use to reassess it.

When individualized advice is worth considering
A broker or investment adviser can help evaluate allocation, taxes, account types and withdrawal sequencing when the decision involves substantial assets or competing goals. Investor.gov provides a lookup resource for checking financial professionals. Verify the person’s registration, services, fees and conflicts before sharing account information or signing an agreement.
No adviser can guarantee a market outcome. A useful meeting should clarify your objectives, time horizon, risk capacity, liquidity needs and the reasons for any recommended change.
Bottom line
Do not stop investing solely because stock prices are falling. Review the plan’s purpose, time horizon, risk tolerance, diversification, affordability and upcoming withdrawals. Continue an affordable schedule when the plan still fits; pause contributions when cash needs require it; and rebalance or reduce risk when your circumstances or target allocation have genuinely changed. Selling everything in response to fear is a timing decision with no reliable exit or re-entry signal.
