Short answer: A Roth contribution puts new, currently earned money into a Roth IRA for a tax year. A Roth conversion moves money that is already in a traditional IRA or another eligible retirement account into a Roth IRA. Contributions require taxable compensation, are limited by the annual IRA cap and Roth income rules, and generally do not create a current deduction. A conversion is not treated as a new annual contribution, but untaxed amounts converted generally become ordinary taxable income in the year the conversion is completed.

Your filing status, modified adjusted gross income (MAGI), age, compensation, existing IRA basis and account balances can change the result. The rules below are federal rules; state taxes, custodian procedures and your personal tax outcome may differ.

The difference between a Roth conversion and a Roth contribution

Issue Roth contribution Roth conversion
Where the money comes from New money, generally from taxable compensation Existing money in a traditional IRA or another eligible retirement account
Eligibility Requires taxable compensation and is subject to Roth MAGI rules IRS guidance says conversion eligibility is not barred solely by AGI
Annual IRA limit Combined traditional-and-Roth IRA contribution limit applies Conversion amount is not counted against the annual contribution limit
Timing Assigned to a tax year and generally can be made by that year’s return-filing deadline Assigned to the calendar year in which the conversion is completed
Tax effect Roth contributions are generally made with after-tax dollars and are not deductible Untaxed converted amounts generally enter gross income and are taxed as ordinary income; after-tax basis can change the taxable portion
Reporting Report the contribution as required for your return and IRA records Form 8606 is used for conversion reporting and basis tracking
Reversibility A contribution may have correction options in limited circumstances Conversions made in tax years beginning after 2017 cannot be recharacterized back to a traditional IRA

The practical question is whether you are adding this year’s new savings or changing the tax treatment of money already saved. That distinction controls which limits, deadlines and tax calculations apply.

How Roth IRA contributions work

Contributions use new annual money

A contribution is an amount you add to an IRA for a particular tax year. It normally comes from compensation such as wages or self-employment income. The IRS describes taxable compensation as a condition for making an IRA contribution; investment income alone does not substitute for compensation. See IRS Topic 309 and the IRS IRA contribution limits guidance.

The 2026 combined limit

For tax year 2026, total contributions to all of your traditional and Roth IRAs generally cannot exceed $7,500, or $8,600 if you are age 50 or older. The limit is also capped by your taxable compensation when that compensation is lower. The dollar amounts are 2026 figures and should be checked again for a later tax year.

The cap applies across your traditional and Roth IRAs together, not separately to each account. For example, putting $4,000 into a traditional IRA leaves $3,500 of the regular 2026 IRA limit for Roth contributions, assuming compensation and eligibility otherwise permit the contributions. A conversion does not consume that remaining contribution room.

Roth income eligibility is separate from the contribution cap

Roth contributions have income eligibility rules in addition to the dollar limit. For 2026, the IRS announcement lists a Roth IRA contribution MAGI phaseout of $153,000 to $168,000 for single and head-of-household filers. This range is filing-status specific; do not apply it to married-filing-jointly, married-filing-separately or other filing statuses without checking the applicable IRS rule. The announcement is available at the IRS 2026 limit announcement.

A phaseout can reduce the amount you may contribute directly, and income above the applicable range can eliminate direct Roth contribution eligibility for that filing status. The contribution limit and the income test are different checks: being under the dollar cap does not by itself make a direct contribution eligible.

How Roth conversions work

A conversion changes the account, not the annual contribution room

In a conversion, you move existing retirement assets from a traditional IRA to a Roth IRA. Because the money was already inside a retirement account, the conversion is not a new annual IRA contribution and is not limited to $7,500 or $8,600. The amount can nevertheless have a substantial income-tax effect.

The IRS states, “Regardless of the amount of your adjusted gross income, you may be able to convert amounts from a traditional IRA into a Roth IRA.” Read the full statement in IRS Topic 309. This does not promise that every taxpayer can complete every transaction or that every dollar will be tax-free; it distinguishes conversion eligibility from the MAGI limits that apply to direct Roth contributions.

