School Operating Levy vs. Bond Issue: What Each Pays For and How They Affect Taxes

By TheFinanceBase Team 10 min read

Short answer: A school operating levy usually raises local money for recurring costs such as employees, classroom programs, student services and activities. A bond issue borrows money for long-lived facilities and other capital projects, then repays principal and interest over time, commonly through property taxes. The tax effect cannot be determined from the words “levy” or “bond” alone: the district’s ballot language, state law, assessed-value assumptions, term, existing taxes and exemptions control the result.

The basic distinction

Think of an operating levy as a local revenue authorization and a bond as a borrowing authorization. An operating levy supplies money for expenses that recur each school year. A bond provides a large amount of cash up front for a building or other capital project and creates a repayment obligation that lasts for years.

North Kitsap School District’s 2026 FAQ uses the mnemonic “Levies are for learning. Bonds are for buildings.” That is a useful starting point, not a universal legal definition. Some districts use the word levy for a separate capital levy, and state statutes set different rules for what each measure may fund. Always read the particular proposal and the law in the state where the district is located.

Question Operating levy Bond issue
Primary purpose Recurring operations and services Major facilities and other capital work
How money arrives Property-tax revenue is collected for an approved period and purpose Debt is issued, usually providing project money before the tax is collected to repay it
Typical repayment feature No loan principal and interest; the measure authorizes revenue Annual debt service, consisting of principal and interest
Typical time horizon Set by the measure and local law; often connected to an annual or multiyear budget Set by the bond’s repayment schedule, which can extend for many years
What voters must examine Allowed programs, staffing and services, rate or revenue authorization, and expiration or renewal terms Project list, borrowing amount, interest and principal repayment, tax-rate estimate, and any oversight requirements

What an operating levy can pay for

An operating levy generally fills the gap between a district’s recurring needs and the money supplied by the state and other sources. North Kitsap’s 2026 explanation describes local levies as supporting needs that state funding does not fully cover. Federal Way’s explanation of its educational programs and operations (EP&O) levy lists student programs, services, extracurricular opportunities, staffing and operating expenses.

Common operating uses

  • Teacher, counselor, specialist, aide and other school staffing costs, when permitted by the measure and state law.
  • Classroom materials, instructional programs and student-support services.
  • Extracurricular and enrichment opportunities.
  • Routine operating expenses needed to deliver the district’s day-to-day services.
  • Other recurring costs identified in the ballot measure or district budget.

These categories are examples, not a promise that every district can spend levy proceeds on every item. The measure may restrict the money to particular programs, and state funding formulas can change the amount the district needs locally. A levy can also be a renewal of an existing authorization rather than a completely new source of revenue.

What an operating levy generally does not do

An operating levy is not normally a way to borrow a large construction budget and repay it over decades. If the proposal is intended to finance a new school, major addition or similar project, look for a bond or a separately labeled capital levy. The legal distinction depends on the state and the ballot wording, so do not infer the permitted use from the word “levy” by itself.

What a bond issue can pay for

A school bond finances assets expected to serve students for many years. California Department of Education guidance gives construction, modernization, additions, safety improvements and certain permanent equipment as examples of bond-funded work under California rules.

Typical bond projects

  • Constructing a new school or other permanent district facility.
  • Modernizing or renovating existing buildings.
  • Adding classrooms, laboratories, athletic spaces or other permanent facilities.
  • Making qualifying safety, security, accessibility or site improvements.
  • Buying certain permanent equipment that the applicable law treats as a capital asset.

Bond proceeds generally cannot be used for ordinary operating costs. The California guidance specifically says its school bonds cannot pay teacher and staff salaries, routine maintenance, utilities or general operating expenses. Other states may use different terminology or have additional capital-financing tools, but a district cannot assume that a bond is a flexible operating account.

Capital levy versus bond

Some districts also propose a capital levy. A capital levy raises tax revenue directly for capital needs instead of borrowing the full amount through bonds. A bond and a capital levy may both appear in a facilities plan, yet they have different cash-flow and repayment consequences. When you see “levy” on a ballot, identify whether it is labeled operating, educational programs and operations, capital, technology, transportation or another category.

