Start by protecting essential expenses, then identify discretionary spending you can trim temporarily. A smaller withdrawal can leave more of a depressed portfolio invested for a potential recovery. If selling investments is still necessary for housing, food, health care, taxes, or other essentials, sell selectively within a broader income and tax plan rather than abandoning the plan or liquidating indiscriminately.
The right mix depends on guaranteed income, portfolio allocation, account rules, taxes, health, longevity, and how much spending is genuinely flexible. A downturn is a reason to review those factors—not to apply a universal withdrawal percentage or stop all selling.

Why a downturn makes this decision harder
When markets fall, retirees face two competing risks. Cutting spending too deeply can damage quality of life or delay necessary care. Selling a large amount after a decline can permanently reduce the assets available to participate in a later recovery.
Vanguard calls the second problem sequence-of-returns risk. Early in retirement, withdrawals are taken from a portfolio that has less time to recover from a poor return. The withdrawal itself removes shares or dollars that otherwise could have remained invested. Two people with the same long-term average return can therefore have very different outcomes if one experiences losses at the beginning of retirement and the other experiences them later.

This does not mean every retiree should hold a fixed cash reserve, stop withdrawals, or follow a particular “safe” rate. It means the order of decisions matters: establish what must be paid, reduce what can be reduced without harm, and then determine the smallest, most tax-aware investment sale that meets the remaining need.
The two practical levers
| Decision axis | Reduce discretionary spending | Sell investments for withdrawals |
|---|---|---|
| Essential bills | Does not replace income needed for essential bills. Cuts must not jeopardize housing, food, health care, insurance, utilities, or safety. | May be necessary when guaranteed income and cash reserves do not cover essential spending. |
| Portfolio impact | Can reduce the withdrawal amount and preserve more assets for a potential recovery. | A sale after poor returns leaves fewer assets invested for a later recovery, particularly early in retirement. |
| Income stability | May require a temporary lifestyle adjustment and makes discretionary spending less predictable. | Can maintain planned spending, but only to the extent the portfolio and income plan support it. |
| Implementation | List flexible outlays and decide which reductions are affordable and for how long. | Review liquidity, asset allocation, account type, tax treatment, and which holdings are sold. |
| Constraints | There is no generic percentage that tells you how much to cut. | U.S. required minimum distributions and plan terms may require withdrawals even when markets are down. |
Step 1: Separate essential spending from discretionary spending
Build a current spending list rather than relying on a rough monthly average. Mark each item according to how quickly it could be changed and the harm caused by reducing it.
Essential or difficult-to-cut costs
- Mortgage, rent, property taxes, utilities, and basic home maintenance.
- Food, health insurance premiums, prescriptions, medical services, and necessary transportation.
- Insurance, debt payments, taxes, and support that another person depends on.
- Safety-related services, accessibility equipment, and other expenses tied to health or independence.
Potentially flexible costs
- Travel, dining out, entertainment, subscriptions, gifts, and discretionary shopping.
- Home projects or vehicle upgrades that can be postponed without creating a larger future cost.
- The timing, rather than the existence, of some charitable gifts or family transfers.
Do not label a cost discretionary simply because it is not a bill. A service that allows you to remain safely at home may be economically important even if it is not legally required. Conversely, a recurring subscription may be easy to pause. The useful question is whether reducing the expense preserves health, housing, safety, and dignity.

Step 2: Decide whether a temporary reduction is realistic
Vanguard retirement research lead Kelly Hahn advises examining spending during volatile periods. As she puts it, “Examining and reducing spending as much as you can during these volatile times will help alleviate the instinct to sell and lock in market losses.”

Apply that idea with a defined review period. For example, you might pause a trip already scheduled for next year, reduce restaurant spending for six months, or defer a nonessential renovation while monitoring markets and cash flow. A temporary plan is easier to evaluate than an open-ended promise to live on less.
Estimate the annual dollar effect of each cut. A reduction of $300 a month lowers planned withdrawals by $3,600 over a year; whether that is meaningful depends on the portfolio and other income. Make cuts in a sequence: postpone optional purchases first, then reduce recurring discretionary services, and only then consider changes that affect a long-standing lifestyle. Revisit the list when income, health, or market conditions change.
Do not cut necessary medical care, insurance, nutritious food, safe housing, or essential support to satisfy a generic rule. Spending flexibility is a tool, not a test of discipline.

Step 3: Calculate the unavoidable withdrawal
After identifying possible cuts, add reliable income sources such as Social Security, pensions, annuities, and other contractual payments. Compare that income with essential expenses and any planned discretionary spending that remains.

The gap is the amount the household must fund from cash reserves or investments. Separate a one-time need—such as a tax bill or roof repair—from the recurring annual shortfall. This distinction affects which account and which assets may be appropriate to use.
Do not turn an illustration from a retirement article into a personal rule. Vanguard’s examples of withdrawal percentages are illustrations under stated assumptions, not universal safe rates. Your sustainable amount depends on the size and mix of the portfolio, fees, inflation, taxes, future spending, longevity, and the possibility of further losses.
Step 4: Check liquidity before selling
Determine which money is already available without selling a volatile holding at an inconvenient time. Review checking and savings balances, money-market or other cash-like assets, maturing certificates, and any planned income payments. Keep enough accessible money for near-term spending and emergencies, but do not assume a fixed cash amount is suitable for every household.
Liquidity is not the same as safety. A cash-like account can reduce the need to sell stocks during a sharp decline, but holding too much in low-return assets can increase inflation risk over a long retirement. The appropriate balance depends on the spending gap, the rest of the allocation, and how quickly other assets can be accessed.

