Neither ready-to-move nor under-construction homes are automatically cheaper or safer. A ready home offers earlier, more verifiable use; an under-construction home can spread payments over time but leaves you carrying completion and handover uncertainty. Compare the complete cost of legally usable possession, the cash-flow schedule, documentation, and your move-in deadline for the two specific properties.
The decision in one view
| Decision axis | Ready-to-move home | Under-construction home | What to verify |
|---|---|---|---|
| Occupancy | Potentially earlier, provided legal completion and occupancy documents are in place | Requires construction completion, approvals and handover | Completion or occupancy certificate, utilities, possession conditions and actual handover date |
| What you can inspect | The actual apartment, finishes and completed common areas | Usually plans, specifications, a sample unit and construction progress | Independent inspection, sanctioned plans, specifications and permitted changes |
| Payment timing | A larger payment may fall near transfer, although all transaction costs still apply | Payments are usually linked to construction milestones | Contract milestones, loan-disbursement terms, interest, rent overlap, taxes and registration |
| Delivery risk | Construction risk is lower only when the building is genuinely complete and documented; title, quality and building-management risks remain | Delay, incomplete work and handover uncertainty remain until lawful possession | Promoter record, project filings, approvals, contract remedies and current site progress |
| Tax treatment | In the Indian source discussed below, GST does not apply when sale occurs after the competent authority issues a completion certificate, subject to transaction conditions | In relevant Indian cases, GST applies to an under-construction sale or a sale before certificate issuance; treatment depends on current rules | Consideration date, certificate or first-occupation status, project classification and the current notification |
This is a comparison framework, not a promise about any particular project. A seller’s “ready” label is not proof of legal readiness. Stamp duty, registration charges and other transaction costs are local and are not quantified here.

What “ready-to-move” and “under-construction” actually mean
Ready-to-move
A ready-to-move home is marketed as complete and available for possession. Before treating it as immediately usable, confirm that the competent authority has issued the documents required in that jurisdiction, that the unit is included in those approvals, and that water, electricity, lifts, fire systems, access roads and other promised facilities can legally operate. Possession, registration and moving in may still occur on different dates.

An under-construction purchase is a contract for a home that has not reached the agreed completion and handover stage. You are relying on plans, specifications, approvals and the promoter’s construction programme rather than inspecting the final apartment. A sample flat can demonstrate design intent, but it is not evidence that your unit or the common areas will be delivered in the same condition.

Documents are more important than labels
Completion certificate, occupancy certificate, first occupation and possession are related but not interchangeable concepts. Their names and legal effects vary by location. Ask which authority issued each document, what portion of the project it covers, and whether any condition or outstanding work limits occupation. Obtain copies rather than relying on a brochure, broker statement or informal assurance.
Calculate the complete cost, not the advertised price
The relevant comparison is the amount required to obtain and keep a legally usable home, not the headline base price. Build a property-specific worksheet for both options.
One-time and transaction costs
- Agreed sale price and any escalation, floor-rise, parking or preferred-location charges.
- Stamp duty, registration and local levies applicable where the property is located.
- Tax charged on the transaction under the current local rules and the project’s legal status.
- Loan processing, valuation, legal-review and documentation charges.
- Handover, utility-connection, maintenance-deposit and association-related charges stated in the contract.
- Fit-out, repairs or replacement of items that are missing, damaged or below specification before occupation.
Carrying costs before you can live there
- Rent and moving or storage costs during the construction period or while defects are corrected.
- Interest on amounts disbursed before possession. A lender may release funds in stages, so the interest schedule can differ from the builder’s payment schedule.
- Maintenance, insurance, property tax or other charges that start before full occupation, if the contract or local law permits them.
- Travel and inspection costs when you need to monitor an unfinished project.
Costs that continue after possession
Compare recurring maintenance, association charges, property tax, insurance, utilities and likely repair expenditure. A finished apartment can reveal actual monthly charges and operating conditions. For a new project, obtain the proposed budget and identify which figures are estimates, who controls the association before handover, and when responsibility transfers.

For each property, calculate:
Total move-in cost = sale price + transaction taxes and registration + financing and legal fees + pre-possession rent and interest + required fit-out and correction costs.
Then calculate the expected monthly carrying cost after possession. Do not insert a generic percentage or market average where the documents for the two homes provide a real figure. If a cost is unknown, mark it as unknown and obtain a written estimate before deciding.

