Retiring Abroad vs. Staying in the U.S.: How to Compare the Total Cost of Living

Retiring abroad is not automatically cheaper than staying in the United States. A lower price for rent, meals, or household help can be outweighed by private health insurance, flights to see family, taxes in two countries, exchange-rate losses, visa fees, and the cost of keeping a U.S. home. The only reliable answer comes from building comparable budgets for your actual household, a specific U.S. location, and each specific destination.

Use the framework below to price recurring spending, one-time relocation costs, tax and benefit rules, healthcare access, and adverse scenarios before deciding where your retirement budget is more resilient.

Start with a total-cost test, not a country slogan

“Cheaper abroad” is a statement about a household in two defined places at a defined time. It is not a permanent characteristic of a country. Your result changes with the city or neighborhood, whether you rent or own, the size of your household, the care you need, the income you receive, the frequency of U.S. visits, and the exchange rate.

Compare the amount you would actually spend, not a published national average. A modest apartment in a destination capital may cost more than a larger home in a U.S. smaller city. A public health system may be affordable after you qualify but unavailable during an initial residency period. A dollar pension can buy more or less local currency next year. Treat these as variables in a model rather than reasons to assume a winner.

Your comparison should produce three views:

  • Base case: your most realistic housing, lifestyle, healthcare, tax, travel, and currency assumptions.
  • Higher-cost case: higher rent or ownership costs, more travel, increased care, or a tax treatment that is less favorable than expected.
  • Adverse case: a material exchange-rate move, a medical event requiring private treatment or evacuation, or an unexpected need to maintain two homes.

If the overseas option works only in the base case and fails under a plausible adverse case, the apparent saving is fragile.

Set the assumptions before entering a number

Define the household and locations

Write down who is moving, their ages, citizenships, residency status, and expected retirement date. Specify a U.S. city or county and a named overseas city or region. “The United States” and “Europe” are too broad for a useful budget. Record whether each household member will live abroad full time, spend part of the year in the United States, or move back and forth.

Use the same housing standard in both places. Compare, for example, a two-bedroom rental in a walkable neighborhood with similar access to groceries and medical care, or compare ownership costs for homes of a similar functional size. Do not compare a small furnished apartment abroad with a mortgage-free U.S. house unless that difference is an intentional lifestyle choice.

Separate recurring and one-time spending

Build a monthly budget and multiply recurring items by the number of months they apply. Then create a separate schedule for expenses that happen once or irregularly. Annualize a one-time amount only for your planning horizon; do not hide it by folding it into a rent or food estimate.

Budget area Recurring items to price One-time or irregular items
Housing Rent or mortgage, utilities, maintenance, local property charges, insurance, furnishings and repairs Deposit, purchase closing costs, moving, furnishing, sale costs and upkeep of a retained U.S. home
Daily life Food, household goods, communications, local transportation and personal services Vehicle purchase, shipping, replacement appliances and setup fees
Healthcare Public-system contributions, private premiums, deductibles, medicines, dental and routine or specialist care Enrollment or waiting-period costs, medical travel, evacuation and treatment not covered by a plan
Taxes and administration U.S. federal and state tax, destination tax, filing and professional advice Tax registration, document preparation, translations and legal consultations
Money movement Bank fees, card charges and exchange-rate conversion costs Account opening, transfers, foreign-exchange setup and reserve funding
Travel and family Visits to family, U.S. trips and travel for care Scouting trips, relocation flights and emergency return travel
Immigration and legal matters Visa renewals, residence cards and compliance costs Initial visa, background checks, translations, notarization, wills, powers of attorney and estate-planning work

Use an annual-equivalent transition cost

List relocation, scouting, immigration, deposits, household setup, and selling or closing costs separately. For a five-year plan, you can divide a one-time amount by five to see its annual effect, while keeping the undiscounted cash requirement visible. This prevents a move that looks inexpensive each month from consuming an unacknowledged year of retirement income at the start.

