Romance Scam vs. Catfishing: What’s the Difference?

By TheFinanceBase Team 11 min read

Catfishing is identity deception; a romance scam is relationship-based fraud. A catfish uses a false online identity, stolen or altered photos, or fabricated imagery to appear to be someone else. A romance scammer uses emotional closeness to obtain money, personal or financial information, or other valuable items. The two overlap when a fraudster catfishes someone to build trust, but a false identity alone does not prove that money is being sought.

The practical dividing line is the objective. Ask whether the person’s identity is genuine, then watch for the shift from conversation to pressure, secrecy, an emergency, an investment pitch, or a request for payment. The distinction matters because the safest response changes from cautious verification to refusing payment, ending contact, and reporting the account.

Catfishing and romance scams in one comparison

Question Catfishing Romance scam
What is being described? A deceptive online identity or persona. A relationship used to defraud someone.
Typical identity conduct Using another person’s photographs, pretending to be the person pictured, inventing a persona, or creating false images, including with generative AI. May use any of the catfishing tactics, but the identity deception serves a financial or material fraud.
Defining objective Identity deception; a financial motive is not required. Obtaining money, personal or financial information, or items of value through a relationship.
Money or valuable information requested? Not necessarily. Usually a central part of the fraud pattern, often presented as urgent help or an investment opportunity.
Best immediate response Verify cautiously without sending sensitive information; protect your accounts and privacy. Do not pay, stop contact, preserve evidence, and report the profile and the fraud.

A useful shorthand is: catfishing asks, “Is this identity genuine?” Romance-fraud analysis asks, “Is someone using a relationship to take value from me?” One person can be catfishing without committing a romance scam. Once a false identity is paired with a request for money, financial details, valuable goods, or help moving funds, the conduct fits the romance-scam pattern described by the Federal Trade Commission (FTC) and the FBI.

What catfishing means

AARP describes catfishing as using fraudulent information and images to create a false identity and attract people through dating, messaging, or social platforms. The deception can be simple, such as taking a stranger’s profile photo, or elaborate, involving a complete biography, job history, family story, and collection of images.

Common identity-deception methods

  • Stolen photographs: The account uses pictures belonging to another person and may claim to be that person.
  • Altered or composite imagery: Photos can be edited or combined to make a persona appear consistent.
  • Invented identity: The operator creates a name, occupation, location, and life story that do not belong to a real person.
  • Generative-AI imagery: AARP notes that AI-generated images can be used to make a fictional person look real.

Catfishing can have different motives. Someone may seek attention, companionship, entertainment, status, or access to another person’s information. The label describes the identity deception, not a proven financial purpose. You should therefore avoid treating every suspicious profile as a confirmed money scam until you see the behavior that establishes that risk.

What a romance scam means

The FBI’s 2025 Internet Crime Complaint Center (IC3) Annual Report calls the category “Confidence/Romance Fraud.” Its definition is: Confidence/Romance Fraud: An individual believes they are in a relationship (family, friendly, or romantic) and are tricked into sending money, personal and financial information, or items of value to the perpetrator or to launder money or items to assist the perpetrator.

This definition focuses on the fraudulent result. The relationship may be romantic, friendly, or framed as a family connection. The person may be a stranger met on a dating site, social network, messaging service, or gaming platform. The scammer’s identity can be false, but the FBI definition does not require a particular type of fake profile; it requires a relationship-based deception that induces a transfer of value or information.

How the relationship-to-fraud sequence works

  1. Initial contact: The person meets you on a dating, social, or gaming platform, or contacts you through another online channel.
  2. Conversation moves elsewhere: The FTC warns that scammers often shift communication into direct messages or another private channel.
  3. Emotional closeness develops: Frequent messages, intense affection, and personal disclosures create the impression of a committed relationship.
  4. Contact remains unverifiable: The person repeatedly avoids meeting in person or gives explanations that prevent a dependable check of identity.
  5. A value request appears: An emergency expense, a request for personal or financial information, or an investment proposal is introduced.
  6. Pressure follows: Urgency, secrecy, or a claim that a special method will produce profits discourages you from consulting someone else.

Not every online relationship follows every step, and a single sign does not establish fraud. The combination of rapid intimacy, persistent inability to meet, and a request for money or valuable information is the stronger warning pattern.

Where the two terms overlap

Catfishing is often the mechanism that makes a romance scam believable. A fraudster can copy a real person’s images or build an AI-generated persona, then use that identity to establish trust. The false identity helps answer questions such as where the person lives, why they cannot meet, or why they need a particular type of assistance.

The terms are not interchangeable. A person could use a false name and photos while seeking conversation only; that is deceptive catfishing, but the available facts do not establish a romance scam. Conversely, someone could commit confidence or romance fraud without relying on a completely fabricated identity. The decisive feature is the relationship being used to obtain value or information.

