For most U.S. renters, 30% of gross household income is a useful screening ceiling for total housing costs—not a guarantee that the rent is affordable. Count rent, utilities you must pay, and mandatory housing charges. Spending above 30% is generally called housing-cost burden; above 50% is severe burden. Then test the proposed rent against your take-home cash after food, transportation, debt, health care, child care, savings and irregular bills.
What the 30% housing rule actually means
The federal affordability screen treats a household as housing-cost burdened when it spends more than 30% of income on rent, mortgage payments and other housing costs. The U.S. Census Bureau uses this threshold in its housing statistics, and the Department of Housing and Urban Development (HUD) uses the same basic line in Housing Choice Voucher analysis.

It is a statistical benchmark, not a legal limit, landlord requirement or promise that a household can safely spend exactly 30%. A renter with expensive medical treatment, a long commute, child-care bills or substantial debt can be financially strained below the threshold. Someone with unusually low obligations may manage a somewhat higher ratio for a time. The percentage is best used as a first screen, followed by a complete cash-flow test.
What counts as housing cost
For a renter, start with the contract rent and add costs required to keep the home. Depending on the lease, that can include tenant-paid electricity, gas, water, sewer, trash, basic heating fuel, mandatory parking, required amenity fees and other unavoidable housing charges. A utility allowance or estimate supplied by a housing agency can be used when actual bills are not yet available.

Do not quietly compare rent alone with the 30% benchmark when the tenant pays utilities separately. A $1,300 apartment with $200 of required monthly utilities has a $1,500 housing cost for the calculation. Optional streaming, furniture purchases and discretionary upgrades belong in the broader budget, not in the required housing-cost numerator.
Should you use gross pay or take-home pay?
Use gross household income for a benchmark comparison. Federal housing statistics are built from household income and housing costs before payroll taxes and other deductions. Gross monthly income is pay before taxes, health premiums, retirement contributions and wage garnishments.
For an actual move decision, also calculate affordability from take-home cash flow. Taxes and payroll deductions reduce the money available for necessities, so a rent that looks acceptable against gross pay can leave too little spendable cash. The two calculations answer different questions:

- Take-home budget: shows whether your household can pay every recurring and irregular bill while saving and handling emergencies.
Include income from all household members who will contribute to rent. Healthy People 2030’s methodology defines household income as income received by household members age 16 and older. Its published ratio excludes units reporting no income, a net loss or no cash rent, so those survey rules should not be treated as a personal budgeting instruction.

How to calculate your rent burden
Use this formula:
Rent-burden percentage = (monthly rent + applicable utilities and mandatory housing charges) ÷ gross monthly household income × 100.
- Add housing costs. Write down contract rent, tenant-paid utilities and required fees for the same month. Use a realistic average for seasonal utilities rather than the cheapest recent bill.
- Convert income to a monthly gross figure. For weekly pay, multiply gross pay by 52 and divide by 12. For biweekly pay, multiply by 26 and divide by 12. Add dependable income from contributing household members; do not rely on uncertain overtime to make the ratio work.
- Divide housing cost by gross income. Multiply the result by 100 and round only after the calculation.
- Run the take-home test. Subtract housing, debt minimums, food, transportation, insurance, health costs, child care, savings and irregular expenses from monthly take-home pay.
- Stress-test the result. Recalculate with a higher utility month, a modest repair or medical bill, and the loss of overtime or a temporary income source.
Worked examples
| Gross monthly household income | Rent | Utilities and required charges | Total housing cost | Housing ratio | HUD category |
|---|---|---|---|---|---|
| $5,000 | $1,400 | $100 | $1,500 | 30% | No burden under the 30% screen |
| $5,000 | $1,800 | $200 | $2,000 | 40% | Moderate burden |
| $4,200 | $1,900 | $200 | $2,100 | 50% | High burden |
| $3,600 | $1,700 | $200 | $1,900 | 52.8% | Severe burden |
In the first example, $1,500 divided by $5,000 equals 30%. In the second, $2,000 divided by $5,000 equals 40%, which falls in HUD’s high-but-not-severe boundary only if the ratio is interpreted as 40%; HUD’s research bands label 31–40% moderate, 41–50% high, and 51% or more severe. Exact rounding matters at the boundary, so keep the unrounded result when deciding which band applies.
How HUD and Census classify the percentages
| Total housing cost as a share of gross income | Common classification | What it signals |
|---|---|---|
| 0–30% | Not cost burdened under the usual screen | Housing is within the federal benchmark, but other expenses can still make the budget unsustainable. |
| 31–40% | Moderate burden in HUD Housing Choice Voucher research | Review debt, transportation, utilities and savings capacity closely. |
| 41–50% | High burden | Less income remains for necessities, emergencies and long-term goals. |
| 51% or more | Severe burden | Housing consumes at least half of gross income and leaves little room for ordinary shocks. |
These labels describe population statistics and program research. They do not set a universal personal target below 30%, and no single percentage captures household size, local prices, health needs or debt obligations.
Why a 30% ratio can give a misleading answer
Residual income matters
A percentage ratio can look acceptable while the dollars left over are inadequate. HUD’s affordability discussion notes that a ratio does not show whether a family can still afford food, clothing, transportation and medical care. After calculating the ratio, subtract the full cost of living from take-home pay. Include minimum debt payments, insurance, prescriptions, work-related travel, school or child-care costs, and a contribution to emergency savings.

