Short answer: your floating home-loan rate is not the RBI policy repo rate by itself. It is the benchmark named in your sanction letter, plus the lender’s contractual spread and other pricing terms, applied on the reset schedule in your agreement. A repo-linked external-benchmark loan normally reflects changes on a quarterly-or-more-frequent reset, while an MCLR-linked loan usually changes only on its contractual reset date, even though the bank publishes MCLRs every month.
That timing and pricing explain the question many borrowers ask: “Why is my home loan rate not going down when the repo rate falls?” The answer may be your reset date, a spread change, a different benchmark, or rules that do not apply to your loan’s lender category or vintage. This guide explains the distinction, the calculations that determine your EMI, and the options available when a reference-rate change raises your payment.

Repo rate and MCLR are different kinds of benchmarks
The policy repo rate is an interest-rate decision made by the Reserve Bank of India (RBI). It is an external market reference: the bank does not create it for its own lending book. The repo rate can be one permitted external benchmark for eligible floating retail loans. RBI also permits specified Financial Benchmarks India Pvt. Ltd. (FBIL) Treasury-bill yields and other FBIL-published market benchmarks.

MCLR, or Marginal Cost of Funds based Lending Rate, is an internal benchmark calculated and published by a bank for different tenors. It is linked to the bank’s marginal funding cost and other components under RBI’s MCLR framework. A borrower’s MCLR-linked rate is therefore tied to the bank’s published tenor-specific MCLR, not directly to the RBI’s policy-rate announcement.

Neither benchmark is the complete price of a home loan. The sanction letter normally specifies a spread, margin, or other contractual component. For an MCLR loan, RBI states that the actual lending rate is determined by adding the applicable spread components to MCLR. For an external-benchmark loan, the lender’s pricing and contract terms also determine the rate applied to the borrower. A change in the reference number does not guarantee an identical, immediate change in the EMI.
Repo-linked external benchmark versus MCLR: the practical comparison
| Feature | Repo-linked external-benchmark loan | MCLR-linked loan |
|---|---|---|
| Reference | The RBI policy repo rate, or another eligible external benchmark specified in the agreement. RBI permits certain FBIL Treasury-bill yields and other FBIL market benchmarks as alternatives. | The bank’s internal, tenor-specific Marginal Cost of Funds based Lending Rate. |
| How the borrower rate is formed | The lender applies the external benchmark with the contractual spread and other agreed pricing terms. A repo move is not automatically an equal EMI move. | The applicable MCLR is combined with the spread components specified under the loan terms. |
| Publication | The external benchmark is published outside the bank; the contract determines how the lender applies it. | Banks publish tenor-specific MCLRs monthly on a pre-announced date. |
| Reset frequency | For covered external-benchmark loans, the interest rate must reset at least once every three months. Your agreement states the actual reset date or cycle. | The reset period is one year or less. Your agreement identifies the MCLR tenor and the date on which the applicable MCLR is refreshed. |
| Effect of an interim change | A benchmark change may wait until the next contractual reset before changing your rate or EMI. | The MCLR prevailing when the loan is sanctioned generally applies until the next reset, regardless of interim MCLR changes. |
| Is one automatically cheaper? | Not established. The result depends on the benchmark level, spread, reset timing, and lender terms. | Not established. A lower or higher headline MCLR does not by itself reveal the borrower’s final rate. |
How your floating home-loan rate is set
1. Identify the benchmark named in the contract
Look at the sanction letter, loan agreement, and later rate-change notices. The document should state whether the loan is linked to the repo rate or another external benchmark, to a particular MCLR tenor, or to an older benchmark such as Base Rate. Do not infer the benchmark from a lender’s advertisement or from the label “floating.”
2. Add the contractual spread
The benchmark is the starting reference, not the borrower’s final rate. Your contract may state a fixed spread, a spread that can change under defined conditions, or separate components for credit risk and other pricing factors. For an MCLR loan, the borrower rate is the applicable MCLR plus the spread components. For an external-benchmark loan, the lender’s agreed spread and pricing terms sit alongside the external index.
Because the spread matters, two borrowers with the same benchmark can have different interest rates. A benchmark comparison that ignores the spread cannot tell you which loan is cheaper.
3. Apply the reset rule
The rate used in your EMI calculation is the rate in force on the contractual reset date. A lender can publish a new MCLR, or the RBI can change the repo rate, before that date without changing your loan immediately. The new rate normally takes effect when the contract says it will.

