Should Retirees Reduce Spending or Sell Investments After a Market Crash?

Usually, neither decision should be automatic. A retiree whose income plan remains sustainable may not need a major change after a crash. If withdrawals now feel unsafe, first protect essential bills, trim discretionary expenses temporarily, and use cash reserved for near-term spending when appropriate. Sell investments only within a tax-aware rebalancing and withdrawal plan; a crash alone does not prove that selling is wrong or that the portfolio is misallocated.

The short answer: test the plan before changing it

A market crash changes account balances immediately, but it does not by itself answer whether your retirement spending is affordable. The right response depends on your age and time horizon, essential expenses, guaranteed income, portfolio size and allocation, withdrawal rate, account types, taxes, and how much spending flexibility your household has.

Fidelity’s guidance says a strong retirement plan should be designed to weather downturns without major changes. Many retirees who already have a durable plan may therefore keep their planned withdrawals rather than react to headlines. At the same time, a household whose withdrawals are no longer comfortable can reduce optional spending or draw from cash set aside for near-term needs before selling depressed stocks. See Fidelity’s discussion of retirement and market volatility.

Ann Dowd, CFP, a vice president at Fidelity Investments, describes why the decision can feel urgent: “Plummeting stocks can be emotionally taxing, particularly for retirees living on their savings.” Emotion is a reason to slow down and use a written process, not a reason to make an all-or-nothing trade.

Why early losses are dangerous when you are withdrawing

The key risk is sequence of returns. Two portfolios can earn the same long-term average return but produce very different outcomes if one suffers its worst returns at the beginning of retirement. When withdrawals continue during an early decline, shares are sold from a smaller balance. Fewer assets then remain to participate in a recovery.

This is different from the question of whether markets will eventually recover. No source establishes a recovery timetable, and cash cannot prevent investment losses. The practical issue is whether your spending plan forces sales at unfavorable prices and leaves too little capital for later years.

A historical illustration, not a forecast

Vanguard Research’s June 2020 paper modeled two hypothetical retirees. Each began with $500,000 in a rebalanced 50/50 U.S. stock-and-bond portfolio and withdrew $25,000 in the first year, increasing that dollar amount with inflation. In the historical sequence beginning in 1973, the retiree ran out of money 23 years into retirement. In the sequence beginning in 1974, the retiree retained about $300,000 for much of the 35-year horizon.

The illustration isolates sequence risk: both cases use the same starting balance, allocation, withdrawal rule, and 35-year horizon, but the order of historical returns differs. It excludes Social Security, pensions, employment income, and housing equity, so it is not a prediction of any household’s result. Read the full paper at Vanguard Research, “Safeguarding retirement in a bear market” (June 2020).

What a 4% to 5% example does—and does not—tell you

Fidelity gives an educational example of withdrawing 4% to 5% of the initial portfolio balance in the first retirement year and then adjusting the dollar withdrawal for inflation. The page also stresses that sustainable withdrawals depend on longevity, inflation, and market conditions. Treat the range as an example for evaluating a plan, not as a universal safe rate or a promise that a particular percentage will last.

After a crash, recalculate the withdrawal as a percentage of the current portfolio, examine how much of the budget is funded by investments, and stress-test poor-return scenarios. A plan that was comfortable at retirement may need a temporary adjustment if the balance has fallen sharply and the household has little other income.

A step-by-step decision process after a crash

1. Check whether the income plan is still viable

Start with the plan, not the market chart. List the current portfolio value, the dollar amount and percentage of planned withdrawals, inflation assumptions, expected longevity, and other income. Test what happens if returns remain weak for several years, inflation stays high, or a major expense occurs. Fidelity recommends conservative assumptions and stress-testing rather than relying on a single market forecast.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Calculate the next 12 months of required portfolio withdrawals.
  • Compare that amount with the post-crash balance and the plan’s long-term assumptions.
  • Identify whether a withdrawal is for an essential bill, a planned cash reserve, taxes, or a discretionary goal.
  • Write down a review date so a temporary spending change does not become an unexamined permanent rule.

If essential expenses remain covered by reliable income and the withdrawal plan still works under conservative scenarios, a crash alone may not justify a drastic change.

2. Separate essential and discretionary spending

Divide the budget into expenses that must continue and expenses that can move. Housing, food, utilities, insurance, basic transportation, taxes, and necessary medical care usually belong in the essential category. Travel, gifts, entertainment, elective projects, and other portfolio-funded goals may be adjustable.

Guaranteed income such as Social Security, a pension, or an annuity can help cover the essential layer. The more of that layer is funded without selling investments, the more flexibility you may have with optional spending. Do not cut all spending indiscriminately if a targeted pause in travel or gifts would solve the cash-flow problem.

3. Use cash as a bridge only within a plan

Cash or savings earmarked for near-term expenses can postpone stock sales during a downturn. Before using it, determine how many months of essential expenses it covers, whether it is also your emergency reserve, and how it fits the target asset allocation. Spending the entire reserve may avoid one sale but leave you exposed to the next unexpected bill.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Cash is not a guarantee of safety or a substitute for an appropriate investment mix. Refill the reserve according to a written schedule, and decide in advance what would trigger a spending reduction if the downturn lasts longer than expected.

4. If you sell, decide what the sale is accomplishing

A sale can be appropriate when it funds a required bill, replenishes a planned cash reserve, or restores the target allocation. Selling is not automatically a mistake because prices are down; nor is selling automatically prudent because markets are volatile.

Compare the current allocation with your target. If a stock decline has left you overweight in bonds relative to the target, selling bonds first may raise cash while leaving stocks invested. If stocks remain above their target weight after a market move, rebalancing may call for selling some stocks. The correct transaction depends on the actual percentages, not on a rule to avoid one asset class forever.