Irregular bills need a monthly share
Annual or occasional costs should be converted to monthly amounts. Divide car registration, renter’s insurance paid annually, professional dues, tuition, gifts, expected medical care and routine repairs by 12. A budget that works only when these bills are ignored is not affordable.
Income volatility changes the safe amount
If your hours, commissions or contract work vary, base the decision on dependable income or a conservative recent average. Keep a separate reserve for months below average. Do not count a tax refund or a one-time bonus as recurring income.
Household size and location change the trade-off
A household with several children may need more cash after rent for food and transportation than a single adult, even at the same ratio. Local transit, insurance and utility prices also alter the amount left over. Compare apartments using total monthly housing cost, not advertised rent alone, and state the city and date when evaluating local options because rents and incomes change.
What 40% or 50% of income means in practice
At about 40%
A 40% ratio is above the federal screen and sits at the top of HUD’s 31–40% moderate category. The household may still function if take-home income is high relative to other obligations, but a rent increase, utility spike or missed paycheck can quickly force trade-offs. Check whether the remaining cash covers debt, food, transportation, health care and a meaningful emergency contribution every month.

At 41–50%
HUD classifies this range as high burden. Housing is taking a large share of gross income before taxes are paid, so the take-home share is higher still. A household in this band should identify a specific offset—such as lower-cost transportation, debt payoff or a reliable income increase—rather than assuming the ratio will improve automatically.
At 51% or more
HUD and Census usage describe 51% or more as severe burden. Half or more of gross income is committed to housing before payroll deductions and basic living costs. Unless there is substantial savings or unusually low non-housing spending, the arrangement has little resilience. Look for a lower total housing cost, a roommate or shared household where appropriate, assistance programs, or an income change before signing a long lease.

The national benchmark is common because a large number of households exceed it. The U.S. Census Bureau’s 2023 American Community Survey (ACS) found 21 million renter households—49.7% of the 42.5 million renter households for which burden was calculated—above the 30% threshold. The same release reported a median renter housing-cost ratio of 31.0%, compared with 21.1% for homeowners with a mortgage and 11.5% for homeowners without one.

HUD figures cited in the FY2026 Annual Performance Plan count 22.6 million renting households above 30% and 12.1 million above 50% using 2023 data. These counts and the ACS estimate describe similar pressure but come from different publications and counting methods; they should not be combined as if they were one survey result.
For historical context, the Census Bureau estimated more than 19 million renter households above 30% in the 2017–2021 ACS five-year estimates published in 2022. That older period should be kept separate from the 2023 ACS release because prices, incomes and survey vintages differ.
A practical decision process before signing a lease
- Price the complete home. Obtain written estimates for utilities, parking, pet charges, mandatory internet or amenity fees and renter’s insurance.
- Calculate the gross ratio. Use the formula and place the result in the HUD band without treating the band as a guarantee.
- Build a take-home budget. Start with the lowest dependable monthly net income, then list fixed, variable and annualized expenses.
- Protect a cash buffer. Set aside money for deductibles, repairs, medical costs and a temporary income interruption before deciding that every remaining dollar can go to rent.
- Compare alternatives on the same axes. For each apartment, record total housing cost, gross-income ratio, take-home cash remaining, debt and recurring obligations, emergency-savings capacity, household size and local rent conditions.
- Review the lease risk. Check renewal increases, utility allocation rules, late fees, move-in charges and early-termination terms. A low advertised rent can become expensive when mandatory charges or unpredictable utilities are added.
When to reconsider a rent that looks affordable
- The take-home budget is negative or leaves no recurring emergency contribution.
- You would need credit-card borrowing for ordinary groceries, transportation or medical bills.
- The calculation depends on overtime, a roommate who has not committed, or an income source that is not dependable.
- Utility estimates are based on one mild month rather than seasonal bills.
- After housing, debt minimums and essentials, there is no room for annual expenses or a modest emergency.
If any of these conditions applies, the issue is not whether the ratio is technically 29% or 31%. The proposed housing cost is not sustainable on the available cash flow without changing the rent, income, other obligations or savings plan.
