The transaction was reported to Comwave customers on November 8, 2023. Comwave’s current legal page says Comwave Networks Inc. is owned and operated by Rogers Communications Inc.
Comwave has not simply disappeared into the Rogers consumer brand. It continues to operate a customer-facing website and sell Internet, television, home-phone and bundle services under the “Rogers Together with Comwave” identity. For customers, the important question is therefore not just whether Rogers owns Comwave, but whether their price, contract, equipment, service technology or support arrangements have changed.

What happened to Comwave?
Toronto-based Internet service provider and VoIP provider Comwave became part of Rogers. MobileSyrup reported the acquisition on November 8, 2023 after Comwave customers received an email about the transaction.
The customer communication did not identify a purchase price or provide detailed transaction terms. The strongest current confirmation comes from Comwave itself: its legal materials state that Comwave Networks Inc. is owned and operated by Rogers Communications Inc.

Rogers-Comwave acquisition timeline
- November 8, 2023: The acquisition was reported after Comwave customers were notified by email.
- After the announcement: Comwave continued operating a consumer-facing service and support presence rather than immediately disappearing as a brand.
- Current status: Comwave’s website identifies Rogers as its owner and operator and uses “Rogers Together with Comwave” branding.
What did Rogers acquire?
The available information identifies Comwave as an ISP and VoIP provider with residential, business and wholesale operations. Its current consumer site continues to offer:
- Internet service;
- Television;
- VoIP home phone service;
- Internet-and-TV bundles; and
- Customer accounts, billing and support services.
That does not establish that Rogers acquired a large, nationwide standalone access network. An ISP can sell service over infrastructure it does not own, including wholesale access supplied by another carrier. The available sources do not identify the specific network assets included in the transaction.
Was a purchase price disclosed?
No public purchase price is identified in the available reporting. The reported customer email did not include specific financial terms.

It would be inaccurate to describe the deal as an asset purchase, share purchase, subsidiary acquisition or another specific legal structure without a primary filing or official transaction announcement. Subscriber numbers, revenue figures and employee effects were also not established by the available sources.
Did Comwave become Rogers?
In ownership terms, yes. Comwave’s legal page says Rogers owns and operates Comwave Networks Inc.

- Advanced Security with WPA3 - The latest Wi-Fi security protocol, WPA3, brings new capabilities to improve cybersecurity in personal networks
In branding and day-to-day customer presentation, not entirely. Comwave continues to maintain its own website, products, support materials and customer-facing identity. The current branding combines the two names as “Rogers Together with Comwave.”
That distinction matters. A retained brand can preserve separate plans, support pages and marketing while the business is no longer independent in ownership or strategic control.

What should Comwave customers expect?
The current Comwave site shows that the business remains active. Customers can still access Comwave service information, account and bill-payment paths, support materials and product pages. The support page lists 1-877-474-6638 and 416-663-9600, along with equipment guides for Hitron and SmartRG devices.
However, the available sources do not establish that every customer received the same changes—or that no changes occurred. Customers should check their own bills, account notices and contract documents rather than assume that Rogers ownership automatically changed their service.
Questions to check on your next bill or account notice
- Has the billing entity or payment process changed?
- Is your monthly price still the same?
- Has your contract term or cancellation policy changed?
- Are there new activation, equipment, rental or administrative charges?
- Has your modem or router changed?
- Are your speed, data and Fair Usage Policy terms unchanged?
- Has your service moved to a different access network or technology?
- Have television channels, blackout rules or equipment requirements changed?
- Does your home-phone service still have the same emergency-calling limitations?
The sources available for this article do not confirm whether existing contract terms were universally preserved, whether prices changed across the customer base, whether customers can cancel without an early-termination charge after a material change, or whether all customers receive support directly from Rogers. Those issues depend on the customer’s agreement, location, product and notification history.

