Usually, prioritize your workplace 401(k) up to the full employer match, then decide how to divide additional savings between retirement and a 529. That sequence is a starting point, not a universal rule. Your employer’s matching formula, plan fees and vesting, household cash reserves and debt, tax bracket, Roth IRA eligibility, state 529 incentives, and the years until college can change the answer. Retirement funding generally deserves protection because education can be financed in ways retirement cannot; an employer match can also make the first dollars in a 401(k) unusually valuable.

What to prioritize first after a child is born
Becoming a parent creates two competing long-term goals: maintaining your own financial independence and helping pay for a child’s education. The accounts are not interchangeable. A 401(k) and Roth IRA are designed primarily for retirement, while a 529 is designed for qualified education expenses. The most useful order is therefore based on incentives and consequences rather than on a single account being “best.”
1. Build enough household resilience to avoid raiding long-term accounts
Before increasing any investment contribution, make sure the household can handle near-term shocks. A cash reserve for insurance deductibles, medical bills, parental leave, childcare changes, and job interruptions reduces the chance that you will borrow from retirement or take a nonqualified 529 distribution. Pay attention to high-interest debt as well: the guaranteed interest cost can outweigh the uncertain investment return from adding more money to a tax-advantaged account.

2. Capture an available 401(k) match
Read the summary plan description or benefits portal to identify the match formula, the employee contribution required to receive the full match, the vesting schedule, and any per-pay-period rules. Contributing enough to receive the full match is often the strongest first retirement step because the employer contribution is additional compensation, subject to the plan’s vesting terms. No particular match is assumed here; the value depends entirely on your employer’s actual plan.
3. Protect retirement before committing every extra dollar to college
Your child may qualify for scholarships, choose a lower-cost school, attend community college, work, or use financial aid. You cannot borrow for your own retirement in the same way. If retirement saving is substantially behind, direct more of the next dollar to retirement after the match, even if that means starting a 529 with a modest amount.
How the three accounts differ
| Account | Primary purpose | Federal tax treatment | 2026 limit or restriction | Facts to verify |
|---|---|---|---|---|
| 401(k) | Employer-sponsored retirement saving | Traditional deferrals generally receive federal income-tax deferral; designated Roth 401(k) contributions are taxed currently, and qualified distributions are generally tax-free. | $24,500 basic employee elective-deferral limit for most plans in 2026. Plan terms, age-based catch-ups, and special plan types can change the applicable limit. | Match formula, vesting, fees, investment menu, loan and withdrawal provisions, and whether traditional and Roth contributions are available. |
| Roth IRA | Individually owned retirement saving | Contributions are not deductible. Qualified distributions are generally excluded from income. | $7,500 combined traditional and Roth IRA limit in 2026, or $8,600 for contributors age 50 or older, subject to taxable compensation and Roth income rules. | Filing status, modified adjusted gross income, taxable compensation, current and expected tax rates, and account investment costs. |
| 529 plan | Qualified education expenses for a designated beneficiary | Qualified distributions are generally not taxable. A distribution greater than adjusted qualified education expenses can create taxable earnings and may trigger an additional tax. | No general annual contribution limit is stated in the cited IRS guidance. State-program rules, gift-tax treatment, and plan limits still apply. | Home-state tax benefits, fees, investment options, eligible expenses, beneficiary changes, and funding horizon. |
The IRS defines a qualified tuition program (QTP), also called a section 529 plan, as “a program established and maintained by a state, or an agency or instrumentality of a state, that allows a contributor either to prepay a beneficiary’s qualified higher education expenses at an eligible educational institution or to contribute to an account for paying those expenses.” This definition covers both prepaid and savings-style programs; the plan’s own terms determine how an account operates.

401(k): why the match and plan design matter
Traditional versus Roth contributions
Traditional 401(k) contributions generally reduce taxable income now and are taxed when distributed. Designated Roth 401(k) contributions are included in income now, while qualified distributions are generally tax-free. Neither tax treatment is automatically superior. Compare your current marginal tax rate with the rate you reasonably expect in retirement, while recognizing that future law and income are uncertain.

