Short answer: A ready-to-move home usually offers the faster, more inspectable route to occupation, while an under-construction home can spread payments and sometimes have a lower advertised price. Neither is automatically cheaper or safer. In India, compare the all-in cost—including GST where applicable, rent, loan interest, registration and other charges—against the documents, construction progress, agreement terms and promoter record for the specific property.
“Ready to move” is a market label, not proof that a flat has every required approval or an occupancy document. An under-construction purchase can have protections under the Real Estate (Regulation and Development) Act (RERA), but those protections do not eliminate waiting costs or guarantee immediate recovery after a delay. The right choice depends on when you need the home, how much cash-flow uncertainty you can absorb and what your document checks establish.

What you are really choosing
The decision is not simply “finished versus unfinished.” It is a trade-off among four practical outcomes:
- Time to use: A completed unit may be occupied after the transaction and handover requirements are satisfied. An under-construction unit depends on the project schedule and statutory completion steps.
- Cost certainty: A completed home lets you price the actual asset and many immediate charges. A construction purchase requires you to model future loan drawdowns, rent, interest and the financial effect of a delayed handover.
- Inspectability: You can examine the exact flat, common areas and visible workmanship in a completed project. Before completion, you rely more heavily on sanctioned plans, specifications, disclosures and the agreement.
- Evidence and recourse: State or Union Territory RERA records, title documents, approvals and the sale agreement determine what has actually been promised and what remedies may be available.
There is no cited evidence establishing a universal discount, a typical delay length or a market-wide failure rate. Treat every price and possession comparison as property-specific.

Ready-to-move and under-construction compared
| Decision factor | Ready-to-move home | Under-construction home |
|---|---|---|
| When you can use it | Potentially soon after registration, handover and verification of required completion or occupancy documentation. | After the promised possession stage, completion requirements and handover; the date remains exposed to construction and approval progress. |
| What you can inspect | The actual flat, finishes, services and, where relevant, parking, common areas and amenities. | Usually a sample or model and the documents, plans and specifications for the promised unit and project. |
| Payment pattern | Often concentrated closer to purchase and possession, subject to the seller’s terms and your loan. | Typically linked to a construction or milestone schedule; loan drawdowns and interest can continue while you wait. |
| Temporary housing exposure | Usually lower if the home is genuinely available for occupation, though a transaction can still face handover or document delays. | Rent or another housing cost can continue until possession. A delay can create a rent-plus-EMI or interest overlap. |
| GST question | GST is generally not charged when the entire consideration is received after the completion certificate or first occupation, whichever is earlier; verify the transaction timing and classification. | Residential property that is still under construction may attract GST at the applicable rate, subject to current rules and the affordable-housing conditions. |
| Main evidence to verify | Completion or occupancy documentation, title, encumbrances, dues and the condition of the delivered unit and project. | RERA registration and disclosures where required, sanctioned plans, progress, promised possession date, approvals and the registered sale agreement. |
| Principal uncertainty | Whether the seller has clear rights and the project has the required documents and no undisclosed liabilities. | Whether construction, approvals, financing and contractor performance will support delivery on the contractual schedule and specification. |
Calculate the all-in cost before comparing prices
An advertised price is only the starting point. Build a property-by-property worksheet with these lines:
- Agreed consideration: Record the basic price and identify what is included or excluded, such as parking, floor premiums, club or amenity charges and infrastructure items.
- GST, if applicable: Determine whether the sale is treated as a completed or under-construction supply at the relevant payment times. Do not apply a rate from an advertisement without checking the current tax position and the property’s classification.
- Loan cash flow: Map the down payment, each scheduled instalment, expected loan drawdown and interest. During construction, interest or pre-EMI may arise before full possession; the lender’s sanction and disbursement terms control the actual amount.
- Temporary housing: Add rent and moving costs for the period you will not have usable possession. Use your own expected rent and a conservative waiting period rather than assuming the promoter’s date is certain.
- Registration and transaction charges: Include stamp duty, registration and documented legal, society, utility or handover charges applicable in your state and agreement.
- Delay scenario: Run at least one explicit scenario in which possession slips. Keep it labelled as an illustration, not a forecast.
For example, a Moneycontrol Personal Finance illustration published on September 29, 2026 compared an ₹80 lakh and a ₹90 lakh property and showed how 18 months of rent at ₹25,000 a month would add ₹4.5 lakh. That ₹4.5 lakh is simply 18 × ₹25,000 in a hypothetical case; it is not a typical delay, a prediction or a market statistic. Replace both the prices and the rent with the figures for your own decision.
| Illustrative line item | How to use it |
|---|---|
| Advertised price | Use only as the opening comparison; confirm the legally agreed consideration and inclusions. |
| Illustrative temporary rent | ₹25,000 per month × 18 months = ₹4.5 lakh in the cited hypothetical delay example. |
| Illustrative price points | ₹80 lakh and ₹90 lakh were examples in that article, not market benchmarks. |
| Financing cost | Calculate interest or pre-EMI from the lender’s actual disbursement schedule, plus any applicable processing or other loan charges. |
| Taxes and registration | Use the current state and transaction-specific treatment; do not assume a completed and an under-construction purchase are taxed identically. |
GST requires a transaction-specific check
The cited consumer summary states that GST is generally not charged on a completed property when the entire consideration is received after the completion certificate or first occupation, whichever occurs earlier. It also describes effective rates of 5% for residential property outside the affordable segment and 1% for qualifying affordable housing in applicable under-construction transactions. These rates depend on conditions, classification and payment timing. Verify the current official tax guidance and obtain transaction-specific advice before adding a rate to your worksheet.

