Neither strategy wins for everyone. Downsizing turns home equity into cash by selling and moving, while a Home Equity Conversion Mortgage (HECM) lets an eligible homeowner age 62 or older remain in the home and borrow against its value. The right choice depends on your net proceeds after all sale and replacement costs, ongoing housing obligations, expected time in the home, mobility and care needs, and how much equity you want to preserve for heirs.
What each option actually does
Downsizing: sell, buy or rent, and keep the difference
Downsizing releases equity through a conventional sale. The cash available is not the listing price. Start with the expected sale price, then subtract the mortgage payoff and other liens, selling expenses, any tax due, the purchase price and transaction costs of the replacement home (or rent), moving expenses, and other transition costs. What remains is the amount available for retirement spending, debt reduction, investing, or a reserve.

A move can also change your monthly budget. Property taxes, homeowners insurance, utilities, maintenance, association dues, transportation, accessibility work, and proximity to family or medical care may be higher or lower in the new location. A less expensive house does not automatically produce lower total housing costs.

A HECM is the most common reverse mortgage and the only reverse mortgage insured by the U.S. federal government. FHA makes it available through FHA-approved lenders. The borrower keeps title to the principal residence and generally does not make a required monthly mortgage payment. However, the loan balance grows as interest, mortgage-insurance charges, and applicable fees are added.

HECM repayment is generally triggered when the borrower sells the home, moves out, or otherwise no longer meets the occupancy terms. The borrower must continue to live in the property as required, pay property taxes and homeowners insurance, and maintain the home. Failure to meet those obligations can put the loan in default even when no monthly mortgage payment is due.
Who can qualify for a HECM
- The homeowner is generally at least 62 years old.
- The home is the borrower’s principal residence and meets program property requirements.
- Any existing mortgage balance is paid off at closing or is low enough to be paid from the transaction.
- The borrower can afford continuing property charges and upkeep.
- The borrower completes counseling with a HUD-approved reverse-mortgage counseling agency.
The available proceeds depend on the youngest borrower’s age (or an eligible non-borrowing spouse’s circumstances), the interest rate, the home’s value, and program rules. HUD lists a $1,249,125 maximum claim amount for calendar year 2026. That is an FHA program limit used in the calculation; it is not a promise that an individual borrower can draw that amount.
Proprietary reverse mortgages can have different eligibility rules and are not FHA-insured. The comparison here focuses on HECMs because they are the federally insured option addressed by the official consumer guidance.
How much cash can each strategy provide?
Build a downsizing estimate from net proceeds
- Estimate a realistic sale-price range using recent comparable sales and the property’s condition.
- Subtract the payoff of every mortgage and lien.
- Subtract selling costs, including commissions, advertising, legal charges, and other transaction expenses. The IRS identifies these as selling expenses for tax purposes.
- Estimate any federal, state, or local tax resulting from the sale.
- Subtract the replacement home’s price and purchase costs, or the required deposits and moving costs if renting.
- Set aside a reserve for repairs, furnishing, temporary housing, storage, and other transition expenses.
The result is the cash that can actually be used. Ask for a written seller’s net sheet and a realistic replacement-home budget rather than relying on a headline home value.

Request a written HECM proceeds estimate
A lender should show the principal limit, the amount needed to pay off an existing mortgage, the proceeds available at closing, and the costs deducted or added to the balance. Compare the initial cash option, a monthly-tenure option, a line of credit, or a combination only after seeing the loan’s interest-rate structure and servicing terms. A HECM does not create equity; it converts part of existing equity into debt.
HECM costs and the growing balance
Consumer Financial Protection Bureau guidance reviewed May 28, 2024, describes several HECM charges:
| Cost | How it works |
|---|---|
| Origination fee | One-time lender charge; CFPB reports $6,000 or less in its 2024 guidance. |
| Third-party closing costs | May include appraisal, title work, inspection, recording, and related transaction charges. |
| Initial FHA mortgage-insurance premium | Charged under the FHA-insured program and may be financed into the loan. |
| Annual mortgage-insurance premium | CFPB reports 0.5% of the outstanding mortgage balance in its 2024 explanation. |
| Interest and servicing charges | Added over time when applicable, increasing the amount owed. |
Actual charges vary by lender, loan type, interest rate, and borrower circumstances. The CFPB describes HECMs as typically more expensive than other home loans, so use current disclosures and a formal Loan Estimate or equivalent lender documents rather than treating the figures above as a quote.