Warning signs that a relationship may be turning into fraud

The FTC and AARP identify several behaviors that deserve caution. Treat them as indicators, not as a mathematical test. A genuine person might be unavailable for a period of time, and a scammer might avoid obvious clichés. Risk rises when multiple signs appear together, especially after the person has encouraged secrecy or discouraged independent advice.

Fast-moving affection

Declarations of love, exclusivity, or a lifelong future arrive unusually quickly. The intensity can make a later request feel like a test of loyalty. Slow the pace and keep normal boundaries even when the messages feel sincere.

Persistent excuses for not meeting

The person repeatedly cannot meet in person and offers a new explanation each time. A video call, a profile badge, or an eventual meeting should not be treated as conclusive proof by itself; the cited guidance does not establish any of those checks as a guarantee of identity.

Pressure to leave the original platform

Moving to private communication can reduce the platform’s visibility and reporting controls. It is not proof of a scam on its own, but it removes a layer of accountability and makes it harder to review the account’s history.

Emergency requests

The FTC describes urgent expenses as a common turn in the story. The request may involve travel, medical care, a family crisis, legal trouble, or an account that supposedly cannot be accessed. An emergency narrative is not a reason to bypass your financial safeguards.

Cryptocurrency or secret-method investment pitches

A new online romantic contact may claim to have special knowledge, an insider method, or a guaranteed opportunity. The FTC flags these investment claims as a warning sign. Affection is not evidence of investing expertise, and you should not send funds to test the relationship.

Requests for personal or financial information

A scammer may seek account credentials, payment-card details, identity documents, tax information, or other data instead of asking for a direct transfer. The FBI’s definition expressly includes personal and financial information, not only cash.

How to assess whether an online contact is real without increasing your risk

Verification should reduce exposure, not require you to surrender more information. You do not need to prove a person’s identity before deciding that you will not send money. Use the following checks as a cautious process rather than a promise that any single result is conclusive.

  1. Keep the conversation on the platform initially. Use the platform’s safety and reporting tools while you establish basic consistency.
  2. Check for contradictions. Note differences in location, work schedule, family details, or timeline. A polished story can still be fabricated.
  3. Set a boundary about money. State clearly that you do not send money, cryptocurrency, gift cards, wire transfers, or payment-app transfers to online romantic contacts.
  4. Do not provide sensitive data to “verify” yourself. Never send passwords, one-time codes, full payment details, or identity documents merely because the person says the relationship requires proof.
  5. Consult someone you trust. A friend or family member who is outside the emotional momentum may notice pressure or inconsistencies.
  6. Use independent judgment about any meeting. An in-person meeting, if it ever happens, does not retroactively prove that every prior claim was true or that a later investment request is safe.

A verification badge, polished photographs, or a convincing video call can be copied, manipulated, or attached to the wrong person. They may be clues, but the safest decision remains under your control: do not transfer value or disclose sensitive information to someone whose identity and motives you cannot independently establish.

What to do when an online boyfriend or girlfriend asks for money

Do not send the payment. The FTC specifically advises against paying an online love interest with cryptocurrency, gift cards, wire transfers, or payment apps. Do not send cash, purchase goods for shipment, or allow the person to use your account to receive and forward funds. A request framed as a loan, a temporary favor, or an investment still creates the same financial risk.

Immediate steps

  1. Pause the conversation before responding. Do not negotiate, promise a later payment, or reveal which financial protections you use.
  2. Preserve evidence. Save the profile address, usernames, messages, payment instructions, email addresses, telephone numbers, wallet addresses, and receipts. Keep original files where possible.
  3. Stop contact if you believe it is a scam. Block the account after preserving the information you need for a report.
  4. Contact the payment provider quickly if money was sent. Ask whether a transfer, card payment, wire, gift-card transaction, or payment-app transaction can be stopped or reversed. The outcome depends on the payment method and timing.
  5. Secure exposed accounts. Change compromised passwords, enable multifactor authentication where available, and contact your financial institution if account or card information was disclosed.
  6. Report the profile. Use the dating, social, or gaming platform’s reporting process so it can review the account.
  7. File a U.S. consumer-fraud report. Submit the details to the FTC at ReportFraud.ftc.gov.
  8. Consider an IC3 report for suspected cyber-enabled crime. The FBI’s IC3 provides a U.S. reporting mechanism and shares complaint information with law-enforcement partners.

Do not pay a person who promises to recover your money for an additional fee. The sources cited here do not establish any private recovery service as necessary; the free government and platform reporting routes are the documented next steps.

Protecting your information before a request arrives

The FTC recommends limiting what strangers can see on social media. Review the visibility of personal posts, photographs, relationship status, workplace details, location data, travel plans, and family information. Public details can help a stranger construct a credible story or tailor an emotional appeal.