The 2026 employee limit
The Internal Revenue Service announced a basic 2026 employee elective-deferral limit of $24,500 for most 401(k) plans. That figure applies to the employee’s combined traditional and designated Roth 401(k) deferrals, not to the employer match. Age-based catch-up limits and special plan rules can increase the amount for eligible participants, so use the limit shown in your plan materials and the IRS guidance for your age and plan type.
Costs and access provisions
Compare the expense ratios of the available funds, administrative charges, advice fees, and any restrictions on investment choices. Check whether the plan permits loans, hardship distributions, in-service withdrawals, or a rollover after leaving the employer. These provisions affect flexibility, but they should not be treated as a reason to overfund an expensive plan when a lower-cost option is available elsewhere.
Roth IRA: tax flexibility with eligibility limits
How contributions and withdrawals work
Roth IRA contributions are made with after-tax money and are not deductible. Qualified distributions are generally tax-free, subject to the account’s age and holding-period rules and other requirements. Because the account is individually owned, you choose the provider and investments rather than accepting only an employer’s menu. The account’s access rules are different from a 401(k), so do not assume that every withdrawal is tax-free simply because the account is labeled Roth.

For 2026, the general combined contribution limit for all of your traditional and Roth IRAs is $7,500; the IRS lists $8,600 for contributors age 50 or older. Contributions cannot exceed taxable compensation. Roth IRA eligibility is also restricted by modified adjusted gross income and filing status. The 2026 phase-out range is $153,000–$168,000 for single filers and heads of household, and $242,000–$252,000 for married couples filing jointly. These are phase-out ranges, not a promise that every taxpayer below or above a boundary can contribute the same amount. Use the IRS calculation for your filing status and tax year.

When a Roth IRA may outrank additional 401(k) saving
After receiving the full match, a Roth IRA can be attractive when your 401(k) has high fees, a narrow investment menu, or no Roth feature, or when you value the account’s individual ownership and tax diversification. If your income is within the phase-out range, calculate the permitted contribution before depositing money; an excess contribution can create penalties unless corrected under IRS rules.
529 plans: targeted education funding
What counts as the account’s job
A 529 is intended for qualified education costs for its beneficiary. Qualified distributions are generally not taxable when used for adjusted qualified education expenses. The account can therefore provide tax-free growth for a known education goal, but its tax advantage is tied to that goal. Keep receipts and coordinate withdrawals with scholarships, grants, tuition assistance, and other tax benefits so that the same expense is not used twice.
State incentives can change the result
Some states offer an income-tax deduction or credit for contributions to a state-sponsored plan; others offer no state tax benefit. Fees, investment choices, residency requirements, and rules for changing beneficiaries vary. The available information does not identify your state or establish any particular plan as best. Compare your home-state plan with other eligible plans using the state’s current disclosure statement and tax guidance before contributing.

A beneficiary can often be changed to another eligible family member under plan rules, allowing the money to support a different student. A nonqualified distribution generally leaves the earnings portion subject to ordinary income tax and an additional tax, although exceptions can apply. Do not fund a 529 on the assumption that every dollar can later be withdrawn for any purpose without cost.
What the 529-to-Roth IRA rollover does—and does not—solve
Federal law allows a narrow direct rollover from a 529 to a Roth IRA when the IRS conditions are met. The special rule is not a general escape hatch for unused college money. The IRS guidance describes these key limits:

- The lifetime amount that can qualify for the rollover is capped at $35,000 for a beneficiary.
- The transfer counts against the recipient’s annual Roth IRA contribution limit. For 2026, that means it uses part of the $7,500 general IRA limit, or the $8,600 age-50-or-older limit, rather than creating extra Roth space.
- The 529 account must have been maintained for at least 15 years under the described rule.
- Recent contributions and their earnings are subject to additional timing restrictions, and the Roth IRA must be held in the same beneficiary’s name.
- The recipient still must satisfy applicable Roth IRA eligibility requirements, including taxable compensation and income rules.
Because the rollover is capped, delayed, and condition-dependent, it should be treated as a contingency when choosing how much to place in a 529—not as proof that education and retirement accounts are fully interchangeable.

