Keep money needed for emergencies and near-term bills in accessible savings; invest money earmarked for long-term goals according to a diversified, risk-appropriate plan. A market decline by itself is not a reason to raid your emergency fund or abandon a long-term allocation, but money you may need soon should not depend on stock prices recovering on schedule.
The practical decision comes down to five questions: When will you need the money? Could you pay an unexpected bill without selling investments at a loss? How much loss can your finances withstand, and how much volatility can you tolerate emotionally? Is your portfolio diversified and aligned with your goal? What fees or opportunity costs would your choice create?

Cash and investments solve different problems
Cash is primarily a liquidity tool. An accessible savings account can cover rent, a deductible, a car repair, a job interruption or another expense that cannot wait for markets to recover. Investments are generally used to pursue growth over longer periods, with the understanding that their value can fall and that losses are possible.
Confusing those jobs creates avoidable risk. Putting an emergency reserve into volatile assets can force a sale after prices have fallen. Keeping every dollar in cash for a distant retirement goal can leave purchasing power exposed to inflation and give up the possibility of long-term returns. The right split depends on the purpose and timing of each dollar, not on whether headlines feel optimistic or frightening.

Start with the date you need the money
Time horizon is the first filter. Money needed soon has little opportunity to wait through a prolonged decline; money for a distant goal may have time to withstand several market cycles.
| Money’s purpose | Question to ask | Typical implication |
|---|---|---|
| Emergency reserve | Could an unexpected bill arrive before my next paychecks? | Keep it in an accessible savings product rather than assets that may be down when you need to sell. |
| Near-term obligation | Will I need this for tuition, a move, a tax bill or a planned purchase soon? | Favor stability and liquidity for the amount and date that are known. |
| Long-term goal | Can this money remain invested through a major decline? | A diversified investment allocation may be appropriate if it matches your risk capacity and tolerance. |
| Unassigned surplus | What specific goal will this money fund, and when? | Assign a purpose before deciding whether to hold cash or invest. |
A near-term deadline does not become long term because a market is down. Conversely, a retirement contribution decades away does not become short term merely because prices are currently falling.
Build an emergency reserve before using cash as a market bet
Investor.gov notes that some people keep up to six months of income in savings. That is an example, not a universal target. A household with variable income, one earner, high medical deductibles or limited access to credit may need a larger cushion; someone with stable income and other reliable resources may choose a different amount.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsSet the reserve by examining essential monthly expenses, income reliability and the consequences of borrowing if a surprise bill arrives. The key test is access: can you obtain the money quickly without selling a declining investment or taking expensive debt?
- List essential monthly costs rather than discretionary spending.
- Identify expenses that are irregular but predictable, such as insurance deductibles or annual bills; those may require a separate sinking fund.
- Choose an amount that covers a realistic period of unemployment or disruption for your circumstances.
- Keep the reserve in an accessible savings account or another suitable deposit product, and review it after major changes in income, housing or dependents.
Deposit insurance applies only to eligible deposits at covered institutions. It should not automatically be assumed for money market funds or other investments; check the product’s legal status and coverage before relying on it for emergency cash.

Cash is steadier, but it is not cost-free
Cash equivalents generally have lower risk and lower expected returns than major investment asset classes. Their nominal balance may remain stable while inflation reduces what that balance can buy if the account’s return does not keep pace. This is the purchasing-power cost of safety.
Holding cash also has an opportunity cost. If markets rise while money sits uninvested, you may earn less than you would have by following your long-term allocation. The trade-off is not a reason to invest an emergency reserve; it is a reason to distinguish genuinely needed cash from money that has no near-term job.

Continuing a planned investment program can be reasonable when your emergency reserve is intact, your income and debt obligations are manageable, and the money is for a long-term goal. The portfolio still needs to match your ability and willingness to endure losses. A long horizon does not make an aggressive allocation suitable for everyone.
Investor guidance emphasizes diversification and an allocation appropriate to your time horizon and risk tolerance. Diversification spreads exposure across investments rather than concentrating the outcome in one company, sector or asset. It cannot prevent losses in a broad decline, but it can reduce the damage that a single holding or narrow theme causes.
Review whether the decline has exposed a mismatch in your plan. If a loss is larger than you can financially or emotionally withstand, the answer may be to adopt a more conservative target allocation for the future—not to make an all-or-nothing switch based on a headline.

Dollar-cost averaging: what it does and what it cannot do
Investor.gov defines dollar-cost averaging this way: “Dollar-cost averaging means investing your money in equal portions, at regular intervals, regardless of the ups and downs in the market.” With a fixed dollar amount, you buy more shares when prices are lower and fewer when prices are higher.

