The most efficient 2025 PTO strategy was to take one workday next to a company-observed holiday and turn it into a four-day break. A Monday holiday generally calls for the preceding Friday off. A Thursday holiday generally calls for the following Friday. Using that calendar arithmetic, a Monday-through-Friday employee could have created up to 44 calendar days away from work with 11 PTO days—assuming the employer observed all 11 listed federal holidays, approved the requests, and treated each holiday as paid time separate from PTO.
That assumption matters. Federal holidays are a schedule for federal employees, not a nationwide private-sector leave entitlement. The Fair Labor Standards Act does not require private employers to pay for vacation, sick leave, or holidays. Your employer’s handbook, collective bargaining agreement, and approval rules control.

The 2025 PTO-maximizing calendar
The following plan assumes a standard Monday-through-Friday schedule, Saturday-Sunday weekends, no blackout dates, and one paid holiday for each listed federal holiday. It is a planning example, not a guarantee that a private employer closed or paid for any particular date.

How the one-day-for-four-days strategy works
For a Monday holiday, Friday is normally a workday and Saturday-Sunday are already days off. Requesting Friday therefore connects three nonwork days to the holiday and creates four consecutive days away.
For a Thursday holiday, Friday is the bridge day. Requesting it connects Thursday, Friday, Saturday, and Sunday.

If your regular weekend is Saturday-Sunday, taking Monday produces a four-day break from Saturday through Tuesday.
New Year’s Day is the exception in this table because it falls on Wednesday. Taking Thursday and Friday connects the holiday to the following weekend and produces five consecutive days away.
If you have only five PTO days
Prioritize the highest-leverage single-day extensions. One practical five-day allocation is:
- January 17 for the Martin Luther King Jr. Day weekend;
- February 14 for the Washington’s Birthday weekend;
- May 23 for the Memorial Day weekend;
- June 20 for the Juneteenth weekend; and
- November 28 for the Thanksgiving weekend.
This uses five PTO days and creates five four-day breaks, or 20 calendar days away from work, provided your employer observes those holidays. You could substitute Labor Day, Columbus Day, Veterans Day, or Christmas based on your employer’s closure schedule, personal plans, or approval likelihood.
If you value a longer uninterrupted vacation more than several long weekends, use the five days consecutively—or combine them with a company shutdown or personal holiday. The mathematically largest number of calendar days is not necessarily the most useful arrangement.
If you have 10 or 11 PTO days
With 11 available days, the complete table is the maximum-efficiency long-weekend pattern under the stated assumptions. With 10 days, omit any one of the nine one-day extensions. For example, skip October 10 if your employer does not observe Columbus Day, or skip November 10 if you would rather preserve Veterans Day week for another purpose.
The 10-day version still provides:
- Five days around New Year’s Day;
- Eight four-day holiday breaks;
- The three-day Independence Day weekend; and
- 40 calendar days away from work, using the same assumptions.
Do not spend PTO on July 4 itself in this plan: because Independence Day fell on a Friday, the holiday already produced a three-day weekend for employees whose employers observed it.
If you want one long trip instead
Long weekends are efficient, but consolidating PTO can be better for travel, recovery, or visiting family. Here are two nine-day examples from the 2025 calendar:
Thanksgiving: four PTO days for nine calendar days
Request Monday, November 24 through Wednesday, November 26 and Friday, November 28. With the preceding weekend, Thanksgiving Thursday, and the following weekend, you are away from work from Saturday, November 22 through Sunday, November 30: nine calendar days using four PTO days.
Do not assume the Friday after Thanksgiving was a paid holiday. Many employers treat it as a normal workday, a company holiday, or a floating-holiday option; verify your policy and request PTO if required.
Christmas: four PTO days for nine calendar days
Request Monday, December 22 through Wednesday, December 24 and Friday, December 26. Assuming Christmas Day was a paid holiday and your employer approved the requests, the break runs from Saturday, December 20 through Sunday, December 28.
The same arithmetic applies to other holiday periods: identify the holiday, add the intervening workdays, and count every calendar day from the preceding weekend through the following weekend. For a longer break, you must request every regular workday inside the range.

A correction to a common July calculation
July 4, 2025 fell on a Friday. Taking July 1-3 created a six-day break from Tuesday, July 1 through Sunday, July 6—not nine days. To create nine consecutive calendar days from July 1 through Wednesday, July 9, a Monday-Friday employee would also need July 7-9 off, for six PTO days total, unless the employer had an additional closure. Alternatively, taking July 7-9 created a six-day break from July 4 through July 9 using three PTO days.

