Rare Earths vs. Lithium vs. Cobalt: Which Supply Chains Face the Biggest Risks?

There is no single “riskiest” mineral at every point in the chain. Rare earths face the greatest geopolitical and processing concentration, cobalt has the most exposed mining base because the Democratic Republic of the Congo (DRC) leads production, and lithium is more vulnerable to volume, project-timing and demand-growth shocks. The practical answer depends on whether you are looking at mining, chemical conversion, refining, component manufacturing or recycling.

The short answer: rank the risk by supply-chain stage

For geopolitical and processing risk, rare earths rank highest. China is central to refining and magnet-material production, so an export restriction, trade dispute or technical outage can affect manufacturers far beyond the mine where ore was extracted.

For upstream mining concentration and responsible-sourcing exposure, cobalt ranks highest. The DRC was the leading cobalt producer in the 2023 distribution identified by the United Nations Department of Economic and Social Affairs (UN DESA). That creates sensitivity to local disruption, governance, labor, transport and power conditions. Cobalt then faces a second concentration point because China is a major refining center.

For the risk that supply projects fail to arrive quickly enough, lithium ranks highest. Demand has grown rapidly, and new mines, brine operations, conversion plants and battery-grade chemical facilities can take years to permit, finance, build and qualify. A lithium market that is temporarily well supplied does not remove the longer-term risk that demand growth outruns project delivery.

Risk question Highest exposure Why
Geopolitical leverage and processing concentration Rare earths China is pivotal in refining and magnet materials; trade controls can have outsized downstream effects.
Single-country mining concentration Cobalt The DRC was the leading producer in the 2023 distribution, concentrating upstream disruption and responsible-sourcing risk.
Supply-volume and project-delivery risk Lithium Fast demand growth requires mines and conversion capacity to scale on a tight timetable.
Two-stage concentration Cobalt Mining is concentrated in the DRC while major refining capacity is concentrated in China.
Magnet-component bottleneck Magnet rare earths Processing and permanent-magnet manufacturing are difficult to replace quickly.

These are risk rankings, not price forecasts. A disruption can raise prices for one mineral while a demand slowdown, inventory build or new production causes another to fall.

Why concentration is the common weakness

All three supply chains share a structural problem: future growth is being added by a small group of existing producers. The International Energy Agency (IEA) reported in 2024 that 70–75% of projected 2030 supply growth for refined lithium, nickel, cobalt and rare earth elements comes from today’s top three producers. Even when several countries mine a mineral, the next wave of refined output can still depend on a few established operators.

Refining is generally more concentrated than mining. The IEA reported that the average top-three refining share for the covered critical minerals reached about 86% in 2024, up from around 82% in 2020. That matters because an importer may have access to ore from multiple countries yet remain dependent on a narrow set of chemical-conversion or refining facilities.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

China is the central midstream bottleneck. The IEA projects that by 2035 China will supply over 60% of refined lithium and refined cobalt and around 80% of battery-grade rare earth elements. “Refined” and “battery-grade” describe processing stages, not mine ownership: the country that extracts ore and the country that converts it into a usable chemical or material can be different.

Concentration is not the same as fragility

A high market share becomes a vulnerability when replacement capacity is slow, inventories are thin, specifications are difficult to qualify, or trade can be interrupted. A diversified mine base may therefore provide less protection than expected if nearly all suitable material must pass through one conversion hub. Conversely, a concentrated stage can be manageable when spare capacity, substitutes, stockpiles and accessible recycling exist.

Rare earths: the greatest geopolitical and processing risk

“Rare earths” covers 17 elements with different markets and uses. The most strategically sensitive group for many manufacturers is the magnet rare earths used in high-performance permanent magnets. It is not accurate to treat every element as having identical exposure: magnet materials have tighter processing and manufacturing dependencies than some other rare-earth applications.

Mining and refining geography

UN DESA’s 2023 distribution places production mainly across China, Myanmar and Australia. The mining map is therefore not identical to the processing map. China’s projected position in battery-grade rare-earth supply—around 80% by 2035, according to the IEA—illustrates why downstream users can remain exposed even when ore is mined elsewhere.

Why the processing step matters

Rare-earth ore must be separated into individual oxides and then converted into metals, alloys and, for many applications, permanent magnets. Separation chemistry is technically demanding, and magnet production adds another qualification step. A trade restriction aimed at oxides, metals, alloys or magnets can therefore affect electric motors, wind-turbine generators, industrial equipment and electronics through different channels.

Substitution and recycling

Manufacturers can redesign products to use less of a constrained element, use lower-performance magnet chemistries or substitute another technology. Those changes may increase weight, reduce efficiency, require new tooling or trigger lengthy customer qualification. Recycling can recover material from end-of-life magnets and equipment, but collection, separation and scale determine how much secondary supply is actually available. Recycling is a resilience tool, not an instant replacement for primary refining.

