Yes—neutral analyst sentiment by itself is not a good reason to remove international stocks from a long-term portfolio. A strategic allocation to companies outside the United States can diversify your exposure to U.S. mega-cap stocks, add participation in foreign earnings and currencies, and provide access to valuations that may differ materially from U.S. prices. The appropriate holding depends on your objective, time horizon, tax situation, fees and ability to tolerate currency, political and country risk.
Use analyst forecasts as context rather than a trading signal. Set an allocation you can maintain, choose a suitable fund or security structure, and rebalance when your portfolio drifts. A neutral rating may describe the next year; your international allocation should serve a multiyear plan.

What a neutral analyst view actually means
“Neutral” is not the same as “sell.” It usually means an analyst or survey does not see a sufficiently strong catalyst for an overweight position relative to a benchmark over the period being discussed. The rating can reflect uncertainty about economic growth, interest rates, currencies, elections, trade policy or corporate earnings. Different analysts can also use different benchmarks and time horizons.

A neutral view can be correct while an asset class still delivers a useful long-term return, and a bullish view can be wrong.

Why international stocks can still matter after years of U.S. leadership
Diversification across economies and companies
U.S. stocks have been led by a relatively small group of very large companies in recent years. Owning developed and emerging markets adds businesses whose revenues, currencies, regulation and economic cycles are not identical to those of the United States. Diversification cannot prevent losses, but it can reduce dependence on one country, one market structure or a narrow set of mega-cap companies.
Valuation dispersion creates a different starting point
Fidelity’s March 17, 2026 comparison reported that foreign large-cap stocks traded at about a 30% discount to U.S. stocks on forward price-to-earnings ratios and at more than a 50% discount on price-to-book ratios. Those spreads are date-sensitive and do not prove that foreign shares will outperform. They do indicate that investors are paying substantially different prices for expected earnings and accounting book value across markets.
Long-term return potential is not limited to the United States
Vanguard’s June 30, 2026 model projected 10-year annualized returns of 4.5%–6.5% for developed markets outside the United States and 2%–4% for emerging markets. These are hypothetical, model-based ranges rather than promises. They can change as prices, interest rates, earnings expectations and currencies change. The same model does not provide a reliable one-year timing signal.

Different economic exposures
Foreign indexes can have different sector weights, dividend practices and concentrations than U.S. indexes. That can complement a U.S.-heavy portfolio, although it also introduces industries, governments and accounting conventions that may be unfamiliar. Schwab’s June 2026 outlook noted that global earnings remained supportive while concentration, inflation, geopolitical turmoil and policy uncertainty increased the need for deliberate diversification and risk management.

How much of a stock portfolio should be international?
There is no universally correct percentage. Your target should reflect how much diversification you need, how much volatility you can tolerate and how your other assets are exposed. Vanguard investor guidance says that investing 30%–50% of a stock portfolio internationally can help diversify, while also warning about foreign-currency and political risks. That is a planning reference, not a prescription for every investor.
Think in terms of a policy range rather than a forecast:
- Lower end: A smaller allocation may suit someone with substantial foreign exposure through a pension, business income or other assets, or someone who cannot tolerate currency and political volatility.
- Middle range: A balanced global stock allocation can reduce reliance on U.S. market leadership while keeping the United States as a major component.
- Upper end: A larger international share may fit an investor with foreign spending needs, a strong diversification objective or a long horizon and high tolerance for tracking error versus a U.S.-only benchmark.
Choose the percentage before reading the next market forecast. Then write down a rebalancing rule, such as reviewing annually and directing new contributions to whichever region is below target. This prevents a neutral headline from turning into a large, unplanned bet.

| Structure | What it provides | Key decisions |
|---|---|---|
| International ETF | A tradable basket of foreign companies, usually tracking an index | Developed-only versus developed plus emerging markets, expense ratio, bid-ask spread, tracking difference and currency policy |
| International mutual fund | Pooled exposure priced once per trading day | Index or active mandate, expense ratio, transaction policies, tax distributions and minimum investment |
| ADR | A U.S.-traded receipt representing shares of a non-U.S. company | Company-specific concentration, sponsorship and custody arrangements, trading liquidity, fees and withholding treatment |
| Foreign-listed share | Direct trading on a foreign exchange | Broker access, local-market hours, currency conversion, settlement, custody, tax forms and investor protections |
| Separately managed account | Professionally managed individual holdings | Management fee, minimum account size, customization, tax-loss harvesting and benchmark discipline |
For most investors seeking broad diversification, a low-cost, broadly diversified international fund is simpler than selecting individual foreign companies. Individual shares or ADRs can make sense for a deliberate, researched position, but they do not substitute for country and sector diversification.
Developed markets, emerging markets and breadth
Developed markets
Developed-market funds generally hold companies in economies with mature financial systems and established exchanges. They can still experience recessions, political changes and sharp currency moves. Vanguard’s 2026 outlook ranked non-U.S. developed-market equities among its strongest five-to-10-year public-market risk-return profiles, behind high-quality U.S. fixed income and U.S. value-oriented equities in its quoted ordering.
Emerging markets
Emerging-market funds add economies with faster potential growth but greater volatility, policy uncertainty, liquidity constraints and governance risk. Vanguard’s June 30, 2026 model projected a lower 2%–4% 10-year annualized return range for emerging markets than for developed markets outside the United States. That forecast is hypothetical and should not be read as a near-term ranking or guarantee.

