Should You Keep Investing During a Bear Market or Wait for Stocks to Recover?

For a long-term goal, adequate cash reserves, and a diversified portfolio that fits your ability to tolerate losses, continuing your scheduled investments is generally more consistent with current U.S. investor guidance than selling and waiting for an “all-clear.” Waiting is itself a market-timing decision: you must decide both when to leave and when to return, and the market can rise before you feel confident enough to buy again.

That conclusion does not mean buying every dip, borrowing to invest, or keeping money in stocks when you need it soon. The right response depends on the job and date of the money, your emergency savings and debt, your asset allocation, and whether you are discussing existing holdings, recurring contributions, or a new lump sum. This is general education, not individualized financial advice.

What counts as a bear market?

Investor.gov describes a bear market as a period of falling stock prices accompanied by pessimistic sentiment. Its glossary notes a broad convention: a market index down 20% or more for at least two months. The threshold describes what has happened; it does not signal that prices have bottomed or that a recovery is due. A particular stock, sector, or country can fall more or less than a broad index, so the label does not tell you how your portfolio has performed.

The definition also does not establish whether any specific index is in a bear market now. It is a vocabulary tool for discussing risk, not a trading signal.

Why waiting for a recovery is harder than it sounds

You must make two timing decisions

Selling or stopping contributions requires a future re-entry decision. The SEC-led World Investor Week 2026 Investor Bulletin, issued October 5, 2026 by the SEC’s Office of Investor Education and Advocacy, CFTC, FINRA, NASAA, NFA, and SIPC, cautions that short-term trading and market timing can lead to buying at all-time highs and selling while prices are falling, reducing returns.

The bulletin states: “Chasing returns through short-term trading or trying to ‘time the market’ might lead to buying when an investment has reached all-time highs and selling when the market is falling, which can result in reduced investment returns.” A recovery is only visible after prices have already risen; waiting for certainty can therefore mean missing part of it.

A lower price is not a guaranteed bargain

A bear market can last longer or fall further than an investor expects. A 20% decline is not a forecast of the next move, and a falling price does not by itself prove that a company, fund, or index is sound or suitable for you. Continuing a contribution is a disciplined process, not a promise of profit.

When continuing scheduled investing can fit your plan

For money assigned to a distant goal, regular contributions can keep your process from turning into a reaction to headlines. Dollar-cost averaging means investing equal amounts at regular intervals regardless of price movements. At lower prices, the same contribution buys more shares; at higher prices, it buys fewer. Investor.gov emphasizes that this method does not guarantee a profit or eliminate investment risk.

The World Investor Week bulletin says, “Patient, periodic investing—and employing strategies such as dollar-cost averaging—can help mitigate volatility and short-term swings in portfolio performance.” “Mitigate” does not mean prevent losses. Your account value can still decline, and a contribution made before another drop can lose value temporarily.

Conditions to check first

  • Long enough horizon: The goal is far enough away that you can withstand a prolonged decline without selling to pay for it.
  • Cash resilience: You have savings for unplanned expenses and ordinary bills, so a market drop will not force an emergency sale.
  • Risk-appropriate allocation: The mix of stocks, bonds, and cash reflects both your time horizon and the amount of loss you can financially and emotionally withstand.
  • Diversification: Holdings are spread across and within asset classes rather than concentrated in one company, sector, or narrow theme.
  • Affordable contributions: Investing does not require borrowing, skipping essential expenses, or carrying avoidable high-interest debt.

When stopping or reducing stock exposure may be appropriate

The money is needed within about five years

The SEC’s beginner guide to asset allocation, diversification, and rebalancing warns that risky investments may be unsuitable for a goal five years or less away. If the market is down when tuition, a home purchase, a tax bill, or another known expense arrives, you may have to sell at a loss. Money earmarked for an imminent expense and emergency funds should not be put into volatile stocks simply because prices have fallen.

Your circumstances or capacity for loss changed

A job loss, unstable income, new debt, a medical expense, or a change in family obligations can make a previously reasonable contribution too large. Capacity for loss is different from willingness to tolerate a headline decline: you may dislike volatility yet have secure finances, or feel optimistic while lacking the cash to absorb a loss. Recalculate what you can invest after essential spending, minimum debt payments, and an appropriate cash reserve.

Your allocation no longer matches the goal

If a downturn reveals that you would sell in panic, the issue may be an allocation that is too aggressive. Review the plan and, if needed, rebalance deliberately toward your target rather than making an all-or-nothing exit. Diversification can reduce concentration risk, but it cannot prevent losses in a broad market decline.

Separate the three decisions investors often combine

“Should I keep investing?” can refer to different actions with different trade-offs. Treat them separately instead of applying one rule to all of them.