Main disruption triggers

  • Export restrictions or trade disputes: controls on processed material or magnets can reach global manufacturers quickly.
  • Technical failure: an outage at a separation, alloy or magnet plant can be harder to replace than a temporary mine interruption.
  • Permitting and community conflict: new mines and processing plants may face long approvals and local opposition, especially where waste-management concerns are significant.
  • Extreme weather: floods, storms, heat or water shortages can interrupt mines, chemical plants, ports and electricity supply.

Cobalt: the most concentrated mining exposure

Cobalt’s defining risk is the location of extraction. UN DESA’s 2023 distribution identifies the DRC as the leading cobalt producer. This makes local conditions unusually important to global supply: a transport bottleneck, power outage, policy change, labor dispute or security incident in the DRC can affect a large share of mined output.

Responsible-sourcing and ESG exposure

Cobalt supply is scrutinized for governance, labor and community conditions. Industrial mines and smaller-scale or informal operations can coexist in the same producing region, making traceability and chain-of-custody controls important for battery and electronics buyers. A company may face legal, reputational or customer risk even when total tonnage remains available if material cannot be documented to its required standard.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The second bottleneck: refining

Cobalt has a two-stage concentration problem. Mining is heavily exposed to the DRC, while China is a major refining center and is projected to provide more than 60% of refined cobalt supply by 2035. A mine disruption and a refining disruption are different events, but dependence on both stages can compound the impact of either one.

Substitution, thrifting and recycling

Battery makers can reduce cobalt intensity, use chemistries that contain little or no cobalt, redesign cathodes or increase recycled content. These options reduce exposure over time but require engineering work, safety validation, manufacturing changes and customer acceptance. Recycled cobalt can become an important source as more batteries reach end of life, yet the timing depends on the size and age of the installed battery fleet. Recycling cannot immediately offset a sudden mine or refinery outage.

Main disruption triggers

  • Mine-level disruption: accidents, flooding, power failures, transport interruptions or changes in operating permissions in the DRC.
  • Governance and labor events: policy changes, disputes over royalties or working conditions, and traceability failures.
  • Refining outage: a technical failure or energy shortage at a major conversion facility, particularly where alternative plants lack qualified capacity.
  • Battery-chemistry change: rapid movement away from cobalt can weaken demand and prices, while a sudden return to cobalt-intensive designs can tighten supply.

Lithium: the leading volume, timing and demand-growth risk

Lithium production is more geographically distributed than cobalt. UN DESA’s 2023 distribution identifies Australia, Chile and China as the main producing countries. That diversity reduces the single-mine-country exposure seen in cobalt, but it does not eliminate bottlenecks in conversion, permitting or project execution.

Why project timing dominates

Lithium demand grew rapidly in the IEA’s 2023 assessment, driven largely by electric vehicles and stationary storage. New supply must move through exploration, resource definition, financing, environmental review, construction, commissioning and customer qualification. Brine projects also depend on hydrology and evaporation conditions; hard-rock projects depend on mining, concentrating and chemical-conversion capacity. A delay at any stage can leave a nominally large resource unable to supply battery-grade material when needed.

Supply can look comfortable before it becomes tight

Lithium prices and project economics move in cycles. A period of surplus can lead producers to defer expansions, which later reduces the pipeline just as demand accelerates. Conversely, a burst of new capacity or a slower EV market can create temporary oversupply. The relevant question is not only whether lithium is available today, but whether financially viable, permitted and technically qualified projects can keep pace with the next demand wave.

Refining and conversion dependence

Lithium chemicals must meet strict specifications for battery cathodes and other applications. China is projected to supply more than 60% of refined lithium by 2035. A mine outside China may therefore still depend on Chinese conversion capacity or on equipment and technical know-how linked to that midstream ecosystem.

Substitution and recycling

Battery designers can use less lithium per unit of storage through higher energy density, different cell formats or alternative chemistries, but lithium remains fundamental to the dominant rechargeable battery families. Sodium-ion and other technologies may reduce demand in selected applications, while recycling will recover more lithium as the vehicle and storage fleets mature. Neither option guarantees near-term relief during a rapid demand surge, because commercial scale, performance requirements and collection volumes take time to develop.

Main disruption triggers

  • Permitting delays: environmental review, water rights and community consultation can push a project’s first production years into the future.
  • Conversion bottlenecks: mines may produce concentrate that cannot be turned into battery-grade chemicals quickly enough.
  • Extreme weather and water stress: drought, floods, heat and storms can affect brines, hard-rock mines, processing plants and ports.
  • Sudden demand growth: faster-than-expected EV or storage adoption can consume inventories before new projects start.