Untaxed money generally becomes ordinary income

When a conversion includes pre-tax traditional IRA money, the untaxed portion generally must be included in gross income for the year of conversion and is taxed under ordinary-income rules. The conversion itself does not create a special Roth contribution deduction. The eventual tax bill depends on the taxable amount, your other income, filing status, deductions, credits and applicable federal and state rules.

A conversion can include both pre-tax amounts and nondeductible after-tax basis. That is why it is inaccurate to say every conversion is fully taxable or entirely tax-free. The IRS uses basis and allocation rules to determine how much is taxable, and Form 8606 is central to reporting that calculation.

Withholding and estimated-tax planning

If the conversion increases your taxable income, the IRS notes that you may need to increase withholding or make estimated tax payments. A custodian may offer to withhold part of a distribution, but using converted funds to pay tax can reduce the amount that reaches the Roth IRA and may create additional complications for someone under age 59½. Coordinate the tax payment decision with your overall return rather than assuming the custodian’s default withholding is sufficient.

Deadlines: a contribution date is not a conversion cutoff

Contribution deadlines are tied to the tax year

For most taxpayers, an IRA contribution for 2025 could be made through April 15, 2026. A filing extension did not extend that contribution deadline. The IRS instructions for Form 8606 and Publication 17 explain the filing-deadline framework. When making a contribution near the deadline, identify the tax year with the custodian and retain the confirmation.

The exact deadline for a future year can depend on the return due date and IRS calendar adjustments. Do not assume that a contribution made in January automatically belongs to the preceding year; tell the custodian which tax year you intend.

Conversions belong to the year completed

A conversion is associated with the tax year in which the transaction is completed. The reviewed IRS guidance does not establish a single date-specific universal 2026 conversion cutoff that can replace the contribution deadline. A December conversion and a January conversion generally fall in different tax years even if the paperwork began at the same time.

Because custodian processing can take time, start a conversion early enough to verify that the transfer was completed in the intended year. Keep the transaction statement showing the completion date. Do not use April 15, 2026—the 2025 contribution deadline—as a supposed deadline for a 2026 conversion.

Conversion methods and what each requires

The IRS describes three basic ways to complete a conversion. Direct transfers reduce the risk that you personally receive the money, but you still need to confirm that the receiving account is a Roth IRA and that the transaction is coded correctly.

1. Sixty-day rollover

  1. You receive a distribution from the traditional IRA.
  2. You contribute the eligible amount to a Roth IRA within the applicable 60-day period.
  3. You retain documentation of the distribution and the Roth deposit.

The timing and property rules for a rollover must be met. Missing the deadline or failing to roll over the required amount can leave a taxable distribution. Ask the custodian how withholding is handled when you receive the funds; the amount withheld may need to be replaced from other money if you intend to roll over the full distribution.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Trustee-to-trustee transfer

The current trustee sends the assets directly to the trustee of the Roth IRA at another institution. You do not take possession of the funds. This is often operationally cleaner because the money moves between custodians, but confirm the transfer’s completion date and tax reporting.

3. Same-trustee transfer

The same financial institution moves assets between your traditional IRA and Roth IRA. The custodian may call this a same-trustee transfer or an internal conversion. Obtain the confirmation and verify that the transaction was reported as a conversion rather than a new contribution.

A properly completed rollover avoids the 10% early-distribution additional tax on the amount rolled over, but it does not erase ordinary income tax on untaxed assets. The IRS explains these methods and their tax treatment in the IRA FAQ and Publication 590-A.

Why IRA basis and the pro-rata calculation matter

After-tax basis can reduce the taxable portion

Basis generally represents nondeductible amounts for which tax was already paid. If a conversion includes basis, that portion is not taxed again, while the pre-tax portion generally is taxable. You must have accurate records of prior nondeductible contributions; an old Form 8606 can be as important as the current account statement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The calculation may not let you choose only after-tax dollars

Tax rules can require a proportionate allocation of basis and pre-tax money under the applicable IRA calculation rules. In practical terms, you generally cannot simply point to one traditional IRA and declare that the conversion came only from its after-tax dollars while ignoring other relevant IRA balances. Gather year-end statements and prior Forms 8606 before estimating the taxable amount.