Model rent and EMI overlap separately
If you are renting while paying a construction-linked loan, calculate the monthly rent and the interest or pre-EMI for each month of the wait. Then add the one-time costs of extending a lease, moving again or storing belongings. A possible RERA claim does not remove these cash requirements while you wait, and the time and cost of pursuing a remedy are not the same as receiving money immediately.
Why a completed home can still need extensive due diligence
Seeing a finished flat reduces reliance on drawings, but it does not establish clear title or complete compliance. Before paying the final amount, inspect and document:
- Completion or occupancy documentation: Confirm which certificate the local authority requires for occupation and that the document relates to the building and phase you are buying.
- Title and authority to sell: Have the chain of title, development rights, powers of attorney and lender releases reviewed by a property lawyer.
- Encumbrances and dues: Check recorded charges, litigation or attachments, property-tax and utility arrears, maintenance liabilities and any society or association dues.
- The exact unit: Compare carpet area, layout, doors and windows, plumbing, electrical points, water pressure, ventilation, seepage, finishes and promised fittings with the agreement and sanctioned plan.
- Shared facilities: Inspect lifts, fire systems, access roads, power backup, water arrangements, parking, security and the amenities represented as part of the purchase.
- Handover records: Obtain written details of defect liability, meter readings, keys, warranties, maintenance commencement and the process for recording snags.
“Ready to move” describes the marketing stage. It does not by itself prove that every approval is present, that the unit is free of dues or that the seller can convey good title.

What creates risk in an under-construction purchase
Schedule and construction risk
Delivery depends on labour, materials, contractors, project finance, approvals and coordination across trades. A SEBI-hosted issuer filing identifies possible cost increases or shortages in labour and materials and contractor-performance problems as construction risks. That filing is an issuer disclosure, not an independent measure of how often those events occur. Use it to identify questions, not to assign a probability to your project.
Specification and approval risk
Compare the sanctioned plan, approved layout, specifications, area statement and amenity commitments with the brochure and agreement. Ask what changes are permitted, which authority must approve them and how the buyer is notified. The 2022 government RERA booklet describes historical buyer concerns that included delayed delivery, diversion of buyer funds, one-sided agreements and extra charges, and misleading promises about approvals, layouts, features and amenities. Those are the reform concerns described in the booklet, not a claim that every current promoter behaves that way.
Cash-flow risk
A construction-linked schedule can demand large instalments before you can use the home. A delayed stage can leave you paying rent and loan interest at the same time, while a change in your income or interest rate can make later instalments harder to fund. Stress-test the budget against a delayed possession date and a higher monthly interest bill before signing.