How payment timing changes the economics
Ready home cash flow
A ready purchase may require a large payment close to agreement, registration or possession. That can increase the initial cash requirement, but it may reduce the period in which you pay rent while also servicing a construction-period loan. Confirm when the lender disburses funds, when interest begins, and whether the seller will allow time for document and inspection checks before release.
Under-construction cash flow
Milestone payments can distribute the cash requirement, but they do not make the home cheaper by themselves. A delayed milestone, a demand for payment before the corresponding work is complete, or a loan disbursement that starts interest earlier than expected can change the economics. Match every instalment to a clearly defined construction stage and retain evidence of the stage before authorising payment.
Rent-plus-loan overlap
Estimate the months between your first loan disbursement and lawful possession. Multiply that period by rent and add the interest actually expected on each disbursement. Run a conservative case in which handover moves beyond the promised date. If that scenario would exhaust your emergency reserves or force you to sell another asset, the staged-payment advantage may not justify the uncertainty.
India-specific GST and legal points
The following examples are India-specific. They are not universal rules, and current notifications, state or Union-territory rules and the exact transaction documents control the result. Buyers elsewhere should use the competent local authority and a qualified local adviser.
Completion-certificate status and GST
A Ministry of Finance, Government of India, PIB release dated 8 December 2018 states: “There is no GST on sale of complex/ building and ready to move-in flats where sale takes place after issue of completion certificate by the competent authority.” The same release says GST applies to an under-construction sale or to a ready-to-move flat sold before the certificate is issued. The decisive fact is the certificate and timing of the sale, not the marketing description.

The release also contains historical effective-rate discussion. Do not reuse those historical rates as current rates. The applicable treatment can depend on the consideration date, completion-certificate or first-occupation status, affordable-housing or other project classification, and subsequent amendments.

The official 2019 Central Tax (Rate) notification distinguishes construction categories and refers to completion certificate or first occupation. It does not justify a blanket statement that every under-construction home is taxed at one rate. Give the tax professional the agreement, payment dates, project classification and certificate status, then obtain the applicable current rule in writing.
RERA is a framework, not a delivery guarantee
India Code describes the Real Estate (Regulation and Development) Act, 2016 as a law intended to regulate and promote the sector, protect consumers, and provide adjudication and appeals. It records enactment on 25 March 2016 and enforcement from 1 May 2016. State and Union-territory authorities administer registrations, disclosures and complaint processes, so later amendments and local rules matter.
Search the correct state or Union-territory RERA portal for the exact project, promoter, registration number, declared completion date, approvals, extensions, quarterly progress and complaints. A registration entry confirms that information was filed under the framework; it is not a guarantee that the project will finish on time or without defects.
The Goa example must not be generalised
Goa RERA’s functions page explains a rule under which 70 percent of amounts realised from allottees for a project are to be deposited in a separate scheduled-bank account for specified construction and land costs, and it describes complaint channels. This is an official Goa authority explanation. For a property elsewhere, consult that jurisdiction’s own RERA authority and rules rather than importing the Goa figure.

