Usually, no. If your paycheck can support the contribution and your retirement plan still fits your time horizon and risk tolerance, a falling market by itself is a weak reason to stop 401(k) contributions. Regular payroll deposits continue buying investments at changing prices, and lower prices mean a fixed contribution purchases more shares. However, affordability comes first: cutting back can be sensible when contributions threaten essential expenses, leave you without emergency cash, or compete with expensive debt. Near-retirees and anyone whose allocation no longer matches their risk capacity should review the investments separately from the contribution rate.
This is general educational information, not an individualized recommendation. The SEC’s Investor.gov page “Don’t Panic, Plan It!” says: “Even during a time of market volatility it’s important to continue to contribute to your retirement plan, such as the Thrift Savings Plan (TSP), a 401(k) plan, or an Individual Retirement Account (IRA).” The same guidance says to continue “if you’re able” and to consider an available employer match.

What a bear market changes—and what it does not
A bear market is a substantial, sustained decline in market prices. It changes the current value shown in your account and may change the mix of investments that best fits your circumstances. It does not, on its own, prove that your contribution election is wrong or that your long-term retirement plan has failed.
Keep two decisions separate:
- Contribution rate: the percentage or dollar amount taken from each paycheck and deposited into the 401(k).
- Investment allocation: the funds or other plan investments that receive those deposits and hold your existing balance.
You can keep contributing while changing an allocation that is too aggressive, or keep the allocation while temporarily reducing contributions because cash flow is strained. A market decline is a reason to review both decisions, not an automatic reason to reverse either one.

Why continuing contributions can make sense
Lower prices buy more shares
With a fixed contribution, the number of shares purchased varies with the fund’s price. For example, a $300 payroll deposit buys 10 shares at $30 each, 15 shares at $20, and 7.5 shares at $40. This pattern—periodic investing of a similar amount—is commonly called dollar-cost averaging. Investor.gov explains that when markets drop, a regular contribution “actually acquires more shares of the fund,” which can help if prices later recover. FINRA’s May 19, 2026, discussion of dollar-cost averaging also describes recurring workplace contributions while warning that the approach does not guarantee a profit or prevent losses.
Buying more shares at lower prices is a mechanical result, not a promise that the market has reached its bottom. Prices can fall further, and a diversified portfolio can still lose money. The benefit is that you avoid making a single all-or-nothing timing decision with every paycheck.

Payroll investing keeps the plan rule-based
Stopping because of frightening headlines turns a long-term savings process into a market forecast. You would need to decide both when to leave and when to re-enter, and neither date is knowable in advance. Continuing the scheduled deposit keeps the decision tied to your retirement objective rather than to the latest index movement.
An employer match can be part of your compensation
Review the summary plan description and benefits portal before reducing your deferral. Find the match formula, the contribution level needed to receive the full match, any per-pay-period requirement, and the vesting schedule. Investor.gov encourages capturing an available match when it is affordable. Not every employer offers one, and formulas differ. An IRS “Operating a 401(k) plan” example illustrates one safe-harbor formula; it is not a universal rule. A lower contribution can therefore reduce money you would otherwise receive from the employer, but the exact consequence depends on your plan.

When reducing or pausing can be the responsible choice
Essential expenses and emergency reserves come first
Investor.gov states that only you can determine what is affordable and suggests reviewing your budget when money is tight. Do not borrow, skip rent or utilities, forgo necessary medical care, or eliminate a workable emergency reserve merely to preserve a contribution percentage. A temporary reduction can create breathing room while you stabilize income and expenses.
High-cost debt may change the priority
If minimum payments or rapidly compounding debt consume cash flow, compare the guaranteed interest cost with the value of an additional contribution. Preserve any contribution needed to obtain an affordable employer match if possible, then evaluate a broader reduction or pause with your budget. The correct choice depends on the debt rate, emergency savings, tax effects, and plan terms; a bear market is not the deciding variable by itself.