Decision What a disciplined process addresses What the official guidance establishes
Existing holdings Whether the current allocation still fits your goal, horizon, and risk tolerance; whether concentration or cash needs require a planned change. Allocation and diversification should reflect personal circumstances; timing a sale and repurchase can reduce returns.
Recurring payroll or retirement contributions Whether contributions remain affordable and the investment mix remains appropriate. Patient, periodic investing and dollar-cost averaging can help mitigate short-term volatility, without guaranteeing profits.
New lump sum How investing a one-time amount affects your cash reserve, risk exposure, and ability to tolerate an immediate decline. The cited guidance supports patient periodic additions but does not establish one best lump-sum method for every investor.

For an existing holding, “do nothing” is still a decision to keep its current risk. For recurring contributions, stopping may leave your long-term plan underinvested and can turn a temporary drop into a permanent timing choice. For a lump sum, consider whether the money is truly long-term and whether investing it all at once would exceed your ability to stay invested; a written schedule can impose discipline, but no schedule removes market risk.

A step-by-step bear-market review

  1. Write down the purpose and date of each account. Label retirement, a child’s education, a house deposit, a reserve, and other goals separately. Record when each amount is likely to be needed.
  2. Protect near-term spending. Keep emergency savings and money for goals within roughly five years outside investments whose value could fall sharply. Confirm that essential bills and minimum debt payments are covered.
  3. Measure your current allocation. List stock, bond, cash, and other exposures, including workplace plans and taxable accounts. Look for a single company, sector, or country that dominates the risk.
  4. Compare the allocation with your written target. If the mix has drifted, rebalance according to your plan, tax situation, and account rules rather than reacting to the day’s market move. A target that you cannot hold through a decline needs revision.
  5. Stress-test your behavior. Ask how you would fund a major expense if markets stayed depressed for several years. If the answer is “sell stocks immediately,” increase liquidity or reduce risk before adding more.
  6. Choose a contribution rule. If contributions are affordable and the goal is long term, keep the established schedule or document any change. Avoid changing the amount every time prices move.
  7. Set review triggers that are not headlines. Revisit the plan after a job or income change, a new debt obligation, a major goal-date change, or a material shift in risk tolerance. Do not use a predicted recovery date as a trigger.
  8. Document the decision. Note the goal, time horizon, allocation, contribution amount, and conditions that would cause a review. A written rule can reduce the temptation to sell during the next sharp decline.

What history can—and cannot—tell you

The SEC’s 2017 “Saving and Investing” guide gives a useful illustration of both recovery risk and the effect of continued contributions. It says investors who bought at the 1929 peak waited over 20 years for the stock market to return to the same level. The guide also says people who continued adding through the 1930s would have done well over the following 20 years or more.

That example is not a timetable for today’s market, a guarantee that continued buying will succeed, or evidence that every stock recovers. It demonstrates why a near-term goal can be exposed to a long wait and why contributions made at lower prices can change an investor’s eventual result.

The same 2017 guide characterizes long-run stock returns as around 10% a year in nominal terms, or approximately 6%–7% after inflation. Those are broad historical descriptions in an older educational publication, not a forecast, guaranteed rate, or current expected return. Fees, taxes, inflation, allocation, and the start and end dates all affect an individual outcome.

Common mistakes during a downturn

  • Calling a bottom: No definition of a bear market tells you that the next session, month, or year will rise.
  • Waiting for an all-clear: A decision to re-enter requires a second timing call and may occur after prices have recovered.
  • Investing emergency cash: A lower price does not make money needed for rent, medical care, or an imminent purchase suitable for stocks.
  • Borrowing to buy the dip: Leverage can force a sale at the worst time and adds interest costs to an already volatile position.
  • Confusing diversification with safety: Diversification reduces concentration risk but cannot prevent a portfolio-wide loss.
  • Using historical averages as promises: Long-run figures do not specify when the next recovery will occur or what your return will be.
  • Changing a retirement contribution without checking the plan: A pause can alter employer matching or your savings rate; review the plan’s rules before acting.

Questions to answer before you change course

Use these questions as a quick decision screen:

  • When will I need this specific money, and could that date move closer?
  • Could I meet expenses and an unexpected bill without selling investments?
  • Has my income, debt, family situation, or risk capacity changed since I chose this allocation?
  • Am I diversified across assets and holdings, or reacting to a loss in one concentrated position?
  • Am I deciding about an existing holding, a recurring contribution, or a lump sum?
  • What objective rule—not a forecast—would make me review or rebalance the plan?

If you cannot answer these questions or cannot design an allocation you could hold through a severe decline, consider consulting a qualified financial professional. Verify credentials, services, conflicts, and fees before hiring anyone. An archived Investor.gov commentary by former SEC investor-education director Lori Schock also points readers with risk-tolerance questions toward professional help; it is personal educational commentary, not a current individualized recommendation.

Bottom line for a long-term investor

Keep a diversified, risk-appropriate contribution plan running through a bear market when the money is for a distant goal, your cash reserve and income can cover near-term needs, and the allocation is one you can hold during a prolonged decline. Do not interpret that as “buy anything that has fallen.” Stop, reduce, or redesign the plan when the money is needed soon, your financial resilience has weakened, or the portfolio takes more risk than you can bear. History shows that recoveries can take many years, but it cannot provide a reliable date for the next one.