Step 5: Review account rules and taxes
Which account supplies the withdrawal can matter as much as which investment is sold. In the United States, people generally must begin required minimum distributions (RMDs) from traditional IRAs and many employer plans at age 73. Living owners generally do not have RMDs from Roth IRAs or designated Roth accounts. Withdrawals are generally taxable except for amounts already taxed or qualifying tax-free distributions.
Those are broad rules, not a calculation for a specific taxpayer. Birth year, plan type, employment status, inherited accounts, basis, and legislative changes can alter the result. Confirm the current rule with the Internal Revenue Service and the plan administrator before acting.
Questions to ask before choosing an account
- Is the distribution required, optional, or subject to a plan-specific deadline?
- How much of the withdrawal would be ordinary income, capital gain, or tax-free return of basis?
- Would the distribution push income into a higher bracket or affect Medicare-related premiums?
- Would selling in a taxable account realize gains or losses that change the tax result?
- Can withholding or estimated payments cover the resulting tax bill?
When an RMD is required, reducing discretionary spending does not eliminate the distribution requirement. The money can potentially be reinvested in an eligible account or taxable account if it is not needed, subject to the applicable rules.
Step 6: Choose what to sell, if a sale is necessary
If portfolio money is needed for essentials, Hahn’s second instruction is direct: “But if you do need to sell part of the portfolio during times of market volatility to meet your essential spending needs, be selective about how you do it.”

“Selective” does not mean guessing which asset will rebound first. It means connecting the sale to the household’s allocation, liquidity, taxes, and rebalancing needs.
Use the overall allocation, not a single holding in isolation
Compare current percentages with the target allocation. If one asset class has held up better and is now above target, selling part of it may both fund spending and bring the portfolio closer to its intended mix. That decision should be consistent with the plan’s risk level and tax consequences.
Consider tax location and basis
A sale in a taxable account may realize a gain or loss; a withdrawal from a tax-deferred account may create ordinary income; a qualified Roth withdrawal may be tax-free. The same dollar of spending can therefore have different effects depending on its source. Coordinate withdrawals across account types rather than automatically drawing from the account that is easiest to access.

Liquidating a diversified holding after a decline can lock in a loss and change the portfolio’s risk profile. Selling may still be appropriate when the investment no longer fits the plan, the allocation has to be rebalanced, or the cash is needed for an essential bill. The reason should be documented before placing the trade.
A practical decision sequence
- List the next 12 months of expenses. Mark each item essential, postponable, or optional.
- Subtract reliable income. Include pensions, Social Security, annuities, and other dependable payments.
- Set a temporary discretionary budget. Identify specific cuts and an end date for the first review.
- Calculate the remaining gap. Separate recurring needs from one-time expenses and taxes.
- Check accessible cash and upcoming payments. Confirm how much can be used without disrupting emergency reserves.
- Review RMDs and tax effects. Check account rules, basis, withholding, and filing consequences.
- Compare the portfolio with its target allocation. Look for a sale that supports rebalancing rather than undermining diversification.
- Sell only what the plan requires. Record the amount, account, holding, tax treatment, and purpose.
- Schedule a review. Reassess spending, income, health, and allocation when conditions or circumstances change.
How the answer changes in common situations
| Situation | Reasonable emphasis | What to watch |
|---|---|---|
| Guaranteed income covers essentials | Reduce optional spending temporarily if desired and avoid unnecessary sales. | Inflation and future health or care costs can change the apparent surplus. |
| Essential bills exceed guaranteed income | Use the portfolio as planned; trim only spending that can be reduced without harm. | Sequence risk, taxes, and whether the allocation has enough liquid assets. |
| Large cash reserve is available | Use liquidity for near-term needs while reviewing whether the reserve remains appropriate. | Holding too much cash for too long can increase inflation risk. |
| RMD is due from a traditional account | Complete the required distribution even if discretionary spending is cut. | Deadline, withholding, and reinvestment rules. |
| Health or family needs have changed | Protect care, housing, and support costs before reducing spending. | A plan based on last year’s budget may no longer fit. |
Mistakes to avoid during a downturn
- Stopping every withdrawal. Essential expenses still have to be paid, and required distributions may still apply.
- Using a universal percentage. A rate that worked for an illustration may not fit your age, taxes, allocation, or spending path.
- Cutting health and safety costs first. A cheaper short-term budget can create much larger costs later.
- Selling whatever fell most. That can lock in losses and leave the portfolio less diversified.
- Ignoring taxes. The account source and realized gains can materially change how much spending the household actually receives.
- Making a permanent lifestyle decision during a temporary shock. Define a review date and update the plan as markets and personal circumstances evolve.
- Managing only the investment account. A sound decision includes all wealth sources, spending, taxes, inflation, longevity, health, major events, and behavioral reactions.
When individualized help is worthwhile
Consider coordinated retirement-income planning when withdrawals span several account types, tax effects are significant, an RMD is due, a spouse has different longevity or health needs, or spending cannot be reduced without affecting care or housing. The planner should be able to show how proposed withdrawals affect cash flow, taxes, allocation, and future scenarios—not merely recommend selling or holding.
Bring recent account statements, cost basis information, tax returns, benefit statements, insurance details, debt payments, and a categorized spending history. Ask for the assumptions in writing and identify which parts are estimates rather than guarantees.
Bottom line
In a downturn, reduce spending that is genuinely discretionary when doing so is safe and acceptable, because every dollar not withdrawn remains available for a possible recovery. Do not confuse flexibility with deprivation, and do not stop selling when portfolio money is required for essentials. After calculating the unavoidable gap, use liquidity, account rules, taxes, and the target allocation to make selective sales within the full household plan. Recheck the decision as markets, income, health, and spending change.