RERA protections and their limits
RERA administration is state- or Union-Territory-specific. Check the authority for the location of the project and confirm whether the project and transaction fall within the Act and the applicable rules. The Goa RERA authority’s public guidance illustrates safeguards that buyers should look for in the relevant jurisdiction:
- Project registration and public information: Registered projects can have publicly available information such as sanctioned plans, approvals, promoter details, stage-wise completion schedules and periodic progress updates.
- Advance-payment limit: The guidance states that a promoter cannot collect more than 10% of the property cost before first entering into and registering the sale agreement.
- Separate account: It states that 70% of amounts realised from allottees must be placed in a separate account for the land and construction cost of that project, with withdrawals tied to completion certifications.
- Complaint route: The authority provides a process for complaints and regulatory information; follow the procedure and jurisdiction that apply where the project is located.
- Scope exceptions: Registration is not identical for every sale. The authority describes exceptions that include small projects below the listed thresholds and certain completed or repair projects. Confirm the applicable exception instead of assuming that an unregistered project is compliant or that every project is covered in the same way.
These safeguards are meaningful, but a portal entry is not a title certificate, a guarantee of construction quality or a promise of delivery on a particular day. Read the uploaded documents, compare updates with the site and obtain professional review of the agreement.

Subject to the Act, state rules and the contract, a buyer facing a covered delay may be able to withdraw and seek return of amounts with interest and compensation, or remain in the project and claim interest for the delay. The remedy is not automatic, immediate or guaranteed merely because a date has passed. Eligibility, calculation, notices, evidence and the authority’s process matter. Preserve the agreement, payment proofs, correspondence, portal records, construction photographs and rent or interest records if a dispute develops.