What you can verify before signing
Checklist for a ready-to-move home
- Obtain the completion or occupancy documents issued by the competent authority and confirm that the specific building and unit are covered.
- Compare the sanctioned plan, approved unit area, parking allocation and promised common facilities with the physical property.
- Hire an independent inspector to check structure-visible defects, dampness, plumbing, electrical points, doors, windows, flooring, water pressure, drainage, fire systems and lift operation.
- Test utilities and access at different times. Ask for written information about power backup, water source, sewage, internet availability and emergency access.
- Review title, encumbrances, seller authority, pending dues, association documents, maintenance budget and any litigation disclosed in the records.
- Record every snag with photographs, a deadline and the party responsible. Do not treat a handover form as acceptance of defects that were not examined.
Checklist for an under-construction home
- Locate the project’s official registration and verify promoter identity, land title disclosures, sanctioned plans, approvals, declared completion date and the latest progress filing.
- Visit the site. Compare visible construction with the approved plan and the promised specifications; ask what work remains in your tower and in the common areas.
- Read the agreement for sale, not only the application form. Identify the possession date, extension rights, force-majeure wording, interest for buyer delay, remedies for promoter delay, cancellation terms and defect obligations.
- Define the payment milestones by measurable work, require receipts and keep a complete payment ledger.
- Confirm whether the quoted price includes taxes, parking, club or amenity charges, utility connections, maintenance deposits and registration-related amounts.
- Ask how changes to plans or specifications will be approved and what happens if a promised facility is omitted or delayed.
- Budget for an independent inspection at pre-handover and again after possession; construction progress is not proof of final quality.
How to choose by deadline and risk capacity
Choose the ready option when timing is critical
A buyer who must leave a rental by a fixed date, is relocating for work or cannot carry rent and loan interest simultaneously generally values verified possession more than a staged payment schedule. The ready option still requires document and physical checks; “available now” is not a substitute for legal completion.
Consider under-construction only when uncertainty is affordable
An under-construction purchase may suit a buyer who can wait, maintain a contingency reserve, tolerate changes within the contract and monitor the project. The decision should survive a delayed handover and additional pre-possession costs. If it works only when every milestone is met exactly, the financial plan is fragile.
Use like-for-like comparisons
Compare homes in the same micro-market and with similar size, access, amenities, tenure, parking and construction quality. A lower price in a distant location or a smaller usable area is not evidence that the construction stage caused the saving. Available evidence does not establish a universal discount, appreciation rate or defect frequency for either category.
Contract and negotiation points that affect real risk
- Possession definition: state the event that counts as possession and list the certificates, utilities and common facilities required before it occurs.
- Long-stop date: include a final date after which the buyer can use the agreed remedy or exit right, subject to applicable law.
- Milestone evidence: tie each instalment to objectively verifiable work rather than an undefined demand.
- Specification control: attach the approved plan, area statement, finish schedule and change-approval process.
- Defect and snag process: provide inspection access, written correction deadlines and a method to document unresolved items.
- Charges and taxes: list inclusions and identify which amounts can change, by what trigger and with what notice.
- Records and remedies: preserve approvals, receipts, correspondence and portal filings so that a complaint or claim can be supported if needed.
Red flags and what to do about them
The property is called ready, but certificates are missing
Pause the transaction. Ask the seller to identify the issuing authority, application status and exact building coverage. Do not price the home as immediately usable until the required documents are independently verified.
The promoter asks for a milestone payment while work is visibly behind
Compare the demand with the agreement’s milestone definition, request supporting certification and seek written clarification before paying. Keep the dispute record and use the applicable authority’s complaint route if the contract or law provides one.

The quoted price excludes several “small” items
Request a complete cost sheet that separates sale consideration, taxes, registration, parking, utilities, maintenance deposits, interest and fit-out. Add each item to the total move-in calculation; an omitted charge is not a saving.
Sales staff promise a date that the contract does not contain
Rely on the executed agreement and official project filings. If a date matters to your finances, have it written into the contractual possession and remedy provisions before signing.
You cannot obtain project records
Treat missing approvals, inconsistent areas, unexplained extensions or unavailable filings as unresolved risks. Delay the decision until the records are supplied and checked by an independent property lawyer or other qualified professional.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
A practical side-by-side decision process
- Set the deadline: write the latest date you must occupy and the maximum months of rent-plus-loan overlap you can fund.
- Gather primary documents: agreement, cost sheet, approvals, certificates, project registration, payment schedule and loan terms for each property.
- Build the cost sheet: include every one-time, pre-possession and recurring item; mark unknowns rather than guessing.
- Stress-test timing: model the under-construction home with delayed possession and the ready home with repair or document delays.
- Inspect and verify: use an independent inspection for a completed unit and site-progress checks for an unfinished project.
- Review legal and tax treatment: confirm the jurisdiction, certificate status, current tax notification and contract remedies with qualified local advisers.
- Choose the option that remains affordable in the adverse case: do not let a lower advertised price override an unmanageable cash-flow or documentation risk.
Bottom line for a buyer comparing two actual homes
Start with the possession date you can genuinely accept, then compare total move-in cost and the evidence supporting each seller’s promises. A documented, inspectable ready home usually reduces waiting and construction-stage uncertainty, while an under-construction home demands stronger cash reserves, contract controls and tolerance for schedule risk. In India, certificate status and current GST rules can materially change the calculation, and RERA records are useful due-diligence sources but do not guarantee delivery. The right choice is the property whose verified documents, cash-flow schedule and worst-case timing fit your finances.