A contribution limit or payroll problem may require adjustment
For 2026, the IRS lists a basic employee elective-deferral limit of $24,500, or 100% of compensation if that is lower. Eligible catch-up contributions may apply. This is a statutory limit for 2026, not a required target, and catch-up eligibility and future limits can change. Check the current IRS guidance and your plan’s payroll rules before changing an election, especially if you have more than one workplace plan.

| Question | Continue | Reduce temporarily | Pause |
|---|---|---|---|
| Can you cover essential bills and minimum debt payments? | Yes, with a reserve for foreseeable costs. | Only after trimming the rate preserves necessities. | No; pausing may be necessary until essentials are secure. |
| What happens to the employer match? | Contribution reaches the level required for the available match. | Match is partly preserved or temporarily sacrificed after checking the formula. | Match is forfeited unless the plan has an unusual provision. |
| How long until withdrawals are expected? | Many years, allowing time to recover from downturns. | Intermediate horizon requiring a review of risk and cash needs. | Near-term withdrawals or a cash emergency require a deliberate plan, not a panic move. |
| Does the allocation fit your risk tolerance? | Yes; you can tolerate declines without abandoning the plan. | Allocation needs rebalancing or a less volatile mix. | Allocation and retirement-income strategy need professional or plan-specific review. |
| Are fees and investment choices reasonable? | Plan options and costs are understood and acceptable. | Consider lower-cost or better-diversified choices before changing the rate. | Do not assume stopping contributions fixes high fees; review the investments and plan disclosures. |
Contribution rate and allocation: a practical review
Check the contribution election
- Open the plan’s benefits or recordkeeper website and note the current percentage or dollar amount.
- Read the match formula, eligibility rules, vesting schedule, and whether the match is calculated per paycheck or annually.
- Confirm that any change will take effect on the intended payroll date and that automatic escalation is not silently changing the rate.
- If you reduce the rate, set a review date and a specific condition for restoring it, such as rebuilding a cash reserve or paying down a defined balance.
Review the investment allocation separately
The Department of Labor’s “Savings Fitness” guide presents regular saving and diversification as general principles. IRS guidance on plan assets explains that participant-directed plans offer diversified choices with different risk and return factors. Compare your current stock, bond, and cash exposures with your years until withdrawals, ability to tolerate losses, and other retirement assets. Rebalancing to a planned target can be different from selling everything after a decline.
Inspect fees
Read the fee disclosure for investment expenses, recordkeeping charges, and any individual-service fees. The Department of Labor’s “A Look At 401(k) Plan Fees” gives a hypothetical illustration: a $25,000 starting balance earning an average 7% a year for 35 years, with no further contributions, grows to about $227,000 at 0.5% annual fees versus about $163,000 at 1.5% fees. Those figures are the DOL’s example under its stated assumptions—not a forecast of your return or balance. Stopping contributions does not remove existing investment fees; changing to a lower-cost, suitable option may matter more.
Special case: approaching retirement
Someone expecting to withdraw soon has less time to wait for a recovery and may need assets that are less volatile for near-term spending. Investor.gov says people approaching retirement may consider moving toward more conservative investments. That is an allocation and income-planning discussion, not a blanket instruction to stop contributing or move the entire account to cash.

Common mistakes during a downturn
- Confusing an account statement with a realized loss: a lower quoted value is not the same as selling, but it still matters to your risk capacity and spending plan.
- Stopping after prices have already fallen: this can lock in a lower share price and leave you waiting for a re-entry signal that may never feel comfortable.
- Chasing a “safe” fund without checking its role: money-market or stable-value options can have different risks, restrictions, and returns from insured bank deposits.
- Changing every fund at once: make allocation changes against a written target rather than reacting to a single news cycle.
- Assuming the match is automatic: verify the formula, vesting, and timing in your own plan documents.
- Ignoring fees because the market is down: costs continue to reduce compounding in rising and falling markets.
- Trying to maximize by rule: the 2026 IRS limit is a ceiling, not an obligation. A sustainable rate that protects necessities is more useful than an unaffordable target.
A simple action plan for this paycheck
- Write down monthly essential spending, minimum debt payments, liquid savings, and the next known large expenses.
- Check the 401(k) match and vesting terms, then identify the contribution needed for the full available match if that amount is affordable.
- Record the current allocation, fund expense ratios, and administrative fees from the plan’s disclosures.
- Compare that allocation with your years to retirement and your ability to tolerate a further decline without selling in panic.
- Choose one action—continue, reduce, or pause—and document why, how long it lasts, and when you will reassess.
- Revisit the decision after a defined budget or life change, not after every market headline.
Bottom line
Do not stop 401(k) contributions solely because the market is in a bear market. If contributions are affordable, continuing a diversified, suitable plan can buy more shares at lower prices and may preserve an employer match. Reduce or pause when cash flow, essential expenses, expensive debt, or a near-term retirement need makes the current rate unsuitable. Review contribution rate, allocation, match, fees, and time horizon as separate decisions.