Comparison across the six risk dimensions

Dimension Rare earths Lithium Cobalt
Top-country mining position China, Myanmar and Australia are the main producers in the 2023 distribution; a single percentage is not stated. Australia, Chile and China are the main producers in the 2023 distribution; a single percentage is not stated. The DRC is the leading producer in the 2023 distribution; a single percentage is not stated.
Top-country refining position China is projected to supply around 80% of battery-grade rare earth elements by 2035. China is projected to supply over 60% of refined lithium by 2035. China is projected to supply over 60% of refined cobalt by 2035.
Dominant risk type Geopolitical, processing and magnet-manufacturing concentration. Supply-volume, project-timing and demand-growth risk. Mining concentration, geopolitics and responsible sourcing.
Substitution Possible through redesign or alternative magnet technologies, but performance and qualification trade-offs apply. Alternative battery chemistries can reduce use in some applications; lithium remains central to many batteries. Thrifting, cobalt-free chemistries and cathode redesign can reduce intensity.
Recycling role Recoverable material exists in magnets and equipment; collection and separation limit near-term scale. Future end-of-life batteries can provide secondary supply; current volumes depend on fleet age. Recycling can supplement primary supply, but cannot instantly replace a mine or refinery outage.
ESG and climate exposure Mining waste, water, energy use and community impacts vary by deposit and process; processing emissions can be significant. Water, land, energy and community impacts vary sharply between brine and hard-rock operations. Governance, labor, traceability and community risks are especially material because of DRC concentration.

How different disruptions travel through the chain

The same headline event can have very different consequences depending on where it occurs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Disruption Most exposed stage Likely transmission
Extreme weather Mine, chemical plant, port or power system Lost production, delayed shipments, higher energy or logistics costs and tighter spot availability.
Technical failure Conversion, refining or component manufacturing Qualified capacity may be unavailable even when ore is in stock.
Export restriction Refined chemicals, metals, oxides, alloys or magnets Importers must find alternative suppliers, redesign products or draw down inventories.
Trade dispute or sanctions Cross-border movement and finance Tariffs, licensing, blocked payments or compliance rules reroute material and raise costs.
Permitting delay New mine or processing project Expected future supply arrives later, tightening the market during demand growth.
Community conflict Mine, water system or transport corridor Construction or operations stop until agreements, compensation or safety conditions change.
Sudden EV or storage demand growth All stages, especially conversion and refining Inventories fall, lead times lengthen and prices may rise before new capacity is qualified.

As IEA executive director Fatih Birol put it: “Critical mineral supply chains can be highly vulnerable to supply shocks, be they from extreme weather, a technical failure or trade disruptions.” The quotation captures why a mine-only risk score is insufficient: a shock at any linked stage can become a manufacturing constraint.

What this means for households and investors

Critical-mineral risk reaches personal finances indirectly through vehicle prices, energy-storage costs, industrial goods, company earnings and investment volatility. It does not produce a reliable one-to-one trading signal. A supply disruption may benefit a producer but hurt a battery maker, automaker or equipment manufacturer that cannot pass costs through.

Use a stage-specific checklist

  1. Identify the material and application. Magnet rare earths, battery-grade lithium chemicals and cobalt cathode material have different bottlenecks.
  2. Separate mine origin from processing origin. Ask where ore is extracted, where it is converted or refined, and where the final component is made.
  3. Check concentration. Look for dependence on one country, one refinery, one port, one power system or one qualified supplier.
  4. Test the substitution claim. Determine whether an alternative is commercially qualified now or only technically possible.
  5. Assess the timing. A permitted project under construction is not equivalent to an early-stage resource or an announced capacity target.
  6. Consider the demand scenario. EV adoption, grid storage, industrial production and battery chemistry can change simultaneously.
  7. Review recycling realistically. Ask whether enough end-of-life material exists and whether collection and processing capacity are operating in the relevant region.

Questions to ask before treating a company as “protected”

  • Does it have multi-year contracts, or is it buying on a spot market?
  • Can it qualify a second supplier without redesigning the product?
  • Does it own or control conversion and refining capacity, or only mines?
  • Are inventories disclosed, and how many weeks or months do they cover?
  • Can higher input costs be passed to customers?
  • Are environmental, labor and traceability requirements likely to restrict usable supply?

Final ranking by the question you are asking

Ask “Which is most exposed to geopolitical disruption?” Rare earths are the clearest answer because processing and magnet capacity are highly concentrated, with China projected to dominate battery-grade output. Cobalt is a close concern because DRC mining and Chinese refining create two linked points of exposure.

Ask “Is cobalt supply more vulnerable than lithium?” Cobalt is more vulnerable to a single-country mining shock and responsible-sourcing disruption. Lithium is more vulnerable to a mismatch between fast demand growth and the time required to deliver new mines and conversion plants.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask “Which chain is hardest to expand quickly?” Rare-earth separation and magnet manufacturing are difficult to replicate rapidly; lithium projects are lengthy and capital-intensive; cobalt can be constrained by both DRC mine conditions and refining concentration.

Ask “Which has the biggest overall risk?” There is no defensible single winner. Rare earths lead on geopolitical and processing concentration, cobalt on upstream concentration, and lithium on volume and project-timing risk. The appropriate ranking changes with the stage, product and disruption scenario.