Form 8606 is used to report conversions and track nondeductible basis. The current instructions are at the IRS Form 8606 instructions. If basis records are missing or you have multiple IRA accounts, professional help with Form 8606 and tax planning for a Roth conversion can prevent an avoidable reporting error.

Illustrative examples

Example: direct contribution

Assume a 40-year-old taxpayer has $7,500 of taxable compensation available for retirement saving and meets the 2026 direct Roth income rules for the taxpayer’s filing status. A $7,500 Roth contribution uses the entire regular 2026 IRA limit. It is new annual money; it does not create a deduction, and no conversion has occurred.

Example: contribution plus conversion

Assume the same taxpayer contributes $7,500 to a Roth IRA and separately converts $30,000 from a traditional IRA. The contribution uses the annual IRA limit. The $30,000 conversion does not use additional contribution room, but the taxable part of the conversion can increase income for the year. The two transactions must be tracked separately.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Example: basis changes the result

Assume a taxpayer converts an IRA containing both deductible pre-tax money and documented nondeductible basis. The taxable amount is determined under the applicable basis allocation rules, not by labeling the entire transfer as pre-tax or after-tax. Form 8606 reports the conversion and the basis calculation. The result can differ significantly from a conversion of an entirely pre-tax account.

Tax reporting checklist

  • Identify whether the transaction was a contribution, a conversion, a rollover or more than one of these.
  • Keep the custodian’s year-end and transaction statements showing the amount and completion date.
  • Locate prior Forms 8606 and records of nondeductible IRA contributions.
  • Use Form 8606 when required to report the conversion and calculate basis.
  • Reconcile any withholding shown on the distribution paperwork with your tax return.
  • Consider whether increased withholding or estimated payments are needed when taxable conversion income is expected.
  • Check federal and state treatment separately; the federal IRS sources do not establish state-specific outcomes.

Common mistakes and how to avoid them

Confusing a conversion with a contribution

Calling a conversion a “contribution” can lead to an incorrect annual-limit calculation. Record the new-money contribution and the existing-account conversion as separate transactions.

Using the contribution deadline for a conversion

April 15, 2026 was the deadline for most 2025 contributions, not a universal 2026 conversion deadline. A conversion is tied to its completion year.

Assuming high income blocks a conversion

High MAGI can restrict a direct Roth contribution, while the IRS says conversion eligibility is not barred solely by AGI. The conversion may still create taxable income, so eligibility and affordability are separate questions.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assuming every converted dollar is taxable

Basis can make part of a conversion nontaxable. Conversely, failing to document basis can cause you to report more taxable income than the rules require or make the return difficult to substantiate.

Expecting to undo a poor conversion

Conversions made in tax years beginning after 2017 cannot be recharacterized back to a traditional IRA. Estimate the taxable amount and tax-payment consequences before authorizing the transfer.

Ignoring processing and documentation

A transaction started near year-end may complete in the following year. Confirm the actual completion date, destination account type and tax forms rather than relying on an online transfer request alone.

Which transaction fits your situation?

A contribution is usually the relevant question when

  • You have taxable compensation for the year.
  • You are deciding how much new retirement money to add.
  • You are within the applicable Roth MAGI rules for your filing status.
  • You want to use available annual IRA contribution room without moving an existing traditional IRA balance.

A conversion deserves analysis when

  • You already have traditional IRA assets and want future qualified Roth withdrawals to follow Roth rules.
  • Your current-year tax position makes recognizing some ordinary income manageable.
  • You understand which portion is pre-tax and which portion is documented basis.
  • You can plan for any resulting withholding or estimated-tax obligation.

For a large pre-tax balance, multiple IRAs or uncertain basis, a qualified tax professional can model the taxable amount and help with Form 8606. That is a planning service, not a substitute for checking the current IRS rules and your state’s treatment.

Federal rules are not the whole answer

The sources cited here address federal IRS rules. State income-tax treatment may differ, and individual results depend on filing status, age, compensation, deductions, credits, account balances and other income. Employer-plan rules may also affect whether money can first be moved into an IRA. Recheck annual limits, phaseouts and forms for the tax year in which you act.