  • Restrict posts and personal information to the smallest audience that makes sense for you.
  • Remove public details that reveal routine schedules, addresses, or financial circumstances.
  • Be selective about accepting new followers or friend requests.
  • Avoid posting documents, tickets, account screenshots, or images that expose identifying numbers.
  • Keep a separate, strong password for each important account and turn on multifactor authentication when offered.

These measures do not identify a catfish by themselves. They reduce the information available to anyone trying to impersonate another person or design a convincing approach.

How to interpret the latest reported figures

The FBI IC3 2025 Annual Report recorded the following age-specific U.S. figures for Confidence/Romance complaints:

Best Value
Hiacry 8 Pack Gel Pens, Quick-Drying Black Ink, 0.7mm Fine Point Fidget Pen
  • Twin-Ball Design : Hiacry gel pen features a double ball conical tip that reduces writing resistance and provides a stable and smooth writing experience. 0.7mm quick drying black ink ensures no jumping, leakage or seepage.
  • Quick-Dry Long Lasting Ink:0.7mm black ink can slide effortlessly, dry immediately, & is not easily dirty. It has a high-capacity reservoir (up to 1300 meters), which is very suitable for left-handed & right-handed users.
  • Sleek Design for Journaling & Planning: Engineered with a low center of gravity and precision tip for steady ink flow, these journaling pens excel at note-taking, sketching, planning, and more. They combine stylish pens with top-tier performance.
  • Rolling Ball Design:The pocket clip with roll ball design can be easily attached to notebook pockets and binders, in addition, the fidget on the pen clip is also a small toy for your daily thinking to relieve stress.
  • Comfortable Non-Slip Grip:The ergonomic pen barrel has a soft rubberized coating for a comfortable, non-slip grip, so you won't get fatigued even after long hours of writing.
Group Reported complaints Reported losses
People aged 60 and older 10,188 $584,032,745

These are reported values for people aged 60 and older, not all-age national totals and not a count of every victim. IC3 explains that complaint data is a point-in-time assessment that can change as reports are reviewed; one person may file more than once, and many incidents may never be reported. The figures therefore show the scale of reported harm in that age group, not the complete prevalence of catfishing or romance fraud.

The statistics also do not mean that every complaint involved a false identity. “Confidence/Romance Fraud” is the FBI’s relationship-based fraud category, while catfishing is a broader description of identity deception. Keeping those scopes separate prevents a reported-loss number from being misread as a count of catfish profiles.

Examples that clarify the boundary

Situation What the facts establish Prudent response
A profile uses another person’s photographs but has not asked for money or information. Possible catfishing or impersonation; a romance scam is not established by the identity deception alone. Do not send sensitive information. Verify cautiously, use platform controls, and report suspected impersonation.
A person quickly declares love, avoids meeting, and asks for cryptocurrency to join an investment opportunity. The combination matches the romance-scam warning pattern described by the FTC and AARP. Refuse payment, end contact, preserve evidence, and report the account and fraud.
A contact asks for a one-time code or bank details to “prove” you are committed. A request for financial information is consistent with the FBI’s confidence/romance-fraud definition if obtained through the relationship deception. Do not disclose the information; secure accounts if anything was shared and report the incident.
A person’s identity is unclear, but there has been no request for value. Risk remains uncertain; the available facts do not prove a romance scam. Maintain boundaries, limit public information, and avoid escalating access while you assess consistency.

U.S. reporting and support boundaries

The guidance summarized here is U.S.-focused because the authoritative materials are from the FTC and FBI. The FTC route is appropriate for a consumer-fraud report, while IC3 is the FBI’s mechanism for suspected cyber-enabled crime. Also report the account to the service where you met the person; the platform may be able to disable the profile or preserve relevant records.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If you are embarrassed or worried about being blamed, report anyway. The IC3 figures are based on submitted complaints, and the agency notes that the data is incomplete. Reporting creates information that can be shared with law-enforcement partners and may help identify connected accounts. For incidents outside the United States, use the equivalent consumer-protection, cybercrime, and platform-reporting channels in your country; the sources cited here do not provide country-specific procedures.

Bottom line: use the right label, then take the right action

Catfishing tells you that an online identity may be false. A romance scam tells you that a relationship is being used to obtain money, information, or valuable items. When both appear together, treat the situation as a potential fraud: do not pay, do not disclose sensitive data, stop contact, preserve evidence, and report it. You do not need courtroom-level proof of a person’s identity to set a firm financial boundary.

AARP’s catfishing guidance was updated June 23, 2026. The FTC consumer alert on romance scams is dated February 14, 2024, and the FBI figures come from its 2025 IC3 Annual Report. Their common practical message is current and simple: emotional closeness is never a reason to bypass ordinary financial safeguards.