Step-by-step checks for a ready-to-move purchase
- Confirm the property’s legal status. Obtain and verify the completion or occupancy document, sanctioned plan, title report, encumbrance information and evidence that the seller’s lender or other charge-holder will release its interest.
- Reconcile the commercial terms. Match the sale agreement, cost sheet and demand letter. Identify GST treatment, registration and stamp duty, parking, maintenance deposits, utility connections and any other charge.
- Inspect before final payment. Visit the exact unit in daylight and, if possible, after rain. Test water, drainage, electrical points, lifts, doors, windows, ventilation and visible fire and safety systems. Photograph defects and attach a signed snag list to the handover record.
- Check the project, not only the flat. Walk the access route, parking, common areas, services and promised amenities. Ask who maintains them, when the association takes over and whether dues are outstanding.
- Obtain a written handover package. Secure keys, meter details, warranties, manuals, defect-liability contacts and confirmation of possession date and pending work.
- Have an independent professional review the file. A local property lawyer can check title, encumbrances and the agreement; a qualified tax professional can assess GST and state charges for your transaction.
Step-by-step checks for an under-construction purchase
- Find the project on the relevant RERA portal. Match the promoter, phase, land details, registration number, sanctioned plans, approvals, completion schedule and quarterly updates to the unit being offered.
- Check the promised possession date. Read the registered agreement—not only the brochure—for the contractual date, grace provisions, force-majeure wording, payment milestones, interest and termination clauses.
- Verify what you are buying. Compare carpet area, floor, orientation, parking, specifications, amenity list and escalation or change provisions with the sanctioned documents and agreement.
- Review the promoter and project record. Examine completed projects, litigation or regulatory orders disclosed in the available records, financing or encumbrance information and the consistency of construction updates. A positive history is evidence to weigh, not a guarantee.
- Test the payment plan against your finances. Set aside the down payment and scheduled instalments, then add rent and interest through a delayed-possession scenario. Do not rely on an expected salary increase or a future sale to fund a contractual demand.
- Confirm the advance and account safeguards. Ensure the agreement is entered into and registered before any amount beyond the permitted advance is collected, and understand how project collections and certifications are disclosed under the applicable rules.
- Record every representation. Put possession, specifications, area, parking, amenities, rebates and payment commitments in the agreement or a signed annexure. A sales conversation that is absent from the contract is harder to enforce.
- Plan your response to slippage. Set a date to review the portal and site progress, keep all notices in writing and obtain legal advice before withholding a contractual payment or choosing withdrawal.
How to decide which option fits your situation
Choose the completed home when timing and visibility dominate
A ready-to-move purchase is more consistent with your needs when you must leave a rental soon, need a known school or work location, cannot tolerate rent-plus-interest overlap, or place high value on inspecting the exact flat and amenities. The premium is justified only after you compare the complete cost and confirm that the documents and title support occupation and transfer.
Consider under construction when your budget can absorb uncertainty
An under-construction home may fit when you can wait through the contractual schedule, have a cash reserve for rent and interest, and find a project whose RERA disclosures, progress, sanctioned plans, promoter record and agreement withstand independent review. A lower initial price or staged payment is not a saving if delay, GST, financing and temporary housing erase the difference.
Use a weighted decision worksheet
Score each actual property—not the category—on the following questions:
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- Time: Do you need occupation by a fixed date, or can you tolerate an uncertain handover?
- Cash flow: Can you fund rent, interest and scheduled instalments if possession slips?
- Total cost: What is the cost after applicable tax, registration, financing and temporary housing?
- Inspectability: Can you examine the exact unit, services and common facilities?
- Evidence: Do portal records, approvals, title documents and the agreement support the seller’s claims?
- Promoter and contract: Are the delivery date, delay clauses, payment schedule and remedies clear and acceptable?
If a property fails a legal or document check, do not compensate for that failure by assigning it a higher score for price or amenities. Resolve the defect or walk away.
What to do if possession is delayed
- Confirm the contractual date. Check the registered agreement, approved extensions, notice provisions and any clause the promoter invokes.
- Collect objective evidence. Save portal updates, dated site photographs, demand letters, receipts, bank statements, rent agreements and written communications.
- Ask for a written status and revised schedule. Request the reason for the delay, approvals pending, construction stage, revised handover plan and treatment of your instalments and interest.
- Do not make an impulsive payment decision. Stopping a contractual instalment can create a separate default. Obtain legal advice on notices, cure periods and the consequences under the agreement.
- Assess the available remedy. Depending on coverage and facts, you may evaluate remaining in the project and seeking delay interest or withdrawing and seeking refund, interest and compensation through the applicable process.
- Recalculate the economics. Update rent, interest, moving costs and any alternative-home price. A remedy may eventually be available, but it does not fund today’s housing expense.
Common mistakes to avoid
- Comparing only the per-square-foot or headline price.
- Assuming “ready to move” means the occupancy or completion document has been issued and title is clear.
- Using a promoter’s possession estimate instead of the registered agreement date and current progress.
- Counting a possible RERA award as certain cash in your monthly budget.
- Paying more than the permitted advance before the sale agreement is entered into and registered.
- Relying on a portal check as a substitute for title, encumbrance and agreement review.
- Accepting promises about parking, views, amenities or area that are not written into enforceable documents.
- Treating the ₹4.5 lakh rent example, ₹80 lakh and ₹90 lakh prices, or the 18-month period as market benchmarks.
- Applying a 1% or 5% GST figure without checking affordable-housing conditions, completion status and payment timing.
Bottom line
Buy ready to move when the value of immediate use, physical inspection and more predictable timing outweighs its price premium after all charges. Consider under construction only when the payment schedule, total-cost model and personal cash reserve can withstand waiting and when RERA records, approvals, progress and contract terms support the promised home. In either case, the specific documents and numbers—not the label—should decide.
