Usually, no—not solely because rates have risen. Replacing an existing mortgage when new rates are higher generally increases the borrowing cost. Refinancing can still be rational for a specific objective, such as changing the term, removing a borrower, or accessing equity, but you must compare the complete new loan with the mortgage you already have. A lower monthly payment can conceal a longer payoff period, higher total interest, and closing costs that take years to recover.
This is general U.S. consumer information, not an individualized mortgage or tax recommendation. Rates, fees, underwriting, and state charges vary. Use actual, dated lender offers and your current loan documents before deciding.

What refinancing changes
A refinance pays off your current mortgage and replaces it with a new one. The relevant comparison is not simply “old rate versus new rate.” It includes the offered interest rate, fixed or adjustable structure, remaining balance, remaining term, new term, fees, points or lender credits, and your reason for borrowing.

A lender’s advertised payment is only one part of that analysis.

Why rising rates usually argue against a rate-and-term refinance
If your current mortgage has a lower fixed rate than the offers available now, replacing it normally raises the interest charged on the remaining balance. You also incur a new set of closing costs. The combination is usually unfavorable unless another benefit is valuable enough to offset it.
Payment comparisons can be misleading. Restarting a 30-year schedule may lower the required principal-and-interest payment because the balance is spread over more months, even though you pay interest for longer and may pay more in total. Ask lenders for a term that matches your remaining payoff horizon—such as a 22-year or 17-year term—rather than assuming the only choices are 15 or 30 years.
Legitimate reasons to refinance despite higher rates
Change the repayment term
A borrower may accept a higher rate to shorten the term and build equity faster, provided the new payment fits the budget. Compare the total interest and payoff date with simply making extra principal payments on the existing loan. A longer new term can have the opposite effect: a smaller scheduled payment but a later payoff and greater total interest.

Change the loan structure
Someone moving from an adjustable-rate mortgage to a fixed-rate loan may value payment certainty even if the initial fixed rate is higher. Conversely, moving to an adjustable product introduces future rate and payment risk. Compare adjustment caps, indexes, margins, and the first possible adjustment date in the written offer.
Remove or add a borrower
Refinancing may be used to remove an ex-spouse or add a co-borrower when a lender requires a new underwriting decision. The benefit is legal or financial control, not necessarily a lower rate. Confirm how title will be handled separately from the mortgage note.

Access home equity for a defined purpose
A cash-out refinance replaces the first mortgage with a larger loan and gives you the difference in cash. The economic test is whether the cost of extracting the money—interest on the larger mortgage plus origination and other fees—is lower than the cost of keeping the debt you would otherwise repay. The CFPB’s January 2025 Office of Research report describes that comparison and reports that cash-out refinances represented a larger share of refinances during periods of rising rates; that is historical analysis, not a recommendation or a current-market statistic.
Compare the complete economics, not just the rate
Request written Loan Estimates from lenders and compare offers on the same assumptions. Use the following checklist:
- Rate and type: fixed or adjustable, and the rate-lock period.
- Term: new number of years and the date the loan would be paid off.
- Principal-and-interest payment: compare this separately from property taxes, homeowners insurance, and other escrow items, which may change independently.
- Closing costs: origination, appraisal, title, recording, credit-report, and other charges; identify which are paid in cash and which are added to principal.
- Points and lender credits: make sure each quote uses comparable up-front pricing.
- Total cost over time: calculate the balance, interest, and fees over the shortest, longest, and most likely periods you expect to keep the loan.
- Loan features: prepayment penalty, balloon risk, adjustable-rate caps, and any special conditions.
- Cash-out amount: for an equity withdrawal, include the higher balance and the risk of securing previously unsecured debt with the home.
Closing costs and “no-cost” refinancing
Freddie Mac gives a general consumer estimate of refinance closing costs of 3%–6% of the loan principal. Its guidance says the amount varies with the lender, your credit score, and location; it is not a universal fee or a quote for your transaction. See Freddie Mac’s refinance-cost explanation.
“No-cost” does not mean free. A lender may cover fees by charging a higher interest rate, or may add the costs to the new principal. Ask for a written itemization and compare the loan’s total interest and balance—not just the cash required at closing—with a conventional-cost offer.
Points and lender credits move the cost through time
Discount points are paid at closing in exchange for a lower rate. Lender credits reduce up-front costs in exchange for a higher rate. The CFPB explains these trade-offs in its guidance on lender credits and discount points.

Request competing quotes with the same number of points and credits, then test each over your realistic holding periods. Paying points can be worthwhile only if the monthly interest savings arrive before you sell, refinance again, or otherwise repay the loan. Credits can help a cash-constrained borrower but cost more interest if the loan remains outstanding for a long time.

Use break-even math as a screen, not a verdict
A first-pass calculation is:
Up-front refinance costs ÷ monthly principal-and-interest savings = approximate months to recover costs.
For example, $6,000 of costs divided by hypothetical savings of $200 per month equals 30 months. This illustration is not a prediction of your savings. The calculation omits the new term, any added principal, tax and insurance changes, points, credits, prepayment effects, and the value of keeping a favorable existing loan. Compare total dollars paid at several dates instead of relying on one break-even month.
Cash-out refinance versus a home equity loan or HELOC
When rates are rising, replacing a low-rate first mortgage with a higher-rate cash-out loan can be especially expensive. A home equity loan or home equity line of credit may let you keep the existing first mortgage, but both use the home as collateral.
Home equity loan
A home equity loan is generally a separate, fixed-rate loan for a set amount. You receive a lump sum and make scheduled payments under its own term and fees.