4. Recalculate EMI, tenor, or both
Once the lender applies the new rate, it must determine how the change affects the repayment schedule. Depending on the contract and the borrower’s choice, the lender may alter the EMI, extend or shorten the number of EMIs, or combine the two. The same rate change can therefore produce different monthly payments for borrowers with different outstanding principal, remaining tenor, or repayment settings.
Why a repo-rate move may not change your EMI immediately
RBI’s explanatory database cautions that “A change in Policy Repo rate generally influences banks’ lending rates with a lag and the degree of transmission of policy rate changes to lending rates may differ across the financial institutions.” The lag is not necessarily a failure to pass through the change; it may be the reset schedule agreed in your loan.

An external-benchmark loan can have a quarterly reset, while an MCLR-linked loan can have a reset period of one year or less. A policy announcement between reset dates may not affect the current EMI.
- Your loan uses MCLR, not the repo rate. The bank’s MCLR can move differently from the policy rate and can do so on its own publication cycle.
- The spread is different. Even if the benchmark falls, a contractual spread or another permitted pricing component may leave the final rate unchanged or reduce it by a different amount.
- Your lender or loan vintage follows different rules. The external-benchmark requirement described below applies to specified new loans from a defined lender category and date; it does not convert every existing home loan.
- The lender changed repayment treatment rather than the displayed EMI. Some schedules keep the EMI stable and adjust the number of remaining EMIs, subject to the contract and applicable RBI directions.
To diagnose the change, compare the benchmark value, spread, reset date, effective annualized rate, EMI, and remaining tenor on two consecutive statements. A single policy announcement is not enough evidence of what your contract requires.
Which loans must use an external benchmark?
RBI’s explanatory database says that, with effect from October 1, 2019, new floating personal or retail loans, including housing loans, from scheduled commercial banks other than regional rural banks must use an external benchmark. Permitted choices include the RBI policy repo rate and eligible FBIL benchmarks.
This is not a universal rule for every lender and every loan. The lender category, the date on which the loan was sanctioned, and the existing agreement all matter. A housing loan from another regulated entity, an older loan, or a loan that has not been renewed may be governed by a different framework. Confirm the applicable rule with the lender and read the original contract before assuming that your loan should be repo-linked.

How MCLR resets work
RBI’s MCLR guidance requires banks to publish tenor-specific MCLRs monthly on a pre-announced date. The MCLR prevailing on the day your loan is sanctioned generally remains applicable until the next reset date, even if the bank publishes a different MCLR during the intervening period. RBI’s wording is explicit: “The MCLR prevailing on the day the loan is sanctioned will be applicable till the next reset date, irrespective of the changes in the benchmark during the interim period.”
Your agreement sets the reset periodicity, which cannot exceed one year under the MCLR framework. A one-year reset and a six-month reset can produce very different timing of rate changes. Check the exact MCLR tenor—such as one-month, three-month, six-month, or one-year where specified by the lender—and the reset date printed in the sanction documents.
Existing Base Rate loans may continue until repayment or renewal. RBI also allows an existing borrower to move from Base Rate to MCLR on mutually acceptable terms. A switch is not automatic, and any fee, revised spread, documentation, or other condition must be evaluated against the remaining balance and tenor.
How often does a floating home-loan rate reset?
External-benchmark loans
For external-benchmark-linked loans within the RBI requirement, the rate must reset at least once every three months. The contract may provide a more frequent cycle, but it cannot use a reset interval longer than the permitted maximum. The effective date, notice period, and method of changing the EMI or tenor should appear in your agreement or subsequent disclosures.
MCLR-linked loans
MCLR loans reset on the contractual schedule, with a periodicity of one year or less. Monthly MCLR publication does not mean a borrower receives a new rate every month. The borrower normally receives the MCLR applicable at the next contractual reset.

- The benchmark name and tenor.
- The current benchmark value and the spread.
- The next reset date and reset frequency.
- The effective annualized interest rate after reset.
- Whether the lender changes EMI, remaining EMIs, or both.
What happens when a reference-rate increase raises your payment?
RBI’s January 10, 2025 FAQ says that, after a reference-benchmark increase affecting an entire class of borrowers in a loan category such as home loans, regulated entities must offer applicable repayment choices. The available options are:
- Increase the EMI while keeping the remaining number of EMIs broadly unchanged.
- Extend the number of EMIs while keeping the EMI unchanged.
- Combine an EMI increase with a tenor extension.
- Switch to a fixed rate for the remaining loan, where the lender offers that facility under its policy.
- Part-prepay or fully prepay the outstanding loan.
Switching charges may apply under the lender’s board-approved policy, and the lender should disclose them. The fixed-rate option is not a universal promise that every borrower can exercise at any time; ask for the available fixed product, its rate, conversion conditions, and any fee in writing.
These instructions concern equated-installment personal loans, including housing loans, whether linked to an internal or external benchmark, and cover existing borrowers. The lender should explain the effect of a rate increase and record the option you select. If you do nothing, the lender’s stated default treatment in the contract and its notice will apply.