  • Specify the dollar amount needed and the date it is needed.
  • Choose the account and lot that meet the need with acceptable tax consequences.
  • Check whether the trade restores or worsens your target allocation.
  • Document how and when the proceeds will be used.

Do not treat dividends, interest, or a single asset class as a guaranteed replacement for a complete income plan. Fidelity discusses allocation, withdrawals, and volatility in “Retirement Investing: How to balance income and growth potential.”

5. Review account location and taxes before trading

The same investment can have different consequences in a traditional individual retirement account, a Roth account, and a taxable brokerage account. A taxable sale may realize gains or losses; a distribution from a tax-deferred account may increase taxable income. Coordinate the withdrawal with your other income, estimated taxes, and any tax-loss or gain-management strategy.

Because tax rules and individual circumstances vary, confirm the treatment with a qualified tax professional before making a large transaction. A sale that looks efficient in one account can create a higher tax bill or affect other income-based costs in another.

6. Account for required minimum distributions

Required minimum distribution (RMD) rules can limit the ability to wait indefinitely. The timing of a first RMD and later annual distributions depends on current U.S. law, the account type, and your date of birth. Fidelity notes that delaying a first RMD until the allowed later deadline can result in two RMDs in the same tax year, potentially increasing taxable income.

An RMD may be taken from cash, bonds, or another holding, but the distribution still has to satisfy the applicable rule. Confirm the current deadline and calculation with the IRS, your custodian, or a tax professional before acting. Fidelity’s account-specific discussion is available in “RMD Strategies for Volatile Markets.”

7. Review benefits and other household decisions together

Changing Social Security claiming, pension elections, or the timing of a large taxable sale can affect income for years. A market crash may make a benefit decision feel urgent, but the immediate account balance is only one input. Consider longevity, survivor needs, taxes, inflation protection, and whether the household can cover essentials while waiting.

Options to compare

Option Potential role Questions to weigh
Keep planned withdrawals May fit a robust, stress-tested plan and avoid a reactionary change. Can essential spending continue under poor-return scenarios? Is the plan’s withdrawal assumption still reasonable?
Reduce optional spending temporarily Reduces portfolio withdrawals and leaves more assets invested. Which expenses are genuinely discretionary, and how long can the household sustain the reduction?
Use planned cash or savings May postpone selling stocks during a downturn. How much liquidity remains for emergencies, and does using cash move the portfolio away from its target?
Sell or rebalance investments Funds required spending, an RMD, or a target-allocation reset. Which asset and account should be sold, what tax applies, and does the trade reduce or increase concentration risk?

No option is best for every retiree. The decision turns on essential versus optional expenses, available liquidity, target allocation, tax and account rules, and the household’s time horizon.

How flexible withdrawals can change the outcome

Vanguard’s 2020 analysis examined an adaptive approach in which withdrawals were reduced by about 5% during the first five years in the paper’s modeled worst-sequence cases. In those specified historical scenarios, the adjustment eliminated premature portfolio depletion and increased bequests by 20%; over the full 35-year period, modeled income was effectively unchanged. These are results for hypothetical investors with a balanced portfolio, not an expected result for an individual retiree or a recommended universal cut.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The practical lesson is narrower: a modest, defined reduction in optional withdrawals during the most vulnerable early years can preserve more assets. Set the rule before a crisis if possible—for example, identify which discretionary categories pause after a specified portfolio decline, and when spending can resume. Avoid promising yourself that the market will recover on a particular schedule.

Mistakes to avoid

  • Making an all-stock sale from fear: this can lock in losses and leave the portfolio unable to participate if prices rise.
  • Refusing every sale: avoiding transactions can leave you unable to pay bills, meet an RMD, or restore a dangerously distorted allocation.
  • Cutting essentials before optional goals: target the expenses that can change without harming health, housing, or basic security.
  • Spending the entire cash reserve: preserve capacity for emergencies and account for how the reserve fits the allocation.
  • Using a withdrawal percentage without context: a 4% to 5% illustration is not a guarantee, especially with a different horizon, inflation rate, asset mix, or income sources.
  • Ignoring taxes and deadlines: account type, realized gains, RMD timing, and other income can change the net result.
  • Changing benefits impulsively: Social Security and pension choices can have long-lasting effects that a one-month market move does not settle.

A practical post-crash checklist

  1. Pause new trades for a short review period unless a bill or deadline requires immediate action.
  2. Update the portfolio value, target allocation, cash reserve, and next 12 months of withdrawals.
  3. Mark each expense as essential, adjustable, or deferrable.
  4. List guaranteed income and identify the portion of essentials it covers.
  5. Run conservative scenarios for several years of weak returns, inflation, and an unexpected expense.
  6. Choose a response—maintain, trim optional spending, use designated cash, sell, or rebalance—and record the reason.
  7. Check account rules, RMD requirements, and tax effects before placing an order.
  8. Set a review date and the conditions that would reverse a temporary spending change.

When to get individualized help

Seek an integrated review when withdrawals fund most essentials, the portfolio is concentrated, a large RMD or taxable sale is due, spouses have different risk tolerances, or the household cannot explain how assets would cover a long retirement. A fiduciary financial planner, tax professional, or benefits specialist can coordinate decisions; verify credentials, fees, and the scope of advice before engaging anyone.

For additional perspectives, Morningstar discusses derisking for retirees and preretirees at “It’s Not Too Late to Derisk Your Portfolio” and variable withdrawals at “Should Your Retirement Portfolio Withdrawals Vary With the Market?”. These readings do not replace a household-specific plan.
