The Saver’s Credit and the federal Saver’s Match help eligible, lower- and moderate-income taxpayers save for retirement, but they work in different tax years and deliver value differently. The Saver’s Credit applies under the 2026 rules and reduces federal income tax; it is nonrefundable. The Saver’s Match applies to qualifying contributions for tax years beginning after December 31, 2026, and is generally deposited into an eligible retirement account, even when the saver owes no federal income tax.
That means a contribution made in 2026 is tested under the Saver’s Credit rules, while a qualifying contribution made in 2027 is tested under the Saver’s Match rules. The 2027 match is claimed on the federal return filed in 2028, not on a 2026 return.

The difference between the Saver’s Credit and the Saver’s Match
The programs are related but are not two versions of the same benefit. The credit lowers the tax shown on your return, while the match normally becomes an additional retirement contribution. The year of the contribution controls which system applies.

| What you receive | A nonrefundable federal income-tax credit | Generally a contribution made by Treasury to a designated eligible retirement savings vehicle |
| Refundability | Nonrefundable: it cannot reduce federal income tax below zero or exceed your tax liability | Generally available even when you have no income-tax liability; a match of less than $100 may be elected as a refundable tax credit instead of an account contribution |
| Maximum covered contribution | $2,000 per person, or $4,000 on a joint return | $2,000 per eligible person |
| Maximum stated benefit | $1,000 per person, or $2,000 for joint filers, before the nonrefundable limitation | Up to 50% of $2,000, or $1,000 per eligible person per year |
| Income measure | Adjusted gross income (AGI), with the applicable rate determined by filing status and income band | Modified adjusted gross income (MAGI) calculated under the match rules, which starts with AGI and adds specified deducted or excluded amounts |
| Claiming form | Form 8880 with the applicable federal return | Separate Form 8880-A with the 2027 federal return filed in 2028; check the current form and instructions when published |
| ABLE contributions | Qualifying ABLE contributions may remain eligible after 2026 | ABLE contributions do not qualify |
The IRS explains the central distinction this way: “Saver’s Match contributions are made even if the individual has no income tax liability, whereas the Saver’s Credit cannot exceed the amount of an individual’s tax liability.”

How the Saver’s Credit works for 2026
Who can claim the 2026 credit
For 2026, you generally must meet all of these conditions:
- You are at least 18 by the end of the tax year.
- You are not claimed as another person’s dependent.
- You are not a student under the IRS definition used for the credit.
- You made a qualifying retirement or ABLE contribution.
- Your AGI falls within the applicable limit for your filing status.
The credit is calculated from eligible contributions, but the contribution amount alone does not guarantee a benefit. The credit percentage is 50%, 20% or 10%, depending on AGI and filing status. Because the credit is nonrefundable, a taxpayer with little or no federal income-tax liability may receive less than the percentage calculation—or no usable credit.

2026 AGI ceilings
IRS Publication 571 (01/2026) reports these upper AGI limits for receiving any 2026 Saver’s Credit:
| Filing status | Upper AGI limit for any credit |
|---|---|
| Married filing jointly | $80,500 |
| Head of household | $60,375 |
| Single, married filing separately, or qualifying surviving spouse with dependent child | $40,250 |
These are ceilings for any credit, not a promise of a particular percentage. The 50%, 20% and 10% rates apply in separate income bands. Use the annual Form 8880 instructions or the current IRS publication for the band that applies to your filing status.
The IRS Saver’s Credit webpage currently displays detailed tables for earlier tax years in places. Do not substitute its 2024, 2023 or 2022 figures for 2026 thresholds; use the annual IRS publication or current Form 8880 instructions for the year you are filing. The 2026 ceiling figures above come from Publication 571 (01/2026).
How much the 2026 credit can be worth
Up to $2,000 of eligible contributions per person can be used in the calculation. A joint return can therefore use up to $4,000 of eligible contributions. At the top 50% rate, the mathematical maximum is $1,000 per person, or $2,000 for a joint return. The nonrefundable rule remains decisive: the credit cannot exceed the federal income tax otherwise due.