How the tax effects differ

Operating-levy taxes

An operating levy normally authorizes the district to collect a stated amount of local property-tax revenue, or to impose a rate under the local system, for a defined period. The collection formula, duration and adjustment rules vary. A renewal may continue an existing rate or revenue stream; a new levy may add to the taxes already being collected. The district’s official tax statement should say which one voters are considering.

Bond taxes

A bond raises money up front and creates future debt service. New York State Education Department materials describe school-construction debt service as annual principal and interest. California guidance describes local general-obligation bonds as being repaid through property taxes based on assessed value under California’s rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Because interest is part of debt service, the total tax collected over the life of a bond can exceed the amount spent on construction. The exact total depends on the amount borrowed, interest rates, timing of sales, repayment schedule and any refinancing or issuance costs allowed by law.

Why the measure name is not enough to calculate your bill

Your household’s change depends on several variables:

  • The proposed levy revenue or bond principal.
  • The repayment or collection term.
  • The district’s total assessed property value and how that value changes.
  • Existing school debt, operating levies and other local taxes.
  • The local tax-rate formula, statutory limits and voter-approved adjustments.
  • Exemptions, credits or valuation rules that apply to your property.
  • Whether the proposal replaces, renews or adds to an existing measure.

Do not use a national “average” tax increase. No single household figure applies across districts, and a measure’s tax rate can change as the tax base changes. Use the estimate in the official ballot pamphlet or district tax statement, and check the assumptions printed beside it.

How to estimate your own tax impact

The district’s estimate is the best starting point because it uses the local tax base and the proposal’s actual terms. If you want to audit the arithmetic, first identify the unit used for the rate. A common format is dollars per $1,000 of assessed value; in that format, annual tax is assessed value divided by 1,000, multiplied by the stated rate. Some jurisdictions use a decimal rate or another unit, so confirm the convention before calculating.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Find your property’s relevant assessed value. Use the value recognized by the taxing jurisdiction, not an online listing price or an informal market estimate.
  2. Read the proposal’s tax-rate or revenue assumption. Note whether the figure is an initial estimate, a maximum, an annual amount or a one-time authorization.
  3. Identify the term. A levy may run for a stated number of years; a bond may have a multiyear principal-and-interest schedule.
  4. Separate new taxes from continuing taxes. A renewal can maintain an existing stream, while a new measure may increase the bill.
  5. Check existing district charges. A bond estimate may be shown alongside current debt, and a levy estimate may be shown alongside other school levies.
  6. Apply exemptions and credits. Confirm whether the published estimate is before or after any senior, disability, agricultural or other relief available in your jurisdiction.
  7. Compare your result with the official estimate. If your number differs, check units, assessed value, tax year and whether the district assumed future growth in the tax base.

For a bond, an annual rate estimate is not the same as a guaranteed lifetime payment. Debt can be sold in stages, and the final rate depends on market conditions and the district’s borrowing schedule. Treat the published number as an estimate with the assumptions stated in the measure.

What voters should compare before an election

Put the operating levy and bond proposal side by side rather than judging them by their labels. The following checklist keeps the comparison tied to the actual ballot.

Comparison point Questions to ask
Allowed uses Are funds limited to staffing and programs, or to named buildings and capital assets? Are maintenance, technology or transportation covered?
Cash-flow method Is the district collecting revenue as it spends, or borrowing first and repaying later?
Duration When does the authorization expire? When does bond repayment end?
Tax impact What rate, dollar amount or household estimate is stated, and what assessed-value assumptions support it?
Effect on existing taxes Is the measure a renewal, replacement, refinancing or entirely new charge?
Approval rule What voter threshold, election date and ballot wording does the state and district require?
Oversight Are there audits, citizens’ committees, annual reports, project lists or restrictions on reallocating proceeds?
Legal authority Which state statute or district policy governs the measure, and are there constitutional or statutory limits?