A schedule can reduce the pressure to identify one perfect entry point and can make investing easier to follow during stressful markets. It does not guarantee a profit, prevent losses or prove that prices have reached a bottom.
FINRA’s guidance dated May 19, 2026, describes the trade-off for a lump sum that is already available to invest. Gradual investing leaves part of that money in cash while the purchases are staged, which can limit exposure during a further decline. If markets rise during the staging period, however, the gradual approach can produce lower returns than investing the entire sum at once. Repeated transactions may also create additional fees, depending on the account.
That analysis is different from investing each paycheck as income arrives. A worker who contributes regularly is not necessarily withholding an existing lump sum; the contributions are simply being invested when the money becomes available. Do not label normal payroll investing as a market-timing decision unless you are deliberately accumulating cash that could otherwise be invested.
A decision framework for a bear-market choice
| Decision axis | Questions that favor holding more cash | Questions that favor staying with the investment plan |
|---|---|---|
| Time horizon | Will you need the money soon or on a fixed date? | Can the money remain invested for a distant goal? |
| Liquidity | Would selling during a decline or borrowing create hardship? | Is a separate, accessible reserve already in place? |
| Risk capacity | Would a loss threaten housing, debt payments or essential spending? | Can your finances absorb a substantial decline without changing the goal? |
| Risk tolerance | Would volatility cause you to sell impulsively? | Can you follow the target allocation through uncomfortable markets? |
| Inflation and opportunity cost | Stability matters more than growth for this short-term purpose. | Long-term purchasing-power growth is important for this goal. |
| Plan quality | Your current allocation is too aggressive or undiversified for the goal. | The allocation is diversified, risk-appropriate and already funded as planned. |
| Implementation cost | Staging purchases would create fees or administrative burden you cannot justify. | Your account permits low-cost, manageable scheduled contributions. |
If several answers point in opposite directions, separate the money into goal-based buckets instead of forcing one decision for the entire account. You might preserve the amount needed for a planned expense while continuing long-term contributions elsewhere.

How to act without trying to call the bottom
- Inventory your cash. Add accessible savings and subtract amounts already committed to near-term bills. Do not count volatile investments as emergency cash.
- Map dates and amounts. Write down when each major obligation is due and the minimum amount required.
- Set an emergency target. Use essential expenses, income stability and household risks to choose a reserve; treat the “up to six months of income” example as a reference point, not a rule.
- Check the account type. Confirm whether the cash vehicle is an eligible insured deposit. Do not assume a money market fund or another investment has deposit insurance.
- Read your investment allocation. Identify the mix of assets, concentration in any one holding and the level of loss you could face without abandoning the goal.
- Separate new money from an existing lump sum. Continue a sustainable paycheck contribution if it fits the plan. For a large available balance, compare immediate investment with a staged schedule, including the risk of missing gains and any transaction fees.
- Automate the rule you choose. Scheduled transfers and contributions reduce decisions made in response to daily headlines. Make the schedule consistent with your cash-flow needs.
- Review on a timetable, not on every market move. Revisit the plan after a change in income, debt, dependents, goal date or risk capacity. Rebalancing should restore an appropriate target allocation rather than become a prediction about the next market direction.
Common mistakes and how to correct them
Moving the emergency fund into stocks because prices look cheap
A lower price does not create a guaranteed recovery date. Keep money needed for emergencies liquid; invest only the portion that can remain invested through uncertainty.
Putting the entire portfolio in cash after a frightening decline
This removes market risk temporarily but creates the risk of missing a recovery and losing purchasing power to inflation. If the allocation was too aggressive, set a more suitable long-term mix rather than making an unplanned all-cash bet.
Assuming cash is completely safe
Check insurance coverage, access rules and the effect of inflation. A stable account balance is not the same as stable purchasing power.
Confusing a regular contribution with a market-timing strategy
Investing income as it arrives is different from holding an existing lump sum aside. Analyze those situations separately.
Using dollar-cost averaging as a promise of better returns
The schedule manages timing and behavior; it cannot assure gains. Compare the possible reduction in near-term downside with the opportunity cost of leaving money uninvested and with any extra transaction fees.

Ignoring concentration
Continuing to buy a single company or narrow sector during a decline can increase risk even if you are investing consistently. Diversification and an appropriate allocation matter more than the label attached to the market.
Illustrative household decisions
A bill due in three months
Suppose a household has a known payment due in three months. That amount belongs in an accessible savings vehicle because the deadline is fixed and selling an investment at a loss could jeopardize the payment. The household can evaluate its long-term contributions separately.
A stable earner with a long retirement horizon
Someone with reliable income, an adequate reserve and a retirement goal decades away may continue scheduled contributions to a diversified allocation. The person should still verify that the allocation reflects actual risk tolerance; a decline that causes panic selling is evidence that the plan may be too aggressive.
An investor holding a large cash balance
If the reserve and near-term goals are already covered, the remaining lump sum can be evaluated under the FINRA trade-off: investing immediately maximizes time in the market, while staging purchases may feel easier and limit exposure if prices fall further. The choice should include fees and the investor’s ability to follow either approach.
What a sound answer looks like
“Hold cash” is appropriate for money with a near-term job, emergency reserves and obligations that cannot tolerate market volatility. “Keep investing” can be appropriate for long-term money when the investor has liquidity, financial capacity for losses, emotional tolerance for volatility and a diversified, risk-appropriate plan. Many households need both at the same time.
Do not use a bear-market label to make a decision that belongs to your household budget and goals. Assign each dollar a purpose, protect the money that must be available, and use a consistent investment process for money that can remain invested. That approach accepts the limits of forecasting without pretending that either cash or markets are risk-free.