Price housing and everyday life realistically

Housing is more than the advertised rent

For a rental, include the deposit, required guarantor or insurance, utilities, internet, maintenance responsibilities, furnishing, local housing taxes, and the cost of a suitable backup during repairs. For ownership, include purchase taxes, closing costs, property charges, insurance, maintenance, management while away, and the ability to sell or repatriate funds under local rules.

If you keep a U.S. house, count its mortgage or rent, property tax, insurance, utilities needed to protect it, maintenance, management, and travel to inspect it. If you sell, include transaction costs, capital-gain consequences where relevant, storage, and the cost of a U.S. base for visits. A destination budget that excludes a continuing U.S. home is not comparable to a stay-at-home budget that includes one.

Match the lifestyle, not just the price list

Estimate groceries and meals using your actual diet, imported products, alcohol, and eating-out frequency. Separate locally produced goods from items priced in dollars or imported; the latter may not follow local wages. Include phone and internet plans, electricity or heating needs, household help, clothing, hobbies, memberships, and accessibility adaptations.

Transportation should reflect how you will actually move. Price public transit, taxis, ride-hailing, fuel, parking, insurance, licensing, vehicle purchase or lease, and occasional intercity travel. If you will not drive abroad but will rent a car for medical or family trips, put that in the travel line rather than assuming transportation becomes free.

Budget for family access and care-related travel

Count planned trips to see family, trips back to the United States, and travel to a city with a needed specialist. Add lodging, local transportation, baggage, and a reserve for last-minute fares. A destination that is inexpensive day to day can be costly if regular flights are essential to maintain relationships or obtain care.

Make healthcare a primary decision, not a footnote

Before comparing premiums, establish whether you can legally use the destination’s public system, from what date, and on what terms. Ask whether enrollment requires residence, contributions, a waiting period, or a separate registration. Verify the availability and quality of primary care, specialists, hospitals, dental services, medicines, and emergency transport in the place where you would live—not merely in the country’s largest city.

Understand what Medicare does and does not pay

The U.S. Department of State identifies Medicare as the U.S. government health plan for people age 65 and older and says it generally does not cover healthcare costs abroad. Medicare.gov describes narrow exceptions in which Original Medicare may pay for inpatient hospital, doctor, or ambulance services in a foreign country. In most situations, beneficiaries pay the foreign bill themselves, and a foreign hospital is not required to submit a Medicare claim.

Medicare prescription drug plans do not cover medicines bought outside the United States. Include the full overseas cost of prescriptions, any required local doctor visits, and the possibility that a familiar medication is unavailable or sold under a different name. Do not assume that keeping Medicare eliminates the need for local or international coverage.

Test private coverage against your medical profile

For every policy you consider, record the premium, deductible, co-insurance, annual or lifetime limit, provider network, pre-existing-condition rules, exclusions, renewal terms, and direct-billing arrangements. Confirm whether it covers routine and specialist care, dental treatment, prescription drugs, hospitalization, and medical evacuation. Ask how coverage works during visits to the United States and whether an insurer can cancel or reprice the policy at an age that matters to you.

The State Department recommends insurance for private medical and dental treatment and medical evacuation and advises retirees to investigate the eligibility, availability, and quality of national systems. The sources do not establish a universal premium or a standard level of care; obtain written quotes and eligibility decisions for your destination and conditions.

Model a medical shock

Create an adverse healthcare case that includes a major deductible or out-of-network bill, several months of private treatment, a flight to a regional center, or evacuation to another country or the United States. Keep an emergency reserve separate from ordinary monthly spending. If your plan cannot withstand that case without selling assets at a bad exchange rate, the lower routine price is not a complete retirement plan.

Calculate U.S. and destination taxes on each income stream

List Social Security, pensions, annuities, IRA and 401(k) distributions, interest, dividends, capital gains, rental income, and any work or consulting income separately. Tax treatment can differ by source, and a treaty may apply to one type of income but not another.