For example, a taxpayer who contributes $2,000 and falls in the 20% band has a preliminary credit calculation of $400. If that taxpayer’s federal income-tax liability is only $250, the usable nonrefundable credit is limited to $250. The unused difference is not paid as a refund under the credit.
Contributions that can count
Depending on the plan and the taxpayer’s circumstances, the 2026 credit can apply to:
- Traditional or Roth IRA contributions.
- Eligible elective salary deferrals to a 401(k), 403(b), governmental 457(b), SARSEP or SIMPLE plan.
- Certain voluntary after-tax employee contributions.
- Certain contributions to a section 501(c)(18)(D) plan.
- Qualifying ABLE contributions for the designated beneficiary.
Rollover contributions do not qualify. Certain recent distributions also reduce the contribution amount used for the credit. Keep records of contributions and distributions so the amount entered on Form 8880 reflects the eligible net amount rather than simply the deposit shown on an account statement.
How the Saver’s Match works for 2027
When the match starts
The Saver’s Match applies to qualifying contributions for tax years beginning after December 31, 2026. In ordinary calendar-year planning, that means contributions made during 2027 are the first ones tested for the match. The IRS’s program page states: “You don’t need to do anything in 2026. The Saver’s Match applies to retirement contributions you’ll make starting in 2027.”

You claim the 2027 match on your 2027 federal income-tax return, which is filed in 2028. It cannot be claimed on a 2026 return merely because the return is filed during 2027.
Basic eligibility conditions
The match has an income test, but income is not the only requirement. You generally must:
- Be at least 18 by the end of the tax year.
- Not be a student under the statutory definition used for the match.
- Not be claimed as someone else’s dependent.
- Satisfy the applicable U.S. residency rules.
- Make qualifying contributions to an eligible retirement arrangement.
- Fall below the no-match MAGI ceiling for your filing status.
Married couples use combined MAGI for the income test, but each spouse’s eligible contributions and match are calculated separately. Thus, both spouses can qualify independently on a joint return if each meets the personal eligibility conditions and has qualifying contributions.

2027 MAGI thresholds and phaseout ranges
For 2027, a contribution can receive the full 50% rate through the MAGI ceiling in the middle column. The rate declines through the stated partial-match range and reaches zero at or above the no-match ceiling.

| Head of household | $30,750 | $30,751–$53,249 | $53,250 |
| Married filing jointly or qualifying surviving spouse | $41,000 | $41,001–$70,999 | $71,000 |
The IRS says these thresholds are adjusted for inflation after 2027. The figures above are the 2027 amounts and should not be reused for a later year without checking the updated IRS guidance.
Why MAGI is not simply the AGI on your return
The match calculation starts with AGI and adds certain amounts that were deducted or excluded. The IRS specifically points to items such as pre-tax retirement contributions and certain excluded foreign income. Consequently, comparing only the AGI line on a tax return with the match table can produce the wrong answer.
When estimating eligibility, identify the additions required by the match rules and retain the records used to calculate them. The exact computation and reporting fields belong on Form 8880-A and its instructions once that form is available.
How the match amount is calculated
The match rate can be as high as 50% of up to $2,000 in qualifying contributions per eligible person. A person who contributes at least $2,000 and qualifies for the full rate can therefore receive up to $1,000 for the year. Contributions above $2,000 may still be useful for retirement saving, but they do not increase the annual match calculation.
In the partial range, the statutory rate falls as MAGI rises. The 50% ceiling and the $2,000 contribution cap are separate limits: income determines the percentage, while the contribution limit determines how much of the deposit is matched.
Contributions and distributions that affect the match
The match can include traditional or Roth IRA contributions and specified elective deferrals to eligible employer plans. It can also include specified employee contributions and certain section 501(c)(18)(D) plan contributions. ABLE contributions are excluded from the match even though qualifying ABLE contributions may continue to support the Saver’s Credit.
Rank #4
Certain distributions in the current or prior years reduce the contributions used in the match calculation. The IRS’s 2026 notice gives this example: a $2,000 contribution in 2027 is reduced by a $500 non-rolled-over withdrawal in 2027 and a $900 withdrawal in 2026, leaving $600 counted for the match calculation. A rollover is treated differently from a non-rolled-over withdrawal in that example, so do not assume every account movement has the same effect.
How to claim and receive the 2027 Saver’s Match
File the return and Form 8880-A
- Make qualifying retirement contributions during 2027 and keep contribution confirmations.
- Determine filing status and calculate match MAGI using the additions required by the match rules.
- Identify relevant current- and prior-year distributions, including whether a distribution was rolled over.
- Complete the separate Form 8880-A with the 2027 federal income-tax return filed in 2028.
- Provide the information requested about MAGI, filing status, qualifying contributions and relevant distributions.
As of IRS Notice 2026-48, Form 8880-A had not yet been published. Check the current IRS forms and instructions before filing rather than relying on an early draft, a prior-year form or software that has not confirmed support for the match.
Where the match is deposited
The normal benefit is an account contribution made by Treasury to a designated eligible retirement savings vehicle. The notice identifies qualifying destinations that can include certain governmental 457(b), 401(k) and salary-reduction 403(b) plan accounts, along with eligible individual retirement plans other than Roth IRAs. The receiving arrangement must meet the applicable eligibility and acceptance requirements.
Do not assume that every employer plan or IRA provider will accept a match automatically. Account eligibility, provider procedures and the final federal directory or participation process must be confirmed when the IRS publishes current implementation details.
Small-match alternative
A match under $100 may be elected as a refundable tax credit instead of being deposited into an eligible account. The IRS notice describes this as an election for the small amount; it does not turn the ordinary Saver’s Match into a refundable credit in general. For matches of $100 or more, the normal treatment is an account contribution subject to the designated-vehicle rules.
Tax treatment after deposit
Saver’s Match contributions are not included in gross income when deposited. Distributions attributable to the match are generally taxable in the year distributed. Depending on the distribution, an early-distribution additional tax and a Saver’s Match recovery tax may also apply. Review the current IRS distribution rules before taking money out, especially if the withdrawal is early, nonqualified or follows a change in the receiving account.