Federal holidays versus private-sector holidays
The Office of Personnel Management’s 2025 federal schedule listed:
- New Year’s Day: Wednesday, January 1
- Martin Luther King Jr. Day: Monday, January 20
- Washington’s Birthday: Monday, February 17
- Memorial Day: Monday, May 26
- Juneteenth National Independence Day: Thursday, June 19
- Independence Day: Friday, July 4
- Labor Day: Monday, September 1
- Columbus Day: Monday, October 13
- Veterans Day: Tuesday, November 11
- Thanksgiving Day: Thursday, November 27
- Christmas Day: Thursday, December 25
“Presidents’ Day” is the common consumer name for Washington’s Birthday. Some employers call October’s holiday Indigenous Peoples’ Day, observe a different day, or do not observe it at all.
Inauguration Day was also listed for eligible federal employees in the Washington, D.C., area on January 20, 2025. It was not a nationwide additional holiday for private-sector employees.
The Department of Labor explains that the Fair Labor Standards Act does not require employers to pay for time not worked, including vacation, sick leave, or federal or other holidays. Whether you receive holiday pay, PTO, or a day off generally depends on the employer’s agreement and policy.

A later December 2025 memorandum recorded that an executive order excused covered federal employees from duty on Wednesday, December 24, and Friday, December 26, 2025. Combined with Christmas Day, that created three federal holidays in the December 14-27 pay period for covered employees.
That action did not automatically close private businesses or require private employers to pay employees for December 24 or December 26. For private-sector planning, use the dates your employer actually listed in its policy or holiday calendar.
Before submitting a PTO request
Run this checklist against your employee handbook, HR portal, or manager before booking travel:
- Does the employer observe the holiday? Federal status alone is not enough.
- Is the holiday paid separately from PTO? Some companies provide a paid holiday; others require PTO or offer a floating holiday.
- Is there a substitute-day rule? A Saturday holiday may be observed on Friday and a Sunday holiday on Monday, but the employer’s policy controls.
- Are there eligibility conditions? Some policies require you to work the scheduled shift immediately before and after the holiday to receive holiday pay, subject to applicable leave and accommodation rules.
- Are there blackout dates or minimum staffing rules? Retail, health care, education, hospitality, and seasonal employers may restrict holiday-period leave.
- What is the approval deadline? Popular dates can be approved in submission order or require advance notice.
- How is PTO measured? If leave accrues in hours, convert each workday to your scheduled hours. A 10-hour compressed-schedule day is not equivalent to an eight-hour day.
- Are you allowed to carry the balance? Check carryover caps, expiration dates, and use-it-or-lose-it provisions.
- Does your schedule match the example? Shift workers, part-time employees, four-day schedules, rotating weekends, and employees whose normal weekend is not Saturday-Sunday need a custom calculation.
- Will the request be approved before you spend money? Do not treat a pending request as guaranteed leave.
How to customize the calculation
- Copy your employer’s actual paid-holiday list into a calendar.
- Mark your normal days off and any company shutdowns.
- For each holiday, look for an adjacent workday that connects it to your regular days off.
- Count only the workdays you must take as PTO. Count every calendar day in the resulting continuous break.
- Remove dates affected by blackout periods, staffing limits, or personal obligations.
- Submit requests early and keep enough PTO for illness, emergencies, and obligations that cannot be scheduled around holidays.
For a nonstandard schedule, use the same method but replace “Friday,” “Saturday,” and “Sunday” with your actual work and rest days. A Tuesday holiday may be useless for someone who already has Monday and Tuesday off, while a midweek holiday can be valuable for a worker whose regular days off fall elsewhere.
Frequently Asked Questions
Does everyone get federal holidays off in the United States?
No. Federal holidays primarily govern federal government operations and eligible federal employees. Private employers generally decide which holidays they observe and whether employees receive paid time off. The Fair Labor Standards Act does not require holiday pay.
How many PTO days did the 2025 plan use?
The full long-weekend plan used 11 PTO days: two days after New Year’s Day and one day for each of nine additional holiday extensions. Under the stated Monday-Friday assumptions, it created 44 calendar days away from work.

Not automatically. Thanksgiving was Thursday, November 27, 2025, but Friday, November 28 was a regular workday unless your employer separately observed it or granted another type of leave.
Can I use this strategy if I work shifts or have a four-day schedule?
Use the same calendar-arithmetic method, but calculate against your actual scheduled workdays and regular days off. The dates in the table are designed for a standard Monday-Friday employee.
The Bottom Line
For a standard Monday-Friday schedule, the most efficient 2025 requests were the workdays immediately next to employer-observed holidays: Fridays before Monday holidays, Fridays after Thursday holidays, and Monday, November 10 before Tuesday’s Veterans Day. The complete example used 11 PTO days for 44 calendar days away from work—but your employer’s holiday list, approval rules, schedule, and pay policy determine the real result.