A broad ex-U.S. fund can reduce the risk that one country or region dominates your outcome. Regional or single-country funds provide more targeted exposure and therefore require a stronger reason, a defined position size and a willingness to accept larger tracking differences.

Currency hedging: decide what risk you want
An unhedged international fund lets changes in foreign currencies affect your U.S.-dollar return. If a foreign currency rises against the dollar, it can lift the dollar value of foreign holdings; if it falls, it can reduce that value even when local share prices rise. Currency exposure can diversify a U.S.-only portfolio, but it also adds volatility.
A currency-hedged fund uses contracts intended to reduce that exchange-rate effect. Hedging can make returns track local equity performance more closely, but it has costs, can be imperfect and removes some potential benefit when foreign currencies strengthen. Neither approach is universally superior. Match the choice to your spending currency, time horizon and tolerance for tracking error.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Costs, taxes and account location
Compare the full cost of ownership, not just a headline expense ratio. Include the fund’s expense ratio, bid-ask spread, trading commission if any, foreign-market transaction costs, custody charges and advisory fees. Tracking difference—the gap between a fund’s return and its benchmark—can reveal implementation costs that an expense ratio does not capture.
Taxes vary by country, security and account type. Foreign companies may withhold tax from dividends. In a taxable account, you may be able to claim a foreign tax credit subject to applicable rules and limits; the treatment differs from that in a retirement account. Foreign-listed shares can create additional reporting, settlement and currency-conversion work. Read the fund’s prospectus and your tax authority’s guidance, and consult a qualified tax professional for your circumstances.

When reducing or avoiding international exposure can be reasonable
International stocks are not mandatory. A lower allocation—or none—may be defensible when the risks conflict with your plan:
- You need the money soon and cannot withstand a sharp drawdown or currency loss.
- Your future spending, employment or business already depends heavily on foreign economies or currencies.
- You cannot manage additional tax forms, withholding questions, trading hours or custody arrangements.
- You have a specific legal, ethical or liquidity constraint that a broad fund cannot address.
- You would abandon the position after a period of underperformance, making the allocation too difficult to maintain.
These are portfolio-fit decisions. They are different from selling solely because analysts are neutral.
A practical process for setting and maintaining the allocation
- Define the job. Decide whether international stocks are intended to diversify U.S. holdings, support future foreign spending, participate in non-U.S. earnings or reduce concentration in U.S. mega-cap companies.
- Set a target range. Choose a percentage of your stock allocation, not of your entire portfolio if bonds and cash are included. Use a range that you can hold through a multiyear period of underperformance.
- Select breadth. Decide between developed-only and developed-plus-emerging exposure, and check country and sector weights in the benchmark.
- Choose currency treatment. Compare hedged and unhedged versions and understand how each will affect dollar returns and tracking error.
- Evaluate structure and costs. Review expense ratio, spread, liquidity, tracking history, tax documents, withholding and account-location implications.
- Implement gradually if needed. If moving a large amount would cause stress, direct new contributions or use a staged schedule consistent with your written plan rather than reacting to headlines.
- Rebalance by rule. Review at a defined interval or when the allocation leaves its range. Rebalance with contributions, withdrawals or tax-aware trades before making a discretionary forecast-based switch.
Examples of decisions under different circumstances
A U.S.-heavy retirement portfolio
An investor whose stock holdings are almost entirely U.S. companies may add a broad international fund to reduce country concentration. The investor can keep the target moderate, use regular contributions to build it and rebalance annually.
An investor with foreign spending needs
Someone expecting tuition, relocation or retirement expenses in another currency may value unhedged foreign exposure because it can better match future liabilities. The appropriate amount depends on the timing and currency of those expenses, not on a market commentator’s rating.
A short-horizon investor
An investor who needs the money within a few years may not have time to recover from an equity or currency drawdown. Reducing overall stock risk, rather than rotating between countries based on forecasts, is the more relevant adjustment.
Questions to ask before buying a fund or foreign share
- Does the benchmark include both developed and emerging markets?
- What countries, sectors and largest companies dominate the portfolio?
- Is the exposure currency hedged, and how is the hedge implemented?
- What are the expense ratio, trading spread, turnover and historical tracking difference?
- How are dividends, foreign withholding and tax documents handled in my account?
- Can I trade and rebalance the position easily when markets are closed in the United States?
- What event would cause me to change the target, and is that rule written before a crisis?
Bottom line: neutrality is not a sell signal
Hold or maintain international stocks when they serve a clear diversification or spending objective and you can tolerate their currency, country and political risks. Current evidence includes substantial valuation discounts for foreign large-cap stocks and favorable long-term modeled ranges for developed markets outside the United States, but neither fact predicts the next year. Set a strategic target, select a transparent and tax-appropriate vehicle, and rebalance instead of trying to time a neutral analyst consensus.