HELOC
A HELOC is generally an adjustable-rate line. It typically has a draw period, when you can borrow within the limit, followed by a repayment period. Payments can rise as rates or the balance change. Confirm the margin, index, adjustment frequency, minimum payment, draw expiration, and repayment terms.
The CFPB’s higher-rate guidance explains these distinctions and warns that borrowing against equity—including to pay credit-card debt—can put the home at risk if future payments cannot be made. It quotes the practical danger directly: “While a home mortgage almost always has a lower interest rate than a credit card, refinancing credit card debt with a home loan can put the home at risk if the borrower is unable to make future payments.” Read the CFPB article on financing options in a higher-rate environment. Choose the product only after comparing the total cost and your ability to repay under adverse conditions.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A step-by-step way to decide
- Write down the current loan. Record the unpaid principal, interest rate, fixed or adjustable status, remaining term, monthly principal and interest, escrow, and any prepayment penalty.
- Define the goal. State whether you want a lower payment, a faster payoff, payment certainty, a borrower change, or a specific cash amount. If the goal is vague, do not treat a rate quote as a reason to proceed.
- Obtain multiple Loan Estimates. Ask each lender for the same balance, term, points, credits, and cash-out amount so the offers are comparable.
- Model several terms. Compare a term close to the years remaining, a shorter payoff, and any proposed longer term. Include the projected balance and total interest at dates when you might move or refinance again.
- Separate cash to close from total closing costs. Review the Loan Estimate and then the Closing Disclosure. The CFPB’s Closing Disclosure guide explains that total closing costs are shown separately from cash to close.
- Stress-test the payment. For an adjustable loan or HELOC, calculate payments at the permitted higher rates. For a cash-out loan, ask whether you could still pay if income fell or major repairs occurred.
- Check the break-even and exit plan. Compare the costs with the shortest, longest, and most likely time you will keep the loan. If you expect to move before the costs are recovered, the refinance usually fails its stated savings goal.
- Verify final documents. Confirm the rate, points, credits, principal, term, prepayment provisions, and cash required at closing match what you evaluated.
Borrower-specific constraints that can change the answer
- Home value and equity: A lower appraisal can change pricing, mortgage insurance, or eligibility.
- Credit standing and income: Underwriting may produce a rate materially different from an advertisement.
- Prepayment penalty: Include the charge for paying off the existing loan.
- Loan program rules: Government and conventional programs have different documentation and eligibility requirements.
- State and local charges: Recording taxes, transfer charges, and title costs differ by location.
- Timing: A rate lock can expire, and market pricing can change before closing.
The CFPB’s handout identifies home value, credit standing, and prepayment penalties as issues to examine. No general article can determine your approval, exact rate, or savings; only an actual offer and your documents can do that.
Tax treatment of refinance points
Do not assume points are immediately deductible. The IRS’s 2025 Instructions for Schedule A (Form 1040) state: “Generally, you must deduct points you paid to refinance a mortgage over the life of the loan.” The instructions also discuss different treatment when some proceeds are used to substantially improve the main home. Your eligibility depends on your facts and current tax rules, so retain settlement records and consult a qualified tax professional.
What the historical higher-rate evidence does—and does not—say
The CFPB’s December 21, 2022 article reported that nearly a million consumers borrowed through home equity loans or lines of credit in the second quarter of 2022, 37% more than in the second quarter of 2021. Those figures describe that period only; they are not current lending-volume estimates. The article is useful for understanding product trade-offs, not for predicting today’s rates or your approval.

Decision checklist
- My written offer meets a clearly stated goal.
- I compared the new loan with keeping the current mortgage and, for equity needs, with a home equity loan and HELOC.
- I used the same points-and-credits assumptions for each quote.
- I know total closing costs, cash to close, the new payoff date, and projected total interest.
- I tested the payment under plausible rate, income, and repair-cost stress.
- I checked the prepayment penalty, appraisal and equity requirements, and tax treatment of points.
- I expect to keep the loan long enough for the economics to work.
Frequently asked questions
Should I refinance if my payment would be lower?
Not automatically. Determine whether the lower payment comes from a longer term, added principal, or a higher total interest bill. Compare the payoff date and total dollars paid.
Is a cash-out refinance safer than credit-card debt?
The interest rate may be lower, but the debt becomes secured by your home. Compare extraction costs with continuing the other debt and make sure the payment remains affordable.
Can I refinance into a custom term?
Often you can request a term that matches your remaining years, but availability depends on the lender. Ask explicitly rather than accepting a new 30-year schedule by default.
Recommended Free Tools
Does paying points always save money?
No. Points lower the rate in exchange for cash up front. They help only if the interest savings exceed that cost before you repay or refinance the loan.