Because interest and fees accumulate, the balance can rise even when the home’s market value does not. When repayment is due, the borrower or estate generally pays the balance from the sale or other funds. Heirs who want to keep the home must satisfy the debt under the program’s rules; otherwise, the home can be sold to repay it. A HECM is debt secured by the home, not tax-free or free money.

Taxes when downsizing
Federal tax treatment depends on your facts and the tax year. IRS Publications 523 and 554 (2025) state that a qualifying seller may generally exclude up to $250,000 of gain on a main-home sale, or up to $500,000 for married taxpayers filing jointly, when the requirements are met. The usual ownership-and-use tests require owning and using the home as your main home for at least two years during the five-year period ending on the sale date. Partial exclusions and other exceptions may apply.
The exclusion concerns gain, not the entire sale price, and it does not automatically apply to every seller. Keep records of purchase price, eligible improvements, selling expenses, prior exclusions, ownership, and occupancy. A tax professional can determine federal, state, and local consequences, especially after a change in marital status, a prior home sale, inherited ownership, rental use, or a move between states.
Compare the two choices on the issues that matter
| Decision axis | HECM | Downsizing |
|---|---|---|
| Cash available | Loan proceeds after payoff and upfront costs; amount depends on age, rate, value, and program rules. | Sale proceeds after debt, selling costs, tax, replacement housing, and moving expenses. |
| Monthly mortgage payment | No required monthly mortgage payment under the normal HECM structure. | Depends on whether the replacement home is bought with cash, financed, or rented. |
| Continuing obligations | Property taxes, insurance, occupancy, maintenance, and other property charges remain the borrower’s responsibility. | New property taxes, insurance, utilities, maintenance, association fees, rent, and transportation costs apply. |
| When the arrangement ends | Generally when the borrower sells, moves out, or fails occupancy requirements. | The initial transaction ends at sale and replacement purchase or lease, but a later move may still be needed. |
| Effect on home equity | Balance grows with interest and fees, reducing remaining equity over time. | Equity is converted to cash or investments immediately, less transaction costs. |
| Family and inheritance | Heirs generally must repay the balance to keep the home or sell it to satisfy the debt. | Heirs may receive remaining cash, investments, or the replacement property, depending on later spending and ownership. |
Time horizon and mobility
A HECM is most compatible with a credible plan to remain in the home. If you expect to move within a few years, paying reverse-mortgage costs and then repaying the loan can be inefficient. Ask how a planned move, a long stay in assisted living, or a sale after a spouse’s death would affect repayment and available equity.