For a qualifying retirement-plan or IRA contribution made in 2027, the Saver’s Credit and Saver’s Match are not simultaneous benefits. The match replaces the credit for those qualifying contributions under the post-2026 rules.
Best Value
- It can be a gift option
- Comes with secure packaging
- Helpful in various ways
ABLE contributions are the important distinction. The Saver’s Match does not apply to ABLE accounts, while qualifying ABLE contributions may remain eligible for the Saver’s Credit after 2026. A taxpayer considering an ABLE contribution should therefore test it under the credit rules rather than assume the new match covers it.
A practical year-by-year planning checklist
If you are planning for 2026
- Check the Saver’s Credit age, student and dependent requirements.
- Compare 2026 AGI—not match MAGI—with the ceiling for your filing status.
- Track up to $2,000 of eligible contributions per person, including any qualifying ABLE contribution.
- Subtract the effect of disqualifying rollovers and relevant recent distributions when completing Form 8880.
- Estimate the credit against actual federal income-tax liability because the benefit is nonrefundable.
If you are planning for 2027
- Confirm that you meet the match’s age, student, dependent and residency conditions.
- Estimate match MAGI using the required additions to AGI.
- Plan around the $2,000 qualifying-contribution cap per person if your goal is to receive the maximum possible match.
- Review current- and prior-year distributions that could reduce the qualifying amount.
- Ask whether the intended receiving account is an eligible designated vehicle and whether the plan or provider accepts the match.
- Use the final Form 8880-A and instructions when filing the 2027 return in 2028.
Common mistakes and how to avoid them
Using the wrong tax year
The 2026 credit and 2027 match are separate regimes. A 2027 match is not claimed on a 2026 return, and 2026 credit thresholds should not be presented as match thresholds.
Comparing match MAGI with AGI alone
The match adds specified deducted or excluded amounts to AGI. A taxpayer near a threshold should complete the match-specific calculation instead of relying on the AGI printed on the return.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsTreating the match as a normal refundable credit
The match is generally an account contribution. Only a match below $100 may be elected as a refundable tax credit under the notice. The ordinary credit-like description can mislead taxpayers who expect cash instead of a retirement deposit.
Counting rollovers or ignoring withdrawals
Rollovers do not qualify for the Saver’s Credit, and certain current- or prior-year distributions can reduce the match calculation. Keep transaction records and distinguish rollovers from non-rolled-over withdrawals.
Assuming every account can receive the deposit
The notice lists categories of eligible destinations, but acceptance requirements still apply. Confirm the account type and provider process before relying on a match being deposited there.
Relying on stale IRS tables
Web pages can retain prior-year credit tables. For 2026, use the annual publication or current Form 8880 instructions; for 2027, use the published Form 8880-A and current match guidance.
Where to verify the rules
Use the IRS’s Saver’s Match page for current program timing, eligibility and limits. The detailed statutory and implementation discussion appears in Internal Revenue Bulletin 2026-35 / Notice 2026-48. For the existing credit, consult the IRS Saver’s Credit page and Publication 571 (01/2026). The IRS’s Report to Congress on Anticipated Saver’s Match Promotion Efforts explains the agencies’ distinction between the programs and the planned federal IRA-provider directory.
The key decision is chronological: apply the Saver’s Credit rules to eligible 2026 contributions, and prepare to use the Saver’s Match rules for eligible 2027 contributions. The account destination, MAGI calculation and final forms matter as much as the amount saved.