- Write down the household baseline. List emergency savings, high-interest debt, insurance gaps, expected childcare costs, and parental-leave income. Decide what amount can be invested without relying on a future bonus or tax refund.
- Extract the 401(k) facts. Record the match formula, vesting schedule, per-pay-period requirements, total fees, investment menu, traditional and Roth features, and withdrawal provisions.
- Contribute enough for the full match, if practical. Confirm that payroll contributions are allocated across the entire year if the plan has no true-up for missed matching opportunities.
- Check Roth IRA eligibility. Use your expected 2026 filing status, modified adjusted gross income, and taxable compensation. Apply the combined IRA limit across all traditional and Roth IRA deposits.
- Choose the tax mix for retirement. Compare the value of a current deduction from traditional 401(k) contributions with paying tax now for Roth treatment. Diversifying between the two can reduce dependence on one forecast of future tax rates.
- Set an education target. Estimate the share of expected costs you want to cover, the number of years until withdrawals, and a monthly contribution that does not crowd out retirement. A target is more useful than an arbitrary percentage of income.
- Compare 529 plans. Review your state’s tax treatment, fees, investment options, qualified-expense definitions, beneficiary-change rules, and disclosure documents. Recheck these details annually.
- Automate and revisit. Use payroll deferrals for the 401(k), recurring transfers for a Roth IRA when eligible, and an automatic 529 contribution. Revisit after a job change, income change, additional child, move to another state, or major change in college plans.
How the priority changes in common situations
You have no employer match
Without a match, compare the 401(k)’s fees, investment menu, and tax benefits with a Roth IRA’s flexibility and ownership. A low-cost Roth IRA may come first for some households, while a traditional 401(k) may be more valuable when the current deduction is important or the IRA income limits prevent a direct Roth contribution.
You are behind on retirement
Keep enough 529 saving to preserve a meaningful education habit if that goal matters, but direct most additional capacity to retirement after any available match. The child’s education options are varied; your retirement income needs are less negotiable.

You are already on track for retirement
Once retirement contributions meet your plan and cash reserves are adequate, a 529 can receive a larger share if education funding is a priority and your state’s tax treatment is favorable. Keep the investment horizon in view: a child entering college in a few years generally cannot absorb the same market risk as a newborn’s account.
Your income is above the Roth IRA phase-out
Do not make an ineligible direct Roth IRA contribution. Reassess the 401(k), including designated Roth contributions if available, and obtain tax advice before considering any IRA strategy that involves conversions. The correct approach depends on existing IRA balances, tax basis, filing status, and current law.

You may move between states
State tax benefits can change after a move. Read the new state’s rules and determine whether a prior deduction or credit is recaptured, limited, or unaffected. Federal 529 treatment does not settle every state tax question.
Common mistakes to avoid
- Saving for college before capturing a match. The opportunity cost is the employer contribution you failed to earn under your plan’s rules.
- Assuming a 529 is a universal savings account. Nonqualified withdrawals can make the earnings taxable and may add a penalty.
- Counting on the $35,000 rollover to justify overfunding. The rollover has a 15-year holding requirement, annual-limit interaction, lifetime cap, and other conditions.
- Ignoring fees. Small annual costs compound over decades; compare the 401(k) and 529 disclosures rather than judging by a fund name alone.
- Exceeding Roth limits. Coordinate contributions made through multiple IRAs and confirm taxable compensation and modified adjusted gross income.
- Using one tax forecast as certainty. Traditional and Roth accounts shift when tax is paid; neither guarantees a lower lifetime tax bill.
- Failing to update beneficiaries and contacts. Check beneficiary designations after a birth, adoption, divorce, remarriage, or change in estate plan.
Annual review checklist
- Verify the 401(k) match, vesting, fees, and investment lineup in the current plan documents.
- Confirm the IRS limits and Roth income thresholds for the tax year you are using; 2026 figures can change in later years.
- Recalculate taxable compensation and modified adjusted gross income before funding a Roth IRA.
- Review your state’s current 529 deduction or credit, eligible plans, fees, and qualified-expense rules.
- Compare the 529 balance with the education target and the years remaining before withdrawals.
- Check beneficiary designations and keep records supporting qualified 529 withdrawals.
- Increase contributions after raises only after preserving adequate cash reserves and insurance coverage.
The best sequence is the one that captures valuable employer benefits, keeps retirement viable, and funds education at a level your household can sustain. Treat the 401(k), Roth IRA, and 529 as complementary tools with different tax rules and access restrictions, then adjust the mix as your income, state, employer plan, and children’s plans change.