How to run a household comparison
- Document the current position. Record market value, mortgage payoff, liens, property taxes, insurance, utilities, maintenance, major upcoming repairs, and accessibility costs.
- Model the sale-and-move case. Use a low, middle, and high sale price; realistic selling expenses; tax assumptions; replacement purchase or rent; moving costs; and a cash reserve.
- Obtain HECM terms in writing. Request the principal limit, net proceeds after payoff and fees, interest-rate type, servicing charges, payment options, and conditions that trigger repayment.
- Project the same time period. Compare five, 10, and 15 years if those horizons are plausible. Include property costs, rent or mortgage payments, investment of released equity, and the HECM balance under each scenario.
- Stress-test the plan. Recalculate with a longer stay, a major repair, lower sale proceeds, higher insurance, a market decline, or a move for care.
- Check the family plan. Discuss whether preserving the home, leaving cash, or minimizing future obligations is the priority, and include a spouse or eligible non-borrowing spouse in the counseling conversation.
Use comparable assumptions. For example, do not compare a HECM’s initial draw with a downsizing estimate that omits the replacement home, and do not treat a projected investment return as guaranteed income.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Questions to ask before signing
Ask a HECM counselor and lender
- What is the net amount available after paying the existing mortgage and all upfront charges?
- Which charges are paid in cash and which are added to the balance?
- Is the interest rate fixed or adjustable, and how can the balance change?
- What taxes, insurance, maintenance, occupancy, and repair responsibilities remain?
- What happens if one spouse moves to long-term care or dies?
- What must heirs do to keep the home, and how is the repayment amount determined?
- How does this compare with a home-equity loan, line of credit, refinancing, waiting, reducing expenses, or selling?
Ask yourself about a move
- What is the seller’s net cash after every debt, expense, and tax?
- Will the replacement home or rent remain affordable if income falls or care costs rise?
- Does the location support health care, family help, transportation, and accessibility?
- How much of the released equity must remain liquid rather than be spent on the move?
- Would a later move be easier from the new home, or would this purchase create another costly transition?
Alternatives worth evaluating
CFPB guidance recommends considering alternatives before choosing a reverse mortgage. Depending on your income, credit, equity, and goals, those may include waiting to make a decision, a conventional home-equity loan or line of credit, refinancing, downsizing, or reducing expenses. A conventional loan typically requires monthly payments and underwriting, while a HECM replaces that payment requirement with growing secured debt and continuing property obligations. Compare the written cost and risk of each option rather than assuming one product is safer for every household.
When each option may fit
A HECM may fit when
- You are eligible, expect to remain in the principal residence, and can reliably pay taxes, insurance, and upkeep.
- You need liquidity but value staying in the neighborhood and avoiding a move.
- You understand that the balance will grow and have discussed the consequences with heirs.
- The written proceeds and costs are better suited to your cash-flow needs than available alternatives.
Downsizing may fit when
- The home has substantial equity but is expensive, difficult, or unsafe to maintain.
- A realistic replacement home or rental is available at a lower total cost and meets future accessibility and support needs.
- You prefer to convert equity without taking on a reverse-mortgage balance.
- You are prepared for selling costs, taxes, moving disruption, and the possibility that the new location changes your lifestyle.
Bottom line
Choose by household numbers, not by the promise of “cash without payments.” A HECM can provide access to equity while you stay put, but interest and fees grow the debt and taxes, insurance, occupancy, and maintenance remain your responsibility. Downsizing can release equity immediately and may lower or improve housing costs, but only after accounting for selling expenses, taxes, replacement housing, and moving. Get a HUD-approved counseling session and current written HECM terms, build a complete sale-and-move budget, and compare both under the same time horizon and adverse scenarios before committing.

Frequently Asked Questions
Do reverse-mortgage borrowers really make no monthly payments?
A HECM generally has no required monthly mortgage payment, but the borrower must remain in the home as required, pay property taxes and homeowners insurance, and maintain the property. Interest and fees are added to the balance.

What happens to a HECM if I sell my home?
The reverse mortgage generally must be repaid when you sell. The repayment comes from sale proceeds or other funds, and any remaining equity belongs to you or your estate after the debt and selling costs are paid.
Can heirs keep a home with a reverse mortgage?
They generally can keep it only by satisfying the reverse-mortgage balance under the program’s rules. Otherwise, the home may be sold to repay the debt; the outcome depends on the loan balance, property value, and applicable protections.
Is the $1,249,125 2026 HECM figure the cash I would receive?
No. HUD’s $1,249,125 maximum claim amount for calendar year 2026 is a program calculation limit. Individual proceeds depend on age, interest rate, home value, existing debt, fees, and other loan rules.