Current Comwave services and charges to watch
Comwave’s current residential pages promote Internet, TV, home phone and bundles. The bundle page says television can be delivered through Amazon Fire TV equipment and viewed on iOS devices. It also identifies several conditions that can affect the real cost of service:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- A $95 activation fee may apply.
- Shipping fees may apply.
- A refundable equipment security deposit may be required.
- Unlimited plans are subject to a Fair Usage Policy.
Comwave’s Internet shopping page was not independently verifiable for current plan-by-plan prices and speeds because it presented an automated verification screen. Prices and eligibility can also vary by address, access technology and promotion. Check the address-specific checkout flow before relying on an advertised offer.
For personal-finance purposes, compare the full cost—not just the advertised monthly rate—including taxes, activation, installation, equipment, deposits, promotional expiry dates and cancellation charges.
Important warning for Comwave home-phone customers
Comwave’s VoIP service is not identical to a traditional landline. Its legal materials describe limitations for 9-1-1 service. Emergency calls are routed through a national emergency call centre, location information must be confirmed and service may fail during a power outage, broadband outage or other service interruption.
Customers must update their registered location when moving or travelling with the VoIP service. Anyone who relies on Comwave as their only home telephone should understand these limitations and consider how emergency calling will work if the modem, broadband connection or electricity fails.

Why might Rogers want Comwave?
Rogers has not been shown in the available sources to have publicly stated a detailed rationale for the transaction. Several explanations are plausible, but they should be treated as analysis rather than confirmed motives:
- Adding Comwave’s customer relationships and sales channels;
- Acquiring VoIP, billing, customer-support or service infrastructure;
- Expanding bundle opportunities across Internet, television, phone and mobile services; or
- Consolidating a smaller provider and its customer base.
There is not enough evidence to claim that Rogers bought Comwave for a specific subscriber count, a particular network asset or the purpose of eliminating competition.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.What does the deal mean for independent ISPs?
The acquisition is a useful example of the difference between brand diversity and ownership diversity.
Comwave can continue to look like a separate provider: it has its own website, products, support pages and name. But it is no longer independent in ownership terms. For consumers, the number of brands on a comparison page may therefore overstate the number of genuinely independent corporate choices.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesIndependent ISPs may also resell access over a major carrier’s network while controlling their own billing, support and marketing. “Independent ISP” does not necessarily mean the provider owns an independent last-mile network. Conversely, a provider can retain an independent-looking brand after being acquired by a major carrier.
Best Value
- Dual band router upgrades to 1200 Mbps high speed internet (300mbps for 2.4GHz plus 900Mbps for 5GHz), reducing buffering and ideal for 4K stream
- Full Gigabit Ports - Gigabit Router with 4 Gigabit LAN ports, ideal for any internet plan and allow you to directly connect your wired devices
- Boosted Coverage - Four external antennas equipped with Beamforming technology extend and concentrate the Wi-Fi signals
- MU-MIMO technology - (5GHz band) allows high speeds for multiple devices simultaneously
- Access Point Mode - Supports AP Mode to transform your wired connection into wireless network, an ideal wireless router for home
The acquisition may reduce the number of independently owned consumer-facing providers, but the available sources do not establish its market share, subscriber impact or whether it materially reduced competition. The CRTC’s broader wholesale-access and competition materials provide context for how independent providers and major carriers interact, but they do not by themselves quantify the effect of the Comwave transaction.
Was regulatory approval required?
The available sources confirm the acquisition and current Rogers ownership, but they do not establish whether the transaction required a public CRTC approval process, Competition Bureau review, Competition Tribunal proceeding or another public regulatory filing.
It would be a mistake to assume that Comwave followed the same approval process as Rogers’ much larger acquisition of Shaw. The CRTC’s material on the Rogers-Shaw transaction explains that Rogers’ acquisition of Shaw broadcasting assets involved CRTC review, while other telecommunications assets were subject to different legal and regulatory processes. That precedent does not determine how the Comwave transaction was treated.
How to compare Comwave with Rogers or another ISP
Rogers ownership alone does not tell you whether Comwave is the best-value option at your address. Compare:
- Total monthly cost: Include taxes, equipment, activation, installation and promotional-price expiry.
- Access technology: Confirm whether service uses cable, fibre, DSL or wholesale access and check both download and upload speeds.
- Data conditions: Read any Fair Usage Policy, data-cap or traffic-management language.
- Contract terms: Check commitment periods, price-change provisions and cancellation fees.
- Equipment: Confirm modem or router rental, deposits, warranty coverage and return requirements.
- Bundle requirements: Check television equipment, channel availability, app compatibility and blackout rules.
- Support: Compare contact methods, hours and escalation options.
- Ownership: If independent ownership matters to you, verify the corporate relationship rather than relying on the brand name.
Potential comparison providers include TekSavvy, oxio, Start.ca, Distributel, Bell and Cogeco. Availability, network access, prices and contract terms vary by address, so none should be treated as universally available or automatically cheaper than Comwave.