The IRS states that a U.S. citizen or resident alien living outside the country is subject to U.S. income tax on worldwide income, regardless of residence, when filing requirements are met. Certain foreign earned income exclusions or foreign tax credits may be available, but eligibility and income classification matter. The foreign earned income exclusion is designed for qualifying pay for personal services; do not assume it automatically excludes Social Security, pensions, IRA or 401(k) distributions, or investment income.

The U.S. Department of State puts the obligation plainly: “Leaving the United States does not exempt U.S. citizens from their U.S. tax obligations.” You may also owe destination-country tax based on residence, source, remittance, or another local rule. Check relevant U.S. state obligations, including whether a state treats you as still resident after a move.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Put compliance costs in the budget

Include federal and state returns, destination returns, information reporting, currency conversion records, translation, filing software, and professional advice. A tax treaty is specific to the countries and income involved; it is not a general exemption. Obtain advice from a professional who handles both jurisdictions before changing residence, selling a home, or taking a large retirement distribution.

Protect income from benefits and banking surprises

Verify Social Security for the actual destination

USAGov says most U.S. citizens can receive Social Security benefits while living in most foreign countries, but “most” is not “every.” Use the Social Security Administration’s Payments Abroad Screening Tool for the destination and the beneficiary’s circumstances. Recipients abroad may have to complete an SSA questionnaire every one or two years; failing to respond can stop payments.

SSA’s International Programs overview reported 31 bilateral Social Security agreements in 2026. These agreements cover specified Social Security taxes and Title II retirement, disability, and survivors benefits, but they do not cover Medicare program benefits. The count is administrative, not a promise that every retiree can collect every benefit in every country. Check the actual country entry and your benefit type.

Plan for currency and money movement

If income arrives in dollars while expenses are in another currency, record the exchange rate used for the base case and test a weaker dollar purchasing position. The State Department specifically advises retirees to expect exchange-rate fluctuations and to consider whether to open a local bank account. Price transfer fees, correspondent-bank charges, card foreign-exchange markups, ATM limits, local account fees, and the tax or reporting consequences of holding accounts abroad.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep enough accessible funds in the currency used for rent, utilities, insurance, and emergencies. A local account can reduce daily conversion friction but may add compliance, deposit-protection, and transfer limitations. Do not treat an unusually favorable exchange rate on the day you make a spreadsheet as a permanent saving.

Confirm immigration, residency, and legal rules

Visa and residence programs differ in income tests, minimum stays, health insurance requirements, renewals, work restrictions, documentation, and fees. The State Department advises checking the destination’s official government or embassy information because immigration laws change and differ by country. Obtain the written rule for the visa you would actually use, including how absences affect status and whether a spouse or dependent qualifies.

Budget for initial applications, document authentication, criminal-record checks, translations, medical certificates, residence cards, renewals, and professional help. A visa that is affordable for the first year may become expensive when renewal, minimum-income proof, or mandatory insurance is included.

Review wills, trusts, beneficiary designations, powers of attorney, property ownership, guardianship, and probate. The State Department advises understanding whether these documents will be enforceable and what local rights and responsibilities apply. A U.S. document may need local drafting, translation, notarization, or registration. Include those costs and the time required to keep them current.

Build the comparison in a spreadsheet

Use one worksheet for the U.S. baseline, one for each destination, and one for assumptions. Keep every figure tied to a date, currency, source, and confidence level. A simple process is:

  1. Describe the baseline: record your current or intended U.S. city, housing arrangement, household, medical needs, income streams, taxes, travel pattern, and retained assets.
  2. Specify the overseas plan: name the city, housing type, visa or residence category, expected time abroad, public-care eligibility, and whether a U.S. home remains.
  3. Enter recurring costs: use monthly and annual lines for housing, utilities, food, transport, services, healthcare, taxes, banking, travel, immigration, and reserves.
  4. Enter one-time costs: add scouting, relocation, deposits, setup, document preparation, legal work, vehicle or furniture purchases, and U.S. home sale or retention costs.
  5. Record income and timing: show each benefit or distribution in its payment currency and month, then convert expenses using the documented base exchange rate.
  6. Apply tax rules by source: identify U.S. filing, state exposure, destination tax, treaty treatment, credits, and professional fees rather than applying one tax percentage to all income.
  7. Run scenarios: change rent, healthcare, travel, taxes, and the exchange rate independently in higher-cost and adverse cases.
  8. Compare cash flow and reserves: show the first-year cash need separately from steady-state annual spending, and test whether emergency funds remain adequate after a move.

Mark assumptions as confirmed, quoted, estimated, or unknown. Replace an estimate with a destination-specific quote before committing money. The sources available for this general framework do not establish destination-level prices, so a precise total without your own quotes would create false confidence.

Compare destinations on the same decision axes

When evaluating two or more overseas locations, keep the questions identical. The cheapest-looking column should not win merely because it omits a difficult item.

Axis Questions to answer for every destination
Housing and location What does the required home cost in the chosen neighborhood, and what are utilities, maintenance, property charges, deposits, and access to transport and care?
Healthcare When does public eligibility begin? What private coverage is available for your conditions, and what are exclusions, deductibles, limits, medicines, specialists, and evacuation terms?
Taxes How are each of your income sources treated in the United States, the destination, and any treaty, and what filing help is required?
Immigration What visa fits your circumstances, what income or insurance proof is required, how often must it be renewed, and what happens if you spend time away?
Banking and currency Can you open a local account, what are transfer and conversion costs, and how would a currency move affect dollar income?
Travel and family How often will you return to the United States, what are realistic fares and lodging costs, and how quickly can family reach you?
Law and estate planning Will your documents and property arrangements work locally, and what translations, registrations, or local advice are needed?

Common errors and how to correct them

Using a country average as your personal budget

Why it fails: national figures blend cities, housing standards, and households that may not resemble yours.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: price a specific neighborhood, home, transport pattern, diet, and care profile, then obtain local quotes.

Counting only the lower daily prices

Why it fails: healthcare, taxes, flights, exchange costs, visa compliance, and a retained U.S. home can dominate the difference.

Correction: use the full category table and show both steady-state and first-year totals.

Assuming Medicare follows you

Why it fails: Medicare generally does not pay abroad, foreign providers need not file claims, and Medicare drug plans do not cover prescriptions bought outside the United States.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: verify public eligibility and secure written private or international coverage, including evacuation and U.S.-visit terms.

Applying the foreign earned income exclusion to retirement income

Why it fails: the exclusion concerns qualifying earned income for personal services and does not automatically remove tax from Social Security, pensions, retirement-account distributions, or investments.

Correction: classify every income stream and obtain cross-border tax advice before relying on an exclusion or credit.

Ignoring administrative friction

Why it fails: missed SSA questionnaires, visa renewals, local registrations, or tax filings can interrupt benefits or legal residence.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: put renewal dates, filing deadlines, document translations, and professional fees on a calendar and in the budget.

Locking in one exchange rate

Why it fails: dollar income buys a variable amount of local currency.

Correction: maintain a reserve in the spending currency and run an adverse-currency scenario before moving.

A practical decision rule

Choose the overseas plan only when its first-year cash requirement, recurring budget, healthcare access, tax compliance, legal status, and adverse scenarios are all understood well enough to manage. Choose staying in the United States when the overseas budget depends on unconfirmed public-care eligibility, a favorable exchange rate, omitted U.S. housing costs, or assumptions about benefits that the destination or agency has not verified.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A lower routine price can still be valuable, but it is one input in a risk-adjusted retirement plan. The defensible comparison is the one that shows what you will spend, what could change, and how you would pay when it does.