Why state and district rules matter

Election procedures, approval thresholds, tax-rate limits, permitted uses and exemption rules are not national standards. California Department of Education guidance describes California’s treatment of school construction bonds. North Kitsap’s materials describe Washington-specific levy and ballot information. New York State Education Department guidance addresses New York’s school-construction debt service. Those sources should not be used to state a rule for another state.

Even within one state, a district’s ballot may differ from a neighboring district’s ballot. The district may have a different assessed-value base, existing debt load, levy history, project list or expiration date. Confirm the state, district, election date and exact measure number before relying on a tax estimate or voting threshold.

How renewals, replacements and new measures differ

Renewal

A renewal asks voters to continue an existing authorization. It may be designed to keep a current rate or revenue stream in place, but the tax result still depends on the proposal’s wording and the tax base. Read the stated comparison with the expiring measure rather than assuming “renewal” means no change.

Replacement

A replacement can end one authorization and substitute another. The new measure may alter the rate, duration, permitted uses or reporting requirements. Compare both the old and proposed tax statements.

New measure

A new operating levy or bond is an additional authorization unless the ballot expressly replaces or retires an existing charge. For a bond, ask whether the district expects older debt to retire during the new repayment period; that timing can affect the projected rate.

Common misunderstandings and how to avoid them

“A levy always pays for buildings.”

Not necessarily. An operating levy commonly pays recurring programs and services, while a capital levy may pay capital needs. The ballot’s legal category controls.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“A bond can cover a budget shortfall.”

Generally no. Bonds are intended for capital assets and are repaid as debt. California guidance expressly excludes salaries, utilities, routine maintenance and general operating expenses from the bond uses it describes.

“The bond amount is the tax increase.”

The amount borrowed is not the same as your annual tax. Annual debt service includes principal and interest and is spread across the district’s taxable property under local rules.

“A renewal cannot change my bill.”

A renewal may continue an existing stream, but its rate, revenue target, term or tax-base assumptions can differ. Use the proposal’s own estimate.

“A district-wide estimate applies equally to every homeowner.”

A district estimate is usually based on an assumed assessed value or an average property. Your bill depends on your property’s assessed value, exemptions and local tax treatment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“All states use the same voter threshold.”

Approval thresholds and election rules vary. Verify the requirement in the official state and district materials for the specific election.

A practical ballot-reading workflow

  1. Start with the legal label. Identify operating levy, EP&O levy, capital levy, bond or another category.
  2. Read the purpose clause. Highlight every permitted use and note exclusions.
  3. Mark the financial terms. Record the revenue authorization or principal amount, tax rate, term and repayment schedule.
  4. Check the tax statement. Determine whether the estimate is per $1,000, a total annual amount or a household example, and record the assessed-value year.
  5. Compare existing measures. Look for renewal, replacement, retirement of older debt and overlapping school taxes.
  6. Review accountability provisions. Note audits, project lists, public reporting and limits on moving funds.
  7. Verify local rules. Confirm the election date, approval threshold, exemptions and any state-specific restrictions with official election and district sources.
  8. Keep the documents. Save the ballot pamphlet and tax statement so you can compare future renewals with the authorization voters approved.

Decision framework: which question are you really asking?

  • “Will this keep current services running?” Focus on an operating levy’s staffing, programs, student services and recurring expenses.
  • “Will this build or modernize a facility?” Focus on the bond’s project list, capital eligibility, borrowing amount and debt service.
  • “Will my property tax rise?” Read the measure-specific tax estimate and renewal language; the label alone is insufficient.
  • “How long will I pay?” Check the levy expiration or the bond’s principal-and-interest schedule.
  • “Can the district move the money elsewhere?” Read the permitted-use and oversight provisions rather than relying on campaign descriptions.

Bottom line for taxpayers

An operating levy generally pays for the school system’s recurring work: people, programs, services and other day-to-day needs that local and state funding must cover. A bond generally pays for long-lived facilities and capital improvements by borrowing now and collecting principal and interest over time. The correct tax comparison is always the one printed for the specific district measure, with its assessed-value assumptions, term, existing taxes, exemptions and state-law requirements. “Levy” and “bond” tell you the financing category; the ballot tells you what you will actually pay for.