At sanction, RBI guidance requires disclosure of the annualized percentage rate (APR) and the possible impact of a benchmark change. Ask for an illustration showing how a higher or lower reference rate could affect the EMI and tenor, rather than relying only on the initial rate.
During the loan, the lender should communicate an EMI or tenor increase caused by an external-benchmark change. The lender should also provide quarterly statements containing:

Keep the sanction letter, reset notices, quarterly statements, and any switching or prepayment quote together. They let you check whether the benchmark, spread, reset date, and repayment treatment match the contract.
A practical method for checking your own loan
- Read the benchmark clause. Write down the exact phrase: repo-linked external benchmark, another named external benchmark, MCLR tenor, Base Rate, or another reference.
- Find the spread. Note the number, whether it is fixed or reviewable, and every condition that permits a change.
- Find the reset date. Do not substitute the date of an RBI announcement or the date of a monthly MCLR publication.
- Compare statements. Record the old and new benchmark, spread, annualized rate, EMI, and EMIs remaining.
- Reconcile the change. If the benchmark moved but your rate did not, check whether the reset date had arrived. If it had, ask the lender for the calculation and the clause authorizing the result.
- Request options after an increase. Ask for written figures for a higher EMI, a longer tenor, a combined change, a fixed-rate switch if offered, and prepayment.
- Check the total cost. Compare total future interest, fees, and the effect on your cash flow—not just the next EMI.
How to compare two floating home loans correctly
Use the same outstanding principal, remaining tenor, and repayment assumption when comparing offers. Then compare the items below rather than the headline benchmark alone:
| Item | Question to ask | Why it matters |
|---|---|---|
| Benchmark | Which index is written in the agreement? | Repo, another external benchmark, MCLR, and Base Rate can move on different schedules. |
| Spread | What exact spread is added, and can it change? | The spread determines the borrower’s rate above the reference. |
| Reset frequency | How often and on what date is the rate reset? | It controls when a benchmark move reaches your loan. |
| EMI and tenor rule | Does a change alter EMI, remaining EMIs, or both? | The same rate can have different cash-flow and interest consequences. |
| Fixed-rate switch | Is conversion available, at what rate, and with what fee? | A fixed option may have eligibility limits and charges. |
| Prepayment terms | What amount can you prepay and what charges apply? | Prepayment can reduce interest but may carry contractual costs or minimum amounts. |
| Disclosure | Will you receive APR, reset notices, and quarterly statements? | Regular information lets you verify the lender’s calculation. |
A repo-linked loan is not automatically cheaper than an MCLR loan. Nor is a lower current MCLR proof of a better offer. The meaningful comparison is the complete contractual rate and how quickly, predictably, and affordably it changes.
Current repo-rate context
The RBI policy repo rate was 5.50% as at 1:00 p.m. on October 12, 2026. This is a dated snapshot, not a permanent rate. Check the RBI’s latest policy announcement before using it in a new loan comparison or recalculating an EMI. Your loan may still use a different benchmark, a different reset date, or a spread that means the applicable borrower rate is not 5.50% plus a simple advertised margin.
Common mistakes and how to avoid them
- Assuming every floating home loan is repo-linked. Check the loan date, lender category, and contract.
- Expecting a same-day EMI change. Reset timing, not only the policy announcement, controls when the new rate applies.
- Comparing MCLR numbers without the tenor. A one-year MCLR and a three-month MCLR are different references.
- Ignoring the spread. The spread can outweigh a small benchmark difference.
- Watching EMI but not tenor. A stable EMI can conceal a longer repayment period and more total interest.
- Switching without a break-even calculation. Include conversion fees, the new spread, future reset dates, and expected time in the property.
- Using a stale repo rate. Policy rates change; always date the figure used in a decision.
What to do if the lender’s calculation looks wrong
First request a written reset statement showing the benchmark value, spread, effective date, annualized rate, and the EMI or tenor calculation. Compare those figures with the sanction letter and the preceding statement. If the reset date has not arrived, ask when the next reset will occur. If it has arrived and the figures still do not match the contract, use the lender’s formal grievance channel and retain the complaint number and documents. Escalate through the applicable regulatory complaint process if the lender does not resolve a documented discrepancy.
Bottom line for borrowers
Repo-linked and MCLR-linked loans differ mainly in who publishes the benchmark and when your contract resets it. The repo rate is an external RBI policy rate; MCLR is the bank’s internal tenor-linked rate. Your actual home-loan rate is the benchmark plus contractual pricing, applied on the reset date and then reflected through an EMI, tenor, or combined adjustment. Read the benchmark, spread, reset schedule, and repayment clauses together. Those terms—not the benchmark label alone—determine what you pay.
